Cover Story: Public institutions are the driving force in adopting strategies and policies leading to better welfare of citizens. This study analyses the determinant factors contributing to the competitiveness of public institutions. It proposes the construction of a measurement model to assess the competitiveness of public institutions of the Republic of Moldova based on seven determinant factors: employee development, employee performance, organizational communication, work organization, digitalization of activities, reduction in bureaucracy, and strategic management. The results support the approach of building up a multidimensional measurement model for the competitiveness of public institutions by highlighting the relative contribution of each factor. It may boost decision-makers in establishing the best practices to increase the competitiveness of public institutions. View this paper
