To address the power and energy balancing challenges faced by high-penetration renewable energy systems under long-term intermittent output conditions, this study proposes a multi-source, multi-timescale collaborative dispatch strategy (2MT-S) integrating wind, solar, hydro, thermal, and hydrogen energy resources. First, a long-term-to-day-ahead coupled scheduling framework is established based on intermittent output duration forecasts (3-day/10-day). By integrating seasonal hydrogen storage and pumped-storage hydroelectric plants, this framework achieves comprehensive coordination among electrochemical storage, thermal power, and other flexible resources. Second, a multi-time-horizon optimization model is developed to simultaneously minimize system operating costs and load curtailment costs. This model dynamically adjusts day-ahead scheduling boundary conditions based on long-term and short-term scheduling results, enabling cross-period resource complementarity during wind and photovoltaic generation troughs. Finally, comparative analysis on an enhanced IEEE 30-bus system demonstrates that compared to traditional day-ahead scheduling, this strategy significantly reduces renewable energy curtailment rates and load curtailment volumes during sustained low-generation periods, fully validating its significant advantages in enhancing power supply reliability and economic benefits. Background: Artificial intelligence (AI) in urban and multimodal transport has demonstrated strong potential; however, real-world deployment remains constrained by limited governance-ready design, fragmented data ecosystems, and single-objective optimization practices. The resulting problem is that agencies lack a reproducible, deployment-ready architecture that links data fusion, multi-objective optimization, and electrification constraints into daily multimodal operational decision making. Methods: This study presents a systematic review and synthesis of 145 peer-reviewed studies on network control, green routing, digital twins, and electric-bus scheduling, conducted in accordance with PRISMA 2020 using predefined inclusion and exclusion criteria. Based on these findings, a deployment-oriented operational AI framework is developed. Results: The proposed architecture comprises five interoperable layers—data ingestion, streaming analytics, optimization services, decision evaluation, and governance monitoring—supporting scalability, reproducibility, and transparency. Rather than producing a single optimal solution, the framework provides decision-ready trade-offs across service quality, cost efficiency, and sustainability while accounting for uncertainty, reliability, and electrification constraints. The approach is solver-agnostic, supporting evolutionary and learning-based techniques. Conclusions: A Thessaloniki-based multimodal case study demonstrates how reproducible AI workflows can connect real-time data streams, optimization, and institutional decision making for continuous multimodal transport management under operational constraints. The integration of high-penetration renewable energy sources (RESs) and electric vehicles (EVs) increases the risk of voltage fluctuations in distribution networks. Traditional static partitioning strategies struggle to handle the intermittency of wind turbine (WT) and photovoltaic (PV) generation, as well as the spatiotemporal randomness of EV loads. Furthermore, existing scheduling methods typically optimize EV active power or reactive compensation independently, missing opportunities for synergistic regulation. The main novelty of this paper lies in proposing a spatiotemporally coupled voltage-stability optimization framework. This framework, based on an hourly updated electrical distance matrix that accounts for RES uncertainty and EV spatiotemporal transfer characteristics, enables hourly dynamic network partitioning. Simultaneously, coordinated active–reactive optimization control of EVs is achieved by regulating the power factor angle of three-phase six-pulse bidirectional chargers. The framework is embedded within a hierarchical model predictive control (MPC) architecture, where the upper layer performs hourly dynamic partition updates and the lower layer executes a five-minute rolling dispatch for EVs. Simulations conducted on a modified IEEE 33-bus system demonstrate that, compared to uncoordinated charging, the proposed method reduces total daily network losses by 4991.3 kW, corresponding to a decrease of 3.9%. Furthermore, it markedly shrinks the low-voltage area and generally raises node voltages throughout the day. The method effectively enhances voltage uniformity, reduces network losses, and improves renewable energy accommodation capability. Full article

