Short food supply chains (SFSCs) have gained attention as mechanisms for strengthening local food systems and enhancing producer value. However, many SFSCs involving traditional artisan dairy products struggle to remain viable in competitive markets characterised by industrial production and weak market positioning. This study examines the viability of the SFSC for queso tenate, a traditional artisan cheese from central Mexico, through a cybernetic perspective using the Viable System Model (VSM) and the Viplan method. Accordingly, an integrative framework is proposed that combines cybernetic organisational design with a value chain perspective and a core infrastructure of food technology practices. The SFSC is analysed through the focal enterprise as the primary coordination and integration point for production, coordination, control, intelligence, and governance functions. The analysis incorporates technical and managerial activities, including food technology practices, production operations, and market-related processes. Using the Viplan method, the study represents systemic functions within the SFSC. The results identify structural weaknesses affecting viability, including fragmented coordination, limited technological validation, and insufficient market differentiation. The findings suggest that the configuration of systemic functions, as defined by the VSM, may be associated with organisational conditions shaping system functioning in traditional artisan food systems. The proposed framework provides a structured basis for diagnosing areas where viability may be strengthened. Limitations are acknowledged regarding the conceptual approach, the single-case study design, and the generalisability of the results. Future research may extend this work by examining diverse traditional cheese supply chains, exploring viability across multiple recursion levels, strengthening core infrastructure and market development activities, and incorporating stakeholders’ perspectives within SFSCs. Short food supply chains (SFSCs) for artisan dairy products promote rural development, cultural preservation, and consumer trust but face challenges not found in mainstream chains. This study focuses on queso Tenate, a traditional cow-milk cheese from central Mexico, and examines how its SFSC organisational structure influences its capacity to ensure food safety, quality consistency, market delivery, and viability. Using a single-case exploratory design, the study applies the Viable System Model (VSM) as a diagnostic framework to map systemic functions within an artisan dairy enterprise. Data were collected through VSM-informed interviews and observations of production and retail practices. The findings show that food safety, quality performance, and market delivery reliability are structurally mediated by systemic coherence, not product characteristics alone. While strong relational coordination and shared identity sustain viability, several functions—particularly coordination, audit, and intelligence—remain person-dependent. This study identifies structural implications for strengthening regulatory coordination and monitoring practices without undermining relational management or artisan identity. The primary contributions are as follows: (i) extending SFSC research through a systemic diagnosis of an artisan dairy chain in an emerging economy; (ii) linking VSM-based organisational study to food safety, quality consistency, and market performance; and (iii) positioning VSM as a conversational tool for SFSC viability. Limitations include the single-case design, reliance on qualitative data, and absence of longitudinal measurements. Future research should compare VSM applications across multiple SFSCs, integrate quantitative analyses, and explore its use as a management tool. The study highlights the role of systemic coherence in ensuring SFSC sustainability and cultural embeddedness. Full article

In the face of the growing water crisis and current environmental pressures, rural communities with a tourism vocation face significant challenges in preserving their ecological and cultural integrity. These communities, whose livelihoods depend on their interaction with tourism dynamics and their territory, constitute a complex system in which sustainability challenges cannot be addressed in isolation. This study develops a systemic diagnosis of La Magdalena Atlitic, a rural community located in the south of Mexico City, through the application of the Viable System Model (VSM), complemented by the principles of agile governance. The objective is to understand how social enterprises contribute to sustainable water management through their tourism products and services. Drawing on field visits, semi structured interviews and participatory workshops, three operational units sustaining the system in focus were identified. The findings show that although these units are dynamic, weaknesses persist in coordination, control and auditing, which limits the feedback capacity of the system under study. The integration of agile governance reveals the community’s potential to transform reactive practices into efficient mechanisms, strengthening collaboration and participatory decision-making. This approach demonstrates that the synergy between the VSM and agile governance promotes water sustainability and the resilience of socio ecological systems. Full article

