An important task for the European Union is to transpose agreements and international standards in regulation and directives that are binding on member states. The resultant European action plans and directives identify priority areas in the building and energy sectors where circular economy principles can be applied. Italy records a general circular materials rate of 20.8%, surpassing the mean European value. But low recycling rates are still registered in the construction sector. This paper aims to assess the position of Italy with respect to the European regulatory framework on circularity in the energy transition of buildings. Firstly, the government’s initiatives and technical standards are introduced and commented upon. Secondly, the study illustrates the current Italian platforms, networks, and public and private initiatives highlighting opportunities and obstacles that the energy sector has to overcome in the area of circularity. It emerges that Italian policies still use voluntary tools that are not sufficiently in line with an effective circular economy model. Moreover, data collection plays a crucial role in accelerating the implementation of future actions. Italy should consider the foundation of a National Observatory for the Circular Economy to elaborate European directives, harmonize regional policies, and promote the implementation of effective practices. The European Union promotes decarbonization in energy-intensive industries like glass manufacturing. Collaboration between industry and researchers focuses on reducing CO2 emissions through hydrogen (H2) integration as a natural gas substitute. However, to the best of the authors’ knowledge, no updated real-world case studies are available in the literature that consider the on-site implementation of an electrolyzer for autonomous hydrogen production capable of meeting the needs of a glass manufacturing plant within current technological constraints. This study examines a representative hollow glass plant and develops various decarbonization scenarios through detailed process simulations in Aspen Plus. The models provide consistent mass and energy balances, enabling the quantification of energy demand and key cost drivers associated with H2 integration. These results form the basis for a scenario-specific techno-economic assessment, including both on-grid and off-grid configurations. Subsequently, the analysis estimates the levelized costs of hydrogen (LCOH) for each scenario and compares them to current and projected benchmarks. The study also highlights ongoing research projects and technological advancements in the transition from natural gas to H2 in the glass sector. Finally, potential barriers to large-scale implementation are discussed, along with policy and infrastructure recommendations to foster industrial adoption. These findings suggest that hybrid configurations represent the most promising path toward industrial H2 adoption in glass manufacturing. Full article

Silvopastoral systems, though ecologically beneficial, remain underrepresented in the European Union’s Common Agricultural Policy and are seldom studied in Mediterranean contexts. The current study assesses both the environmental and economic aspects of five typical silvopastoral systems in central Greece, encompassing cattle, sheep, and goat farming. A Life Cycle Assessment approach was implemented to quantify greenhouse gas emissions using economic allocation, distributing impacts between milk and meat outputs. Enteric fermentation was the major emission source, accounting for up to 65.14% of total emissions in beef-based systems, while feeding and soil emissions were more prominent in mixed and small ruminant systems. Total farm-level emissions ranged from 60,609 to 273,579 kg CO2eq per year. Economically, only beef-integrated systems achieved an average annual profitability above EUR 20,000 per farm, based on financial data averaged over the last five years (2020–2024) from selected case studies in central Greece, while the remaining systems fell below the national poverty threshold for an average household, underscoring concerns about their economic viability. The findings underline the dual challenges of economic viability and policy neglect, stressing the need for targeted support if these multifunctional systems are to add value to EU climate goals and rural sustainability. Marine biomass, particularly from waste streams, by-products, underutilized, invasive, or potential cultivable marine species, offers a sustainable source of high-value biopolymers such as collagen and chitin. These macromolecules have gained significant attention due to their biocompatibility, biodegradability, functional versatility, and broad applicability across health, food, wellness, and environmental fields. This review highlights recent advances in the uses of marine-derived collagen and chitin/chitosan. In alignment with the United Nations Sustainable Development Goals (SDGs), we analyze how these applications contribute to sustainability, particularly in SDGs related to responsible consumption and production, good health and well-being, and life below water. Furthermore, we contextualize the advancement of product development using marine collagen and chitin/chitosan within the European Union’s Blue bioeconomy strategies, highlighting trends in scientific research and technological innovation through bibliometric and patent data. Finally, the review addresses challenges facing the development of robust value chains for these marine biopolymers, including collaboration, regulatory hurdles, supply-chain constraints, policy and financial support, education and training, and the need for integrated marine resource management. The paper concludes with recommendations for fostering innovation and sustainability in the valorization of these marine resources. Full article

