Announcements of major transport infrastructure can reorganize land markets long before construction begins, as expectations are capitalized into prices and building decisions—with direct implications for sustainable territorial planning. This study examines the real estate response to the 2024 announcement of the Torquemada airport project in the Valparaíso Region, Chile. We assemble a high-resolution microterritorial panel at the block–semester–land-use level, integrating three Chilean administrative registers: the SII cadastre (over 100 million construction lines across 16 semestral snapshots, 2018–2025), the F2890 conveyance records (1.49 million geolocated transactions), and the daily Unidad de Fomento series. We estimate a multi-outcome spatial difference-in-differences design, complemented by an event study, land-use heterogeneity analysis, local indicators of spatial association, placebo tests, spatial-weight sensitivity analysis, and the heterogeneity-robust Callaway–Sant’Anna estimator. We find a robust increase in new-parcel construction in the zone of influence—identified by an annual event study against never-treated controls whose pre-announcement coefficients are small and trendless, in sharp contrast to the uniformly positive pre-trends of the expansion and aggregate-stock series—together with selective appreciation of non-residential uses and no detectable effect on housing value. The expansion and aggregate-stock components are not separately identified: their pre-announcement trends are strongly non-parallel, so the corresponding fixed-effects coefficients are read as design-conditional associations. The evidence supports an activation of the extensive margin (new-parcel building) rather than a recomposition away from densification. We read the evidence as the anticipatory footprint of the announcement rather than a point causal effect. Detecting this footprint before construction enables anticipatory value capture and sprawl-containment policy while the planning window remains open. Full article

South Korea has been advancing the National Digital Twin Land initiative; however, many existing urban digital twin projects have relied on non-standard, visualization-oriented datasets, thereby encountering persistent difficulties in securing interoperability and reusability. In particular, the lack of a standardized methodology capable of systematically fusing fragmented public administrative data with 3D geospatial information remains a major barrier to the practical use of digital twins in administrative operations. To address this gap, this study proposes a standardized urban digital twin data construction methodology that complies with the international standard while effectively accommodating Korea’s building-related public datasets. Specifically, the OGC CityGML Building module is adopted as the reference model, and an extension is implemented to design a data model that extends and integrates heterogeneous sources—such as building height records, building register attributes, and road-name address data—within a unified standard schema. Furthermore, using Busanjin-gu, Busan Metropolitan City, as a case area, we develop high-precision LoD 1~4 building objects from aerial surveying outputs and empirically validate an end-to-end workflow by loading and visualizing the resulting dataset on a national public platform. By constructing operational digital twin data that tightly couples physical geometry with administrative semantics and verifying its feasibility in an actual platform environment, this study establishes a practical, standards-based foundation for deploying and operating geospatial digital twins in smart city and related urban governance applications. This study examines the role of cadastral data quality in shaping risks within investment processes, focusing on the Polish Land and Buildings Register as a key information source for surveying, planning, and design activities. The research is based on an empirical analysis of cadastral data from twelve study areas representing different settlement types, using datasets obtained in 2022 and 2026. Data quality was evaluated in terms of completeness, accuracy, and currency, with particular emphasis on boundary points, land use classifications, and building records. The results reveal significant spatial disparities, with higher data quality observed in large urban areas and lower quality in smaller towns and rural municipalities, where incomplete, inconsistent, or data derived from raster maps are more prevalent. At the same time, a noticeable improvement in data quality was identified over the analysed period, particularly in less urbanised areas. Despite this progress, inconsistencies in attribute definitions, limited standardisation, and gaps in data documentation persist, reducing reliability and interoperability. The findings demonstrate that inadequate cadastral data quality generates legal, technical, temporal, and financial risks, primarily manifested in delays and increased costs due to additional surveying work. A plan has been drawn up to optimise the investor’s activities, taking into account the risks identified during the research. Full article

In the era of growing energy demand and the need to reduce greenhouse gas emissions, the development of renewable energy sources, including photovoltaic farms, is becoming a key element of a sustainable energy transition. In this context, the careful selection of cadastral plots on which farms can be built is crucial, as appropriate location influences the investment’s energy efficiency and minimizes environmental and planning risks. This article presents a proprietary methodology for identifying cadastral plots that are suitable for locating a photovoltaic farm. The presented methodology integrates the Fuzzy-AHP multi-criteria analysis method and the Fuzzy Membership fuzzy logic method, thereby reducing the subjectivity of expert assessments and improving the accuracy of estimating the values of factors considered in the research. A key element of the methodology is a detailed analysis of land and building register data, which results in the identification of specific plots with high investment potential. The multi-criteria analysis considered eight key factors related to climate, terrain, land cover, and cadastral data. Based on this, eight plots and 32 plot complexes were selected as the most