Over the past 30 years, the City of Portland, Oregon, USA, has emerged as a national leader in green stormwater infrastructure (GSI). The initial impetus for implementing sustainable stormwater infrastructure in Portland stemmed from concerns about flooding and water quality in the city’s two major rivers, the Columbia and the Willamette. Heavy rainfall often led to combined sewer overflows, significantly polluting these waterways. A partial solution was the construction of “The Big Pipe” project, a large-scale stormwater containment system designed to filter and regulate overflow. However, Portland has taken a more comprehensive and long-term approach by integrating sustainable stormwater management into urban planning. Over the past three decades, the city has successfully implemented GSI to mitigate these challenges. Low-impact development strategies, such as bioswales, green streets, and permeable surfaces, have been widely adopted in streetscapes, pathways, and parking areas, enhancing both environmental resilience and urban livability. This perspective highlights the history of the implementation of Portland’s GSI programs, current design and performance standards, and challenges and lessons learned throughout Portland’s recent history. Innovative approaches to managing runoff have not only improved stormwater control but also enhanced green spaces and contributed to the city’s overall climate resilience while addressing economic well-being and social equity. Portland’s success is a result of strong policy support, effective integration of green and gray infrastructure, and active community involvement. As climate change intensifies, cities need holistic, adaptive, and community-centered approaches to urban stormwater management. Portland’s experience offers valuable insights for cities seeking to expand their GSI amid growing concerns about climate resilience, equity, and aging infrastructure. Full article

This study explores the migration intentions of university students—representing the potential creative class—in Erzurum, a medium-sized city in eastern Turkey experiencing shrinkage. Within the theoretical framework of shrinking cities, it investigates how economic, social, physical, and personal factors influence students’ post-graduation stay or leave decisions. Survey data from 742 Architecture and Fine Arts students at Atatürk University were analyzed using factor analysis, logistic regression, and correlation to identify key migration drivers. Findings reveal that, in addition to economic concerns such as limited job opportunities and low income, personal development opportunities and social engagement also play a decisive role. In particular, the perception of limited chances for skill enhancement and the belief that Erzurum is not a good place to meet people emerged as the strongest predictors of migration intentions. These results suggest that members of the creative class are influenced not only by economic incentives but also by broader urban experiences related to self-growth and social connectivity. This study highlights spatial inequalities in access to cultural, educational, and social infrastructure, raising important questions about spatial justice in shrinking urban contexts. This paper contributes to the literature on shrinking cities by highlighting creative youth in mid-sized Global South cities. It suggests smart shrinkage strategies focused on creative sector development, improved quality of life, and inclusive planning to retain young talent and support sustainable urban revitalization. Smart cities are technologically advanced urban environments where interconnected systems and data-driven technologies enhance public service delivery and quality of life. These cities rely on information and communication technologies, the Internet of Things, big data, cloud computing, and other Industry 4.0 tools to support efficient city management and foster citizen engagement. Often referred to as digital cities, they integrate intelligent infrastructures and real-time data analytics to improve mobility, security, and sustainability. Ubiquitous sensors, paired with Artificial Intelligence, enable cities to monitor infrastructure, respond to residents’ needs, and optimize urban conditions dynamically. Given the increasing significance of Industry 4.0 in urban development, this study adopts a bibliometric approach to systematically review the application of these technologies within smart cities. Utilizing major academic databases such as Scopus and Web of Science the research aims to identify the primary Industry 4.0 technologies implemented in smart cities, assess their impact on infrastructure, economic systems, and urban communities, and explore the challenges and benefits associated with their integration. The bibliometric analysis included publications from 2016 to 2023, since the emergence of urban researchers’ interest in the technologies of the new industrial revolution. The task is to contribute to a deeper understanding of how smart cities evolve through the adoption of advanced technological frameworks. Research indicates that IoT and AI are the most commonly used tools in urban spaces, particularly in smart mobility and smart environments. Full article

