Central Environmental Protection Inspection (CEPI) is a major step in China’s environmental vertical supervision reform. With the multi-period Difference-in-Differences method, we assess the impact of CEPI on enterprise green transformation. In addition, we further explore the impact of enterprise environmental self-discipline. The results show that CEPI significantly promotes enterprise green transformation, and this effect on governance is further strengthened by environmental self-discipline. The synergistic governance effect of compound environmental regulation is pronounced, particularly in enterprises lacking government–enterprise relationships and in areas covered by CEPI “look back” initiatives and where local governments rigorously enforce environmental laws. The mechanism analysis reveals that CEPI mainly promotes enterprise green transformation by improving executive green cognition, boosting investment in environmental protection, and enhancing green innovation efficiency. This study provides a fresh perspective on analyzing the governance impact of CEPI and provides valuable insights for improving multi-collaborative environmental governance systems. Full article

This paper investigates how governance frameworks shape sustainable tourism outcomes in protected areas by comparing Tara National Park (Serbia) and Triglav National Park (Slovenia). Both parks, established in 1981 and classified under IUCN Category II, exhibit rich biodiversity and mountainous terrain but differ markedly in governance structures, institutional integration, and local community engagement. Using a qualitative, indicator-based methodology, this research evaluates ecological, economic, and social dimensions of sustainability. The findings reveal that Triglav NP demonstrates higher levels of participatory governance, tourism integration, and educational outreach, while Tara NP maintains stricter ecological protection with less inclusive management. Triglav’s zoning model, community council, and economic alignment with regional development policies contribute to stronger sustainability outcomes. Conversely, Tara NP’s centralized governance and infrastructural gaps constrain its potential despite its significant conservation value. This study highlights the importance of adaptive, inclusive governance in achieving the Sustainable Development Goals (SDGs) within protected areas. It concludes that hybrid approaches, combining legal rigor with participatory flexibility, can foster resilience and sustainability in ecologically sensitive regions. Full article

To date, few studies have been published for cities in Germany that take into account climate change and changing hydrologic patterns due to increases in building density. This study investigates the efficiency of LID for past and future climate in the polycentric agglomeration area Frankfurt, Main (Central Germany) using observed and projected climate (model) data for a standard reference period (1961–1990) and a high emission scenario (RCP 8.5) as well as a climate protection scenario (RCP 2.6), under 40 to 75 percent building density. LID elements included green roofs, permeable pavement and bioretention cells. SWMM5 was used as model for simulation purposes. A holistic evaluation of simulation results showed that effectiveness increases incrementally with LID implementation percentage and inverse to building density if implemented onto at least 50 percent of available impervious area. Building density had a higher adverse effect on LID efficiency than climate change. The results contribute to the understanding of localized effects of climate change and the implementation of adaption strategies to that end. The results of this study can be helpful for the scientific community regarding future investigations of LID implementation efficiency in dense residential areas and used by local governments to provide suggestions for urban water balance revaluation. The need for systems that forecast and respond proactively to meteorological disasters is growing amid climate variability. Although the early warning system in South Korea includes countermeasure information, it remains limited in terms of data recency, granularity, and regional adaptability. Additionally, its closed architecture hinders interoperability with external systems. This study aims to redesign the countermeasure function as an independent cloud-based platform grounded in the common standard terminology framework in South Korea. A multi-dimensional data model was developed using attributes such as crop type, cultivation characteristics, growth stage, disaster type, and risk level. The platform incorporates user-specific customization features and history tracking capabilities, and it is structured using a microservices architecture to ensure modularity and scalability. The proposed system enables real-time management and dissemination of localized countermeasure suggestions tailored to various user types, including central and local governments and farmers. This study offers a practical model for enhancing the precision and applicability of agrometeorological response information. It is expected to serve as a scalable reference platform for future integration with external agricultural information systems. Full article

