Cover Story: California’s SB 1014 requires ridehailing fleets to transition to electric vehicles (EVs), posing financial and infrastructure challenges for drivers. This study examines EV adoption attitudes and policy preferences among full- and part-time drivers using expert interviews (n = 10), group discussions (n = 8), and a survey of 436 drivers. Key factors influencing interest in EVs include access to home charging and prior EV experience, along with income and age. Full-time drivers are more confident in EV range but concerned about income loss during charging downtime; they prefer income-based point-of-sale rebates. Part-time drivers are more hesitant and favor purchase discounts and charging credits. To accelerate EV adoption, policymakers might offer larger rebates to full-time drivers and provide USD 500 to 1500 charging credits to part-time drivers. View this paper