Improving the green innovation quality (GIQ) of center cities is crucial to achieve sustainable urban agglomeration development. Utilizing data on green patent citations and economic indicators across cities in the Yangtze River Delta urban agglomeration (YRD) from 2003 to 2022, this research examines the influence of center cities’ GIQ on the economic performance of peripheral municipalities. The results show the following: (1) Center cities’ GIQ exerts a significant suppressive effect on peripheral cities’ economic growth overall. Heterogeneity analysis uncovers a distance-dependent duality. GIQ stimulates growth in proximate cities (within 300 km) but suppresses it beyond this threshold. This spatial siphoning effect is notably amplified in national-level center cities. (2) Mechanisms suggest that GIQ accelerates the outflow of skilled labor in peripheral cities through factor agglomeration and industry transfer mechanisms. Concurrently, it impedes the gradient diffusion of urban services, collectively hindering peripheral development. (3) Increased government green attention (GGA) and industry–university–research cooperation (IURC) in centers can mitigate these negative impacts. This paper contributes to the theoretical discourse on center cities’ spatial externalities within agglomerations and offers empirical support and policy insights for the exertion of spillover effects of high-quality green innovation from center cities and the sustainable development of urban agglomeration. Against the backdrop of rapid urbanization in western China, which has triggered remarkable land-use changes and habitat degradation, Chengdu, as a developed city in China, plays a demonstrative and leading role in the economic and social development of China during the transition period. Therefore, integrated modeling approaches are required to balance development and conservation. This study responds to this need by conducting a scenario-based assessment of urbanization-induced land-use changes and regional habitat quality dynamics in Chengdu (1990–2030), using the FLUS-InVEST model. By integrating remote sensing-derived land-use data from 1990, 1995, 2000, 2005, 2010, 2015, and 2020, we simulate future regional habitat quality under three policy scenarios: natural development, ecological priority, and cropland protection. Key findings include the following: (1) From 1990 to 2020, cropland decreased by 1917.78 km2, while forestland and built-up areas increased by 509.91 km2 and 1436.52 km2, respectively. Under the 2030 natural development scenario, built-up expansion and cropland reduction are projected. Ecological priority policies would enhance forestland (+4.2%) but slightly reduce cropland. (2) Regional habitat quality declined overall (1990–2020), with the sharpest drop (ΔHQ = −0.063) occurring between 2000 and 2010 due to accelerated urbanization. (3) Scenario analysis reveals that the ecological priority strategy yields the highest regional habitat quality (HQmean = 0.499), while natural development results in the lowest (HQmean = 0.444). This study demonstrates how the FLUS-InVEST model can quantify the trade-offs between urbanization and regional habitat quality, offering a scientific framework for balancing development and ecological conservation in rapidly urbanizing regions. The findings highlight the effectiveness of ecological priority policies in mitigating habitat degradation, with implications for similar cities seeking sustainable land-use strategies that integrate farmland protection and forest restoration. The impacts of land use transition on ecological environment quality (EEQ) during China’s rapid urbanization have attracted growing concern. However, existing studies predominantly focus on single-scale analyses, neglecting scale effects and driving mechanisms of EEQ changes under the coupling of administrative units and grid scales. Therefore, this study selects Zhejiang Province—a representative rapidly transforming region in China—to establish a “type-process-ecological effect” analytical framework. Utilizing four-period (2005–2020) 30 m resolution land use data alongside natural and socio-economic factors, four spatial scales (city, county, township, and 5 km grid) were selected to systematically evaluate multi-scale impacts of land use transition on EEQ and their driving mechanisms. The research reveals that the spatial distribution, changing trends, and driving factors of EEQ all exhibit significant scale dependence. The county scale demonstrates the strongest spatial agglomeration and heterogeneity, making it the most appropriate core unit for EEQ management and planning. City and county scales generally show degradation trends, while township and grid scales reveal heterogeneous patterns of local improvement, reflecting micro-scale changes obscured at coarse resolutions. Expansive land transition including conversions of forest ecological land (FEL), water ecological land (WEL), and agricultural production land (APL) to industrial and mining land (IML) primarily drove EEQ degradation, whereas restorative ecological transition such as transformation of WEL and IML to grassland ecological land (GEL) significantly enhanced EEQ. Regarding driving mechanisms, natural factors (particularly NDVI and precipitation) dominate across all scales with significant interactive effects, while socio-economic factors primarily operate at macro scales. This study elucidates the scale complexity of land use transition impacts on ecological environments, providing theoretical and empirical support for developing scale-specific, typology-differentiated ecological governance and spatial planning policies. As the fundamental physical carrier for human production and socio-economic endeavors, enhancing urban land green use efficiency (ULGUE) is crucial for realizing sustainable development. To effectively enhance urban land green use efficiency, this study systematically examines the intrinsic relationship between industrial policies and ULGUE based on panel data from 286 Chinese cities (2010–2022), employing an integrated methodology that combines the Difference-in-Differences (DID) model, Super-Efficiency Slacks-Based Measure Data Envelopment Analysis model, and ArcGIS spatial analysis techniques. The findings clearly demonstrate that the establishment of