Based on a comprehensive review of the current research status of ecological compensation both domestically and internationally, combined with field survey data, this study delves into the issue of multi-stakeholder participation in the ecological compensation mechanisms of the Xin’an River Basin. This research reveals that the joint participation of multiple stakeholders is crucial to achieving the goals of ecological compensation in river basins. The government plays a significant role in macro-guidance, financial support, policy guarantees, supervision, and management. It promotes the comprehensive implementation of ecological environmental protection by formulating relevant laws and regulations, guiding the public to participate in ecological conservation, and supervising and punishing pollution behaviors. The public, serving as the main force, forms strong awareness and behavioral habits of ecological protection through active participation in environmental protection, monitoring, and feedback. As participants, enterprises contribute to industrial transformation and green development by improving resource utilization efficiency, reducing pollution emissions, promoting green industries, and participating in ecological restoration projects. Scientific research institutions, as technology enablers, have effectively enhanced governance efficiency through technological research and innovation, ecosystem value accounting to provide decision-making support, and public education. Social organizations, as facilitators, have injected vitality and innovation into watershed governance by extensively mobilizing social forces and building multi-party collaboration platforms. Communities, as supporters, have transformed ecological value into economic benefits by developing characteristic industries such as eco-agriculture and eco-tourism. Based on the above findings, further recommendations are proposed to mobilize the enthusiasm of upstream communities and encourage their participation in ecological compensation, promote the market-oriented operation of ecological compensation mechanisms, strengthen cross-regional cooperation to establish joint mechanisms, enhance supervision and evaluation, and establish a sound benefit-sharing mechanism. These recommendations provide theoretical support and practical references for ecological compensation worldwide. Full article

The countries and regions along the Belt and Road are rich in wetland carbon sink resources, crucial for mitigating greenhouse gas emissions and achieving global emission reduction. This paper uses policy analysis and desk research to analyze the overview of wetland carbon sinks in these countries. It explores the necessity of legal system construction for their carbon sink trading. This study finds that smooth trading requires clear property rights definition rules, efficient market trading entities, definite carbon sink trading price rules, financial support aligned with the Equator Principles, and support from biodiversity-compatible environmental regulatory principles. Currently, there are still obstacles in wetland carbon sink trading in the Belt and Road, such as property rights confirmation, an accounting system, an imperfect market trading mechanism, and the coexistence of multiple trading risks. Therefore, this paper first proposes to clarify the goal of the legal guarantee mechanism. Efforts should focus on promoting a consensus on wetland carbon sink ownership and establishing a unified accounting standard system; simultaneously, the relevant departments should conduct field investigations and monitoring, standardize the market order, and strengthen government financial support and funding guarantees. An important element in the Constitution of the People’s Republic of China is the guarantee of gender equality in all fields. The principle is not reflected in terms of corporate governance and senior management, however. A study of the largest 400 companies listed on Chinese stock exchanges shows far fewer female board members and senior managers than male counterparts and only a small improvement over the course of a decade. A comparison of gender balances in terms of a range of variables, including stock exchange listing, industry type, and ownership type, reveals better balances in wholly privately owned firms than in those with controlling state interests. Subject to intervening government policies to promote state-owned enterprises over private sector counterparts, the pattern over the decade studied suggests there is a possibility privately owned enterprises may gradually displace state-owned companies in the largest 400 group and gender balances in senior roles in the largest 400 group will consequently improve. This work addresses distributed fixed-time bearing-only formation stabilization for multi-agent systems lacking shared orientation knowledge. Addressing the challenge of missing global coordinate alignment in multi-agent systems, this work introduces a novel distributed estimator ensuring almost globally fixed-time convergence of orientation estimates. Leveraging this estimator, we develop a distributed bearing-only formation control law specifically designed for agents governed by double-integrator dynamics, guaranteeing fixed-time convergence. Comprehensive stability analysis proves the almost global fixed-time stability of the overall closed-loop system. Crucially, the proposed control strategy drives actual formation to achieve the desired geometric pattern with almost global exponential convergence within a fixed time bound. Rigorous numerical experiments corroborate the theoretical framework. Full article

Climate Risks and Common Prosperity for Corporate Employees: The Role of Environment Governance in Promoting Social Equity in China

