Urban Land Revenue and Common Prosperity: An Urban Differential Rent Perspective

Common prosperity serves as a pivotal condition for achieving sustainable development by fostering social equity, bolstering economic resilience, and promoting environmental stewardship. Differential land revenue, as a crucial form of property based on spatial resource occupation, significantly contributes to the achievement of common prosperity, though empirical evidence of its impact is limited. This study explores the potential influence of land utilization revenue disparity on common prosperity from the perspective of urban macro differential rent (UMDR). Utilizing panel data from 280 Chinese cities spanning 2007 to 2020, we discover that UMDR and common prosperity levels exhibit strikingly similar spatiotemporal evolution. Further empirical analysis shows that UMDR significantly raises urban common prosperity levels, with a 0.217 standard unit increase in common prosperity for every 1 standard unit rise in UMDR. This boost stems from enhanced urban prosperity and the sharing of development achievements, encompassing economic growth, improved public services, enhanced ecological civilization, and more equitable distribution of development gains between urban and rural areas and among individuals. Additionally, we observe that UMDR has a more pronounced effect on common prosperity in eastern cities and those with a predominant service industry. This study enhances the comprehension of the relationship between urban land revenue disparities, prosperity, and equitable sharing, presenting a new perspective for the administration to contemplate the utilization of land-based policy tools in pursuit of the common prosperity goal and ultimately achieve sustainable development. To solve the present housing crisis, the Support for Access to Housing Program, in the context of PRR, mainly focuses on social housing to be built or on housing of social interest to be regenerated. To approach this problem, a research question was raised: “What is the significance of the existing cooperative housing in solving the current housing crisis?” To analyze this issue, a multiple case study was adopted, comparing a collective dwelling of cooperative promotion at controlled costs in Caselas (1980s–1990s) with Expo Urbe (2000–2007) in Parque das Nações, a symbol of the new sustainable cooperative housing, which targets a population with a higher standard of living and thus is excluded from the PRR plan. These cases revealed the discrepancy created by the Cooperative Code of 1998 and its consequences for the urban regeneration of this heritage. They show that Caselas, built in a residential urban neighborhood, is strongly attached to a community, provides good social inclusion for vulnerable groups at more affordable prices, and it is eligible for urban regeneration and reuse (for renting or buying). However, the reuse of Caselcoop’s edifices cannot compromise their cultural and residential values or threaten the individual integrity. Full article

With rising global temperatures and increasing sustainability demands, the need for advanced pavement solutions has never been greater. This study breaks new ground by integrating phase change materials (PCMs), including paraffin-based wax (Rubitherm RT55), hydrated salt (Climator Salt S10), and fatty acid (lauric acid), as binder modifiers within warm mix asphalt (WMA) mixtures. Moving beyond the traditional focus on binder-only modifications, this research utilizes recycled cigarette filters (CFs) as a dual-purpose fiber additive, directly reinforcing the asphalt mixture while simultaneously transforming a major urban waste stream into valuable infrastructure. The performance of the developed WMA mixture has been evaluated in terms of stiffness behavior using an Indirect Tensile Strength Modulus (ITSM) test, permanent deformation using a static creep strain test, and rutting resistance using the Hamburg wheel-track test. Laboratory tests demonstrated that the incorporation of PCMs and recycled CFs into WMA mixtures led to remarkable improvements in stiffness, deformation resistance, and rutting performance. Modified mixes consistently outperformed the control, achieving up to 15% higher stiffness after 7 days of curing, 36% lower creep strain after 4000 s, and 64% reduction in rut depth at 20,000 passes. Cost–benefit analysis and service life prediction show that, despite costing USD 0.71 more per square meter with 5 cm thickness, the modified WMA mixture delivers much greater durability and rutting resistance, extending service life to 19–29 years compared to 10–15 years for the control. This highlights the value of these modifications for durable, sustainable pavements. Full article

Urban green infrastructure plays a vital role in the sustainable development of cities. As urban areas expand, green spaces are increasingly affected. The pressure from new developments leads to a reduction in vegetation and raises new public health risks. Addressing this challenge requires effective planning, maintenance, and continuous monitoring. To enhance traditional approaches, remote sensing is becoming a vital tool for city-wide observations. Publicly available large-scale data, combined with machine learning models, can improve our understanding. We explore the potential of Sentinel-2 to classify and extract meaningful features from urban landscapes. Using advanced machine learning techniques, we aim to develop a robust and scalable framework for classifying urban environments. As a typical grain base with a dense population and high-level urbanization, the North China Plain (NCP) faces a serious threat to its sustainable development due to water shortage. Surface water area (SWA) is a key indicator for continuously measuring the trends of regional water resources and assessing their current status. Therefore, a deep understanding of its changing patterns