To reduce the generation of waste electrical and electronic equipment (WEEE), or electronic waste (hereafter referred to as E-waste), within urban waste streams, extended producer responsibility (EPR) has evolved into an important framework for E-waste management and circular economy policies worldwide over the past thirty years. This policy has received increasing attention because of concerns regarding environmental pollution and resource depletion, as E-waste may contain heavy metals, such as mercury, cadmium, and lead, as well as valuable metals, including gold, silver, platinum, palladium, copper, and aluminum. In the developed East Asia region, Japan, South Korea (hereafter abbreviated as Korea), and Taiwan are renowned for their electronics industries and share similar socioeconomic and environmental characteristics, such as high population density, dependence on imported resources, and comparable levels of per capita national income. This review paper first provides the brief information on precious and valuable base metals derived from E-waste in urban waste. Furthermore, it presents a brief overview of the legal systems for urban waste management and compares urban mining from E-waste in Japan, Korea, and Taiwan. In this regard, the policies, regulations, and achievements related to urban waste management and E-waste recycling in East Asia, especially in Taiwan, are summarized and linked to increasing recycling rates for urban waste, including E-waste. Finally, the paper also examines two leading case studies in Taiwan, which focus on the recovery of precious metals from information and communication technology (ICT) products and valuable base metals from home electronic appliances, respectively. Rapid urbanization and climate change pressure cities to integrate sustainability, digitalization, and circular economy principles. Yet most existing approaches treat these agendas separately, leaving gaps in how urban infrastructures, governance, and data systems can jointly support circular transformations. This paper addresses this challenge by proposing and validating a Sustainable, Smart, and Circular City (SSCC) architecture that operationalizes the waste–energy–information nexus. The architecture is structured into seven interconnected layers—Physical, Digital, Analytical, Participatory Governance, Data Strategy, Innovation Management, and Assessment—and is tested through two integrated experiments in the Fenicia Urban Living Lab, Bogotá: (i) an AI- and drone-based system for waste detection and community reporting and (ii) a solar-powered IoT urban garden for environmental monitoring. These experiments demonstrate how digital twins, participatory governance, and multi-actor collaboration can activate circular strategies while enabling evaluation against international standards (ISO 37106, U4SSC, LEED). The results confirm that the SSCC model can transform siloed services into integrated, circular functions that enhance quality of life, productivity, and ICT-based sustainability. The originality of this study lies in validating an SSCC architecture that incorporates the waste–energy–information nexus across seven layers and demonstrates, through Urban Living Lab experimentation, how such an architecture can guide the transition from Smart Sustainable Cities to Circular Cities. Poland is a country rich in mineral resources with a diversified resource base. Energy resources play a key role, as they are strategic resources ensuring the country’s energy security. Strategic resources, the recovery of which is highly risky and the possibilities of substitution are small, are critical resources for the Polish economy. These are the resources included in the list of critical resources for the European Union. The conducted review of mineral resources in Poland showed a large difference between the levels of actual resources and the resources of deposits. Therefore, supporting the mineral resources market is one of the key strategic areas of the Polish economy. This study aims to identify barriers that have a significant impact on the activities of entities in the raw materials sector. The tool used was the PESTEL analysis of companies operating in the raw materials sector. The aim of this study based on the assessment of experts familiar with the raw materials market and dealing with its challenges was to determine the main factors driving the raw materials market. These include the EU’s decarbonization policy, a complex system and relatively high level of taxes, a lack of qualified specialists, a market delay in terms of technological development, an environmental policy focused on a circular economy and renewables, and the problem of raw material depletion. The earlier identification of the market gap in the mineral resources industry in Poland in terms of business development opportunities indicated that IT and ICT would be possible directions of development. Therefore, an analysis of the industry was carried out in terms of business development opportunities. An assessment of the impact of individual factors on the activities of IT entities in the raw materials sector in Poland was carried out. The factors that most determine running a business in the diagnosed IT gap in the RM include a lack of government support for IT investments, new trends resulting from the growing importance of ICT in everyday life, the pandemic situation and the subsequent crisis of many companies on the market, the unstable financial condition of the main customer groups, and the lack of qualified personnel, equipment, and appropriate technology. The presented results may have practical implications, among others, for new economic players who want to establish their companies and conquer the raw materials market. On the one hand, they indicate opportunities, and on the other, they point to threats that may appear in their business life. Full article