The European Union Emissions Trading System (EU ETS) and its underlying market structure play a central role in the EU’s climate policy. This study analyses how the network of trading relationships within the EU ETS has evolved from a hub-dominated architecture to one marked by structural change and the emergence of new trading dynamics. Using transaction data from Phases I–IV, we apply complex network analysis to assess changes in connectivity, centrality, and community structure. We then construct a Digital Twin of the EU ETS, integrating graph neural networks and logistic regression models to simulate the entry of new participants and predict future trading links. The results indicate shifts in network composition and connectivity, especially in Phase IV, where regulatory innovations and institutional mechanisms appear to play a key role. While our analysis focuses on structural dynamics, these patterns may have broader implications for market performance and policy effectiveness. These findings underscore the importance of monitoring the evolving trading network alongside price signals to support a resilient, efficient, and environmentally credible carbon market. Full article

Traffic-related pollutants remain a challenging global issue, with significant policy implications. Within the European Union, Romania has the highest yearly societal cost per capita due to air pollution, which kills 29,000 Romanians every year, whereas the health and economic costs are also significant. In this context, municipal authorities in the country, particularly in high-density areas, should place a strong focus on mitigating air pollution. In particular, the capital city, Bucharest, ranks among the most congested cities in the world while registering the highest pollution index in Romania, with traffic pollution responsible for two-thirds of its air pollution. Consequently, studies that assess and model pollution trends are paramount to inform local policy-making processes and assist pollution-mitigation efforts. In this paper, a generalized additive modeling (GAM) framework is employed to model hourly concentrations of nitrogen dioxide (NO2), i.e., a relevant traffic-pollution proxy, at a busy urban traffic location in central Bucharest, Romania. All models are developed on a wide, fine-granularity dataset spanning January 2017–December 2022 and include extensive meteorological covariates. Model robustness is assured by switching between the generalized additive model (GAM) framework and the generalized additive mixed model (GAMM) framework when the residual autoregressive process needs to be specifically acknowledged. Results indicate that trend GAMs explain a large amount of the hourly variation in traffic pollution. Furthermore, meteorological factors contribute to increasing the models’ explanation power, with wind direction, relative humidity, and the interaction between wind speed and the atmospheric pressure emerging as important mitigators for NO2 concentrations in Bucharest. The results of this study can be valuable in assisting local authorities to take proactive measures for traffic pollution control in the capital city of Romania. Full article

The water sector is facing a convergence of systemic challenges generated by climate change, increasing demand, and increasingly stringent regulations, which threaten its operational and strategic sustainability. In this context, the article examines how ESG (environmental, social, governance) principles are integrated into the governance, financing, and management of water resources, with a comparative focus on Romania and the European Union. It aims to assess the extent to which ESG practices contribute to the sustainable transformation of the water sector in the face of growing environmental and socio-economic challenges. The methodology is based on a systematic analysis of policy documents, regulatory frameworks, and ESG standards applicable to the water sector at both national (Romania) and EU levels. This study also investigates investment strategies and their alignment with the EU Taxonomy for Sustainable Activities, enabling a comparative perspective on implementation, gaps and strengths. Findings reveal that while ESG principles are increasingly recognized across Europe, their implementation remains uneven (particularly in Romania) due to unclear standards, limited funding mechanisms, and fragmented policy coordination. ESG integration shows clear potential to foster innovation, improve governance transparency, and support long-term resilience in the water sector. These results underline the need for coherent, integrated policies and stronger institutional coordination to ensure consistent ESG adoption across Member States. Policymakers should prioritize the development of clear guidelines and supportive funding instruments to accelerate sustainable outcomes. The originality of our study lies in its comparative approach, offering an in-depth analysis of ESG integration in the water sector across different governance contexts. It provides valuable insights for advancing policy coherence, investment alignment, and sustainable water resource management at both national and European levels. Full article

