This study examines 22@Barcelona (22@BCN), a widely cited case in the development of innovation districts. Initially conceived as a means of transforming Poblenou from a post-industrial area into a knowledge-economy hub, 22@BCN also formed part of Barcelona’s broader trajectory of entrepreneurial urban transformation. Its slowdown after 2008, Spain’s property-market bust, and the subsequent rise in residential and office rents brought into view a tension between innovation-led redevelopment and real-estate financialization. The analysis follows an explanatory single-case design and draws on documentary sources and secondary statistical data, primarily from official databases, to examine 22@BCN across multiple scales from 2000 to 2025. It traces the relationships among dependence on real-estate finance, housing pressures, changing regulatory arrangements, and uneven outcomes within 22@BCN. The findings suggest that these contradictions cannot be explained simply as a result of local planning failure or incomplete implementation. Rather, they need to be understood in relation to the interaction between innovation policy, real-estate finance, and multi-scalar governance. In doing so, the study contributes to critical research on innovation districts by highlighting the wider political–economic conditions through which districts are produced, financed, and governed. Urban resilience is widely mobilised across built-environment research and practice, yet it remains conceptually contested, with definitions varying across disciplines and limiting translation into coherent planning and governance. This study examines how a multidisciplinary group of built-environment researchers conceptualise resilience and resilient futures, and how these understandings evolve through structured transdisciplinary engagement. Using an exploratory action research design, twelve academic staff and higher degree research candidates from a single built-environment school at the University of Technology Sydney in Australia participated in a two-day workshop combining individual reflection, facilitated group discussion, and engagement with the key resilience literature, followed by consolidation through collaborative writing. Thematic coding of participants’ definitions and discussions identified three primary framings: shocks and stresses, processes, and future outcomes. Participants shifted away from “bouncing back” narratives towards anticipatory preparedness, learning, adaptation, and, when needed, transformation. Cross-cutting themes highlighted the dual nature of disturbances, governance spanning formal and informal systems, multi-scalar interdependence, cultural identity and continuity through change. The study proposes a consolidated definition of urban resilience that makes these dimensions explicit and supports operationalising resilient futures. Given the single-institution sample, the definition is offered as a transferable starting point rather than a definitive interpretation. Full article

Purpose: This study conducts a systematic literature review on the intersection of real estate exposure and geotechnical hazards, focusing specifically on seismic and subsurface risks. The objective is to synthesize key thematic trends, methodologies, and governance frameworks that inform risk-informed planning in seismically vulnerable urban areas. Design/methodology/approach: A Boolean search query was implemented on Lens.org, identifying 55 peer-reviewed articles published between January 2020 and May 2025. Inclusion criteria required explicit focus on property exposure to seismic or ground instability risks. Thematic analysis was conducted based on title and abstract data, supported by a Python (version 3.11)-generated word cloud to inductively identify five core clusters: (1) seismic assessment and earthquake risk, (2) building vulnerability and structural performance, (3) subsurface hazards and ground instability, (4) urban areas, heritage, and social vulnerability, and (5) risk mitigation, planning, and resilience frameworks. Findings: The review reveals a shift from hazard-centric, engineering-based models toward integrated, multi-scalar frameworks that embed risk within socio-economic, spatial, and institutional contexts. While consensus exists on the importance of probabilistic modeling, retrofitting, and GIS-based tools, divergences persist around behavioral valuation, policy uptake, and equity in implementation. Heritage cities and informal settlements emerge as under-addressed but critically vulnerable domains. Originality/value: This study systematically maps interdisciplinary research on real estate exposure to seismic and subsurface risks post-2020. By bridging engineering, planning, behavioral economics, and disaster governance, the review provides a unique synthesis relevant for academics, urban planners, and policymakers seeking to design equitable and resilient urban futures. The five-cluster thematic taxonomy introduced in this review represents an original synthesis that bridges engineering vulnerability assessment, behavioral economics, heritage preservation, and resilience governance. Unlike previous reviews that have typically focused on single disciplinary perspectives, this taxonomy integrates multi-scalar approaches spanning asset-level diagnostics to