The pull-back method for determining dynamic tensile strength assumes one-dimensional stress wave propagation and material homogeneity. This study validates these assumptions for unidirectional reinforced concrete (UDRC) through experiments and numerical simulations. Split Hopkinson pressure bar tests were conducted on plain concrete, plain UDRC, and deformed UDRC specimens containing a central 6 mm steel bar. Ultra-high-speed digital image correlation at 500,000 fps enabled precise local strain rate measurements (3 s−1 to 55 s−1) at fracture locations. Finite element simulations revealed that while reinforcement induces localized multi-axial stresses near the steel–concrete interface, the bulk concrete maintains predominantly uniaxial stress conditions. Experimental results showed less than 1% variation in pull-back velocity between specimen types. Statistical analysis confirmed a unified strain rate-strength relationship: σspall=4.1+4.7log10(ε˙)MPa, independent of reinforcement configuration (ANCOVA: p=0.2182 for interaction term). The dynamic tensile strength is governed by concrete matrix properties rather than reinforcement type. These findings are the first to experimentally and numerically validate the pull-back method’s applicability to UDRC systems, establishing that dynamic tensile failure is matrix-dominated and enabling simplified one-dimensional analysis for reinforced concrete under impact. Governance challenges, success factors, and stakeholder dynamics are central to the implementation of Positive Energy District (PED) Labs, which aim to develop energy-positive and sustainable urban areas. In this paper, a qualitative analysis combining expert surveys, participatory workshops with practitioners from the COST Action PED-EU-NET network, and comparative case studies across Europe identifies key barriers, drivers, and stakeholder roles throughout the implementation process. Findings reveal that fragmented regulations, social inertia, and limited financial mechanisms are the main barriers to PED Lab development, while climate change mitigation goals, strong local networks, and supportive policy frameworks are critical drivers. The analysis maps stakeholder engagement across six development phases, showing how leadership shifts between governments, industry, planners, and local communities. PED Labs require intangible assets such as inclusive governance frameworks, education, and trust-building in the early phases, while tangible infrastructures become more relevant in later stages. The conclusions emphasize that robust, inclusive governance is not merely supportive but a key driver of PED Lab success. Adaptive planning, participatory decision-making, and digital coordination tools are essential for overcoming systemic barriers. Scaling PED Labs effectively requires regulatory harmonization and the integration of social and technological innovation to accelerate the transition toward energy-positive, climate-resilient cities. The integration of financial technology expenditures and green total factor productivity (GTFP) constitutes a critical impetus for sustainable economic advancement. This study employs provincial panel data from China (2012–2020) and uses the SBM model with undesirable outputs, the PVAR model, moderation effect analysis, and threshold regression to investigate the underlying mechanisms and threshold effects of financial technology expenditure on GTFP. The results show that (1) financial technology expenditure has a significant promoting effect on the growth of GTFP, with a coefficient of 0.614 (p < 0.05), indicating the need for further increases in fiscal investment in science and technology; (2) the effect of financial technology expenditure on GTFP varies across the eastern, central, and western regions of China, with stronger effects observed in the eastern region, suggesting that the government should formulate differentiated financial technology expenditure policies on the basis of local conditions; and (3) that educational investment and industrial upgrading play strong moderating roles in the impact of financial technology expenditure on GTFP, with interaction term coefficients of 0.059 (p < 0.05) and 0.206 (p < 0.1), respectively. Threshold analysis further reveals that the positive effect strengthens significantly once educational investment surpasses a log value of 9.3674 and industrial upgrading exceeds a ratio of 0.0814. However, currently, China’s education investment and industrial structure upgrading are still insufficient, necessitating further increases in education investment and promoting the transformation and upgrading of the industrial structure. Amidst the escalating global challenges of deforestation and climate change, effective forest governance has become a critical global imperative. As a key actor in this arena, China presents a crucial case for understanding state-led environmental governance. This study addresses the thematic evolution and governance structure of China’s forest policy planning from 1980 to 2024. Grounded in multi-level governance (MLG) theory, we apply the Non-negative Matrix Factorization (NMF) topic model to a corpus of 1265 policy documents sourced from the PKULaw database, spanning four administrative levels from central to county. An analysis of 13 core policy themes reveals a significant transition, shifting from early regulatory development and resource utilization to a modern emphasis on ecological protection, scientific monitoring, financial support, and governance innovation. The findings delineate a complex governance architecture: a vertical division of labor (central guidance, local implementation), a horizontal model of inter-departmental interaction where specialized management coexists with comprehensive coordination, and adaptive governance reflecting regional heterogeneity. These results illuminate the dynamic evolution of power allocation, central–local relations, and synergy within China’s forest sector. This study not only provides new empirical evidence and an analytical framework for understanding China’s natural resource policy transition but also offers scientific insights for optimizing multi-level forest governance systems and enhancing policy synergy and efficacy. The EU power market system has successfully maintained a centralized governance structure ensuring stable electricity supply and affordable prices for over two decades. However, the ongoing energy transition towards carbon neutrality has exposed critical governance limitations, leading to challenges in community projects implementation. Given that Heating and Cooling (H&C) accounts for more than 50% of the EU’s energy consumption, community H&C initiatives can drive local energy transitions and support renewable integration. This study analyzes the best practices from European community energy initiatives, supplemented by insights from the Energy Leap project. By employing a comparative analysis approach, the study proposes a technically sound and regulatory feasible governance model, alongside a robust ecosystem support framework. The proposed framework introduces new roles and new forms of partnerships between communities—private entities and consumers—taking advantage of the benefits offered by the operation of Energy Communities (ECs), enhancing community engagement and regulatory adaptability. These insights offer practical guidance and contribute to effective policymaking in support of the EU’s energy transition objectives. Full article