Wildlife–vehicle collisions (WVCs) remain a significant cause of animal mortality worldwide, particularly in regions experiencing rapid road network expansion. During the COVID-19 pandemic, a number of studies reported decreased WVC rates, attributing this trend to reduced traffic volumes. However, the validity of the simplified assumption that “fewer vehicles means fewer collisions” remains underexplored from a mechanistic perspective. This study aims to reevaluate that assumption using two simulation-based models that incorporate both the physics of vehicle movement and behavioral parameters of road-crossing animals. Employing an inverse modeling approach with quasi-realistic traffic scenarios, we quantify how vehicle speed, spacing, and animal hesitation affect collision likelihood. The results indicate that approximately 10% of modeled cases contradict the prevailing assumption, with collision risk peaking at intermediate traffic densities. These findings challenge common interpretations of WVC dynamics and underscore the need for more refined, behaviorally informed mitigation strategies. We suggest that integrating such approaches into road planning and conservation policy—particularly under the European Union’s ‘Vision Zero’ framework—could help reduce wildlife mortality more effectively in future scenarios, including potential pandemics or mobility disruptions. Public administrators are empirical experimenters by nature. This paper argues that policy experiments are functions of administrative institutional settings. These administrative traditions influence bureaucrat-led policy experiments. This argument is explored through the case of nature-based solutions in the European Union; a field that is reporting increasing policy experimentation across diverse geographies and across four of the archetypal administrative traditions. Our review of this nascent literature revealed 19 sources across multiple different disciplinary sources. These revealed that the Nordic tradition is effective due to its culture of discretionary risk taking in experimentation; the Rechtsstaat tradition supports longevity in policy experiments; and the Westminster tradition facilitates broad and inclusive experimental spaces. This offers significant new contributions to the tradition and policy experimentalist literature. By drawing out the relevance of heterogeneous institutional administrative settings on experiments, it adds to the growing discourse evidencing the policy impact of administrative tradition literature and showing why nature-based solutions in the EU have significant empirical value to these policy and administration literatures. Organic farming represents a paradigm that emphasises a balance between production and environmental sustainability. In the European Union (EU), organic farming has evolved into a global production system with harmonised standards and increasing market demand. Compared with conventional agriculture, it produces greater environmental benefits. The European Green Deal and the Farm to Fork (F2F) strategy highlight the role of organic farming in achieving the EU’s climate and environmental goals, aiming to use at least 25% of the total agricultural area for organic farming by 2030. This research assesses the contributions of Member States towards achieving the objectives of the European Green Deal and F2F strategy and increasing the number of organic farming areas in the future. The research assessed the performance of EU Member States during the period of 2018–2022 and for the projected period up to 2030, using indicators outlined in the Common Agricultural Policy (CAP) Strategic Plan. EU Member States were classified by their historical growth in organic farming areas and their required future performance to meet targets. The results showed that the increase in organic farming areas across the EU is a sign of a shift towards more sustainable farming, although performance varied among Member States. Overall, performance tended to improve in seventeen Member States, remained stable in nine, and declined in only one. Full article

Food safety concerns related to pesticide residues in fruits and vegetables have increased globally, particularly in regions where monitoring programs are scarce or inconsistent. This study provides the first multi-year evaluation of pesticide contamination and associated dietary risks in Cape Verde, an African island nation increasingly reliant on imported produce. A total of 570 samples of fruits and vegetables—both locally produced and imported—were collected from major markets across the country between 2017 and 2020 and analyzed using validated multiresidue methods based on gas chromatography coupled to Ion Trap mass spectrometry (GC-IT-MS/MS), and both gas and liquid chromatography coupled to triple quadrupole tandem mass spectrometry (GC-QqQ-MS/MS and LC-QqQ-MS/MS). Residues were detected in 63.9% of fruits and 13.2% of vegetables, with imported fruits showing the highest contamination levels and diversity of compounds. Although only one sample exceeded the maximum residue limits (MRLs) set by the European Union, 80 different active substances were quantified—many of them not authorized under the current EU pesticide residue legislation. Dietary exposure was estimated using median residue levels and real consumption data from the national nutrition survey (ENCAVE 2019), enabling a refined risk assessment based on actual consumption patterns. The cumulative hazard index for the adult population was 0.416, below the toxicological threshold of concern. However, when adjusted for children aged 6–11 years—taking into account body weight and relative consumption—the cumulative index approached 1.0, suggesting a potential health risk for this vulnerable group. A limited number of compounds, including omethoate, oxamyl, imazalil, and dithiocarbamates, accounted for most of the risk. Many are banned or heavily restricted in the EU, highlighting regulatory asymmetries in global food trade. These findings underscore the urgent need for strengthened residue monitoring in Cape Verde, particularly for imported products, and support the adoption of risk-based food safety policies that consider population-specific vulnerabilities and mixture effects. The methodological framework used here can serve as a model for other low-resource countries seeking to integrate analytical data with dietary exposure in a One Health context. Full article