national exposure modeling, providing a comprehensive framework for understanding real estate exposure to seismic and subsurface risks. Over the past two decades, the notion of landscape observatories has gained prominence as a strategic tool for monitoring, documenting and interpreting landscape change. These entities combine scientific research, policy advice and public engagement, aiming to bridge the gap between territorial knowledge and decision-making. This paper presents a systematic review of the scientific literature on landscape observatories, complemented by an original comparative database of 188 landscape observatories and related initiatives worldwide. Bibliographic searches were conducted in Web of Science, Scopus and ProQuest, using the term “Landscape Observatory” and related expressions. The quantitative analysis reveals a steady growth of publications since the early 2000s, with a marked concentration in Europe, particularly France, Italy, and Spain, where the implementation of the European Landscape Convention fostered institutionalisation. Regional-scale observatories dominate the dataset, while national examples illustrate standardised approaches to landscape monitoring. Methodological diversity is evident, as most initiatives rely on GIS and remote sensing, while others emphasise photographic documentation or participatory perception studies. Despite this richness, the review identifies persistent gaps in impact evaluation, long-term institutional sustainability and methodological integration across physical and social dimensions of the landscape. Landscape observatories are thus positioned as promising but still evolving instruments for multi-scalar governance, capable of connecting observation, policy and collective awareness. To consolidate their role, future efforts should focus on harmonising indicators, ensuring continuity beyond political cycles, and promoting interdisciplinary and participatory frameworks that capture both the material and experiential facets of landscape transformation. Over the past fifty years, urban and rural spaces have been reshaped by global sustainability policies, digital innovation, and emerging socio-ecological needs. This article investigates the convergence of agro-urban planning strategies, Smart City infrastructures, and adaptive governance models, proposing an integrated agro-urban paradigm for sustainable territorial transformation. Drawing on a literature review and comparative analysis of international case studies—including Toronto, Milan, and Woven City—the research develops a triadic interpretative framework based on worldview, program, and faith. The study identifies AgroCities as systems centered on food sovereignty and ecological resilience, Smart Cities as efficiency-driven digital ecosystems, and Adaptive Cities as flexible, human-centered responses to complexity. Findings suggest that integrating food systems, technological innovation, and participatory governance enhances urban resilience and sustainability across scales. The article concludes by advocating for multi-scalar planning tools, cross-sectoral policies, and civic engagement to support the transition toward inclusive and regenerative cities. This framework offers a theoretical and operational contribution to reimagining urban planning in line with the principles of Smart Land and adaptive urbanism. Full article

This study examines how early Soviet culture sought to render time perceptible, governable, and politically productive by translating Futurist “chrontology” into socialist “chronization.” Taking Aleksandr Kusikov’s 1922 polemic on the Berlin journal Veshch (Thing)—edited by Ilya Ehrenburg and El Lissitzky—as its point of departure, it reconstructs a “third-way” Futurism shaped by postrevolutionary transit and exile, in which anticipatory futurity was inseparable from an intensified orientation toward materiality, technique, and constructive making. Against the backdrop of modern heterochrony—where “times” proliferate and synchronization remains contested—the essay traces how Soviet actors devised new units, comparisons, and pedagogies for living in a temporally unstable present. Two case studies anchor the argument. First, the League of Time (1923–1925) promoted multiscalar time-management practices through campaigns, memos, and didactic graphics that treated clocks, routines, and efficiency as instruments of socialist subject-formation. Second, illustrated children’s books translated variegated temporal sensibilities into a pedagogy of images, making futurity legible via “thingful” traces that recoded the past as a catalogue of obsolete objects. Chronization thus appears as an ambitious cultural technology for producing a planned, dynamic, and productive socialist way of being. By foregrounding work, visualization, and material comparison, these projects converted temporal uncertainty into actionable, collective everyday socialist practice. Full article