the “Made in China 2025” pilot policy significantly improves urban land green use efficiency in pilot cities, a conclusion that endures following a succession of stringent evaluations. Moreover, studying its mechanisms suggests that the pilot policy primarily enhances urban land green use efficiency by promoting industrial upgrading, accelerating technological innovation, and strengthening environmental regulations. Heterogeneity analysis further indicates that the policy effects are more significant in urban areas characterized by high manufacturing agglomeration, non-provincial capital/non-municipal status, high industrial intelligence levels, and less sophisticated industrial structure. This research not only provides valuable policy insights for China to enhance urban land green use efficiency and promote high-quality regional sustainable development but also offers meaningful references for global efforts toward advancing urban sustainability. At the Politecnica Salesiana University (UPS) in Guayaquil, Ecuador, urban mobility challenges were addressed with the aim of improving students’ quality of life and promoting sustainability. This study evaluated the technical, economic, and social feasibility of implementing a shared transportation (carpooling) system using a quantitative-descriptive approach. Surveys were applied to a stratified sample of 256 students to analyze transportation habits. Route planning was performed using ArcGIS software, and costs were calculated with Microsoft Excel. Social impact assessment involved focus groups and analysis of variables such as changes in mobility patterns, system acceptance, and perceived safety, comfort, and accessibility. Key indicators included the percentage of students willing to participate in the pilot (82.7%), satisfaction with travel time savings (85.7% fully satisfied), and positive perceptions of safety and comfort. The results suggest that the proposed system is not only economically viable but also widely accepted by students, contributing to reduced stress, travel time, and single-occupancy vehicle use. This study demonstrates the feasibility of shared transport in urban universities and provides a replicable model to guide sustainable mobility policies that improve safety, comfort, and efficiency in student commuting. Dark skies, a vital natural and cultural resource, have been increasingly threatened by light pollution due to rapid urbanization, leading to ecological degradation and biodiversity loss. As a key strategy for sustainable regional development, dark sky parks (DSPs) not only preserve nocturnal environments but also enhance livability by balancing urban expansion and ecological conservation. This study develops a novel framework for evaluating DSP suitability, integrating ecological and socio-economic dimensions, including the resource base (e.g., nighttime light levels, meteorological conditions, and air quality) and development conditions (e.g., population density, transportation accessibility, and tourism infrastructure). Using the Guangdong–Hong Kong–Macao Greater Bay Area (GBA) as a case study, we employ Delphi expert consultation, GIS spatial analysis, and multi-criteria decision-making to identify optimal DSP locations and prioritize conservation zones. Our key findings reveal the following: (1) spatial heterogeneity in suitability, with high-potential zones being concentrated in the GBA’s northeastern, central–western, and southern regions; (2) ecosystem advantages of forests, wetlands, and high-elevation areas for minimizing light pollution; (3) coastal and island regions as ideal DSP sites due to the low light interference and high ecotourism potential. By bridging environmental assessments and spatial planning, this study provides a replicable model for DSP site selection, offering policymakers actionable insights to integrate dark sky preservation into sustainable urban–regional development strategies. Our results underscore the importance of DSPs in fostering ecological resilience, nighttime tourism, and regional livability, contributing to the broader discourse on sustainable landscape planning in high-urbanization contexts. The global rise in urban-related health issues poses significant challenges to public health, particularly in cities facing socio-economic crises. In Lebanon, 70% of the population is experiencing financial hardship, and healthcare costs have surged by 172%, exacerbating the strain on medical services. Given these conditions, improving the quality and accessibility of green spaces offers a promising avenue for alleviating mental health issues in urban areas. This study investigates the psychological impact of nine urban public spaces in Beirut through a comprehensive survey methodology, involving 297 participants (locals and tourists) who rated these spaces using Likert-scale measures. The findings reveal location-specific barriers, with Saanayeh Park rated highest in quality and Martyr’s Square rated lowest. The analysis identifies facility quality as the most significant factor influencing space quality, contributing 73.6% to the overall assessment, while activity factors have a lesser impact. The study further highlights a moderate positive association (Spearman’s rho = 0.30) between public space quality and mental well-being in Beirut. This study employs a hybrid methodology combining Research for Design (RfD) and Research Through Designing (RTD). Empirical data informed spatial strategies, while iterative design served as a tool for generating context-specific knowledge. Design enhancements—such as sensory plantings, shading systems, and social nodes—aim to improve well-being through better public space quality. The proposed interventions support mental health, life satisfaction, climate resilience, and urban inclusivity. The findings offer actionable insights for cities facing public health and spatial equity challenges in crisis contexts. Full article

