This research examines the compounding risks of global environmental change, including climate change, environmental law, biodiversity loss, and pollution, which threaten the stability of economic systems worldwide. While digital technology and global governance regulation are increasingly being proposed as solutions, their synergistic potential in advancing economic sustainability has been less explored. How can these technologies mitigate environmental risks while promoting sustainable and equitable development, aligning with the Sustainable Development Goals? We analyze policy global environmental data from the World Bank and the United Nations, as well as literature reviews on digital interventions, artificial intelligence, and smart databases. Global environmental change presents economic stability and rule of law threats, and innovative governance responses are needed. This study evaluates the potential for digital technology to be leveraged to enhance climate resilience and regulatory systems and address key implementation, equity, and policy coherence deficits. Policy recommendations for aligning economic development trajectories with planetary boundaries emphasize that proactive digital governance integration is indispensable for decoupling growth from environmental degradation. However, fragmented governance and unequal access to technologies undermine scalability. Successful experiences demonstrate that integrated policies, combining incentives, data transparency, and multilateral coordination, deliver maximum economic and environmental co-benefits, matching digital innovation with good governance. We provide policymakers with an action plan to leverage technology as a multiplier of sustainability, prioritizing inclusive governance structures to address implementation gaps and inform legislation. This study presents a simulation-based damage modeling and fatigue risk assessment of a reusable ceramic matrix composite thruster designed for short-duration, green bipropellant propulsion systems. The thruster is constructed from a fiber-reinforced ultra-high temperature ceramic matrix composite composed of zirconium diboride, silicon carbide, and carbon fibers. Time-resolved thermal and structural simulations are conducted on a validated thruster geometry to characterize the severity of early-stage thermal shock, stress buildup, and potential degradation pathways. Unlike traditional fatigue studies that rely on empirical fatigue constants or Paris-law-based crack-growth models, this work introduces a simulation-derived stress-margin envelope methodology that incorporates ±20% variability in temperature-dependent material strength, offering a physically grounded yet conservative risk estimate. From this, a normalized risk index is derived to evaluate the likelihood of damage initiation in critical regions over the 0–10 s firing window. The results indicate that the convergent throat region experiences a peak thermal gradient rate of approximately 380 K/s, with the normalized thermal shock index exceeding 43. Stress margins in this region collapse by 2.3 s, while margin loss in the flange curvature appears near 8 s. These findings are mapped into green, yellow, and red risk bands to classify operational safety zones. All the results assume no active cooling, representing conservative operating limits. If regenerative or ablative cooling is implemented, these margins would improve significantly. The framework established here enables a transparent, reproducible methodology for evaluating lifetime safety in ceramic propulsion nozzles and serves as a foundational tool for fatigue-resilient component design in green space engines. The rapid electrification of transportation and the proliferation of rooftop solar photovoltaics (PVs) in urban environments are reshaping the operational dynamics of power distribution networks. However, the inherent uncertainty in electric vehicle (EV) behavior—including arrival times, charging preferences, and state-of-charge—as well as spatially and temporally variable solar generation, presents a profound challenge to existing scheduling frameworks. This paper proposes a novel data-driven distributionally robust optimization (DDRO) framework for solar-powered EV charging coordination under spatiotemporal uncertainty. Leveraging empirical datasets of EV usage and solar irradiance from a smart city deployment, the framework constructs Wasserstein ambiguity sets around historical distributions, enabling worst-case-aware decision-making without requiring the assumption of probability laws. The problem is formulated as a two-stage optimization model. The first stage determines day-ahead charging schedules, solar utilization levels, and grid allocations across an urban-scale distribution feeder. The second stage models real-time recourse actions—such as dynamic curtailment or demand reshaping—after uncertainties are realized. Physical grid constraints are modeled using convexified LinDistFlow equations, while EV behavior is segmented into user classes with individualized uncertainty structures. The model is evaluated on a modified IEEE 123-bus feeder with 52 EV-PV nodes, using 15 min resolution over a 24 h horizon and 12 months of real-world data. Comparative results demonstrate that the proposed DDRO method reduces total operational costs by up to 15%, eliminates voltage violations entirely, and improves EV service satisfaction by more than 30% relative to deterministic and stochastic baselines. This work makes three primary contributions: it introduces a robust, tractable optimization architecture that captures spatiotemporal uncertainty using empirical Wasserstein sets; it integrates behavioral and physical modeling within a unified dispatch framework for urban energy-mobility systems; and it demonstrates the value of robust coordination in simultaneously improving grid resilience, renewable utilization, and EV user satisfaction. The results offer practical insights for city-scale planners seeking to enable the reliable and efficient electrification of mobility infrastructure under uncertainty. Full article