and driving forces is essential for achieving the sustainable management of water resources. In this study, we examined the interannual variability and trends of SWA in the NCP from 1990 to 2023 using annual 30 m water body maps generated from all available Landsat imagery, a robust water mapping algorithm, and the cloud computing platform Google Earth Engine (GEE). The results showed that the SWA in the NCP has significantly increased over the past three decades. The continuous emergence of artificial reservoirs and urban lakes, along with the booming aquaculture industry, are the main factors driving the growth of SWA. Consequently, the expansion of artificial water bodies resulted in a significant increase in water evaporation (0.16 km3/yr). Moreover, the proportion of water evaporation to regional evapotranspiration (ET) gradually increased (0–0.7%/yr), indicating that the contribution of water evaporation from artificial water bodies to ET is becoming increasingly prominent. Therefore, it can be concluded that the ever-expanding artificial water bodies have become a new hidden danger affecting the water security of the NCP through evaporative loss and deserve close attention. This study not only provides us with a new perspective for deeply understanding the current status of water resources security in the NCP but also provides a typical case with great reference value for the analysis of water resources changes in other similar regions. Resource-exhausted cities have long played a key role in national energy development. Urban renewal projects, such as the renovation of old underground commercial spaces, can improve urban vitality and promote sustainable development. However, in resource-based cities, traditional industries dominate, while new industries such as modern commerce develop slowly. This results in low economic dynamism and weak motivation for urban development. To address this issue, we propose a systematic method for analyzing construction risks during the decision-making stage of renovation projects. The method includes three steps: risk value assessment, risk factor identification, and risk weight calculation. First, unlike previous studies that only used SWOT for risk factor analysis, we also applied it for project value assessment. Then, using the Work Breakdown Structure–Risk Breakdown Structure framework method (WBS-RBS), we identified specific risk sources by analyzing key construction technologies throughout the entire lifecycle of the renovation project. Finally, to enhance expert consensus, we proposed an improved Delphi–Analytic Hierarchy Process method (Delphi–AHP) to calculate risk indicator weights for different construction phases. The risk analysis covered all lifecycle stages of the renovation and upgrading project. The results show that in the Fushun city renovation case study, the established framework—consisting of five first-level indicators and twenty s-level indicators—enables analysis of renovation projects. Among these, management factors and human factors were identified as the most critical, with weights of 0.3608 and 0.2017, respectively. The proposed method provides a structured approach to evaluating renovation risks, taking into account the specific characteristics of construction work. This can serve as a useful reference for ensuring safe and efficient implementation of underground commercial space renovation projects in resource-exhausted cities. Full article

Smart cities are technologically advanced urban environments where interconnected systems and data-driven technologies enhance public service delivery and quality of life. These cities rely on information and communication technologies, the Internet of Things, big data, cloud computing, and other Industry 4.0 tools to support efficient city management and foster citizen engagement. Often referred to as digital cities, they integrate intelligent infrastructures and real-time data analytics to improve mobility, security, and sustainability. Ubiquitous sensors, paired with Artificial Intelligence, enable cities to monitor infrastructure, respond to residents’ needs, and optimize urban conditions dynamically. Given the increasing significance of Industry 4.0 in urban development, this study adopts a bibliometric approach to systematically review the application of these technologies within smart cities. Utilizing major academic databases such as Scopus and Web of Science the research aims to identify the primary Industry 4.0 technologies implemented in smart cities, assess their impact on infrastructure, economic systems, and urban communities, and explore the challenges and benefits associated with their integration. The bibliometric analysis included publications from 2016 to 2023, since the emergence of urban researchers’ interest in the technologies of the new industrial revolution. The task is to contribute to a deeper understanding of how smart cities evolve through the adoption of advanced technological frameworks. Research indicates that IoT and AI are the most commonly used tools in urban spaces, particularly in smart mobility and smart environments. Full article