This article analyzes an electrical system based on the IEEE-57 bus case, which integrates thermal and wind generation to meet hourly demand. Using the previous day’s wind forecasts as firm market bids, the optimal Pareto frontier for thermal dispatch is calculated, balancing total cost and emissions. The system operator selects a dispatch point based on the desired cost–emissions ratio. To reflect real-world uncertainty, the study incorporates statistical deviations in actual wind production derived from historical data. For each deviation scenario, new optimal thermal dispatch curves are generated. This approach allows for preventive scheduling across the range of expected wind deviations and supports real-time adjustments through mechanisms such as redispatching, intraday markets, or secondary/tertiary regulation. With the increasing penetration of renewable energy and electric vehicles (EVs), virtual power plants (VPPs) have become a key mechanism for coordinating distributed energy resources and flexible loads to participate in electricity markets. However, the uncertainties of renewable generation and EV user behavior pose significant challenges to bidding strategies and real-time execution. This study proposes a two-stage optimal bidding strategy for VPPs by integrating vehicle-to-grid (V2G) technology. An aggregated EV schedulable-capacity model is established to characterize the time-varying charging and discharging capability boundaries of the EV fleet. A unified day-ahead and real-time optimization framework is further developed to ensure coordinated bidding and scheduling. Case studies on a modified IEEE-33 bus system demonstrate that the proposed strategy significantly enhances renewable energy utilization and market revenues, validating the effectiveness of coordinated V2G operation and multi-type flexible load control. With the rapid development of the Internet of Things (IOT), 5G, and modern power systems, demand-side loads are becoming increasingly observable and remotely controllable, which enables demand-side flexibility to participate more actively in grid dispatch and emergency support. Under extreme rainstorm conditions, however, component failure risk rises and the availability and dispatchability of demand-side flexibility can change rapidly. This paper proposes a risk-aware emergency regulation framework that translates rainstorm information into actionable multi-load aggregation decisions for urban power systems. First, demand-side resources are quantified using four response attributes, including response speed, response capacity, maximum response duration, and response reliability, to enable a consistent characterization of heterogeneous flexibility. Second, a backpropagation (BP) neural network is trained on long-term real-world meteorological observations and corresponding reliability outcomes to estimate regional- or line-level fault probabilities from four rainstorm drivers: wind speed, rainfall intensity, lightning warning level, and ambient temperature. The inferred probabilities are mapped onto the IEEE 30-bus benchmark to identify high-risk areas or lines and define spatial priorities for emergency response. Third, guided by these risk signals, a two-level coordination model is formulated for a load aggregator (LA) to schedule building air conditioning loads, distributed photovoltaics, and electric vehicles through incentive-based participation, and the resulting optimization problem is solved using an adaptive genetic algorithm. Case studies verify that the proposed strategy can coordinate heterogeneous resources to meet emergency regulation requirements and improve the aggregator–user economic trade-off compared with single-resource participation. The proposed method provides a practical pathway for risk-informed emergency regulation under rainstorm conditions. Full article