Natural Ventilation Technique of uNVeF in Urban Residential Unit Through a Case Study

The present study was motivated by the need to enhance indoor air quality and reduce airborne disease transmission in dense urban environments where high-rise residential buildings face challenges in achieving effective natural ventilation. The problem lies in the lack of scalable and convenient tools to optimize natural ventilation rate, particularly in urban settings with varying building heights. To address this, the scientific technique developed with an innovative metric, the urbanized natural ventilation effectiveness factor (uNVeF), integrates regression analysis of wind direction, velocity, air change rate per hour (ACH), window configurations, and building height to quantify ventilation efficiency. By employing a field measurement methodology, the measurements were conducted across 25 window-opening scenarios in a 13.9 m2 residential unit on the 35/F of a Hong Kong public housing building, supplemented by the Hellman Exponential Law with a site-specific friction coefficient (0.2907, R2 = 0.9232) to estimate the lower floor natural ventilation rate. The results confirm compliance with Hong Kong’s statutory 1.5 ACH requirement (Practice Note for Authorized Persons, Registered Structural Engineers, and Registered Geotechnical Engineers) and achieving a peak ACH at a uNVeF of 0.953 with 75% window opening. The results also revealed that lower floors can maintain 1.5 ACH with adjusted window configurations. Using the Wells–Riley model, the estimation results indicated significant airborne disease infection risk reductions of 96.1% at 35/F and 93.4% at 1/F compared to the 1.5 ACH baseline which demonstrates a strong correlation between ACH, uNVeF and infection risks. The uNVeF framework offers a practical approach to optimize natural ventilation and provides actionable guidelines, together with future research on the scope of validity to refine this technique for residents and developers. The implications in the building industry include setting up sustainable design standards, enhancing public health resilience, supporting policy frameworks for energy-efficient urban planning, and potentially driving innovation in high-rise residential construction and retrofitting globally. In 2022, the Russia–Ukraine conflict has severely impacted the EU’s energy supply chain, and the EU’s natural gas import pattern has begun to reconstruct, and exploring the spatiotemporal differentiation of EU natural gas trade and its driving factors is the basis for improving the resilience of its supply chain and ensuring the stable supply of energy resources. This paper summarizes the law of the change of its import volume by using the complex network method, constructs a multi-dimensional index system such as demand, economy, and security, and uses the geographic detector model to mine the driving factors affecting the spatiotemporal evolution of natural gas imports in EU countries and propose different sustainable development paths. The results show that from 2000 to 2023, Europe’s natural gas imports generally show an upward trend, and the import structure has undergone great changes, from pipeline gas dominance to LNG diversification. After the conflict between Russia and Ukraine, the number of import source countries has increased, the market network has become looser, France has become the core hub of the EU natural gas market, the importance of Russia has declined rapidly, and the status of countries in the United States, North Africa, and the Middle East has increased rapidly; natural gas consumption is the leading factor in the spatiotemporal differentiation of EU natural gas imports, and the influence of import distance and geopolitical risk is gradually expanding, and the proportion of energy consumption is significantly higher than that of other factors in the interaction with other factors. Combined with the driving factors, three different evolutionary directions of natural gas imports in EU countries are identified, and energy security paths such as improving supply chain control capabilities, ensuring export stability, and using location advantages to become hub nodes are proposed for different development trends. Certain industries will bear a disproportionate share of the burden of climate change. Climate change risk perceptions can impact workers’ mental health and well-being; increased climate change risk perceptions are also associated with more favourable adaptive attitudes. It is, therefore, important to understand whether climate risk perceptions differ across workers between industries. We conducted an online survey of British Columbians (16+) in 2021 using social media advertisements. Participants rated how likely they believed their industry (Natural Resources, Science, Art and Recreation, Education/Law/Government, Health, Management/Business, Manufacturing, Sales, Trades) would be affected by climate change (on a scale from “Very Unlikely” to “Very Likely”). Ordinal logistic regression examined the association between occupational category and perceived industry vulnerability, adjusting for socio-demographic factors. Among 877 participants, 66.1% of Natural Resources workers perceived it was very/somewhat likely that climate change would impact their industry; only those in Science (78.3%) and Art and Recreation (71.4%) occupations had higher percentages. In the adjusted model, compared to Natural Resources workers, respondents in other occupations, including those in Art and Recreation, Education/Law/Government, Management/Business, Manufacturing, Sales, and Trades, perceived significantly lower risk of climate change-related industry impacts. Industry-specific interventions are needed to increase awareness of and readiness for climate adaptation. Policymakers and industry leaders should prioritize sectoral differences when designing interventions to support climate resilience in the workforce. Full article

