Special Issue Information

Dear Colleagues,

This Special Issue is derived from the WorldCIST 2025, focusing on the latest advancements and applications of information technologies across diverse domains. It aims to showcase extended versions of high-quality conference papers and invite submissions from authors outside the conference whose work aligns with the scope of this Special Issue. This issue will highlight how information technologies are driving innovation in knowledge management, intelligent systems, and societal applications, addressing real-world challenges and opening new research directions.

As this Special Issue is associated with a conference, the authors of invited papers should note that the final submitted manuscript must contain a minimum of 50% new content and not exceed 30% of the original conference proceedings.

The scope of this Special Issue includes, but is not limited to, the following topics:

Information Systems (IS) play a critical role in managing and optimizing core business processes and financial operations within small and medium-sized enterprises (SMEs). Specifically, Cloud-based Accounting Information Systems (CAIS) represent a significant digital innovation that is reshaping accounting practices and financial management in SMEs. Despite growing adoption, limited empirical evidence exists on the organizational and governance factors influencing CAIS implementation in developing economies. This paper conducts empirical research primarily examining how organizational culture, organizational structure, and organizational support shape the effective adoption and usage of CAIS among SMEs in Jordan. In particular, the study explores the moderating role of Information Technology Governance (ITG) in the relationships between these organizational factors and CAIS usage. Drawing on the Information Systems and digital accounting literature, this study employs quantitative research design using PLS-SEM. An adapted model is derived from the Technology–Organization–Environment perspectives in adoption technological and contextual factors. Data was collected through a structured questionnaire from 397 Jordanian SME professionals across various managerial and accounting roles. The findings reveal that organizational culture exerts the strongest positive influence on CAIS adoption (β = 0.537, p < 0.001), followed by organizational structure (β = 0.296, p < 0.001) and organizational support (β = 0.226, p < 0.001). ITG also demonstrates a significant direct effect on CAIS adoption (β = 0.218, p < 0.001). Mediation analysis indicates that ITG significantly strengthens the relationship between organizational support and CAIS adoption (β = 0.089, p = 0.035), while its moderating effects on organizational culture and structure are not statistically significant. This research contributes to the digital accounting and Information Systems literature by providing nuanced insights into the conditional role of ITG in CAIS adoption, moving beyond traditional direct-effect models. From an empirical perspective, the findings recommend that policymakers and SME managers must priorities IT governance frameworks alongside organizational support mechanisms to facilitate effective CAIS implementation in emerging markets. Furthermore, prior studies have largely focused on technological determinants or direct effects of organizational factors, while providing limited insight into how IT governance shapes the relationship between organizational capabilities and CAIS adoption within SMEs in emerging economies. This study proposes an integrative model that combines technological factors and top management support to examine their impact on successful ERP implementation and its direct effect on the efficiency, effectiveness, and flexibility of business processes in the context of firms operating in Serbia. Employing the Technology–Organization–Environment (TOE) framework, this research analyzes data collected from 123 managers using a structured questionnaire and Partial Least Squares Structural Equation Modeling (PLS-SEM). The findings reveal that technological complexity positively affects ERP implementation success, contrary to common assumptions that complexity is a barrier. Technological compatibility and readiness show no direct significant effects but demonstrate conditional influences when moderated by top management support. Top management involvement significantly moderates the relationship between technological factors and ERP success, with balanced managerial engagement being critical to avoid potential negative impacts of over-control in complex projects. Moreover, ERP implementation significantly enhances operational efficiency, effectiveness, and flexibility. This study concludes that ERP success depends on the interplay between technological attributes and well-balanced leadership support, emphasizing the need for holistic management of technology, people, and processes. These insights contribute to theoretical understanding and practical guidance for organizations aiming to optimize ERP outcomes and operational performance. Full article

Participatory Digital Traceability Systems for Information Governance: Design and Real-World Deployment in Urban Afforestation Programs