Promoting social equity is a global issue, and common prosperity is an important goal for human society’s sustainable development. This study is the first to examine climate risks’ impacts on common prosperity from the perspective of corporate employees, providing micro-level evidence for the coordinated development of climate governance and social equity. Employing data from companies listed on the Shanghai and Shenzhen stock exchanges from 2016 to 2023, a fixed-effects model analysis was conducted, and the results showed the following: (1) Climate risks are positively associated with the common prosperity of corporate employees in a significant way, and this effect is mainly achieved through employee guarantees, rather than employee remuneration or employment. (2) Climate risk will increase corporate financing constraints, but it will also force companies to improve their ESG performance. (3) The mechanism tests show that climate risks indirectly promote improvements in employee rights and interests by forcing companies to improve the quality of internal controls and audits. (4) The results of the moderating effect analysis show that corporate size and performance have a positive moderating effect on the relationship between climate risk and the common prosperity of corporate employees. This finding may indicate the transmission path of “climate pressure—governance upgrade—social equity” and suggest that climate governance may be transformed into social value through institutional changes in enterprises. This study breaks through the limitations of traditional research on the financial perspective of the economic consequences of climate risks, incorporates employee welfare into the climate governance assessment framework for the first time, expands the micro research dimension of common prosperity, provides a new paradigm for cross-research on ESG and social equity, and offers recommendations and references for different stakeholders. Credit-linked notes (CLNs) are vital for transferring and diversifying credit risks in asset securitization, yet their application in China remains limited despite policy support. This paper optimizes China’s CLN pricing mechanism by developing the structured model incorporating the dynamic default boundary and the probability of government implicit guarantees. The model transforms the pricing problem into a semi-unbounded problem via partial differential methods, yielding an explicit pricing solution through Poisson’s formula. Empirical analysis reveals that government implicit guarantees are observed in systemically important institutions in the domestic CLN market and significantly reduce credit risk premiums, with Monte Carlo simulations indicating an approximately positive linear correlation between guarantee probability and CLN prices. Our results demonstrate the dual impact of implicit guarantees—lowering risk premiums while potentially hindering market discipline. This research advances China’s credit derivative pricing theory, offering institutions a pricing tool and further providing policy and practical suggestions for regulatory authorities. Full article

Rizhao Reservoir, Shandong Province, China, as a key regional water supply hub, provides water for domestic, industrial, and agricultural uses in and around Rizhao City by intercepting runoff, which plays a central role in guaranteeing water supply security and supporting regional development. This study systematically collected 66 surface water samples to elucidate the hydrochemical characteristics within the reservoir area, identify the principal influencing factors, and clarify the sources of dissolved ions, aiming to enhance the understanding of the prevailing water quality conditions. A systematic analysis of hydrochemical facies, solute provenance, and governing processes in the study area’s surface water was conducted, employing an integrated mathematical and statistical approach, comprising Piper trilinear diagrams, correlation analysis, and ionic ratios. Meanwhile, the entropy weight-based water quality index (EWQI) and irrigation water quality evaluation methods were employed to assess the surface water quality in the study area quantitatively. Analytical results demonstrate that the surface water system within the study area is classified as freshwater with circumneutral to slightly alkaline properties, predominantly characterized by Ca-HCO3 and Ca-Mg-SO4-Cl hydrochemical facies. The evolution of solute composition is principally governed by rock–water interactions, whereas anthropogenic influences and cation exchange processes exert comparatively minor control. Dissolved ions mostly originate from silicate rock weathering, carbonate rock dissolution, and sulfate mineral dissolution processes. Potability assessment via the entropy-weighted water quality index (EWQI) classifies surface waters in the study area as Grade I (Excellent), indicating compliance with drinking water criteria under defined boundary conditions. Irrigation suitability analysis confirms minimal secondary soil salinization risk during controlled agricultural application, with all samples meeting standards for direct irrigation use. In the context of green development, promoting the development of data elements is crucial for advancing the green and low-carbon transition and achieving China’s “dual-carbon” targets. This study quantitatively evaluates China’s data element policies to identify their strengths and weaknesses and to assess their alignment with green development objectives. In this study, we examine 15 representative data element policy texts, evaluating their quality by integrating the Latent Dirichlet Allocation (LDA) topic model with the PMC-Index model. The LDA analysis identifies five core themes within the policy texts: the data element industry, data resource management, data element trading systems, service platform construction, and e-governments. The evaluation results show an average PMC-Index score of 6.03 for the 15 policies, with 9 rated as “Good” and 6 as “Acceptable”. This indicates that while the overall design of the current policy system is acceptable, there remains substantial room for improvement. Based on the average scores for the primary indicators, the policies perform relatively poorly in terms of green development assessment, policy timeliness, policy nature, and policy guarantee. Drawing from these findings, we propose recommendations to enhance China’s data element policies, offering insights for policymakers. Full article