suitable for the construction of PV farms. The most favorable locations were identified primarily in the eastern part of Częstochowa Poviat, as well as in the northern municipalities. The proposed methodology provides a ready-to-use, practical solution to the investment challenge of selecting specific cadastral plots for new solar investments. According to the reviewed literature, each of the 40 designated sites could support a photovoltaic farm of an estimated capacity of at least 1 MW. The obtained results provide significant input into the renewable energy investment planning process and emphasize that careful selection of plot locations is crucial for the investment’s success and the region’s sustainable energy transformation. When a city decides to undertake a certain urban project, is it modifying just the physical environment or the social fabric that dwells within? This work investigates the relationship between the geometric configuration of urban space (geometry–city) and the topology of the networks of encounters of its inhabitants (network–city) that form through daily interactions. The research departs from the hypothesis that changes in geometry–city would not significantly alter the topology of the network–city, testing this proposition conceptually through abstract computational simulations developed specifically for this study. In this simulator, abstract maps with buildings distributed over different primary geometries are generated and have activities (use: home or work) and a population assigned. Encounters of the “inhabitants” are registered while daily commute routines, enough to achieve differentiation and stability, are run. The initial results revealed that the geometry description was not enough, and definitions regarding activity attribution were also necessary. Thus, we could not confirm nor reject the original hypothesis exactly, but it had to be complemented, including the idea of an activity–city dimension. We found that despite the geometry–city per se not determining the structure of the network–city, the spatial (geometric) distribution of activities directly impacts the resulting topology. Urban geometry influences networks–city only insofar as it conforms to activity–city, defining areas for activities or restricting routing between them. But it is the geometry of localization of the activities that has a direct impact on the topology of the network–city. This conceptual discovery can have significant implications for urban planning if corroborated in real-world situations. It could suggest that land use policies may be more effective for intervening in network-based characteristics, like social cohesion and resilience, than purely morphological interventions. This article addresses the issue of historical heritage revitalization using the example of a tavern. The concept presented in this study constitutes an attempt to establish a connection between the community’s tangible historical legacy and the green space that both highlights and reinforces its significance. The Tatary district in Lublin includes areas along Mełgiewska Street, Zadębie III, and the village of Hajdów. It is a residential and industrial district with landmarks such as the Graff Manor and the Krauze Brothers’ Mill. Since the Middle Ages, a crossing existed here at the narrowing of the Bystrzyca River valley, where major communication routes from Lithuania to Łęczna and from Ruthenia to Mełgiew intersected. Located in this area, the Red Inn has one of the oldest culinary traditions in Lublin, dating back to the 16th century. The building is listed in the register of monuments under number A/268. The revitalization of this currently non-operational inn should focus on restoring the building to preserve its original character and historical value while adapting it to modern standards. The inn and its surroundings have been subjected to field analyses on multiple research levels, culminating in a land development project. A key element of the plantings here are native species that support biodiversity. Full article

The urban heat island phenomenon is a climatic condition in which urbanized areas exhibit higher temperature values than their natural surroundings. This occurs due to an unbalanced energy budget caused by the extensive use of synthetic materials. In such a scenario, urban green areas act as stressors to mitigate the intensity of the urban heat island and improve urban well-being. This study analyzes the spatial-temporal characteristics of the urban heat island in Zagreb, Croatia, aiming to examine the role of different types of green infrastructure in mitigating elevated temperature values and facilitating the definition of greener planning strategies. To achieve this, a multitemporal remote sensing- and NDVI-based analysis was conducted for the time series 1984–2014. An urban heat island intensity map was obtained for the selected 30-year period, along with thermal graphs registering land surface temperature values among different city districts. The results reveal significant heterogeneity, displaying variable behavior dependent on the city district. The role of Zagreb’s urban green areas in urban heat island mitigation is evident but largely dependent on urban morphology, construction types, and periods. Urban forests and urban parks play the most significant role in temperature reduction, followed by residential building neighborhoods and extensive neighborhoods consisting of familiar houses with gardens. Continuously built areas, such as the city center and industrial zones, are less prone to registering lower intensity values. Additionally, multitemporal intensity variations based on land use changes are registered in several districts. Full article