This study analyzes how Vietnam’s Ministry of Culture, Sports and Tourism (MoCST) communicates policy implementation in tourism governance through 35 official responses to citizen petitions, using Heidbreder’s Multilevel Policy Implementation Strategies Framework (centralization, agencification, convergence, networking). Content coding, frequency analysis, co-occurrence network, and sentiment analysis reveal a dominant centralization pattern, with MoCST maintaining strong top-down control in decision-making and resource allocation. Convergence reflects increased inter-ministerial coordination, while agencification is limited, and networking with private or civil sectors remains weak. This weak networking limits participatory decision-making and hinders the development of adaptive, community-based tourism initiatives, which are crucial for sustainable tourism governance. Positive sentiment is more associated with centralized and convergent actions, indicating institutional trust. The study extends Heidbreder’s framework to a non-Western, centralized context and calls for stronger local agency roles and inclusive networks to enhance resilience and community ownership in policy implementation. Groundwater in the Qingshui River Plain of southern Ningxia is one of the main water sources for local domestic and agricultural use. However, due to the geological background of the area, 33.94% of the groundwater samples had fluoride concentrations that exceeded the WHO drinking water standards. To examine the spatial patterns and formation processes of fluoride in groundwater, researchers gathered 79 rock samples, 2618 soil samples, 21 sediment samples, 138 groundwater samples, and 82 surface water samples across the southern Qingshui River Plain. The collected data were analyzed using statistical approaches and hydrogeochemical diagrams. The findings reveal that fluoride levels in groundwater exhibit a gradual increase from the eastern, western, and southern peripheral sloping plains toward the central valley plain. Vertically, higher fluoride concentrations are found within 100 m of depth. Over a ten-year period, fluoride concentrations have shown minimal variation. Fluoride-rich rocks, unconsolidated sediments, and soils are the primary sources of fluoride in groundwater. The primary mechanisms governing high-fluoride groundwater formation are rock weathering and evaporative concentration, whereas cation exchange adsorption promotes fluoride (F) mobilization into the aquifer. Additional sources of fluoride ions include leaching of fluoride-rich sediments during atmospheric precipitation infiltration and recharge from fluoride-rich surface water. Full article