Societal challenges are inherently complex and multi-tiered, arising from the interplay of diverse stakeholders with a spectrum of purposes and different perceptions and expectations, interdependent systems, and dynamic contextual factors that transcend single domains or disciplines. This paper presents a novel approach to developing a Reference Model of Governance tailored to a specific complex, multi-organisational enterprise facing socially complex challenges. Drawing on Angyal’s systems framework, the model introduces a three-dimensional structure with vertical, progression, and transverse dimensions, integrated within a holistic contextual whole. By mapping selected systems methodologies, including Soft Systems Methodology (SSM), Viable System Model (VSM), System Dynamics (SD), and dependency modelling, to these dimensions, the model offers a pragmatic, structured way to explore and regulate complex organisational behaviour. It enables collaborative inquiry, supports adaptive governance, and enhances the enterprise’s ability to address dynamic societal problems such as health, education, and public service delivery. The result is a governance reference model that captures both the operational and contextual realities of the enterprise, providing actionable insight for strategic design or diagnostic intervention. The novel approach is grounded in systemic and critical systems thinking and emphasises the use of methods for understanding to develop a common and shared understanding of the enterprise context and to surface multiple stakeholder perspectives. This paper aims to provide insights through a cybernetic-systemic approach, which is well-suited to tackle the complexities of this new landscape. We will utilize the framework of Organizational Cybernetics (OC) and the Viable System Model (VSM), along with Perez Rios’s Taxonomy of Organizational Pathologies (TOP). The automotive industry is a key driver of global economic growth. However, traditional management approaches, relying on statistical tools and continuous improvement methodologies from the 1990s, lack the agility needed to address today’s complex challenges. This study proposes the Agile Viable Model (AVM), which integrates Viable System Model (VSM), Soft Systems Methodology (SSM), and Agile Methodologies to enhance responsiveness, resilience, and strategic decision-making in quality management. Applied to the Problem Resolution Process in Quality Control, the study identified low network connectivity, confirming that the system operates under a Supercritical Regime, limiting efficiency. Analyst involved and his leader emerged as critical nodes, with 68% of interactions being conflictual, revealing the need for improved communication and collaboration. To address these challenges, agile tools such as virtual boards, product logs, and daily meetings were integrated, optimizing process flexibility. CATWOE analysis facilitated the development of conceptual models aligned with organizational objectives. The Problem Resolution Process is vital both pre- and post-sale, influencing customer satisfaction and warranty costs. Strengthening connectivity and collaboration will lead to faster problem resolution, reduced costs, and enhanced reputation. The AVM offers a structured yet adaptive solution, improving operational efficiency and decision-making in automotive quality management. Full article

This manuscript presents the development and testing of a novel model designed to help organizations, particularly small and medium-sized enterprises (SMEs), address the challenges of integrating new technologies within the frameworks of Industry 4.0 and 5.0. The proposed model is a metamodel that evaluates organizational and contextual vulnerabilities concerning both existing technologies and potential external technologies under consideration for adoption. It synthesizes three foundational frameworks: the Viable System Model (VSM), the principles of viable and sustainable systems, and the Technology, Organization, and Environment (TOE) Model. The findings demonstrate the practical applicability of this model in an SME context, showcasing its ability to facilitate the gradual and sustainable adoption of new technologies. By aligning business needs with technological solutions and leveraging insights from computer science and organizational cybernetics, the model adapts to varying levels of technological adoption, integrating organizational dynamics and business evolution to support the implementation of emerging technologies. This study examines how integrating the critical components of entrepreneurial orientation (EO) can improve the adaptability of microenterprises by applying the Viable System Model (VSM). Given the crucial role of microenterprises in job creation, entrepreneurship promotion, and social cohesion, the need for approaches that ensure their success in turbulent environments is highlighted. We applied Social Network Analysis (SNA) to analyze a co-occurrence network to identify critical EO factors relevant to microenterprises and to understand how authors relate them to the structure of the VSM using a Californian microenterprise as a conceptual model. These factors include innovation, autonomy, control implementation, market orientation, and change management, organized into the five functions of the VSM. The results suggest that this conceptual framework strengthens organizational responsiveness in disruptive environments, promoting internal cohesion and more informed decision-making. Although the specific characteristics of each microenterprise require adjusting the VSM to their particular needs, this study provides a solid basis for applying the key elements of EO in the VSM, underscoring the need for further research to adapt this approach to different contexts to improve organizational agility in the face of exogenous shocks. Developing the company’s capacity to deal with changing environments means ceasing to see processes as a traditional and linear model. Therefore, the objective of this research is to apply VSM to HRM to show its complexity. It is qualitative research, which is carried out in two moments. The first consists of a literature review in the WoS, and the second, is the design of the model “MV-HRM”, based on the approach of complex adaptive systems, viable system model, soft system methodology, and holistic theory. The MV-HRM consists of five systems: (S1) HRM processes, (S2) information system (S4) operational control, (S4) strategic planning and (S5) governance. The model emphasizes the relationships and interactions it has with its immediate and future environment. Finally, the contribution of the research is to show another look and understanding of the functioning of HRM, in addition to awakening the interest of strategists to develop best practices that allow them to respond in an agile way to the dynamic and complex environment. Small- and medium-sized organizations rely heavily on their internal configuration to achieve sustainable performance. However, their internal structure often represents an obstacle to achieving that goal. To help organizations achieve