The implementation of the trans-European tourist cycle route network “EuroVelo” is fostering new strategic importance for non-motorized mobility and the associated practice of cycling tourism. Indeed, slow tourism offers a pathway for the development of inland areas. The infrastructure supporting it, such as long-distance cycling and walking paths, can act as a vital connection, stimulating regeneration in peripheral territories by enhancing environmental and landscape assets, as well as preserving heritage, local identity, and culture. The regeneration of peri-urban landscapes through soft mobility is recognized as the cornerstone for accessibility to material and immaterial resources (including ecosystem services) for multiple categories of users, including the most vulnerable, especially following the restoration of green-area systems and non-urbanized areas with degraded ecosystems. Considering the forthcoming implementation of the Magna Grecia cycling route, the southernmost segment of the “EuroVelo” network traversing three regions in southern Italy, this contribution briefly examines the necessity of defining new development policies to effectively integrate sustainable slow tourism with the enhancement of environmental and landscape values in the coastal areas along the route. Specifically, this case study focuses on a coastal stretch characterized by significant morphological and environmental features and notable landscapes interwoven with densely built environments. In this area, environmental and landscape values face considerable threats from scattered, irregular, low-density settlements, abandoned sites, and other inappropriate constructions along the coastline. Railway systems occupy a predominant role in urban transport, providing efficient, high-capacity mobility. Progress in rail transport allows fast traveling, whilst environmental concerns and CO2 emissions are on the rise. The integration of railway systems with renewable energy source (RES)-based stations presents a promising avenue to improve the sustainability, reliability, and efficiency of urban transport networks. A storage system is needed to both ensure a continuous power supply and meet train demand at the station. Batteries (BTs) offer high energy density, while supercapacitors (SCs) offer both a large number of charge and discharge cycles, and high-power density. This paper proposes a hybrid RES (photovoltaic and wind), combined with batteries and supercapacitors constituting the hybrid energy storage system (HESS). One major drawback of trains is the long charging time required in stations, so they have been fitted with SCs to allow them to charge up quickly. A new fuzzy energy management strategy (F-EMS) is proposed. This supervision strategy optimizes the power flow between renewable energy sources, HESS, and trains. DC bus voltage regulation is involved, maintaining BT and SC charging levels within acceptable ranges. The simulation results, carried out using MATLAB/Simulink, demonstrate the effectiveness of the suggested fuzzy energy management strategy for various production conditions and train demand. Achieving synergies between government-led and market-based policy instruments is critical to advancing Energy–Environmental Productivity and Sustainable Urban Development. This study investigates the effects of China’s dual-pilot energy policies (New Energy Demonstration Cities (NEDCs) and Energy Consumption Permit Trading (ECPT)) on urban environmental productivity (UEP) across 279 prefecture-level cities from 2006 to 2023. Utilizing a Non-Radial Directional Distance Function (NDDF) approach, combined with Difference-in-Differences (DID) estimation and spatial econometric models, the analysis reveals that these synergistic policies significantly enhance both comprehensive and net measures of UEP. Mechanism analysis highlights the roles of industrial restructuring, technological innovation, and energy transition in driving these improvements, while heterogeneity analysis indicates varying effects across different city types. Spatial spillover analysis further demonstrates that policy impacts extend beyond targeted cities, contributing to broader regional gains in UEP. These findings offer important insights for the design of integrated energy and environmental policies and support progress toward key Sustainable Development Goals (SDG 7, SDG 11, and SDG 12). Urban areas are facing increasing traffic congestion, pollution, and infrastructure strain. Traditional urban transportation systems are often fragmented. They require users to plan, pay, and travel across multiple disconnected services. Mobility-as-a-Service (MaaS) integrates these services into a single digital platform, simplifying access and improving the user experience. This review critically examines the role of MaaS in fostering sustainable mobility ecosystems. MaaS aims to enhance user-friendliness, service variety, and sustainability by adopting a customer-centric approach to transportation. The findings reveal that successful MaaS systems consistently align with multimodal transport infrastructure, equitable access policies, and strong public-private partnerships. MaaS enhances the management of routes and traffic, effectively mitigating delays and congestion while concurrently reducing energy consumption and fuel usage. In this study, the authors examine MaaS as a new mobility paradigm for a sustainable transportation system in smart cities, observing the challenges and opportunities associated with its implementation. To assess the environmental impact, a sustainability index is calculated based on the use of different modes of transportation. Significant findings indicate that MaaS systems are proliferating in both quantity and complexity, increasingly integrating capabilities such as real-time multimodal planning, dynamic pricing, and personalized user profiles. As a key enabling technology for energy transition, the smart grid is propelling the global power system to evolve toward greater efficiency, reliability, and sustainability. Based on the three-dimensional analysis framework of “technology–policy–application”, this study systematically sorts out the technical architecture, regional development mode, and typical application scenarios of the smart grid, revealing the multi-dimensional challenges that it faces. By using the methods of literature review, cross-national case comparison, and technology–policy collaborative analysis, the differentiated paths of China, the United States, and Europe in the development of smart grids are compared, aiming to promote the integration and development of smart grid technologies. From a technical perspective, this