Ecosystem services—the benefits humans derive from nature—are foundational to environmental sustainability and economic well-being, with carbon sequestration and storage standing out as critical regulating services in the fight against climate change. This study presents a comprehensive financial valuation of the carbon sequestration, storage and product substitution ecosystem services provided by the Hungarian forest-based sector. Using a multi-scenario framework, four complementary valuation concepts are assessed: total carbon storage (biomass, soil, and harvested wood products), annual net sequestration, emissions avoided through material and energy substitution, and marketable carbon value under voluntary carbon market (VCM) and EU Carbon Removal Certification Framework (CRCF) mechanisms. Data sources include the National Forestry Database, the Hungarian Greenhouse Gas Inventory, and national estimates on substitution effects and soil carbon stocks. The total carbon stock of Hungarian forests is estimated at 1289 million tons of CO2 eq, corresponding to a theoretical climate liability value of over EUR 64 billion. Annual sequestration is valued at approximately 380 million EUR/year, while avoided emissions contribute an additional 453 million EUR/year in mitigation benefits. A comparative analysis of two mutually exclusive crediting strategies—improved forest management projects (IFMs) avoiding final harvesting versus long-term carbon storage through the use of harvested wood products—reveals that intensified harvesting for durable wood use offers higher revenue potential (up to 90 million EUR/year) than non-harvesting IFM scenarios. These findings highlight the dual role of forests as both carbon sinks and sources of climate-smart materials and call for policy frameworks that integrate substitution benefits and long-term storage opportunities in support of effective climate and bioeconomy strategies. To ensure stability and transparency in the European logistics sector, in May 2017, the European Commission presented several proposals to change the regulation of the market—in particular, market access, driving and rest periods, and business trips. In the development of this package, several unfavourable decisions were made that go against Lithuanian transport companies, which will have a significant impact on the companies’ finances, as the frequent return of trucks will lead to additional fuel costs and is also in contradiction with the concept of green logistics. Thus, it is essential to study the Mobility Package’s pros and cons and compare researchers’ views. Accordingly, the subject of this article is the impact of the Mobility Package on Lithuanian logistics companies. This article employs various methods, including an analysis of the scientific literature and legislation, statistical data analysis, PEST analysis, and qualitative research based on expert interviews. The results allow us to identify that the content of the Mobility Package is driven by the goal of ensuring equivalent working conditions throughout the EU, which in this case is the most important object of the legal changes. Also, based on the results obtained, it can be stated that Lithuanian logistics companies that want to remain in the market have several solutions they can employ to achieve that goal, and to support their efforts, a competitiveness improvement model for Lithuanian logistics companies has been developed. This study evaluated the authenticity of olive oil in canned tuna products from the Slovenian market using both official methods, including fatty acid (FA) profiling, determination of the equivalent carbon number difference (ΔECN42), and sterol analysis, and an advanced method: stable carbon isotope analysis (δ13C) of FAs obtained through compound-specific isotope analysis (CSIA). Results from both methods confirmed that all 10 samples were authentic, as per the limits set by EU Regulation 2022/2104 and supported by the scientific literature. Method performance was further evaluated by adulterating the olive oil from the canned tuna with 5–20% vegetable oil (VO) or hazelnut oil (HO). While FA analysis struggled to differentiate adulterants with similar FA profiles, CSIA of FAs significantly improved detection. However, distinguishing between VO and HO blended samples remained challenging. PLS-DA analysis further supported the potential of using δ13C values of FA for food authentication. Storage of adulterated samples also influenced FA composition, leading to significant changes in MUFA/PUFA ratios and δ13C values, which became less negative, likely due to oxidative degradation. In summary, the combination of official and advanced methods, supported by chemometric analysis, offers a robust approach to ensuring the authenticity of olive oil in canned tuna. Full article

Rammed earth (RE), a traditional material aligned with circular economy (CE) principles, has been gaining renewed interest in contemporary construction due to its low environmental impact and compatibility with sustainable building strategies. Though not a modern invention, it is being reintroduced in response to the increasingly strict European Union (EU) regulations on carbon footprint, life cycle performance, and thermal efficiency. RE walls offer multiple benefits, including humidity regulation, thermal mass, plasticity, and structural strength. This study also draws attention to their often-overlooked ability to mitigate indoor overheating. To preserve these advantages while enhancing thermal performance, this study explores insulation strategies that maintain the vapor-permeable nature of RE walls. A parametric analysis using Delphin 6.1 software was conducted to simulate heat and moisture transfer in two main