The paper presents a technological approach for obtaining sintered components with tailored electromagnetic features from electromagnetically active powders through the selective recycling of electronic waste, in particular scrap electronic components. Printed circuit board (PCB) scraps were submitted to a succession of grinding processes, followed by progressive magnetic and electrostatic separation, resulting two final fractions: metallic particles and non-metallic particles including different metallic oxides. Three types of powders were analyzed, i.e., powder after fine grinding, after magnetic separation and after electrostatic separation, which were further processed within a spark plasma sintering furnace in order to obtain solid disk samples. All samples contained several classes of oxides, and also residual metals, leading to specific thermal decomposition processes at different temperatures, depending on the nature of the oxides present in the studied materials. The chemical analysis of powders, via spectrometry with X-ray fluorescence—XRF, emphasized the presence of a mixture of metal oxides and traces of metals (mainly Ag), with concentrations diminishing along with the purification process. The most important analysis was related to dielectric parameters, and it was concluded that the powders obtained by the proposed technology could efficiently substitute scarce raw materials actually used as additives in composites, coatings and paints, mainly due to their high permittivity (above 6 in all frequency domains) and, respectively, dielectric loss factor (above 0.2 in all cases, in all frequency domains). We estimate that the technology described in this paper is a sustainable one according to the concept of circular economy, as it could reduce, by a minimum of 15%, the embodied GHG emissions generated from information and communications technology (ICT) devices by advanced recycling. Over the past 30 years, the Kingdom of Saudi Arabia (KSA) has recorded rapid economic growth and development rates matched by corresponding levels of consumption. This has led to an exponential increase in the volume of municipal solid waste. Even if the bulk share of this waste is recyclable, the propensity of households to engage in the recycling of waste has so far produced a negligible effect. Arguably, in the context of the pervasive digitalization of public and private spaces, accompanied by the developments in information and communication technology (ICT), best conceptualized by reference to the concepts of smart cities and circular economy, it is natural to expect ICT and policy objectives to converge in order to encourage and enable greater engagement with waste segregation and recycling amongst households. Against this backdrop, this paper explores the feasibility and ways of increasing households’ participation in recyclable waste collection, segregation, and disposal in a context devoid of a top-down city-level waste management policy. To this end, the design thinking approach was employed to identify factors inhibiting/facilitating households’ engaging in recycling. A variety of ideation techniques were adopted in subsequent stages of the design thinking process, including interviews with stakeholders from the government and industry sectors, surveys with Jeddah households (N = 446), an eight week-long recyclable waste collection experiment, and feedback surveys (N = 46). The results suggest that applying relatively simple and resource-savvy tools aimed at promoting household recyclable waste collection has substantial potential. This, in turn, not only feeds into the debate on smart cities but also into the research of public policy. Full article

Information and communication technology (ICT)-based products have a significant effect on increasing levels of waste electrical and electronic equipment (WEEE) or electronic waste (e-waste) due to their shorter lifespan as a result of rapid technological changes. Mobile phones are the most popular ICT products, and their market share is increasing gradually. Therefore, effective management of waste mobile phones (WMP) is sought as their recovery brings enormous economic and regulatory benefits. Forecasting the quantities of WMP and their recoverable material content generates valuable data for the related stakeholders in the circular economy (CE) in the design and management of their supply chain networks. This paper presents an approach to determining the WMP quantity for Turkey considering the system from sales to end-of-life (EOL) stages and the years between 2001 and 2035. The proposed model includes two main parts: estimation and forecasting. Firstly, the generated WMP quantity is estimated based on dynamic lifespan and sales using the Distribution Delay (DD) Method considering the years from 2001 to 2020. To select the most suitable model for future projection, seven different time series methods (e.g., Simple Exponential Smoothing, Holt’s, Logistics, Gompertz, Logarithmic, Bass, and ARIMA models) are considered to estimate the generated WMP. For the given data, the Holt’s Method is determined to be the best method to forecast the WMP quantities for the years from 2021 to 2035. In addition, waste materials amount and revenue potentials are estimated for the years from 2001 to 2035. The WMP for Turkey is expected to be approximately 11.5 million units and has a 52 million US$ revenue potential in 2035. The present study contributes to the literature, as it is the first holistic forecasting study on the quantification of WMPs in Turkey. Moreover, since WMPs include remarkable recovery potential in terms of CE, the data and findings of this study may help policymakers, governments, producers, consumers, and all stakeholders to establish effective e-waste management approaches. Adopting a circular economy (CE) has rapidly emerged among policymakers and business community stakeholders to promote material circularization and ensure sustainable development. While the inclination for a paradigm shift away from the linear economy is evident, many challenges have been quoted in the literature regarding its implementation. Lately, it has become common to propose Information and Communication Technologies (ICT)-based approaches to address these challenges. However, they do not question the practicality of the solutions in the context of CE. This paper aims to find an appropriate digital solution for CE implementation, which is not possible without a complete understanding of the existing challenges. A thorough literature review broadly classified the challenges under five barrier categories: Technological, Financial, Infrastructural, Institutional, and Societal, which was followed up with an investigation into the failure of ICT solutions to address CE challenges. Among the various technologies, blockchain and smart contract technologies show some promise as data-driven decision-making tools; however, they are not without their limitations when applied in the context of CE. This perspective explores the role of blockchain smart contract technology-scape in overcoming CE challenges and presents a circular economy blockchain (CEB) architecture development. The findings suggest that CEB may enable CE business models that improve trust and transparency in supply-chain networks, shared and performance economy platforms, stakeholder participation, and governance and management of organizations. Ultimately, this study highlights critical areas for research and development for the blockchainification of CE. Full article

