Cover Story: The transition towards the 15-minute city cannot succeed without addressing suburban territories, in which most Europeans live and accessibility challenges differ fundamentally from those of compact urban centers. This study develops and applies a multidimensional equity framework combining spatial accessibility, mobility, digital inclusion, participatory governance, and stakeholder perspectives to compare two European suburban municipalities. The findings demonstrate that equitable proximity planning requires context-sensitive adaptation rather than a one-size-fits-all model. Beyond the case studies, the proposed methodology provides planners and policymakers with a transferable framework for evaluating and implementing proximity-based planning in diverse suburban contexts.