Large-scale urban tree donation campaigns are widely implemented worldwide as nature-based solutions for climate adaptation and mitigation; however, most programs lack individual-level traceability and post-donation monitoring, limiting accountability and evidence-based management. A fundamental prerequisite for longitudinal survival assessment is the existence of a reliable traceability infrastructure capable of linking individual trees to verified planting records over time. This study proposes and empirically evaluates a participatory digital traceability system that establishes this foundational infrastructure, conceptualized as a distributed data validation architecture for donation-based urban afforestation programs. The framework integrates (i) persistent digital identifiers, (ii) geospatial registration, (iii) distributed multi-stage validation, and (iv) structured citizen reporting, and is operationalized through an installation-free progressive web application (ArborizaCL). The approach was deployed in five real-world campaigns conducted in Valdivia, Chile (May–September 2025), registering 642 trees distributed to 240 participants. A total of 190 georeferenced planting reports were submitted, corresponding to an overall reporting rate of 29.6%. Reporting behavior varied substantially by institutional follow-up strategy: campaigns with active follow-up achieved a mean reporting rate of 54.0%, compared with 13.0% under passive strategies, yielding a 41.0 percentage point difference (315.8% relative increase). Spatial analysis of reported plantings showed a predominance of urban (51.1%) and peri-urban (42.1%) locations, enabling differentiated territorial assessment. These results indicate that while digital infrastructure enables traceability and transparent monitoring, sustained citizen engagement is strongly associated with institutional coordination mechanisms. Beyond environmental monitoring, the proposed framework contributes to information governance by demonstrating how participatory digital traceability systems can support distributed public-sector oversight and outcome-oriented evaluation. The framework provides a transferable methodological basis for strengthening monitoring capacity, transparency, and governance design in publicly funded afforestation initiatives and other distributed civic programs. The recent advancements in blockchain technology have also expanded its applications to smart agricultural fields, leading to increased research and studies in areas such as supply chain traceability systems and insurance systems. Policies and reward systems built on top of centralized systems face several problems and issues, including data integrity issues, modifications in data readings, third-party banking vulnerabilities, and central point failures. The current paper discusses how farming is becoming a leading cause of water and electricity wastage and introduces a novel idea called IncentiveChain. To keep a limit on the usage of resources in farming, we implemented an application for distributing cryptocurrency to the producers, as the farmers are responsible for the activities in farming fields. Launching incentive schemes can benefit farmers economically and attract more interest and attention. We provide a state-of-the-art architecture and design through distributed storage, which will include using edge points and various technologies affiliated with national agricultural departments and regional utility companies to make IncentiveChain practical. We successfully demonstrate the execution of the IncentiveChain application by transferring crypto-ether from utility company accounts to farmer accounts in a decentralized system application. With this system, the ether is distributed to the farmer more securely using the blockchain, which in turn removes third-party banking vulnerabilities and central, cloud, and blockchain constraints and adds data trust and authenticity. The increasing reliance on digital infrastructures has positioned electronic records management systems (ERMS) as critical mechanisms for supporting organisational governance, accountability, transparency, and effective service delivery. This study presents a structured qualitative literature review examining ERMS implementation across developed and developing institutional contexts to identify key determinants, recurring implementation challenges, and contextual variations in adoption patterns. Drawing on studies published between 2012 and 2026, the review adopts a socio-technical analytical framework that categorises implementation determinants into environmental, technological, and organisational dimensions, specifically: governance and policy alignment; technological infrastructure readiness; interoperability and system integration; and human re-source capacity and organisational culture. The findings indicate that successful ERMS implementation depends on the alignment and interaction of governance frameworks, technological capabilities, and organisational readiness. The analysis further demonstrates that these determinants are highly interdependent and vary according to levels of institutional and digital maturity. In developing contexts, implementation is primarily constrained by inadequate infrastructure, financial limitations, weak policy enforcement, and shortages of skilled personnel. In contrast, digitally mature environments increasingly focus on interoperability, metadata standardisation, usability optimisation, and long-term digital preservation. This study contributes to the literature by synthesising fragmented empirical findings into an integrated socio-technical framework, thereby advancing a more structured understanding of ERMS implementation across diverse governance environments. The review also identifies major methodological limitations within the existing literature, including limited empirical validation, weak longitudinal analysis, language bias, and the predominance of single-institution case study designs. The findings provide practical implications for policymakers, information managers, and institutions seeking to strengthen electronic records management and information governance practices. Future research should prioritise longitudinal, comparative, and cross-national studies to further advance theoretical and empirical understanding of ERMS implementation. Full article
