Special Issue Information

Dear Colleagues,

The rapid advancement of digital technologies is transforming how we understand, manage, and secure land. These shifts are not just altering land administration systems but also impacting land tenure security, land markets, urban planning, and broader national and global security concerns. Digitalisation presents both opportunities and risks—creating new ways to enhance transparency and efficiency, while also exposing land data and systems to cybersecurity threats.

This Special Issue of Land aims to explore the intersections of land, security, and digital transformation, focusing on how digital technologies can secure land, improve land governance, and address emerging security challenges. We invite contributions that examine how digitalisation is reshaping land tenure systems, land value, land use planning, and the role of entrepreneurship in driving innovation in the land sector. We also seek to understand how digital tools create new vulnerabilities, from cyberattacks to data breaches, and propose solutions for securing land-related data.

Themes of Interest:

We welcome submissions on the following topics:

  1. Innovations in securing land administration systems
  • The role of digital technologies in strengthening land tenure, use, value systems, improving land registration, and enhancing security, including the role of digital cadastre systems.
  • Innovations in digital land data management (e.g., blockchain, cloud services, GenAI) and tools for fraud and cyber-attack response in land valuation, land use planning, land development, property markets, real estate systems.

Digital Rural Construction and Agricultural Technological Choice Under Land Constraints: Evidence from China

Cultivated land is a basic factor in agricultural production, but it is also subject to increasingly strict resource constraints. Under such conditions, agricultural development needs to rely more on the effective use of capital, labor, and digital technologies on existing farmland rather than on the expansion of land input. This study examines the impact of digital rural construction on agricultural technological choice under land constraints. Using panel data from 28 Chinese provinces from 2011 to 2024, this paper first measures capital–land and labor–land biased technological progress based on a normalized factor-augmenting CES production function, and then constructs a multidimensional index of digital rural construction. The empirical results show that digital rural construction significantly promotes both capital–land and labor–land biased technological progress, with a stronger effect on the capital–land dimension. This indicates that digital rural construction mainly promotes agricultural technological choice through capital-embodied and digitally enabled technologies, while also improving the role of labor in agricultural production and land management. The mechanism analysis shows that the capital–land effect is mainly driven by the price effect, whereas the labor–land effect is mainly driven by the scale effect. Further heterogeneity analysis indicates that the positive effects are more pronounced in eastern China, while the effects in central and western regions are weaker and more differentiated. These findings suggest that digital rural construction reshapes agricultural technological choice by changing how capital and labor are combined with limited land resources. The study provides evidence for promoting agricultural transformation, improving land-use sustainability, and strengthening digital governance in agriculture. Full article

Integration of the Digital–Real Economy and Energy-Embedded Green Utilization Efficiency of Urban Land: Causal Evidence from Double Machine Learning

Enhancing Energy-Embedded Green Utilization Efficiency of Urban Land (E-GUEUL) is crucial for reconciling economic growth with carbon neutrality targets, with the Integration of the Digital–Real Economy (IDRE) emerging as a key driver. This study measures city-level E-GUEUL using the super-efficiency SBM–Malmquist index model. To rigorously identify the causal effect of IDRE on E-GUEUL and address potential model misspecification and high-dimensional confounding factors, a Double Machine Learning (DML) framework is employed. Findings reveal a robust and significant positive effect of IDRE on E-GUEUL, a conclusion that holds across a series of robustness checks and endogeneity controls. Heterogeneity analysis indicates that the efficiency enhancement is more pronounced in non-resource-based, digitally developed, and eastern or central cities. Mechanism analysis reveals that optimizing Energy Consumption Intensity acts as a short-term driver, while Green Technology Innovation and Environmental Regulation serve as long-term sustainers. Furthermore, moderating effects reveal that Marketization exerts a positive moderating influence. This study provides empirical evidence and policy insights for leveraging IDRE to advance green growth through tailored approaches. Full article