configurations: (a) a ventilated system insulated with mineral wool (MW), wood wool (WW), hemp shives (HS), and cellulose fiber (CF), protected by a jute mat wind barrier and finished with wooden cladding; (b) a closed system using MW and WW panels finished with lime plaster. In both cases, clay plaster was applied on the interior side. The results reveal distinct hygrothermal behavior among the insulation types and confirm the potential of natural, low-processed materials to support thermal comfort, moisture buffering, and the alignment with CE objectives in energy-efficient construction. The water sector is facing a convergence of systemic challenges generated by climate change, increasing demand, and increasingly stringent regulations, which threaten its operational and strategic sustainability. In this context, the article examines how ESG (environmental, social, governance) principles are integrated into the governance, financing, and management of water resources, with a comparative focus on Romania and the European Union. It aims to assess the extent to which ESG practices contribute to the sustainable transformation of the water sector in the face of growing environmental and socio-economic challenges. The methodology is based on a systematic analysis of policy documents, regulatory frameworks, and ESG standards applicable to the water sector at both national (Romania) and EU levels. This study also investigates investment strategies and their alignment with the EU Taxonomy for Sustainable Activities, enabling a comparative perspective on implementation, gaps and strengths. Findings reveal that while ESG principles are increasingly recognized across Europe, their implementation remains uneven (particularly in Romania) due to unclear standards, limited funding mechanisms, and fragmented policy coordination. ESG integration shows clear potential to foster innovation, improve governance transparency, and support long-term resilience in the water sector. These results underline the need for coherent, integrated policies and stronger institutional coordination to ensure consistent ESG adoption across Member States. Policymakers should prioritize the development of clear guidelines and supportive funding instruments to accelerate sustainable outcomes. The originality of our study lies in its comparative approach, offering an in-depth analysis of ESG integration in the water sector across different governance contexts. It provides valuable insights for advancing policy coherence, investment alignment, and sustainable water resource management at both national and European levels. Full article

This study focusses on the transmission of carbon pricing mechanisms in shaping trade dynamics between the Eurozone and key partners: the USA and China. Using Bayesian variable selection methods and a Time-Varying Structural Vector Autoregressions (TV-SVAR) model, the research identifies the key variables impacting EU carbon emissions over time. The results reveal that manufactured products from the US have a diminishing positive impact on EU carbon emissions, suggesting potential exemption from future regulations. In contrast, manufactured goods from the US and petroleum products from China are expected to increase emissions, indicating a need for stricter trade policies. These findings provide strategic insights for policymakers aiming to balance trade and environmental objectives. Full article

Due to their nutritional value and sustainability, edible insect-based foods are gaining popularity in Europe. Their use is regulated by EU legislation, which defines authorised species and sets labelling requirements. Molecular tools are being developed to authenticate such products. In this study, yellow mealworm (Tenebrio molitor) larvae authorised for human consumption were fed wheat flour-based diets containing varying proportions of house cricket (Acheta domesticus) flour for 21 days. This was followed by a 48 h starvation period to assess the persistence of insect DNA in the digestive tract. Two novel, species-specific, single-copy markers were designed: ampd gene for the Acheta domesticus and MyD88 gene for the Tenebrio molitor. These were applied using qPCR and ddPCR. Both methods successfully detected cricket DNA in the guts of starved larvae. Linear regression analysis revealed a strong, statistically significant correlation between the proportion of Acheta domesticus flour in the diet and the normalised relative quantity of DNA. ddPCR proved to be more sensitive than qPCR, particularly in the detection of low DNA levels. These results suggest that the presence of DNA from undeclared insect species in edible insects may be indicative of their diet rather than contamination or adulteration. This highlights the importance of contextual interpretation in food authenticity testing. Full article

Consumers are increasingly exposed to environmental claims on food products. These claims often lack scientific validation and there are different methodologies that can be used for grounding these claims, which can lead to misleading results. The European Union’s (EU) Environmental Footprint methodology excludes the aggregation of environmental impacts, including damage to human health. This fact reduces transparency and limits the consumers’ ability to make information-based sustainable choices. This study aims to address this issue by calculating aggregated impacts on human health via life cycle assessment (LCA) in the agriculture and food-production sectors. In the study the IMPACT World+ method was used, including trustworthy databases and proper functional unit definition. The assessment encompassed three types of vegetables, four types of fruit, and four types of ready meals. The study also attempts