Cover Story: National legislative frameworks in the EU pose significant challenges for managing publicly funded R&D projects, as illustrated by Spain’s General Subsidies Act. Key obstacles include difficulties in adapting to changes in scope, budget, and timeframes, as well as restrictions imposed by administrative procedures governing these modifications. The findings show that rigid legal frameworks limit effective project management, a critical issue in R&D due to its inherent uncertainty and need for adaptability. This rigidity constrains the ability to address evolving project needs, reducing the impact of publicly funded initiatives. Future reforms should prioritize greater legal flexibility to overcome barriers in order to execute projects with the highest ambition. View this paper
