Cover Story: Urbanization, in the absence of equity and inclusion, creates conditions that present a high dependence on “hard infrastructure” and an erosion of “ecological infrastructure”, which would otherwise support resilience in rural communities. These conditions are evident in the Rio Grande Valley (RGV) in south Texas among the communities living in colonias. This study identifies and analyzes policy, as well as economic, cultural, and social tools that can be leveraged to foster resilience in the region. The findings show that the RGV is a place where policy efforts, institutional designs, and cultural wealth can be leveraged to improve community resilience, but current implementation does not go beyond supporting business-as-usual outcomes.
