Cover Story: In England and Wales, local authorities are responsible for providing social care (SC) in prison, in line with SC legislation, but little is known about ‘low-level’ needs that do not meet the eligibility criteria. This scoping review describes the nature, extent, and conceptualisation of ‘low-level’ SC in UK prisons. A total of 31 papers were included. Types of ‘low-level’ SC discussed included finances, feelings of safety, and dignity. Ten papers included preventing the need for social care and/or promoting independence. The evidence is limited, and further research is needed on ‘low-level’ support needs in prison. Consensus is required on what constitutes ‘low-level’ SC; how needs may vary depending on individual characteristics including age, gender, ethnicity, and neurodiversity; and how individuals should be supported to address these needs.