to assess the impact of different farming systems (organic and conventional) on human health. Two standardised functional units, i.e., the unit based on product weight and product energy value were considered for each group of products. Our findings showed significant differences in results when different functional units were used. Additionally, no conclusion could be drawn regarding which farming system is more sustainable. Therefore, it is essential that the regulator clearly defines the criteria for selecting the appropriate functional unit in LCA within the agriculture and food-production sectors. In the absence of these criteria, results should be presented for all alternatives. Although not required by EU regulation, the authors suggest that companies should nevertheless disclose information regarding the environmental impact of agriculture and food production on human health, as this is important for consumers. Patient involvement in health technology assessment (HTA) processes is increasingly recognized as pivotal for informed, equitable, and patient-relevant health care decision-making. With the implementation of Joint Scientific Consultations (JSCs) and Joint Clinical Assessments (JCAs) under Regulation (EU) 2021/2282, the European Union has a unique opportunity to design harmonized mechanisms that reflect best practices from established HTA systems. This article, drawing on the Acute Leukemia Advocates Network (ALAN)’s comparative analysis of HTA practices across seven countries (Canada, England, Scotland, France, Germany, Spain, and Italy), examines how current patient involvement processes can inform the JCA framework. It identifies opportunities to replicate effective practices and proposes strategies to embed patient voices meaningfully into the JCA process. By prioritizing robust and inclusive patient involvement, the EU can establish a global benchmark for impactful and consistent HTA processes. By leveraging lessons from international HTA systems and prioritizing clear frameworks, early involvement, and capacity building, the EU can set a global standard for meaningful patient participation in HTA processes. ALAN is an independent global network of patient organizations dedicated to improving outcomes for patients with acute leukemia. Full article

The International Maritime Organization (IMO) has set a goal to reach net-zero greenhouse gas emissions from international shipping by or around 2050. The ship energy efficiency framework has played a positive role over the past decade in improving carbon intensity and reducing greenhouse gas emissions by employing the technical and operational energy efficiency metrics as effective appraisal tools. To quantify the ship energy efficiency performance and review the existing energy efficiency framework, this paper analyzed the data for the reporting year of 2023 extracted from the European Union (EU) monitoring, reporting, and verification (MRV) system, and investigated the operational profiles and energy efficiency for the ships calling at EU ports. The results show that the data accumulated in the EU MRV system could provide powerful support for conducting ship energy efficiency appraisals, which could facilitate the formulation of decarbonization policies for global shipping and management decisions for stakeholders. However, data quality, ship operational energy efficiency metrics, and co-existence with the IMO data collection system (DCS) remain issues to be addressed. With the improvement of IMO DCS system and the implementation of IMO Net-Zero Framework, harmonizing the two systems and avoiding duplicated regulation of shipping emissions at the EU and global levels are urgent. In the decommissioning of nuclear facilities, activated steel often contains radionuclides such as 55Fe and 63Ni, which are categorized as hard-to-measure due to their emission of only low-energy beta particles or X-rays. In samples exhibiting very low radioactivity, close to background levels, a large quantity of steel must undergo extensive physical and chemical processing to achieve the Minimum Detectable Activity Concentration (MDC) necessary for clearance, recycling, or reuse. Italian regulations set particularly stringent clearance levels for these radionuclides (1 Bq/g for both 55Fe and 63Ni), significantly lower than those specified in the EU Directive 2013/59 (1000 Bq/g for 55Fe and 100 Bq/g for 63Ni). Additionally, Italian authorities may enforce even stricter limits depending on specific circumstances. The analytical challenge is compounded by the presence of large amounts of non-radioactive Fe and Ni, which can cause color quenching, further extending analysis times. This study presents a reliable and optimized method for the quantitative determination of 55Fe and 63Ni in steel samples with activity levels approaching regulatory thresholds. The methodology was specifically developed and applied to steel from the Frascati Tokamak Upgrade (FTU) facility, under decommissioning by ENEA. The optimization process demonstrated that achieving the required MDCs necessitates acquisition times of approximately 5 days for 55Fe and 6 h for 63Ni, ensuring compliance with stringent regulatory requirements and supporting efficient laboratory workflows. The European Health Technology Assessment (HTA) regulation (HTAR) came into effect in January 2025 and impacts the HTA process in all European Member States. Member States must give due consideration to the joint clinical assessment (JCA) report. This may require adaptations at the national level. This paper describes the anticipated changes to the Dutch national HTA process and how the Dutch National Health Care Institute (Zorginstituut Nederland, ZIN) prepared for this, because sharing experience