Over the past decade, numerous countries and researchers have been investigating the potential of 3D cadastre based on the Building Information Model (BIM). In Türkiye, the General Directorate of Land Registry and Cadastre (GDLRC) has been engaged in the “Production of 3D City Models and Creation of 3D Cadastral Bases Project” since 2018. One of the objectives is to develop 3D (physical) digital building models (and databases) through the digitization of floor plans of architectural drawings. In order to ensure the long-term viability of this project, a new regulation was issued in 2021. This regulation mandates the submission of 3D digital building models to the land registry in order to register condominiums. The future goals of the GDLRC include utilizing the 3D digital building models produced to create legal spaces in condominium buildings for the 3D cadastre. However, no research has yet been carried out for this goal. The objective of this research is to identify the legal and BIM data requirements for deriving legal spaces in condominium buildings, in light of the legislative analysis, and to develop a web-based 3D cadastre visualization prototype (showing both legal spaces and physical objects) based on the requirements obtained from the scientific literature. The result of this research demonstrates that well-structured and annotated BIM data can be used to develop a 3D cadastre prototype that meets the legal requirements in the case of Türkiye. Moreover, it is evident that, although the GDLRC has initiated the construction of a robust foundation for a 3D cadastre based on BIM, further enhancements and resolutions must be implemented from a legal and technical standpoint. It is postulated that the identified requirements and the proposed methodology in this research may assist decision-makers in Türkiye and globally in formulating their strategic plans for a 3D cadastre. Recreational and leisure areas play a special role. These areas mitigate or eliminate the disadvantages of living in large cities, enhance the quality of life in small towns, and support sustainability. The aim of this study was to analyze the share of recreational and leisure areas in Polish counties in 2022. In Poland, recreational and leisure areas constitute a separate land-use category in cadastral registers. Annual cadastral data from the Land and Building Register at county level (in tabular form) were the main source of data for the study. The analysis revealed that the share of recreational and leisure areas was higher in counties situated in western and south-western Poland, as well as in cities. The spatially varied influence of socioeconomic factors on the share of recreational and leisure areas in Polish counties in 2002 was determined with the use of the local Moran’s I statistic and geographically weighted regression (GWR). The study confirmed that population density was significantly related to the share of recreational and leisure areas in Polish counties. The impact of the remaining socioeconomic factors associated with spatial and economic development varied across regions. The study also revealed that, in addition to the current socioeconomic determinants, the share of recreational and leisure areas in Polish counties was also influenced by historical factors and the counties’ development since their establishment. The renewal and updating of the cadastre of real estate is a long and tedious task for land administration, especially for rural buildings that lack unified design and planning. In order to retain the required accuracy of all points in the register, huge extensive manual editing is often required. In this work, a precise cadastral survey approach is proposed using Unmanned Aerial Vehicle (UAV) imagery-based stereo point clouds. To ensure the accuracy and uniqueness of building outer walls, the non-maximum suppression of wall points that can separate noise and avoid repeated extraction is proposed. Meanwhile, the multiple cue weighted RANSAC, considering both point-to-line distance and normal consistency, is proposed to reduce the influence of building attachments and avoid spurious edges. For a better description of wall topology, the wall line segment topology graph (WLTG), which can guide the connection of adjacent lines and support the searching of closed boundaries through the minimum graph loop analysis, is also built. Experimental results show that the proposed method can effectively detect the building vector contours with high precision and correct topology, and the detection completeness and correctness of the edge corners can reach 84.9% and 93.2% when the mean square error is below 10 cm. Due to the associated fire risk, the wildland–urban interface (WUI) has drawn the attention of researchers and managers from a range of backgrounds. From a land management point of view, it is important to identify the WUI to determine areas to prioritise for fire risk prevention. It is also important to know the fire risk mitigation measures available to select the most appropriate for each specific context. In this systematic review, definitions of the WUI were investigated and physical mitigation measures for reducing the risk of fire were examined from a land management perspective. The PRISMA 2020 Statement was applied to records published until 31 December 2022 and retrieved from the Web of Science, Scopus, and other research engines. A total of 162 publications from scientific journals and the grey literature were scrutinised and selected for analysis. Only publications providing an original definition of the WUI or proposing physical measures to reduce fire risk at the interface were retained, while those relating to emergency management and social perception were not considered. The risk of bias was reduced by internal cross-assessment by the research team. Definitions of the WUI (n = 40 publications) changed according to the research objective, varying broadly in identification of the anthropogenic and the wildland components of the interface. Terminology varied according to the definition, and the term wildland–human interface (WHI) was found to be more comprehensive than WUI. Methodological definitions of the interface ranged from using aggregated data through to identification of the buildings at risk in the interface with considerable precision. Five categories of physical fire risk mitigation measures (n = 128 publications) were identified: clearance distances, landscaping, wildland fuel management, land planning, and buildings design and materials. The most effective measures were those applied at early stages of urban development, and maintenance of assets and vegetation is crucial for preparedness. This review represents an analysis of scientific evidence on which land managers can base their actions to reduce the fire hazard risk in the WUI. The number of studies investigating the WUI is considerable, but experimental studies and quantitative results are scarce, and better communication and coordination among research groups and land management agencies