Cover Story: Mechanised agricultural activities are highly influenced by socio-technical and environmental variability. In this work, the authors therefore propose a safety culture model based on the Efficiency-Thoroughness Trade-Off (ETTO) and that identifies four operational working modes that are analysed with the Functional Resonance Analysis Method (FRAM). Using tractor–ploughing as a reference scenario and severity data from real accident cases, the authors quantified variability at the function level and computed a Total Resonance Index (TRI) that reveals hotspots where local adaptations may couple and escalate risk. The model helps prioritise dampening actions (e.g., preconditions, maintenance, timing, rest) and shows why maintaining at least compliance is not a “cost” but a protective barrier against unsafe efficiency. View this paper
