The introduction sets the scene for the empirical part, however, the gap in the existing literature is not evident to the reader and must be clearly demonstrated.  Moreover, the structure of the rest paper should be stated at the end of the introduction to guide the reader. In the materials and methods part, at the study area I would expect you to state the sampling method employed to choose the specific areas. In addition, you must justify the sampling method used for the focus groups. Also, you must state whether a pilot study has been performed, and what changes have been made after. Furthermore, how did you ensure reliability and validity in your work? The results are well presented however I would expect you to discuss them by comparing, contrasting with additional sources. In the conclusions you have managed to present the main highlights of your work and to provide interesting recommendations and policy implications. You have acknowledged some limitations related to the current approach, but you have to be more specific regarding your research limitations. The same applies to further research which has been partly stated and could be enhanced.

Overall, a nice effort has been made!