Improving the energy efficiency of residential buildings is essential for achieving global climate goals and reducing environmental impact. This study analyzes the Total Performance approach using the example of a modern semi-detached house built by a Polish developer, as an example. The building is designed with integrated systems that minimize energy consumption while maintaining resident comfort. The building is equipped with an air-to-water heat pump, underfloor heating, mechanical ventilation with heat recovery, and automatic temperature control systems. Energy efficiency was assessed using ArCADia–TERMOCAD 8.0 software in accordance with Polish Technical Specifications (TS) and verified by monitoring real-time electricity consumption during the heating season. The results show a PED from non-renewable sources of 54.05 kWh/(m2·year), representing a 23% reduction compared to the Polish regulatory limit of 70 kWh/(m2·year). Real-time monitoring conducted from December 2024 to April 2025 confirmed these results, indicating an actual energy demand of approximately 1771 kWh/year. Domestic hot water (DHW) preparation accounted for the largest share of energy consumption. Despite its dependence on grid electricity, the building has the infrastructure to enable future photovoltaic (PV) installation, offering further potential for emissions reduction. The results confirm that Total Performance strategies are not only compliant with applicable standards, but also economically and environmentally viable. They represent a scalable model for sustainable residential construction, in line with the European Union’s (EU’s) decarbonization policy and the goals of the European Green Deal. Full article

The ship energy efficiency framework has played a positive role over the past decade in improving carbon intensity and reducing greenhouse gas emissions by employing the technical and operational energy efficiency metrics as effective appraisal tools. To quantify the ship energy efficiency performance and review the existing energy efficiency framework, this paper analyzed the data for the reporting year of 2023 extracted from the European Union (EU) monitoring, reporting, and verification (MRV) system, and investigated the operational profiles and energy efficiency for the ships calling at EU ports. The results show that the data accumulated in the EU MRV system could provide powerful support for conducting ship energy efficiency appraisals, which could facilitate the formulation of decarbonization policies for global shipping and management decisions for stakeholders. However, data quality, ship operational energy efficiency metrics, and co-existence with the IMO data collection system (DCS) remain issues to be addressed. With the improvement of IMO DCS system and the implementation of IMO Net-Zero Framework, harmonizing the two systems and avoiding duplicated regulation of shipping emissions at the EU and global levels are urgent. Heating, ventilation, and air-conditioning (HVAC) systems account for the largest share of energy consumption in European Union (EU) buildings, representing approximately 40% of the final energy use and contributing significantly to carbon emissions. Latent thermal energy storage (LTES) using phase change materials (PCMs) has emerged as a promising strategy to enhance HVAC efficiency. This review systematically examines the role of latent thermal energy storage using phase change materials (PCMs) in optimizing HVAC performance to align with EU climate targets, including the Energy Performance of Buildings Directive (EPBD) and the Energy Efficiency Directive (EED). By analyzing advancements in PCM-enhanced HVAC systems across residential and commercial sectors, this study identifies critical pathways for reducing energy demand, enhancing grid flexibility, and accelerating the transition to nearly zero-energy buildings (NZEBs). The review categorizes PCM technologies into organic, inorganic, and eutectic systems, evaluating their integration into thermal storage tanks, airside free cooling units, heat pumps, and building envelopes. Empirical data from case studies demonstrate consistent energy savings of 10–30% and peak load reductions of 20–50%, with Mediterranean climates achieving superior cooling load management through paraffin-based PCMs (melting range: 18–28 °C) compared to continental regions. Policy-driven initiatives, such as Germany’s renewable integration mandates for public buildings, are shown to amplify PCM adoption rates by 40% compared to regions lacking regulatory incentives. Despite these benefits, barriers persist, including fragmented EU standards, life cycle cost uncertainties, and insufficient training. This work bridges critical gaps between PCM research and EU policy implementation, offering a roadmap for scalable deployment. By contextualizing technical improvement within regulatory and economic landscapes, the review provides strategic recommendations to achieve the EU’s 2030 emissions reduction targets and 2050 climate neutrality goals. This article explores how the European Union (EU) promotes gender equality beyond its borders, situating the analysis within broader debates on external Europeanization and normative power. While most studies have examined the domestic impact of EU policies, this paper focuses on how gender equality norms are projected internationally and conceptually investigates the mechanisms involved in their diffusion. Drawing on existing theoretical literature, the article analyzes how EU-level normative strategies may interact with domestic political, institutional, and societal dynamics in third countries, often in complex and contested ways. Rather than providing empirical testing, the study identifies core mechanisms—such as strategic communication, partnerships, and funding tools—and reflects on their limitations and the role of local agency in interpreting or resisting EU-promoted norms. The findings highlight the difficulty of isolating EU influence from other international and transnational drivers of norm diffusion, and the need for caution in attributing policy shifts solely to EU action. The article concludes that a better understanding of these processes requires more attention to domestic contexts, as well as future empirical research to complement conceptual analyses of Europeanization in sensitive policy domains such as gender equality.
