Cover Story: Melbourne is considered the most locked down city in the world. The Victorian Government imposed six consecutive lockdowns between late March 2020 and late October 2021. This study retrospectively evaluates the effectiveness of these COVID-19 control strategies and proposes a standardized approach to review control measures in general. Lockdowns 1-5 were implemented too late (they were expected to take effect slightly before, on, or after the end of the effective phase) and were therefore ineffective. In contrast, the mask mandate introduced on July 23, 2020, initiated the effective phase and thus flattened the curve. Lockdown 6 was implemented far before the effective phase and was therefore ineffective. A more relaxed approach by avoiding ineffective lockdowns would have been more economically friendly.