To enhance the power supply resilience of distribution networks with high-penetration distributed photovoltaic (PV) integration during extreme disasters, deploying Mobile Energy Storage Systems (MESSs) proves to be an effective countermeasure. This paper proposes an optimized operational strategy for distribution networks, integrating coordinated clustering of distributed PV systems and MESS operation to ensure power supply during both pre-disaster prevention and post-disaster restoration phases. In the pre-disaster prevention phase, an improved Louvain algorithm is first applied for PV clustering to improve source-load matching efficiency within each cluster, thereby enhancing intra-cluster power supply security. Subsequently, under the worst-case scenarios of PV output fluctuations, a robust optimization algorithm is utilized to optimize the pre-deployment scheme of MESS. In the post-disaster restoration phase, cluster re-partitioning is performed with the goal of minimizing load shedding to ensure power supply, followed by reoptimizing the scheduling of MESS deployment and its charging/discharging power to maximize the improvement of load power supply security. Simulations on a modified IEEE 123-bus distribution network, which includes two MESS units and twenty-four PV systems, demonstrate that the proposed strategy improved the overall restoration rate from 68.98% to 86.89% and increased the PV utilization rate from 47.05% to 86.25% over the baseline case, confirming its significant effectiveness. With the increasing penetration of the distributed generation and the growing variability of loads, flexible microgrids (FMGs) require operational strategies that can adapt to seasonal changes while maintaining reliable performance. To overcome the limitations of fixed-interval partition updates, this paper proposes a threshold-triggered dynamic operation strategy for FMGs. A composite partition-updating index is formulated by integrating an operation optimization index, which reflects network loss and hybrid energy storage (HES) cost, with a seasonal load uniformity index, so that partition reconfiguration is triggered only when scenario transitions significantly deteriorate operating performance. By enhancing seasonal load uniformity across partitions, the proposed framework reflects a symmetry-oriented operation philosophy for FMGs. An HES model is further established to coordinate short-term energy storage (STES) and long-term energy storage (LTES) across multiple timescales. In conjunction with remotely controlled switches (RCSs), the proposed framework enables adaptive adjustment of FMG boundaries and source scheduling under diverse seasonal conditions. A case study on the IEEE 123-bus distribution system demonstrates that the proposed strategy effectively reduces power fluctuations and redundant switching operations, improves seasonal load uniformity, and enhances both the operational flexibility and economic efficiency of FMGs. People living in rural communities are typically underserved by public transportation services and face challenges in accessing healthcare, jobs, stores, and other destinations. Understanding the lived experiences of people who use public transportation in rural communities can help to inform a more equitable transportation system. This qualitative study gathered the perspectives of community health center employees about the public bus system for Hawai‘i Island, a rural county in the United States. Using a community-engaged research approach, the evaluation team interviewed 10 employees through either in-person small group interviews or online individual interviews between April and July 2023. Transcripts were coded and analyzed using a thematic analysis approach. While all study participants were selected for their interest in commuting to work by bus, most believed the bus was not a reliable or convenient option. Participants shared their experiences about not being able to rely on the bus schedule, feeling unsafe while walking to bus stops or waiting for the bus, and other barriers to using the bus system. Participants also shared their insights about how a reliable bus system would benefit community health center patients who needed transportation to more than just their medical appointments, but also to places like pharmacies, laboratory services, and grocery stores. These findings can be used to initiate discussions around the ways that community health centers can further address transportation as a social determinant of health and inform transportation providers about how to best plan and invest in transportation infrastructure and services to meet the needs of rural populations. Power generation and transmission systems face increasing challenges in coordinating maintenance planning under economic pressure and carbon emission constraints. This study proposes an optimization framework that integrates preventive maintenance scheduling with operational dispatch decisions, aiming to achieve both cost efficiency and emission reduction. A bi-layer scenario-based mixed-integer optimization model is formulated, where the upper layer determines annual preventive maintenance windows, and the lower layer performs hourly economic dispatch considering renewable generation and demand uncertainty. To manage the exposure to extreme carbon outcomes, a Conditional Value-at-Risk (CVaR) constraint is embedded, jointly controlling economic and environmental risks. A parallel cut-generation decomposition algorithm is developed to ensure computational scalability for large-scale systems. Numerical experiments on six-bus and IEEE 118-bus systems demonstrate that the proposed model reduces total carbon emissions by up to 32.1%, while maintaining cost efficiency and system reliability. The scenario analyses further show that adjusting maintenance schedules according to seasonal carbon intensity effectively balances operation and emission targets. The results confirm that the proposed optimization framework provides a practical and scalable approach for achieving low-carbon, reliable, and economically efficient power system maintenance planning. Under the dual targets of carbon peaking and carbon neutrality, virtual power plants (VPPs) are expected to coordinate distributed energy resources in distribution networks to ensure low-carbon operation. This paper introduces a distribution-level dynamic carbon emission factor (DCEF), derived from nodal carbon potentials on an IEEE 33-bus distribution network, and uses it as a time-varying carbon signal to guide VPP scheduling. A bi-objective ε-constraint mixed-integer linear programming model is formulated to minimise daily operating costs and CO2 emissions, with a demand response and battery storage being dispatched under network constraints. Four seasonal typical working days are constructed from measured load data and wind/PV profiles, and three strategies are compared: pure economic dispatch, dispatch with a static average carbon factor, and dispatch with the proposed spatiotemporal DCEF. Our results show that the DCEF-based strategy reduces daily CO2 emissions by up to about 8–9% in the typical summer day compared with economic dispatch, while in spring, autumn, and winter, it achieves smaller but measurable reductions in the order of 0.1–0.3% of daily emissions. Across all seasons, the average and peak carbon potential are noticeably lowered, and renewable energy utilisation is improved, with limited impacts on costs. These findings indicate that feeder-level DCEFs provide a practical extension of existing carbon-aware demand response frameworks for low-carbon VPP dispatch in distribution networks. Full article

Promoting demand-responsive transit (DRT) is crucial for developing sustainable and green transportation systems in urban areas, especially in light of decreasing transit ridership and increasingly varying demand. However, the effectiveness of such services hinges on their ability to efficiently match varying travel demand. This paper presents a data-driven framework for the joint optimization of customized bus routes and timetables, to enhance both service quality and operational sustainability. Our approach leverages large-scale taxi trip data to identify latent travel demand, applying a spatial–temporal clustering method to group trip requests and identify DRT stops by trip origin, destination, and direction. An adaptive large neighborhood search (ALNS) algorithm is improved to co-optimize passenger waiting times and bus operation costs, where an unbalanced penalty for early or late schedule deviations is developed to better reflect passengers’ discomfort. The framework’s performance is validated through a real-world case study, demonstrating its ability to generate efficient routes and schedules. The model manages to improve passenger experience and reduce operation costs. By creating a more appealing and efficient service, this model contributes directly to the goals of green transport in terms of reducing the total vehicle kilometers that are traveled, and demonstrating a viable, high-quality alternative to private car usage. This study offers a practical and robust tool for transit planners to design a next-generation DRT system that is both economically viable and environmentally sustainable. Full article

