Cover Story: Since the concept of package delivery using drones was introduced, there have been dramatic advancements in drone technologies. However, it is still difficult to find such drone-based service delivery in our lives. One of the critical barriers to the implementation of drone-based service delivery at a full scale is the difficulties in the air traffic control and collision avoidance of drones. As a systematic solution to these difficulties, this study addresses a zoning approach that divides a service area into a set of zones and assigns a single drone to a zone. From the experiments of this study, where different demand distributions and different objective functions for demand clustering are considered, it is demonstrated that the safety of drones as well as the efficient use of the units can be achieved by the zoning approach. View this paper
