Special Issue Information

Dear Colleagues,

From as early as 1996, some economists have warned that linear production is unsustainable because resources will run out. In contrast, recycling and circular production are seen as possible alternatives for long-term economic growth. Not only do they address the issue of resource dependency, they could also be main pillars of the energy transition. The demand for several critical minerals is expected to rise sharply as renewable energy infrastructure expands. Supply shortages are considered likely in the coming years. Therefore, the energy sector cannot afford to use scarce materials only once. To this end, strategies are being developed at many levels to implement and promote a circular economy in order to reduce the waste of these important materials.

The aim of this Special Issue is to present the current state of the circular economy in the context of the energy transition and to disseminate the practices that are being undertaken to promote its implementation at business and government levels. Topics of interest for publication include, but are not limited to, the following:

  • The status of the circular economy and its link to energy transition at all levels of production: company, local, regional, national, and international;
  • Future circular economy strategies linked to the energy transition at company, local, regional, and national levels;
  • Specific measures to implement a circular economy for energy critical materials at the company level: examples, case studies, etc.;
  • Local, regional, and national public policies to support the circular economy in the context of the energy transition, such as fiscal measures, regulations, incentives, subsidies, etc.;
  • Specific implementation targets: national strategies and energy system transformation;
  • Indicators to measure the circular economy and its link to the energy transition: data and evolution;
  • The circular economy and energy transition improvements;
  • The circular economy and critical material dependency linked to energy transition.

This paper reviews and analyzes the process of the implementation of the circular economy in the European Union (EU) and Spain, and its links to the low-carbon transition. The EU implementation of the circular economy went through several stages. Since the adoption of the first action plan in 1993, the links between the circular economy and carbon transition goals have become intertwined. Recently, the EU approved the framework of new monitoring measures and indicators for the circular economy. The adopted actions have involved the adaptation of European legislation at the national level. Spain has participated in this process since 2017, when the Circular Economy Pact was signed. The subsequent approval of the Spanish Strategy for a Circular Economy in 2020 was developed, considering a close relationship between decarbonization and the circular economy. Lately, the circular economy implementation has been strengthened with the strategic project for economic recovery and transformation, linked to the recovery of COVID-19, and the roadmap for the sustainable management of mineral raw materials, with both documents including actions directly related to transforming the energy system. Data show that Spain has made significant improvements in the circular economy transition. However, Spain’s vulnerability to externalities is greater than that of the EU as a whole. Full article