At present, climate change, pollution, and uncontrolled urbanism threaten not only natural ecosystems, but also the urban environment. Approaches to mitigate these challenges and able to provide an alternative for the use of the space are deemed to be multidisciplinary, combining architecture, vegetation integration, circular economy and information and communications technologies (ICT). University campuses are a key scenario to evaluate such solutions as their student and research community is intrinsically willing to support these experiences and provide a wide knowledge on the fields necessary for their design and implementation. However, the creation of areas combining usability and sustainability is commonly lacking a multidisciplinary approach combining all these different perspectives. Hence, the present work aims to overcome this limitation by the development of a novel integrated approach for campus spaces for co-working and leisure, namely a “Smart Tree”, where novel architecture, furniture design, flora integration, environmental sensoring and communications join together. To this end, a survey of the literature is provided, covering related approaches as well as general principles behind them. From this, the general requirements and constraints for the development of the Smart Tree area are identified, establishing the main interactions between the architecture, greening and ICT perspectives. Such requirements guide the proposed system design and implementation, whose impact on the environment is analyzed. Finally, the research challenges and lessons learned for their development are identified in order to support future works. Full article

Cities will have a decisive role in reducing the consumption of resources and greenhouse gas emissions by 2050. Various experiences of urban regeneration have exploited Information and Communication Technology (ICT) potentialities to optimize the management of complex systems and to encourage sustainable development models. This paper investigates the role of ICT technologies in favouring emerging design for Circular Economy (CE) in the urban context. The paper starts by defining the theoretical background and subsequently presents the goal and methodology of investigation. Through a scoping review, the authors identify case studies and analyse them within the Ellen MacArthur Foundation classification framework that splits the urban context into three urban systems: buildings, mobility and products. The research focuses on nine case studies where the ICT solutions were able to promote the principles of CE. The results show, on the one hand, how data management appears to be a central issue in the optimization of urban processes and, on the other hand, how the district scale is the most appropriate to test innovative solutions. This paper identifies physical and virtual infrastructures, stakeholders and tools for user engagement as key elements for the pursuit of CE adoption in the urban context. Full article

During the fourth industrial revolution, based on information and communication technology (ICT), service-led growth has been an increasingly important development area. This paper focuses on service-led growth as an innovative business model in the circular economy and offers the ‘product as service model’. A business model needs to be flexibly adjustable for changes in the market in response to changes in technology, the economy, and the environment. For firms facing increasing scarcity of resources, the right business model for using resources is becoming crucial for their growth. In a circular economy, a new method of business modelling is essential. This paper introduces the ‘product as a service model’ using a conceptualized and case study methodology. We illustrate this innovative circular business model through product servitization at the Hyundai Automotive Enterprise in Korea. This business model can be effective because of emerging new ‘smart connected products’ such as the ‘internet of things’ and ‘fifth generation’ network technologies. Cost, convenience, and the circular economy for firms, consumers, and the environment are critical factors in this new business model. Full article