paper proposes a collaborative framework comprising the perception layer, network layer, and decision-making layer. Additionally, it analyzes the integration pathways of critical technologies, including sensors, communication protocols, and artificial intelligence. At the policy level, by comparing the differentiated characteristics in policy orientation and market mechanisms among China, the United States, and Europe, the complementarity between government-led and market-driven approaches is pointed out. At the application level, this study validates the practical value of smart grids in optimizing energy management, enhancing power supply reliability, and promoting renewable energy consumption through case analyses in urban smart energy systems, rural electrification, and industrial sectors. Further research indicates that insufficient technical standardization, data security risks, and the lack of policy coordination are the core bottlenecks restricting the large-scale development of smart grids. This paper proposes that a new type of intelligent and resilient power system needs to be constructed through technological innovation, policy coordination, and international cooperation, providing theoretical references and practical paths for energy transition. Using LULC change detection analysis, it is possible to identify changes due to urbanization, deforestation, or a natural disaster in an area. As population growth and urbanization increase, real-time solutions for the effects of urbanization on land use are required to assess its implications for food security and livelihood. This study seeks to identify and quantify recent LULC changes in Limbe, Cameroon, and to measure rates of conversion between agricultural, forest, and urban lands between 1986 and 2020 using remote sensing and GIS. Also, there is a deficiency of research employing these data to evaluate the efficiency of LULC satellite data and a lack of awareness by local stakeholders regarding the impact on LULC change. The changes were identified in four classes utilizing maximum supervised classification in ENVI and ArcGIS environments. The classification result reveals that the 2020 image has the highest overall accuracy of 94.6 while the 2002 image has an overall accuracy of 89.2%. The overall gain for agriculture was approximately 4.6 km2, urban had an overall gain of nearly 12.7 km2, while the overall loss for forest was −16.9 km2 during this period. Much of the land area previously occupied by forest is declining as pressures for urban areas and new settlements increase. This study’s findings have significant policy implications for sustainable land use and food security. It also provides a spatial method for monitoring LULC variations that can be used as a framework by stakeholders who are interested in environmentally conscious development and sustainable land use practices. Archaeological sites located on the edge of growing cities often struggle to reconcile heritage protection with rapid development. To understand this tension, we examined a 50.83 km2 zone around the Western Han Imperial Mausoleums in the Qin-Han New District. Using Landsat images from 1992, 2002, 2012, and 2022, this study applied supervised classification, land-use transfer matrices, and dynamic-degree analysis to trace three decades of land-use change. From 1992 to 2022, built-up land expanded by 29.85 percentage points, largely replacing farmland, which shrank by 35.64 percentage points and became fragmented. Forest cover gained a modest 5.78 percentage points and migrated eastward toward the mausoleums. Overall, urban growth followed a “spread–integrate–connect” pattern along major roads. This study interprets these trends through five interrelated drivers, including policy, planning, economy, population, and heritage protection, and proposes an integrated management model. The model links archaeological pre-assessment with land-use compatibility zoning and active community participation. Together, these measures offer a practical roadmap for balancing conservation and sustainable land management at imperial burial complexes and similar urban fringe heritage sites. Full article

China’s rapid urbanization has driven tremendous socioeconomic development while posing new forms of social–spatial inequalities that challenge environmental sustainability and spatial justice. This study investigates urban park-accessibility patterns across 10 s-tier provincial capital cities in China, examining how these patterns relate to housing-price dynamics to reveal diverse manifestations of social–spatial (in)justice. Using comprehensive spatial analysis grounded in distributive justice principles, we measure park accessibility through multiple metrics: distance to the nearest park, park size, and the number of parks within a 15 min walk from residential communities. Our findings reveal significant variation in park accessibility across these cities, with distinctive patterns emerging in the relationship between housing prices and park access that reflect different forms of social–spatial exclusion and inclusion. While most cities demonstrate an unbalanced spatial distribution of parks, they exhibit different forms of this disparity. Some cities show consistent park access across housing-price categories, while others display correlations between high housing prices and superior park accessibility. We argue that these divergent patterns reflect each city’s unique combination of economic development trajectory, politically strategic positioning within national urban hierarchies, and geographical constraints. Through this comparative analysis of second-tier cities, this study contributes to broader understandings of social–spatial (in)justice and urban environmental inequalities within China’s urbanization process, highlighting the need for place-specific approaches to achieving equitable access to urban amenities.