sustainable performance, we develop a research framework using the viable system model (VSM) to evaluate the relationship between organizational factors. We adopt a systems perspective: (1) The VSM serves as a theoretical foundation to define factors to be evaluated through a conceptual model; (2) social network analysis to obtain information for the conceptual model; (3) partial least squares path modeling to test the proposed model with 150 employees; and (4) VSM to suggest changes. The nine hypotheses are supported, suggesting that improving sustainable performance is related to adopting a network structure and focusing on relational factors to reduce inconsistencies between operations and coordination systems. This article differs from previous studies, as it proposes a methodological coupling to assist decision-makers in improving organizational balance and performance. Additionally, it can encourage academics to reconsider structural factors, enabling them to allocate resources more precisely and enhance effectiveness. Full article

Changing consumption patterns, new packaging materials, innovative waste processing, and recycling technologies, but also unforeseen events such as the COVID-19 pandemic, in the presence of the climate crisis and ecological degradation, necessitate the development of flexible and adaptive municipal waste management infrastructure and processes governed by equally flexible and adaptive organisations. In this regard, this paper presents the design process for such an organisation based on the Viable System Model (VSM). The VSM is a systems approach for the methodological diagnosis and design of organisations that can adapt to, and survive, changes in the environment that they are part of. Through a reference case of a large municipality in Greece, we demonstrate how the VSM and the related VIPLAN methodology can be used for the methodological development of flexible and adaptive municipal waste management systems (MWMS) for governing organisations. With 19 million inhabitants, Mexico City is the most populated agglomeration in Latin America, concentrating 30% of the national population. More than 61% of municipal solid waste (MSW) is sent to landfills, and 13% of MSW is recovered by Informal Sector Recyclers (ISRs) for recycling, which is the most crucial treatment option in the city. This article adopts a systemic approach to addressing the problem of the operationalization of relationships between ISRs and public services in Mexico City to design a recursive organizational structure with the identification of the critical roles and functions of management and governance in multi-level and multi-stakeholder relationships to integrate ISRs into MSW management. Using the Viable System Model (VSM) recursive structure to propose functional organizational structures in Mexico City is a new route for the study and application of systemic thinking in ISR integration. The VSM of the recycling system in Mexico City considers the recycling activities and characteristics of the territory at each recursion level. The authorities of the corresponding hierarchical level, who have sufficient knowledge of the physical and socioeconomic characteristics of the territory, are responsible for the design and operations. This article adopts a systemic approach to address the problem of the operationalization of relationships between actors conducive to food self-sufficiency in urban areas. Through the use of Social Network Analysis (SNA), the literature on urban agriculture was analyzed, detecting eight key trends and topic areas. This information was used to design a generic recursive organizational structure with the identification of the key roles and functions for management and governance in the multi-level and multi-stakeholder relationships of a sustainable urban self-sufficient food production system, inspired by the principles of complexity management and organizational cybernetics. Methodologically, this is the first application that combines the exploratory capability of SNA and the recursive structure of the Viable System Model (VSM) to propose applicable organizational structures in any urban area, suggesting a new route for the study and application of systemic thinking in the development of urban agriculture schemes. However, due to the conceptual nature of this work, this study opens a discussion on how we can rethink interactions to seek continuous adaptation in food self-sufficiency, provide tools that foster inclusion, and adapt to every context to support the relevant actors and academics in urban agriculture. This article explores and validates the integrated use of the viable system model (VSM) and the partial least squares path modeling (PLS-PM) approach to assess the sustainable management of RAMSAR sites carrying out economic activities. This work adopts a systems-thinking approach integrating systemic methodologies in three phases: (1) the VSM was first used to develop a conceptual model of the organisational problem; (2) PLS-PM was used to propose a construct to outline a solution, as well as to statistically validate the relationships proposed in the conceptual model; finally, (3) through the VSM, the relationships between actors were rethought in order to promote sustainable performance. The results obtained suggest that the joint use of VSM and PLS-PM is an effective approach that aids in the identification of relational and structural pathologies affecting the observed RAMSAR systems. It also proved useful to suggest that relationships can lead to the sustainable performance of the sites under study. It should be noted that the framework of systemic tools is constrained in its application to the organisational domain: assessing two RAMSAR areas in Mexico. Methodologically, this is the first application of the integrated use of VSM and PLS-PM to analyse the management and viability/sustainability of RAMSAR areas from an organisational perspective, opening a new avenue for the analysis and optimisation of management of such areas. This study provides tools to support actors and academics related to RAMSAR sites and opens up a discussion on how to rethink the organisational interactions in order to improve RAMSAR sites’ adaptive capabilities.