Background/Objectives: Laboratory tests conducted in community settings are occasionally repeated within hours of presentation to pediatric emergency departments (PEDs). Reducing unnecessary repetitions can ease child discomfort and alleviate the healthcare burden without compromising the diagnostic process or quality of care. The aim of this study was to develop a decision tree (DT) model to guide physicians in minimizing unnecessary repeat blood tests in PEDs. The minimal decision tree (MDT) algorithm was selected for its interpretability and capacity to generate optimally pruned classification trees. Methods: Children aged 3 months to 18 years with community-based complete blood count (CBC), electrolyte (ELE), and C-reactive protein (CRP) measurements obtained between 2016 and 2023 were included. Repeat tests performed in the pediatric emergency department within 12 h were evaluated by comparing paired measurements, with tests considered justified when values transitioned from normal to abnormal ranges or changed by ≥20%. Additionally, sensitivity analyses were conducted for absolute change thresholds of 10% and 30% and for repeat intervals of 6, 18, and 24 h. Results: Among 7813 children visits in this study, 6044, 1941, and 2771 underwent repeated CBC, ELE, and CRP tests, respectively. The mean ages of patients undergoing CRP, ELE, and CBC testing were 6.33 ± 5.38, 7.91 ± 5.71, and 5.08 ± 5.28 years, respectively. The majority were of middle socio-economic class, with 66.61–71.24% living in urban areas. Pain was the predominant presented complaint (83.69–85.99%), and in most cases (83.69–85.99%), the examination was conducted by a pediatrician. The DT model was developed and evaluated on training and validation cohorts, and it demonstrated high accuracy in predicting the need for repeat CBC and ELE tests but not CRP. Performance of the DT model significantly exceeded that of the logistic regression model. Conclusions: The data-driven guide derived from the DT model provides clinicians with a practical, interpretable tool to minimize unnecessary repeat laboratory testing, thereby enhancing patient care and optimizing healthcare resource utilization. Using data collected from 251 monitoring stations between 2015 and 2025, this paper analyzed the spatio-temporal variation of 8 h O3 concentrations and instances of exceedance. On the basis of exploring the influence of meteorological factors on regional 8 h O3 concentration, the potential source contribution areas of pollutants under the exceedance condition were investigated using the HYSPLIT model. The results indicate a rapid increase in the 8 h O3 concentration at a rate of 0.91 ± 0.98 μg·m−3·a−1, with the average number of days exceeding concentration standards reaching 41.05 in the Yangtze River Delta urban agglomeration. Spatially, the 8 h O3 concentrations were higher in coastal areas and lower in inland regions, as well as elevated in plains compared to hilly terrains. This distribution was significantly distinct from the concentration growth trend characterized by higher levels in the northwest and lower levels in the southeast. Furthermore, it diverged from the spatial characteristics where exceedances primarily occurred in the heavily industrialized northeastern region and the lightly industrialized central region, indicating that the growth and exceedance of 8 h O3 concentrations were influenced by disparate factors. Local human activities have intensified the emissions of ozone precursor substances, which could be the key driving factor for the significant increase in regional 8 h O3 concentrations. In the context of high temperatures and low humidity, this has contributed to elevated levels of 8 h O3 concentrations. When wind speeds were below 2.5 m·s−1, the proportion of 8 h O3 concentrations exceeding the standards was nearly 0 under almost calm wind conditions, and it showed an increasing trend with rising wind speeds, indicating that the potential precursor sources that caused high O3 concentrations originated occasionally from inland regions, with very limited presence within the study area. This observation implies that the main cause of exceedances was the transport effect of pollution from outside the region. Therefore, it is recommended that the Yangtze River Delta urban agglomeration adopt economic and technological compensation mechanisms within and between regions to reduce the emission intensity of precursor substances in potential source areas, thereby effectively controlling O3 concentrations and improving public living conditions and quality of life. The growing urban population has made densification a key focus of urban development. It is crucial to create an urban planning strategy that understands the environmental, social, and economic effects of densification at both the district and city levels. In Switzerland, densification is a legally binding aim to foster housing and jobs within urban boundaries. The challenge is to accommodate population growth while maintaining a high quality of life. Zurich exemplifies this situation, necessitating the accommodation of approximately 25% of the anticipated increase in both the resident population and associated workplaces, as of 2016. This study examined the effects of urban densification on urban forms and microclimates in the Altstetten–Albisrieden district. It developed five densification scenarios based on current urban initiatives and assessed their impacts. Results showed that the current Building and Zoning Plan provides sufficient capacity to accommodate growth. Strategies such as densifying parcels older than fifty years and adding