This article examines how governance structures and procedural timing influence the effectiveness of Territorial Management Instruments (TMIs) in Portugal. Anchored in a comparative analysis of two key legal reforms (Decree-Law No. 380/1999 and Decree-Law No. 80/2015), the study explores the tensions between democratic legitimacy and regulatory complexity. While the 1999 framework emphasized vertical coordination and participatory rights, it often led to procedural rigidity and institutional inertia. Conversely, the 2015 reform promoted digital tools and streamlined processes but introduced new governance gaps, reduced stakeholder diversity, and compressed consultation timelines. Drawing on a qualitative analysis of legal texts, policy documents, and technical documentation, the article introduces the concept of temporal governance, the idea that planning time is not merely a constraint but a governable resource. Through this lens, planning delays are reframed as either pathological (caused by inefficiency and fragmentation) or productive (used strategically to enhance environmental assessment and stakeholder engagement). A new conceptual framework is proposed to classify types of planning time, differentiate delays, and support temporal calibration in governance design. Findings show that effective planning outcomes hinge not only on legal architecture or participatory norms but also on the institutional ability to balance speed with deliberation and strategic foresight with procedural pragmatism. The paper concludes by calling for adaptive governance models that integrate time as a dynamic dimension of spatial planning, with implications for environmental resilience, democratic value, and, above all, institutional trust. This study discusses the role of organizational pro-environmental behavior in driving sustainable development. Studies of green practices highlight their capacity to achieve ecological goals while delivering economic sustainability with business strategies for sustainable businesses and advancing environmental sustainability law. It also considers how the development of artificial intelligence, resource management, big data analysis, blockchain, and the Internet of Things enables companies to maximize supply efficiency and address evolving environmental regulations and sustainable decision-making. Through digital technology, businesses can facilitate supply chain transparency, adopt circular economy practices, and produce in an equitable and environmentally friendly manner. Additionally, intelligent business management practices, such as effective decision-making and sustainability reporting, enhance compliance with authorities while ensuring long-term profitability from a legal perspective. Integrating business innovation and digital technology within legal entities enhances economic efficiency, reduces operational costs, improves environmental sustainability, reduces paper usage, and lowers the carbon footprint, creating a double-benefit model of long-term resilience. The policymakers’ role in formulating policy structures that lead to green digital innovation is also to ensure that economic development worldwide is harmonized with environmental protection and international governance. Concrete is a fundamental material in structural engineering, widely used in critical infrastructure such as bridges, nuclear power plants, and dams. These structures may be subjected to extreme dynamic loads resulting from natural disasters, industrial accidents, or missile impacts. Therefore, a comprehensive understanding of concrete behavior under high strain rates is essential for safe and resilient design. Experimental investigations, particularly spalling tests, have highlighted the strain-rate sensitivity of concrete in dynamic tensile loading conditions. This study presents a macroscopic 3D discrete element model specifically developed to simulate the dynamic response of concrete subjected to extreme loading. Unlike conventional continuum-based models, the proposed discrete element framework is particularly suited to capturing damage and fracture mechanisms in cohesive materials. A key innovation lies in incorporating a physically grounded strain-rate dependency directly into the local cohesive laws that govern inter-element interactions. The originality of this work is further underlined by the validation of the discrete element model under dynamic tensile loading through the simulation of spalling tests on normalstrength concrete at strain rates representative of severe impact scenarios (30–115 s−1). After calibrating the model under quasi-static loading, the simulations accurately reproduce key experimental outcomes, including rear-face velocity profiles and failure characteristics. Combined with prior validations under high confining pressure, this study reinforces the capability of the discrete element method for modeling concrete subjected to extreme dynamic loading, offering a robust tool for predictive structural assessment and design. The agricultural products trade network is essentially a complex adaptive system formed by nonlinear interactions between