Industrial heritage adaptive reuse occupies a structurally privileged position for degrowth: heritage listing already institutionalises material sufficiency as a regulatory obligation, mandating low intervention and resisting the demolish-and-replace logic of resource-intensive development. Yet this regulatory floor imposes no ceiling on how protected structures are programmed or who benefits; the same statutory instrument can produce different schemes depending entirely on governance. This paper demonstrates that gap through two contrasting UK gasholder adaptive reuse projects: King’s Cross Gasholders in London (private-led, luxury residential) and Granton Gasholder in Edinburgh (council-led community park). Applying De Castro Mazarro et al.’s multi-scalar degrowth framework across building, neighbourhood, and city scales through document analysis and site observations, we identify structural mechanisms explaining why building-scale alignment fails to propagate upward. The findings indicate three governance conditions are necessary to convert the structural degrowth potential of industrial heritage into substantive outcomes: public control over development decisions, community participation extended to strategic priorities rather than design preferences, and explicit integration of degrowth values into upstream planning frameworks. Industrial heritage adaptive reuse is not inherently a degrowth practice, but it is one of the few urban development contexts where the regulatory preconditions for degrowth alignment are already in place. Realising that potential requires governance structures that treat sufficiency and collective wellbeing as binding objectives, not rhetorical claims. Full article

This Editorial introduces the Special Issue “Spatial Planning and Land-Use Management: 2nd Edition” and discusses the eight articles published in it. Taken together, these contributions demonstrate that contemporary spatial planning and land-use management can no longer be understood as narrowly regulatory or sector-specific activities. Rather, they must be approached as integrative and adaptive practices capable of mediating between ecological integrity, territorial cohesion, infrastructure provision, social justice, public health, and participatory governance. The Special Issue brings together case studies from China, the United States, Australia, Iran, Portugal, Slovakia, and Belgium, as well as comparative evidence from peri-urban landscapes, and spans a wide range of spatial scales, from neighbourhoods and urban forests to metropolitan green belts, urban agglomerations, peri-urban territories, and ecoregions. Several major lines of inquiry emerge across the volume. First, the articles reaffirm the need for multiscale planning frameworks able to connect local action with regional and supra-regional structures. Second, they broaden the understanding of infrastructure by including not only transport and urban facilities, but also ecological, green, and even nocturnal infrastructures. Third, they show that many of today’s most difficult planning questions arise in spaces of transition and overlap, especially peri-urban areas, where conflicts among land uses, ecosystem services, development pressures, and governance arrangements become particularly acute across sectors and across spatial and temporal scales. Fourth, they underline that planning effectiveness increasingly depends on participation, co-design, and cooperation among diverse actors, including civic initiatives and local communities. Overall, the Special Issue highlights spatial planning as a strategic field of action through which societies can address land-use conflicts, reconcile environmental and social objectives, and design more sustainable, resilient, and liveable territories. International migration research is entering a phase in which digitalization reshapes how migration processes are measured, modeled, and governed. At the same time, recent scholarship emphasizes the need to further develop migration theory so that it reflects contemporary migration dynamics and evolving data environments. This article proposes a global framework for “digital migration systems” that integrates classic migration theories with digital-demography infrastructures and digital trace data. The framework conceptualizes migration as a multi-scalar system in which origin and destination contexts, policy regimes, and network dynamics interact with measurement technologies and data architectures. Building on digital-era demographic scholarship, the article outlines how traditional population sources such as censuses and household surveys can be combined with administrative records and digital trace data while maintaining attention to representativeness, coverage, and bias. The article then presents a modeling pathway connecting spatial interaction models and Bayesian approaches to common migration data constraints. Finally, it develops policy applications illustrating how a digital migration systems perspective can support scenario-based policy evaluation, rapid shock assessment, and local capacity planning. The article contributes a conceptual bridge integrating migration theory, digital measurement infrastructures, and policy analysis. It also clarifies scope conditions for applying the framework across diverse national contexts. Full article