In China, the recycling system for waste tires is characterized by high output but low standardized recovery rates. This study examines the environmental and health risks caused by non-compliant treatment by individual recyclers and explores the barriers to the large-scale adoption of Pyrolysis Technology. A Tripartite Evolutionary Game Model involving pyrolysis plants, waste tire recyclers, and government regulators is developed. The model incorporates pollutants from pretreatment and pyrolysis processes into a unified metric—Carbon Dioxide Equivalent (CO2-eq)—based on Global Warming Potential (GWP), and designs a Differential Carbon Taxation mechanism accordingly. The strategy dynamics and stability conditions for Evolutionary Stable Strategies (ESS) are analyzed. Multi-scenario numerical simulations explore how key parameter changes influence evolutionary trajectories and equilibrium outcomes. Six typical equilibrium states are identified, along with the critical conditions for achieving environmentally friendly results. Based on theoretical analysis and simulation results, targeted policy recommendations are proposed to promote standardized waste tire pyrolysis: (1) Establish a phased dynamic carbon tax with supporting subsidies; (2) Build a green market cultivation and price stabilization system; (3) Implement performance-based differential incentives; (4) Strengthen coordination between central environmental inspections and local carbon tax enforcement. Understanding forest-cover change and its drivers is vital for global forest management and policy development. This study analyzed perceptions of historical drivers behind land-use/land-cover change (LULCC) and forest change in gazetted forests from 1966 to 2022 to evaluate the impact of human activities around the gazetted forest reserves, comparing three forests in Nasarawa State, North Central Nigeria. Data were collected through questionnaires, interviews, and focus group discussions. Three gazetted forests (Doma, Risha, and Odu) were sampled to represent the three geopolitical zones of the state. SPSS IBM version 29, NVivo 1.7, and Python 3 were used for data analyses to generate statistics and identify coherent themes across the forests. Results show that changes were perceived to be triggered by sixteen drivers (direct and indirect) related to social, economic, environmental, policy/institutional, and technological elements. Agricultural expansion, lumbering, and charcoal production were the most reported direct drivers, while population growth, poverty, and government policies were the most perceived indirect drivers. The results showed variations in human activities across forest sites. For example, agricultural expansion, lumbering, and grazing were more widespread, while construction and settlement activities differed between forests. The Risha forest community saw agriculture expansion ahead of other drivers, Doma forest people saw population growth above other drivers, and the Odu forest community saw lumbering aiding other drivers that led to change. Implementation of policies focusing on these key drivers must match local perceptions and priorities to engage people in forest conservation. These efforts could ensure effective forest protection that is vital for achieving global biodiversity and climate targets and safeguarding local livelihoods. The specific drivers of changes in each forest need to be targeted in conservation efforts. Full article

Amidst the dual challenges of escalating ecological environmental pressures and economic transformation globally, green innovation emerges as a pivotal pathway toward achieving high-quality sustainable development. To elucidate how digitalization and novel productive forces synergistically drive the green transition, the research utilizes panel data from 30 provincial-level administrative regions in China spanning 2009 to 2022, constructing a green innovation efficiency measurement frame-work grounded in the Super Slack-Based Measure (Super-SBM)model, alongside a novel productive forces evaluation system based on the triad of laborers, labor objects, and means of production. Employing spatial difference-in-differences and double machine learning methodologies within a quasi-natural experimental design, the research investigates the causal mechanisms through which digital empowerment and novel productive forces influence regional green innovation efficiency. The findings reveal that both digital empowerment and novel productive forces significantly enhance regional green innovation efficiency, exhibiting pronounced positive spatial spillover effects on neighboring regions. Heterogeneity analyses demonstrate that the promotive impacts are more pronounced in eastern provinces compared to central and western counterparts, in provinces participating in carbon trading relative to those that do not, and in innovation-driven provinces versus non-innovative ones. Mediation analysis indicates that digital empowerment operates by fostering the aggregation of innovative talent and elevating governmental ecological attentiveness, whereas new-type productivity exerts its influence primarily through intellectual property protection and the clustering of high-technology industries. The results offer empirical foundations for policymakers to devise coordinated regional green development strategies, refine digital transformation policies, and promote industrial structural optimization. Furthermore, this research provides valuable data-driven insights and theoretical guidance for local governments and enterprises in cultivating green innovation and new-type productivity. The Green Finance Pilot Policy Suppresses Green Innovation Efficiency: Evidence from Chinese Cities

Green finance is widely promoted as a tool for supporting low-carbon development, but its effects on innovation efficiency remain unclear. This study examines the impact of China’s Green Finance Reform and Innovation Pilot Zones (GFRIPZ) on green innovation efficiency at the city level. Using the GFRIPZ policy as a quasi-natural experiment, we employ a difference-in-differences approach to identify the causal effects of the policy and explore the underlying mechanisms and contextual moderators. The results indicate that the policy significantly reduces green innovation efficiency in pilot cities, with the negative impact being more pronounced in non-central cities, provincial capitals, and cities in western China. Mechanism analysis reveals two key pathways: increased environmental costs contribute to resource lock-in, and strategic shifts toward quantity-focused innovation reduce overall efficiency. Furthermore, we find that the institutional environment plays a critical role—market integration mitigates the policy’s adverse effects by improving resource allocation, while administrative environmental pressure intensifies distortions. These findings suggest that rigid green finance regulations may unintentionally suppress innovation performance. We propose that more flexible policy design, better cross-regional coordination, and refined local governance incentives are essential for aligning green finance tools with innovation-driven sustainability goals in emerging economies.