floors to newer buildings were found to minimally impact existing urban forms. Using the SOLWEIG model in the Urban Multi-scale Environmental Predictor (UMEP), this study simulated mean radiant temperature (Tmrt) in the selected urban areas. The results demonstrated that densification reduced daytime average temperatures by 0.60 °C and diurnal averages by 0.23 °C, but increased average nighttime temperatures by 0.38 °C. This highlights the importance of addressing warm nights. The study concludes that well-planned densification can significantly contribute to urban liveability, emphasising the need for thoughtful building design to improve outdoor thermal comfort. Air pollution monitoring in ungauged zones presents unique challenges yet remains critical for understanding environmental health impacts and socioeconomic dynamics in the Eastern Mediterranean region. This study investigates air pollution patterns in northwestern Syria during 2019–2024, analyzing NO2 and CO concentrations using Sentinel-5P TROPOMI satellite data processed through Google Earth Engine. Monthly concentration averages were examined across eight key locations using linear regression analysis to determine temporal trends, with Spearman’s rank correlation coefficients calculated between pollutant levels and five meteorological parameters (temperature, humidity, wind speed, atmospheric pressure, and precipitation) to determine the influence of political governance, economic conditions, and environmental sustainability factors on pollution dynamics. Quality assurance filtering retained only measurements with values ≥ 0.75, and statistical significance was assessed at a p < 0.05 level. The findings reveal distinctive spatiotemporal patterns that reflect the region’s complex political-economic landscape. NO2 concentrations exhibited clear political signatures, with opposition-controlled territories showing upward trends (Al-Rai: 6.18 × 10−8 mol/m2) and weak correlations with climatic variables (<0.20), indicating consistent industrial operations. In contrast, government-controlled areas demonstrated significant downward trends (Hessia: −2.6 × 10−7 mol/m2) with stronger climate–pollutant correlations (0.30–0.45), reflecting the impact of economic sanctions on industrial activities. CO concentrations showed uniform downward trends across all locations regardless of political control. This study contributes significantly to multiple Sustainable Development Goals (SDGs), providing critical baseline data for SDG 3 (Health and Well-being), mapping urban pollution hotspots for SDG 11 (Sustainable Cities), demonstrating climate–pollution correlations for SDG 13 (Climate Action), revealing governance impacts on environmental patterns for SDG 16 (Peace and Justice), and developing transferable methodologies for SDG 17 (Partnerships). These findings underscore the importance of incorporating environmental safeguards into post-conflict reconstruction planning to ensure sustainable development. Full article

To address the modeling complexity and multi-objective collaborative optimization challenges in multi-depot and multiple unmanned aerial vehicle (UAV) delivery task planning, this paper proposes a bi-layer planning framework, which comprehensively considers resource constraints, multi-depot coordination, and the coupling characteristics of path execution. The novelty of this work lies in the seamless integration of an enhanced genetic algorithm and tailored swarm optimization within a unified two-tier architecture. The upper layer tackles the task assignment problem by formulating a multi-objective optimization model aimed at minimizing economic costs, delivery delays, and the number of UAVs deployed. The Enhanced Non-Dominated Sorting Genetic Algorithm II (ENSGA-II) is developed, incorporating heuristic initialization, goal-oriented search operators, an adaptive mutation mechanism, and a staged evolution control strategy to improve solution feasibility and distribution quality. The main contributions are threefold: (1) a novel ENSGA-II design for efficient and well-distributed task allocation; (2) an improved PSO-based path planner with chaotic initialization and adaptive parameters; and (3) comprehensive validation demonstrating substantial gains over baseline methods. The lower layer addresses the path planning problem by establishing a multi-objective model that considers path length, flight risk, and altitude variation. An improved particle swarm optimization (PSO) algorithm is proposed by integrating chaotic initialization, linearly adjusted acceleration coefficients and maximum velocity, a stochastic disturbance-based position update mechanism, and an adaptively tuned inertia weight to enhance algorithmic performance and path generation quality. Simulation results under typical task scenarios demonstrate that the proposed model achieves an average reduction of 47.8% in economic costs and 71.4% in UAV deployment quantity while significantly reducing delivery window violations. The framework exhibits excellent capability in multi-objective collaborative optimization. The ENSGA-II algorithm outperforms baseline algorithms significantly across performance metrics, achieving a hypervolume (HV) value of 1.0771 (improving by 72.35% to 109.82%) and an average inverted generational distance (IGD) of 0.0295, markedly better than those of comparison algorithms (ranging from 0.0893 to 0.2714). The algorithm also demonstrates overwhelming superiority in the C-metric, indicating outstanding global optimization capability in terms of distribution, convergence, and the diversity of the solution set. Moreover, the proposed framework and algorithm are both effective and feasible, offering a novel approach to low-altitude urban logistics delivery problems. Full article