between Member States can be of general interest for future expansion of the EU HTAR. ZIN’s implementation activities were facilitated by a project-governance structure and by a continuous gap analysis of the current national assessment and appraisal process of medicinal products, resulting in a concrete action plan. The implementation of the HTAR has two major implications for ZIN’s HTA process, namely that the scoping phase starts much earlier and that the JCA report is the starting point for the national assessment. Gaps, challenges and issues were identified in the categories: information and knowledge, IT and template, communication and stakeholder engagement, capacity and resources, and financial aspects. Based on a thorough and well-defined implementation plan, ZIN is ready to implement the HTAR in national HTA processes and to take on (co-)assessor roles for JCA of medicinal products in 2025. Governance challenges, success factors, and stakeholder dynamics are central to the implementation of Positive Energy District (PED) Labs, which aim to develop energy-positive and sustainable urban areas. In this paper, a qualitative analysis combining expert surveys, participatory workshops with practitioners from the COST Action PED-EU-NET network, and comparative case studies across Europe identifies key barriers, drivers, and stakeholder roles throughout the implementation process. Findings reveal that fragmented regulations, social inertia, and limited financial mechanisms are the main barriers to PED Lab development, while climate change mitigation goals, strong local networks, and supportive policy frameworks are critical drivers. The analysis maps stakeholder engagement across six development phases, showing how leadership shifts between governments, industry, planners, and local communities. PED Labs require intangible assets such as inclusive governance frameworks, education, and trust-building in the early phases, while tangible infrastructures become more relevant in later stages. The conclusions emphasize that robust, inclusive governance is not merely supportive but a key driver of PED Lab success. Adaptive planning, participatory decision-making, and digital coordination tools are essential for overcoming systemic barriers. Scaling PED Labs effectively requires regulatory harmonization and the integration of social and technological innovation to accelerate the transition toward energy-positive, climate-resilient cities. Energy-intensive industries (EIIs) face mounting pressure to reduce greenhouse gas emissions while maintaining international competitiveness—a balance that is central to achieving the EU’s 2030 and 2050 climate objectives. In this context, energy management (EM) emerges as a strategic instrument to decouple industrial growth from fossil energy consumption. This study proposes a redefinition of EM to support carbon-neutral supply chains within the European Union’s EIIs, addressing critical limitations of conventional EM frameworks under increasingly stringent carbon regulations. Using a modified systematic literature review based on PRISMA methodology, complemented by expert insights from EU Member States, this research identifies structural gaps in current EM practices and highlights opportunities for integrating sustainable innovations across the whole industrial value chain. The proposed EM concept is validated through an analysis of 24 EM definitions, over 170 scientific publications, and over 80 EU legal and strategic documents. The framework incorporates advanced digital technologies—including artificial intelligence (AI), the Internet of Things (IoT), and big data analytics—to enable real-time optimisation, predictive control, and greater system adaptability. Going beyond traditional energy efficiency, the redefined EM encompasses the entire energy lifecycle, including use, transformation, storage, and generation. It also incorporates social dimensions, such as corporate social responsibility (CSR) and stakeholder engagement, to cultivate a culture of environmental stewardship within EIIs. This holistic approach provides a strategic management tool for optimising energy use, reducing emissions, and strengthening resilience to regulatory, environmental, and market pressures, thereby promoting more sustainable, inclusive, and transparent supply chain operations. This study analyses the greenhouse gas reduction potential of different end-of-life (EoL) strategies based on a case study of light electric vehicles (LEVs). Using a shared electric moped scooter as a reference, four EoL scenarios are evaluated in a comparative life cycle assessment (LCA). The modelling of the scenarios combines different R-strategies (e.g., recycling, reusing, and repurposing) regarding both the vehicle itself and the battery. German and EU regulations for vehicle and battery disposal are incorporated, as well as EU directives such as the Battery Product Pass. The global warming potential (GWP100) of the production and EoL life cycle stages ranges from 644 to 1025 kg CO2 eq among the four analysed scenarios. Landfill treatment led to the highest GWP100, with 1.47 times higher emissions than those of the base scenario (status quo treatment following EU directives), while increasing component reuse and repurposing the battery cells achieved GWP100 reductions of 2.8% and 7.8%, respectively. Overall, the importance of implementing sustainable EoL strategies for LEVs is apparent. To achieve this, a product design that facilitates EoL material and component separation is essential as well as the development of political and economic frameworks. This paper promotes enhancing the circularity of LEVs by combining the LCA of EoL strategies with eco-design considerations. Full article