This paper proposes a Distributed Adaptive Regularization Algorithm (DARN) for solving composite non-convex and non-smooth optimization problems in multi-agent systems. The algorithm employs a three-phase iterative framework to achieve efficient collaborative optimization: (1) a local regularized optimization step, which utilizes proximal mappings to enforce strong convexity of weakly convex objectives and ensure subproblem well-posedness; (2) a consensus update based on doubly stochastic matrices, guaranteeing asymptotic convergence of agent states to a global consensus point; and (3) an innovative adaptive regularization mechanism that dynamically adjusts regularization strength using local function value variations to balance stability and convergence speed. Theoretical analysis demonstrates that the algorithm maintains strict monotonic descent under non-convex and non-smooth conditions by constructing a mixed time-scale Lyapunov function, achieving a sublinear convergence rate. Notably, we prove that the projection-based update rule for regularization parameters preserves lower-bound constraints, while spectral decay properties of consensus errors and perturbations from local updates are globally governed by the Lyapunov function. Numerical experiments validate the algorithm’s superiority in sparse principal component analysis and robust matrix completion tasks, showing a 6.6% improvement in convergence speed and a 51.7% reduction in consensus error compared to fixed-regularization methods. This work provides theoretical guarantees and an efficient framework for distributed non-convex optimization in heterogeneous networks. Full article

Air quality monitoring IoT is one of the approaches to achieving a sustainable future. However, the large area of IoT and the high number of monitoring microsites pose challenges for device maintenance to guarantee quality of service (QoS) in monitoring. This paper proposes a novel maintenance programming model for a large-area IoT containing 1500 monitoring microsites. In contrast to classic device maintenance, the addressed programming scenario considers the division of appropriate microsites into batches, the determination of the batch maintenance date, vehicle routing for the delivery of maintenance services, and a set of hard constraints such as QoS in air quality monitoring, the maximum number of labor working hours, and an upper limit on the total CO2 emissions. Heuristics are proposed to generate the batches of microsites and the scheduled maintenance date for the batches. A genetic algorithm is designed to find the shortest routes by which to visit the batch microsites by a fleet of vehicles. Simulations are conducted based on government open data. The experimental results show that the maintenance and transportation costs yielded by the proposed model grow linearly with the number of microsites if the fleet size is also linearly related to the microsite number. The mean time between two consecutive cycles is around 17 days, which is generally sufficient for the preparation of the required maintenance materials and personnel. With the proposed method, the decision-maker can circumvent the difficulties in handling the hard constraints, and the allocation of maintenance resources, including budget, materials, and engineering personnel, is easier to manage. In light of the ongoing discussion concerning the energy transition of the heating sector, primarily focused on district heating and shaped by heating corporations towards an incremental transformation, an alternative direction for the energy transition of the heating sector towards electroheating—a breakthrough transformation—is presented in this paper, along with a justification of its rationale. Arguments “for” and “against” both transformation paths are provided. Analyses of the costs of transforming district heating systems along both trajectories are conducted. The opportunities of a breakthrough transformation are characterized. An alternative approach to the energy transformation of district heating systems will provoke resistance and opposition from representatives of institutions operating within the current model. Transforming the existing heating model without changing its structure will burden society with high transformation costs through demands for government guarantees to cover these expenses. The analysis presented in this paper shows that these costs can be significantly reduced if the approach to the generation and distribution of district heat is changed. Full article

In the low-carbon era, there is a serious challenge of climate change, which urgently needs to promote low-carbon consumption behavior in order to build sustainable low-carbon consumption patterns. The establishment of this model not only requires in-depth theoretical research as support, but also requires tripartite cooperation between the government, enterprises and the public to jointly promote the popularization and practice of the low-carbon consumption concept. Therefore, by constructing a tripartite evolutionary game model and simulation analysis, this study deeply discusses the mechanism of government policy on the strategy choice of logistics enterprises. The stability strategy and satisfying conditions are deeply analyzed by constructing a tripartite evolutionary game model of the logistics industry, government, and consumers. With the help of MATLAB R2023b simulation analysis, the following key conclusions are drawn: (1) The strategic choice of logistics enterprises is affected by various government policies, including research and development intensity, construction intensity, and punishment intensity. These government policies and measures guide logistics enterprises toward low-carbon development. (2) The government’s research, development, and punishment intensity are vital in determining whether logistics enterprises adopt low-carbon strategies. R&D efforts incentivize logistics companies to adopt low-carbon technologies by driving technological innovation and reducing costs. The penalties include economic sanctions to restrain companies that do not comply with low-carbon standards. In contrast, construction intensity mainly affects the consumption behavior of consumers and then indirectly affects the strategic choice of logistics enterprises through market demand. (3) Although the government’s active supervision is a necessary guarantee for logistics enterprises to implement low-carbon strategies, more is needed. This means that in addition to the government’s policy support, it also needs the active efforts of the logistics enterprises themselves and the improvement of the market mechanism to promote the low-carbon development of the logistics industry jointly. This study quantifies the impact of different factors on the system’s evolution, providing a precise decision-making basis for policymakers and helping promote the logistics industry’s and consumers’ low-carbon transition. It also provides theoretical support for the logistics industry’s low-carbon development and green low-carbon consumption and essential guidance for sustainable development. Full article