countries. Based on the complex system theory, this study reveals the dynamic self-organization law of the RCEP regional agricultural products trade network by using the panel data of RCEP agricultural products export trade from 2000 to 2023, combining social network analysis (SNA) and the temporal exponential random graph model (TERGM). The results show the following: (1) The RCEP agricultural products trade network presents a “core-edge” hierarchical structure, with China as the core hub to drive regional resource integration and ASEAN countries developing into secondary core nodes to deepen collaborative dependence. (2) The “China-ASEAN-Japan-Korea “riangle trade structure is formed under the RCEP framework, and the network has the characteristics of a “small world”. The leading mode of South–South trade promotes the regional economic order to shift from the traditional vertical division of labor to multiple coordination. (3) The evolution of trade network system is driven by multiple factors: endogenous reciprocity and network expansion are the core structural driving forces; synergistic optimization of supply and demand matching between economic and financial development to promote system upgrading; geographical proximity and cultural convergence effectively reduce transaction costs and enhance system connectivity, but geographical distance is still the key system constraint that restricts the integration of marginal countries. This study provides a systematic and scientific analytical framework for understanding the resilience mechanism and structural evolution of regional agricultural trade networks under global shocks. As China’s economy grows and travel demand increases, its aviation market has evolved to become the second-largest in the world. This study presents a pioneering analysis of China’s aviation network evolution (1990–2024) by integrating temporal dynamics into a network density matrix theory, addressing critical gaps in prior static network analyses. Unlike conventional studies focusing on isolated topological metrics, we introduce a triangulated methodology: ① a network sequence analysis capturing structural shifts in degree distribution, clustering coefficient, and path length; ② novel redundancy–entropy coupling quantifying complexity evolution beyond traditional efficiency metrics; and ③ economic-network coordination modeling with spatial autocorrelation validation. Key innovations reveal previously unrecognized dynamics: ① Time-embedded density matrices (ρ) demonstrate how sparsity balances information propagation efficiency (η) and response diversity, resolving the paradox of functional yet sparse connectivity. ② Redundancy–entropy synergy exposes adaptive trade-offs. Entropy (H) rises 18% (2000–2024), while redundancy (R) rebounds post-2010 (0.25→0.33), reflecting the strategic resilience enhancement after early efficiency-focused phases. ③ Economic-network coupling exhibits strong spatial autocorrelation (Morans I>0.16, p<0.05), with eastern China achieving “primary coordination”, while western regions lag due to geographical constraints. The empirical results confirm structural self-organization. Power-law strengthening, route growth exponentially outpacing cities, and clustering (C) rising 16% as the path length (L) increases, validating the hierarchical hub formation. These findings establish aviation networks as dynamically optimized systems where economic policies and topological laws interactively drive evolution, offering a paradigm shift from descriptive to predictive network management. Addressing this gap, this study proposes a novel control framework for the iTbot—a 2-DoF end-effector rehabilitation robot—by integrating differential flatness theory with a derivative-free Kalman filter (DFK). The objective is to achieve accurate and adaptive trajectory tracking in the presence of unmeasured dynamics and human–robot interaction forces. The control design reformulates the nonlinear joint-space dynamics into a 0-flat canonical form, enabling real-time computation of feedforward control laws based solely on flat outputs and their derivatives. Simultaneously, the DFK-based observer estimates external perturbations and unmeasured states without requiring derivative calculations, allowing for online disturbance compensation. Extensive simulations across nominal and disturbed conditions demonstrate that the proposed controller significantly outperforms conventional flatness-based control in tracking accuracy and robustness, as measured by reduced mean absolute error and standard deviation. Experimental validation under both simple and repetitive physiotherapy tasks confirms the system’s ability to maintain sub-millimeter Cartesian accuracy and sub-degree joint errors even amid dynamic perturbations. These results underscore the controller’s effectiveness in enabling compliant, safe, and disturbance-resilient rehabilitation, paving the way for broader deployment of robotic therapy in clinical and home-based environments. Police officers work in high-stress environments that demand emotional resilience, interpersonal skills, and effective communication. Occupational stress can negatively impact their motivation, conflict resolution abilities, and professional effectiveness. Loving-Kindness Meditation (LKM), a mindfulness-based intervention focused on cultivating compassion and empathy, has shown promise in enhancing prosocial attitudes and emotional regulation. With the rise of short video platforms, digital interventions like video-guided LKM may offer accessible mental health support for law enforcement. This study examines the effects of short video app-guided LKM on police officers’ mindfulness, public service motivation (PSM), conflict resolution