Cover Story: Explainable AI outlines why models generate outputs, but do not prevent infeasibility. This gap poses significant problems for regulated AI/ML. This paper explains how bounded AI architecture can be successfully transferred between disparate regulated industry domains. By design, five key conditions are introduced that must all be satisfied to ensure the system generates only acceptable outputs. The structure prevents rule-breaking results from construction which eliminates the need for post hoc review-and-correction. The framework is verified on maintenance, energy management, and credit decision applications. As a counterpoint, an autonomous vehicle perception example identifies a case where the transfer is not possible, which dictates that an alternate architecture must be determined. View this paper