This study investigates the challenges and opportunities of balancing cultural preservation, tourism investment, and community resilience in historic Syrian cities during the post-war recovery period. The Syrian conflict has imposed considerable harm upon the nation’s cultural heritage, encompassing UNESCO World Heritage sites, thereby interrupting not only the urban infrastructure but also local economies and social networks. Utilizing a comprehensive methodology that includes a literature review, stakeholder interviews, and local surveys, this research investigates the potential for aligning cultural preservation with tourism investment to promote sustainable economic revitalization while simultaneously enhancing social cohesion and community resilience. The results underscore the significance of inclusive governance, participatory planning, and capacity enhancement to guarantee that post-conflict urban redevelopment fosters enduring environmental, social, and cultural sustainability. By framing the Syrian case within the broader context of global urban sustainability and resilience discourse, the study offers valuable insights for policymakers, urban planners, and heritage managers working in post-conflict or post-disaster environments worldwide. In the end, the study highlights that the revitalization of historic cities transcends being a simple technical or economic endeavor; it is a complex process of re-establishing identity, strengthening communities, and fostering sustainable, resilient urban futures. (1) Background: Global grain production faces challenges such as increasing demands due to population growth, limited arable land resources, and climate change, with natural resource and environmental constraints becoming increasingly stringent. Traditional smallholder economies struggle to meet the increasing demand for grain, resulting in a tight balance between grain supply and demand. Therefore, to improve grain production efficiency (GPE), clarifying the specific effects of agricultural production services (APS), a new driving force on farmers’ GPE, is critical for ensuring grain security and achieving sustainable grain production. (2) Methods: Through the super-efficiency Data Envelopment Analysis (DEA) and Tobit models, and utilizing microdata from 747 farmers from the China Rural Revitalization Survey (CRRS), we analyzed the differences in farmers’ operating scales and types of agricultural production services to determine the extent and specific implementation effects of agricultural production services on the farmers’ GPE. (3) Results: agricultural production services enhanced the farmers’ GPE. Specifically, labor-intensive services (LIS) markedly improved the GPE of smallholder farmers but not large-scale farmers; technology-intensive services (TIS) did not have a substantial influence on either the smallholder farmers or large-scale farmers. There were significant regional differences in the threshold effect of agricultural production services on the GPE of the farmers. (4) Conclusions: Providers of agricultural production services should enhance their service capabilities to meet farmers’ diverse service needs. Government departments should establish uniform service standards and regulate industry development. Village and community organizations should leverage their grassroots coordination functions to facilitate the efficient operation of services. In addition, tailored development models should be developed for farmers of different scales, and they should be provided with financial and technical support as well as institutional guarantees. Interreligious Dialogue as a Communicative Process: Intersubjectivity and Misunderstandings in Brescia

This article stems from the PRIN GOV_REL (Urban Governance of Interreligious Dialogue) research project carried out in four Italian cities in 2023–2025 and reports on some preliminary results of the empirical enquiry held in the city of Brescia. The Brescia area is characterised by high rates of residents with an immigrant background and a consolidated presence of religious minorities (Muslim, Orthodox, Sikh, Hindu and Protestant groups), many recognised centres (mosques, temples and Christian non-Catholic churches) and a significant commitment of ethnic–religious communities to local public life. This paper examines the creation of grassroots-level interreligious dialogue, seen as a communicative process. The empirical evidence is based on material collected by participant observations and semi-structured interviews regarding four initiatives that occurred in 2024. A sociocultural analysis outlines the communicative frame: text; context; aims; acts; interlocutors and their power/freedom of expression; interactions; results. The article examines the communicative pattern of each initiative, considering an intercultural orientation and a pluralistic model of interfaith dialogue. It seeks to answer the following questions: what was the fundamental message that the promoters wanted to convey? How do the single actors communicate their perspective of religious “others”, and what results did they achieve or not achieve? The analysis leads to identifying the patterns that facilitate and/or hamper dialogue, taking into account misunderstandings and “cul-de-sac” aspects. Final recommendations highlight the recurrent breaking points that should be prevented and some premises to guarantee successful communication between members of different religions in multicultural urban spaces.