is advisable. Agriculture 5.0 refers to the next phase of agricultural development, building upon the previous digital revolution in the agrarian sector and aiming to transform the agricultural industry to be smarter, more effective, and ecologically conscious. Farming processes have already started becoming more efficient due to the development of digital technologies, including big data, artificial intelligence (AI), robotics, the Internet of Things (IoT), and virtual and augmented reality. Farmers can make the most of the resources at their disposal thanks to this data-driven approach, allowing them to effectively cultivate and sustain crops on arable land. The European Union (EU) aims to make food systems fair, healthy, and environmentally sustainable through the Green Deal and its farm-to-fork, soil, and biodiversity strategies, zero pollution action plan, and upcoming sustainable use of pesticides regulation. Many of the historical synthetic pesticides are not currently registered in the EU market. In addition, the continuous use of a limited number of active ingredients with the same mode of action scales up pests/pathogens/weed resistance potential. Increasing plant protection challenges as well as having fewer chemical pesticides to apply require innovation and smart solutions for crop production. Biopesticides tend to pose fewer risks to human health and the environment, their efficacy depends on various factors that cannot be controlled through traditional application strategies. This paper aims to disclose the contribution of robotic systems in Agriculture 5.0 ecosystems, highlighting both the challenges and limitations of this technology. Specifically, this work documents current threats to agriculture (climate change, invasive pests, diseases, and costs) and how robotics and AI can act as countermeasures to deal with such threats. Finally, specific case studies and the application of intelligent robotic systems to them are analyzed, and the architecture for our intelligent decision system is proposed. Full article

The scope of the modernization works includes, among other things, fieldwork and office (chamber) work carried out by surveyors to update information about land and buildings. The research, based on a case study (rural municipality Serniki, Poland), and supported by a literature review, remote sensing, and digital photogrammetry, clearly showed the importance of initiating the cadastre modernization procedure and obtaining funds for this purpose, which will be beneficial for both parties. Landowners will gain by bringing the current image of their real estate closer to the actual state (e.g., by paying taxes for the real utility of the land), while administrative units will become the beneficiaries of higher tax revenues (up to over 500%). Thus, the analysis carried out on the case study shows positive effects for both parties, and justifies the financial outlay incurred by the administrative units for this process. Moreover, the analysis revealed that, due to the possibility of obtaining funding from other sources, the cost to the public administration may be marginal. Thus, the cadastre modernization procedure should be integrated into regional and national policies. Full article

The following databases contains information on land use with water in Poland: Corine Land Cover (CLC), the Urban Atlas (UA); Database of Topographic Objects (BDOT) the digital Map of Poland’s Hydrographic Division (MPHP); and the Register of Lands and Buildings (EGiB). All these data are referenced in scientific analyses and the Polish water management system, so the results of their processing should be the same (or at least similar); if not, output materials will be inconsistent and unreliable. In the Katowice sample, we checked the quality of this data using multi-criteria analyses, which is based on a grid of equal-area hexagons. Additionally, we applied the Normalized Difference Water Index to check real-time water presence. We detected discrepancies between all the data. The CLC does not reference any flowing water in Katowice. Most data overlapped between MPHP and BDOT, and both databases were similar to UA. However, a lot of uncertainty was also observed in the EGiB, which is considered to be the most accurate of the databases surveyed. In conclusion, we argue that water land cover data should be used with caution, and depending on the scales of analysis, that most actual data could be remote sensed data. Information on land cover is vital to numerous United Nations (UN) missions, including achieving the Sustainable Development Goals (SDGs). Because land cover data are developed by a variety of organizations for a range of objectives, they are based on different classification schemes and have discrepancies. In addition, the sustainability for land cover is hampered by limited access to information and documentation. Accordingly, international standards for land cover are developed to improve interoperability between different land cover datasets. However, the use and development of land cover datasets are limited by various factors including availability of properly documented land cover legends in support of different applications including change assessment, comparison, and international reporting. The purpose of this article is to highlight the importance of land cover in achieving several goals and to introduce the first international platform for land cover legend, named Land Cover Legend Registry (LCLR). This registry is a contribution to the international land cover community and the UN in effort to promote and support data harmonization processes and interoperability from local to global level, and vice versa. Users can not only use the registry for preparing consistent datasets, but also contribute to it by providing the latest data to ensure the long-term availability of both updated and existing datasets around the world. Moreover, building on the experience developing land cover legends with different nations, a brief explanation on the preparation of legends is also provided. Additionally, it is more important than ever to develop land cover registers to support the use, expansion, integration, and use uptake of land cover data, particularly for innovative remote sensing, machine learning, and information and communication technologies and techniques that build on existing and national contexts.
