Cover Story: CO2 emissions are a major issue due to climate change, necessitating energy policies to reduce them. This paper analyzes the impact of such policies on decarbonization by comparing the phase-out of coal-fired power plants with a carbon tax in the Chilean electricity system. Using a long-term generation and transmission expansion planning model (GTEP), the study evaluates costs, investments, CO2 emissions, and consumer prices under different scenarios. It models the transmission system across Chile, considering renewable energy projections and assesses three economic scenarios with various carbon tax levels and coal plant closure schemes. The findings show a carbon tax is more cost-effective than coal plant phase-outs, reducing CO2 and system costs, with an optimal tax of 37 USD/tCO2. A carbon tax also lowers consumer prices compared to phase-out schemes. View this paper
