(1) In view of the contents, I suggest changing the name of the article to

“State-of-the-art review of vortex-induced motions of floating offshore wind turbine structures”

This paper reviews FOWT structures, which are typically not large (relative to offshore structures).

(2) Line 122 – For the typical drafts of FOWT structures, wave forces are important to submerged floaters as well.

(3) I did find any discussion of structural damping, which may be important for VIV.

In this paper, the authors have extensively reviewed the VIM research (experiment, simulation, field measurement) for the Green Energy sectors. The authors have a track record on VIV, which is a closely related topic with VIM. The topic is of great interest to the community and the authors have provide a well-organized and informed review.
