Based on the fact that this manuscript addresses internal challenges of managing water demand and supply, appropriate disposal and/or wastewater recycle for re-use and distribution networks following strategic concepts it has a broad value including developing stage countries, water crisis and different national objectives.

 

I do have following comments/Suggestions:

 

·         Lines 29-36, looks a guideline for Introduction section. This need to be completed accordingly to the journal profile and survey intention. Looks like unfinished work.

·         Figure 2, lower part if this is author’s original one need to be improved, or probably a higher resolution rate of artwork… (used also in the following Results section)

·         All acronyms throughout the texts need to be explained at their first appearance.

·         In the ms structure you say Results, it goes better Results and discussion, since you do it

·         When you refer to “River Basin Management System in Europe and European Countries” and say “In Europe and European countries, the first water legislation wave was rolled out 251 from 1975-1988”, that should clearly define EU, and not just European countries, because water acts are older…

The paper is well written. I fear that the figures are a bit too blurry for publication but that is up to the editor. The topic of this manuscript should be of particular interest to policymakers. The nature of such a review of broad topics over many scales may be of necessity generic. However, this also makes it somewhat boring to read. The MS could be greatly improved by adding examples of specific issues and/or approaches so that the reader has something to work with rather than total generalizations. Therefore, highly suggest adding "For example, ..." statements throughout the MS. Please see attached file for specific comments.