As Hong Kong approaches 1 July 2027—the 30th anniversary of its return to the People’s Republic of China—questions of cultural belonging and political identity remain salient. This study examined how local, national, and global identities have been constructed and hierarchically organized through post-handover school music education. Drawing on qualitative discourse analysis of policy documents and government-approved junior secondary music textbooks, the analysis examined how these orientations are articulated and mediated in the curriculum. The findings showed that local identity is sustained through heritage canonization, Cantonese repertoire, and affective attachment. Additionally, national identity is reinforced more programmatically through Putonghua repertoire, patriotic theming, civilizational narratives, and the legally codified status of the national anthem. Finally, global identity is cultivated through structured multicultural exposure, including Western art music and international popular genres. Together, these orientations form calibrated layering, through which music education functions as cultural governance by stabilizing multiscalar belonging. Full article

From Local Action to Global Influence: How Cities Shape Governance in a Polycentric World

Municipal leadership has become increasingly central to addressing global challenges such as war-related displacement, migration governance, and climate change, reflecting a broader shift toward polycentric and networked forms of multilateralism. This study examines how cities have expanded their international roles over the past decade, responding to governance gaps with pragmatic, people-centred action. Using a qualitative, theory-informed comparative case study design, it draws on three original case studies grounded in direct practitioner experience: European municipal cooperation supporting Ukraine during war; city engagement in shaping the Global Compact for Migration; and municipal leadership in advancing climate action and the emerging climate mobility agenda. Across these cases, the analysis identifies consistent patterns of multi-scalar municipal agency, including decentralized humanitarian action, norm-setting in international negotiations, and innovations in multilevel climate governance. Cities leverage transnational networks—such as the Mayors Migration Council and the C40 Cities Climate Leadership Group—to amplify political influence, exchange solutions, and secure resources, even as fiscal pressures and political polarization increasingly constrain local capacity. It concludes that cities are becoming important actors in shaping global governance, yet their effectiveness depends on institutionalized representation, enhanced fiscal autonomy, and stronger protections for local leaders. Embedding municipalities more fully within evolving multilateral architectures can better align global commitments with local implementation and improve the resilience and legitimacy of international policy coordination. Rural territories characterised by dispersed settlement systems face mounting challenges related to demographic decline, economic fragility, ecological degradation, and the erosion of local knowledge systems. In this context, rural self-sufficiency has re-emerged as a strategic objective; yet it remains inadequately operationalised within spatial planning and territorial assessment practices. This paper proposes a bioregional framework for operationalising rural self-sufficiency in dispersed territories, integrating ecological, morphological, socio-productive, cultural, and governance dimensions across multiple spatial scales. The framework is structured around a tiered system of 108 indicators, hierarchised into priority, secondary, and aspirational levels, combined with a multi-scalar territorial reading articulated through five nested frames—ranging from municipal systems to local productive units. Rather than constituting a mere checklist for immediate quantitative evaluation, the indicator system functions as a structured diagnostic universe, enabling progressive operationalisation based on data availability and governance capacity. To bridge the gap between diagnosis and action, the framework introduces 34 strategic drivers and 28 spatial artefacts, conceived as reversible and context-sensitive interventions. The framework is demonstrated through the case of Arbo (Galicia, Spain), illustrating its capacity to structure territorial diagnosis and articulate coherent pathways from analytical interpretation to strategic spatial intervention. The proposed approach contributes a replicable methodological tool for bioregional and rural planning in dispersed settlement systems. The study contributes to advancing bioregional planning by demonstrating how extensive indicator universes can be rendered operational through selective tiering and multi-scalar deployment. Satellite remote sensing has rapidly evolved from an experimental support tool into a structural component of preventive archaeology and cultural heritage governance. Drawing on scientific publications and policy-oriented grey literature from 2010–2025, this study provides an integrated review of how optical, SAR, and multi-sensor satellite data are used to detect archaeological sites, monitor landscape and structural change, and support risk-informed planning across diverse legal and institutional contexts. A multi-platform workflow combines AI-assisted semantic querying (Consensus), bibliometric searches (Scopus), and the collaborative management and geospatial visualisation of references through Zotero, VOSviewer (1.6.19), and QGIS (3.44)-based