The rapid proliferation of Electric Vehicles (EVs) offers a promising pathway toward reducing greenhouse gas emissions and fostering a sustainable environment. However, the large-scale integration of EVs presents significant challenges to distribution networks, potentially increasing stress on grid infrastructure. To address these challenges, this study proposes the integration of a Virtual Power Plant (VPP) framework within EV charging stations as a novel approach to facilitate dynamic power management. The proposed framework integrates electric vehicle (EV) scheduling, battery energy storage (BES) charging, and vehicle-to-grid (V2G) support, while dynamically monitoring energy generation and consumption. This approach aims to enhance voltage regulation and minimize both EV charging durations and waiting periods. A modified IEEE 13-bus test network, equipped with six strategically placed EV charging stations, has been employed to evaluate the performance of the proposed model. Simulation results indicate that the proposed VPP-based method enables dynamic power coordination through EV scheduling, significantly improving the voltage stability margin of the distribution system and efficiently reduces charging times for EV users. A Hybrid Lagrangian Relaxation and Adaptive Sheep Flock Optimization to Assess the Impact of EV Penetration on Cost

The increasing penetration of electric vehicle (EV) fast-charging stations (FCSs) into distribution networks and microgrids poses considerable operational challenges, including voltage deviations, increased power losses, and peak load stress. This work proposes a novel hybrid optimization framework that integrates Lagrangian relaxation (LR) with adaptive sheep flock optimization (ASFO) to address the resource scheduling issues when EVs are penetrated and their impact on net load demand, total cost. Besides the impact of EV uncertainty on energy exchange cost and operational costs, voltage profile deviations were also studied. LR is employed to decompose the original problem and manage complex operational constraints, while ASFO is employed to solve the relaxed subproblems by efficiently exploring the high-dimensional, non-convex solution space. The proposed method is tested on an IEEE 33-bus distribution system with integrated PV and BESS under 24 h dynamic load and renewable scenarios. Results establish that the hybrid LR-ASFO method significantly outperforms conventional methods. Compared to standalone metaheuristics, the proposed framework reduces total cost by 5.6%, improves voltage profile deviations by 2.4%, and minimizes total operational cost by 4.3%. Furthermore, it safeguards constraint feasibility while avoiding premature convergence, thereby accomplishing better global optimality and system reliability. Full article

Coordinated Voltage and Power Factor Optimization in EV- and DER-Integrated Distribution Systems Using an Adaptive Rolling Horizon Approach

The penetration of distributed energy resources (DERs), such as photovoltaic (PV) generation and electric vehicles (EVs), in distribution systems has been increasing rapidly. At the same time, load demand is rising due to the proliferation of data centers and the growing use of artificial intelligence. These trends have introduced new operational challenges: reverse power flow from PV generation during the day and low-voltage conditions during periods of peak load or when PV output is unavailable. To address these issues, this paper proposes a two-stage adaptive rolling horizon (ARH)-based model predictive control (MPC) framework for coordinated voltage and power factor (PF) control in distribution systems. The proposed framework, designed from the perspective of a distributed energy resource management system (DERMS), integrates EV charging and discharging scheduling with PV- and EV-connected inverter control. In the first stage, the ARH method optimizes EV charging and discharging schedules to regulate voltage levels. In the second stage, optimal power flow analysis is employed to adjust the voltage of distribution lines and the power factor at the substation through reactive power compensation, using PV- and EV-connected inverters. The proposed algorithm aims to maintain stable operation of the distribution system while minimizing PV curtailment by computing optimal control commands based on predicted PV generation, load forecasts, and EV data provided by vehicle owners. Simulation results on the IEEE 37-bus test feeder demonstrate that, under predicted PV and load profiles, the system voltage can be maintained within the normal range of 0.95–1.05 per unit (p.u.), the power factor is improved, and the state-of-charge (SOC) requirements of EV owners are satisfied. These results confirm that the proposed framework enables stable and cooperative operation of the distribution system without the need for additional infrastructure expansion. Full article
