An appreciable research work entitled "Research on routing equalization algorithm of Inter-satellite partition for Low-orbit micro-satellites" with a promising use case(s).

 The abstract should be extensively revised to reflect compelling quantitative and qualitative research findings.

 Please, review and revise the paper to correct the typos and/or grammatical errors. Avoid complex sentences.

The mathematical models and analysis are compelling and well-explained. The scope should consider hardware technologies such as reconfigurable and adaptive small satellite architectures.

 The presented analysis would benefit from an inclusion of the  application of proposed partition routing algorithm in relaying satellite-cellular communication network ecosystem data in different formats.

 More current papers on capability-based adaptive microsatellite concepts should be included. The analysis and results are promising but lack practical implementation contents.

The paper would benefit from an inclusion of deploying the proposed routing algorithm within adaptive small satellites constellations for inter-satellite-cellular communication networks.

The authors focus their study on introducing a routing equalization algorithm to support the inter-satellite partition for low orbit microsatellites. Specifically, the proposed balanced inter-satellite routing algorithm based on partition routing balances the high computational complexity of the flooding algorithm and the delay of the greedy algorithm. The authors have provided a very detailed theoretical analysis in order to show the pure operation and the performance of the proposed framework, which is also supported by a detailed set of numerical results. The provided theoretical analysis is concrete, complete, and correct and the authors have well thought out their main contributions. The authors are encouraged to consider the following suggestions provided by the reviewer in order to improve the scientific depth of their manuscript, as well as they need to address the following comments in order to improve the quality of presentation of their manuscript. Initially, in sections one and two, the authors need to substantially rewrite the provided related work in order to present it by using more summative  language in order to better identify the research contributions that have already been performed in the literature and the research gap that the authors try to address. In Section 2, the authors should discuss several recent approaches that have been introduced in the literature, such as Grieco, Luigi Alfredo, et al., eds. Ad-Hoc, Mobile, and Wireless Networks: 19th International Conference on Ad-Hoc Networks and Wireless, ADHOC-NOW 2020, Bari, Italy, October 19–21, 2020, Proceedings. Vol. 12338. Springer Nature, 2020, that deal with the research problem from the adhoc communication type of perspective. In Section 3, the authors need to include a table summarizing the main notation that has been used in the paper which currently is quite excessive. The authors should also provide the corresponding units of the metrics in this table. In section 3, the authors need to include an additional subsection discussing the implementation cost of the proposed framework. In section 4, the authors need to include some additional numerical results or at least a qualitative discussion regarding the implementation cost of the proposed framework. Finally, the overall manuscript needs to be checked for typos, syntax, and grammar errors in order to improve the quality of its presentation.