skills (CRSs), and communication skills (CSSs). It aims to determine whether LKM can enhance these psychological and professional competencies. A randomized controlled trial (RCT) was conducted with 110 active-duty police officers from a metropolitan police department in China, with 92 completing the study. Participants were randomly assigned to either the LKM group (n = 46) or the waitlist control group (n = 46). The intervention consisted of a 6-week short video app-guided LKM program with daily 10 min meditation sessions. Pre- and post-intervention assessments were conducted using several validated scales: the Mindfulness Attention Awareness Scale (MAAS), the Public Service Motivation Scale (PSM), the Conflict Resolution Styles Inventory (CRSI), and the Communication Competence Scale (CCS). A 2 (Group: LKM vs. Control) × 2 (Time: Pre vs. Post) mixed-design MANOVA was conducted to analyze the effects. Statistical analyses revealed significant group-by-time interaction effects for PSM (F(4,177) = 21.793, p < 0.001, η2 = 0.108), CRS (F(4,177) = 20.920, p < 0.001, η2 = 0.104), and CSS (F(4,177) = 49.095, p < 0.001, η2 = 0.214), indicating improvements in these areas for LKM participants. However, no significant improvement was observed for mindfulness (F(4,177) = 2.850, p = 0.930, η2 = 0.016). Short video app-guided LKM improves public service motivation, conflict resolution skills, and communication skills among police officers but does not significantly enhance mindfulness. These findings suggest that brief, digitally delivered compassion-focused programs can be seamlessly incorporated into routine in-service training to strengthen officers’ prosocial motivation, de-escalation competence, and public-facing communication, thereby fostering more constructive police–community interactions. This study analyzes forest fire legislation and policies in the Andean Community of Nations (ACN)—Colombia, Ecuador, Peru, and Bolivia—focusing on prevention and control. Using a comparative law approach, similarities, differences, and implementation challenges were identified. Ecuador and Peru have more comprehensive legal structures, while Colombia’s is simpler, and Bolivia falls in between. To address these gaps, this study proposes an Andean Directive for Integrated Fire Management (ADIFM) to harmonize policies and incorporate fire ecology, ancestral knowledge, education, monitoring technologies, and post-fire restoration. This regulatory framework, tailored to Andean ecological and sociocultural conditions, would optimize fire management and strengthen ecosystem resilience. Additionally, harmonizing sanctions and regulations at the regional level would ensure more coherent and effective governance. The ADIFM would provide strategic guidance for policymakers, fostering sustainable fire management and environmental restoration across Andean ecosystems. Full article

Time-Dependent Fragility Functions and Post-Earthquake Residual Seismic Performance for Existing Steel Frame Columns in Offshore Atmospheric Environment

This paper evaluates the time-dependent fragility and post-earthquake residual seismic performance of existing steel frame columns in offshore atmospheric environments. Based on experimental research, the seismic failure mechanism and deterioration laws of the seismic behavior of corroded steel frame columns were revealed. A finite element analysis (FEA) method for steel frame columns, which considers corrosion damage and ductile metal damage criteria, is developed and validated. A parametric analysis in terms of service age and design parameters is conducted. Considering the impact of environmental erosion and aging, a classification criterion for damage states for existing steel frame columns is proposed, and the theoretical characterization of each damage state is provided based on the moment-rotation skeleton curves. Based on the test and numerical analysis results, probability distributions of the fragility function parameters (median and logarithmic standard deviation) are constructed. The evolution laws of the fragility parameters with increasing service age under each damage state are determined, and a time-dependent fragility model for existing steel frame columns in offshore atmospheric environments is presented through regression analysis. At a drift ratio of 4%, the probability of complete damage to columns with 40, 50, 60, and 70-year service ages increased by 18.1%, 45.3%, 79.2%, and 124.5%, respectively, compared with columns within a 30-year service age. Based on the developed FEA models and the damage class of existing columns, the influence of characteristic variables (service age, design parameters, and damage level) on the residual seismic capacity of earthquake-damaged columns, namely the seismic resistance that can be maintained even after suffering earthquake damage, is revealed. Using the particle swarm optimization back-propagation neural network (PSO-BPNN) model, nonlinear mapping relationships between the characteristic variables and residual seismic capacity are constructed, thereby proposing a residual seismic performance evaluation model for existing multi-aged steel frame columns in an offshore atmospheric environment. Combined with the damage probability matrix of the time-dependent fragility, the expected values of the residual seismic capacity of existing multi-aged steel frame columns at a given drift ratio are obtained directly in a probabilistic sense. The results of this study lay the foundation for resistance to sequential earthquakes and post-earthquake functional recovery and reconstruction, and provide theoretical support for the full life-cycle seismic resilience assessment of existing steel structures in earthquake-prone areas.