The concept of circular economy (CE) is becoming progressively popular with academia, industry, and policymakers, as a potential path towards a more sustainable economic system. Information and communication technology (ICT) systems have influenced every aspect of modern life and the CE is no exception. Cutting-edge technologies, such as big data, cloud computing, cyber-physical systems, internet of things, virtual and augmented reality, and blockchain, can play an integral role in the embracing of CE concepts and the rollout of CE programs by governments, organizations, and society as a whole. The current paper conducts an extensive academic literature review on prominent ICT solutions paving the way towards a CE. For the categorization of the solutions, a novel two-fold approach is introduced, focusing on both the technological aspect of the solutions (e.g., communications, computing, data analysis, etc.), and the main CE concept(s) employed (i.e., reduce, reuse, recycle and restore) that each solution is the most relevant to. The role of each solution in the transition to CE is highlighted. Results suggest that ICT solutions related to data collection and data analysis, and in particular to the internet of things, blockchain, digital platforms, artificial intelligence algorithms, and software tools, are amongst the most popular solutions proposed by academic researchers. Results also suggest that greater emphasis is placed on the “reduce” component of the CE, although ICT solutions for the other “R” components, as well as holistic ICT-based solutions, do exist as well. Specific important challenges impeding the adoption of ICT solutions for the CE are also identified and reviewed, with consumer and business attitude, economic costs, possible environmental impacts, lack of education around the CE, and lack of familiarization with modern technologies being found among the most prominent ones. The sustainable development movement is an essential trend that can resist the excessive consumption and over-exploitation of resources. There have been considerable changes in the perception of the term “sustainable development” over the last 30 years. Difficulties in implementing the principles of rational use of natural resources have resulted from a general conflict between the objectives of economic development and the increasing dynamics of industrial production, the quality of the environment and the objectives of environmental protection. This research goal was to describe ways of linking sustainable development trends and the customer value management process. Research also aimed to indicate what this relationship drives. In order to process the collected individual in-depth interview (IDI) material, the author applied a qualitative analysis. As a result of the exploratory research, it was found that there is no complete agreement on who is responsible for implementing the sustainable development assumptions: producers or customers. However, the process of linking sustainable development trends and customer value management can be pointed out. According to this study, as those who make purchasing decisions, customers are the axis of this relationship. On the basis of the results of this research, as long as customers buy particular products, they will be offered by producers. Full article

Sustainable development and the circular economy are two important issues for the future and the competitiveness of businesses. The programs for the integration of sustainability into industrial activities include the reconfiguration of production processes with a view to reducing their impact on the natural system, the development of new eco-sustainable products and the redesign of the business model. This paradigm shift requires the participation and commitment of different stakeholder groups and industry can completely redesign supply chains, aiming at resource efficiency and circularity. Developments in key ICT technologies, such as the Internet of Things (IoT), help this systemic transition. This paper explores the phases of the transition from a linear to a circular economy and proposes a procedure for introducing the principles of sustainability (environmental, economic and social) in a manufacturing environment, through the design of a new Circular Business Model (CBM). The new procedure has been tested and validated in an Italian company producing ceramic tiles, using the digitalization of the production processes of the Industry 4.0 environment, to implement the impact assessment tools (LCA—Life Cycle Assessment, LCC—Life Cycle Costing and S-LCA—Social Life Cycle Assessment) and the business intelligence systems to provide appropriate sustainability performance indicators essential for the definition of the new CBM. Sustainability requires ongoing reform of resource production and consumption to reduce environmental harms. The main way that Information and Communication Technology (ICT) can address these resource impacts is through digital optimization. Spreng found that optimization of an industrial process either increases energy use or accelerates production or consumption. It was assumed that reducing energy use progresses sustainability, whilst accelerating production or consumption to meet market demand is consumerist and generally detrimental to sustainability. In this paper, we argue that there are two important cases in which accelerating economic processes actually has an essential role in enabling sustainability by ICT: (1) when the process drives the production and adoption of an environmentally beneficial product such as a solar panel, often referred to as “cleantech”, or (2) when the process being increased is specific to the Circular Economy, such as recycling, maintenance/refurbishment, and sharing/reuse e.g., car-sharing, ride-sharing and tool-sharing in the Sharing Economy. The opportunities for ICT4S optimization are thus threefold: not just saving resources with efficiency, but also pushing the adoption of cleantech, and pushing the circulation of resources. ICT has already revolutionized content creation and communications. In principle, today, everybody with Internet access, the right skills and equipment can produce digital content composed of virtual “bits” and make it instantly available across the globe. The same is now happening to manufacturing for everyone with access to tools like 3D printers. This inter-changeability of bits and atoms is being called the maker movement, which started as a community-based, socially-driven bottom-up movement but is today also impacting mainstream manufacturing through increased efficiencies, distributed local production and the circular economy. The maker movement thus has significant promise for increasing social, economic and environmental sustainability, but is it currently living up to this potential? This paper reports on work undertaken by the European-funded MAKE-IT project has examined this question through detailed qualitative and quantitative empirical research, including ten in-depth case studies across Europe and a detailed examination of 42 maker initiatives at Europe’s foremost city-based maker faire, supplemented by extensive secondary research. Despite the maker movement’s short history, the overall results provide sound evidence of its important though variable contribution to sustainability thus far. In addition, there is a strong gender dimension showing that females are underrepresented both as users and leaders of maker initiatives, whilst female leaders tend to achieve much higher sustainability impacts than their male counterparts. There is also clear evidence that maker initiatives in close collaboration with each other and other actors in city- and region-wide ecosystems are much more successful in achieving sustainability impacts than others.