literature mapping, thereby linking thematic trends, co-authorship networks, and geographical patterns of research and regulation. The results show non-linear but marked publication growth, a strongly interdisciplinary profile, and the consolidation of international hubs that drive advances in Sentinel-2-based prospection, Landsat and night-time lights urbanisation metrics, and SAR time series for deformation, looting, and conflict-damage mapping. Parallel analysis of grey literature and institutional initiatives (Copernicus Cultural Heritage Task Force, national “extraordinary plans”, regional declarations, and UNESCO guidelines) reveals the codification of satellite Earth observation within rescue archaeology protocols, emergency archaeology, and long-term conservation strategies. Overall, the evidence indicates a transition towards data-driven, multi-sensor, and multi-scalar research, underpinned by open satellite data, reproducible workflows, and AI-supported evidence synthesis. Coastal cities are complex spatial systems shaped by intertwined economic, environmental, demographic, and governance pressures. This study develops a multidimensional comparative framework to analyze coastal cities in the Black Sea basin across five dimensions: physical–morphological structure, demographic scale, economic–functional profile, transportation and accessibility, and urban quality–governance. To address cross-country data heterogeneity, an ordinal (0–1–2) indicator system is employed and analyzed through multiple multivariate techniques, including Gower dissimilarity, NMDS, Ward hierarchical clustering, MCA, Spearman rank correlation, network analysis, and rank-transformed PCA. Findings indicate that Black Sea coastal cities do not form a single homogeneous typology but cluster around distinct structural patterns. A major axis of differentiation separates port–industrial production-oriented cities from tourism–service-oriented cities, while a considerable group of multifunctional and transitional cities exhibits moderate values across several dimensions. Results show that city typologies are shaped less by national planning regimes than by structural dynamics such as port scale, economic specialization, accessibility, and spatial pressure. By integrating non-metric and metric approaches, the study proposes a context-sensitive and multi-criteria comparative methodology. The findings highlight the need for multi-scalar and multidimensional planning perspectives to better understand structural differentiation in coastal urban systems within semi-enclosed marine regions such as the Black Sea. Forest and landscape restoration (FLR) represents a critical nexus of climate change mitigation, biodiversity conservation, and sustainable development. Despite substantial federal investments and commitments, empirical subnational research quantifying the relationships between governance structures, funding mechanisms, and restoration outcomes remains scarce, and integrated implementation frameworks bridging institutional, technical, and socio-economic dimensions are largely absent from the literature. This study presents a mixed-methods analysis of FLR implementation gaps across Maryland, Virginia, and West Virginia. Three Mid-Atlantic Appalachian states selected for their contrasting ecological conditions, governance structures, and restoration trajectories that collectively represent the heterogeneity of subnational restoration challenges. We examined 147 restoration projects (2019–2024), conducted 25 stakeholder interviews, and analyzed federal funding allocations ($428 million) through spatial and temporal frameworks. Our findings reveal five critical implementation barriers: (1) policy incoherence across federal–state–local jurisdictions creating 34% project delays; (2) chronic underfunding with 63% of projects receiving less than 60% of planned budgets; (3) technical capacity deficits affecting 71% of rural communities; (4) inadequate stakeholder engagement mechanisms reducing project sustainability by 45%; and (5) insufficient monitoring frameworks limiting adaptive management. We introduce an Integrated Restoration Implementation Framework (IRIF) that uniquely integrates policy coordination, sustainable financing, technical capacity building, and community engagement within a unified adaptive management cycle, operationalized through empirically derived thresholds, to guide evidence-based interventions. Quantitative analyses demonstrate that multi-stakeholder governance models increase restoration success rates by 2.3-fold (p < 0.001), while integrated funding mechanisms improve long-term sustainability by 67%. Theoretically, this study advances socio-ecological systems scholarship by providing empirical evidence that multi-scalar governance configurations and integrated stakeholder engagement mechanisms are principal determinants of restoration success, advancing the evidence base for adaptive governance approaches in complex federal systems. Our findings provide actionable intelligence for policymakers and practitioners, while underscoring that sustainable FLR in complex federal systems depends on coherent multi-level governance architectures coordinating institutional mandates, financial resources, technical capacity, and community agency across jurisdictional scales.
