Special Issue Information
Dear Colleagues,
This Special Issue aims to attract contributions reflecting the latest LADM- and 3D LA-related developments, and will also cover informal or customary rights, restrictions, responsibilities, as exist in many countries, in addition to the formal rights that are being registered. The increasing complexity of infrastructure and densely built-up areas requires the proper registration of legal status (private and public), which can only be provided to a limited extent by existing 2D cadastral registrations. The registration of legal status using complex 3D models will be investigated under the header 3D Land Administration.
The overarching goal of this Special Issue is to gather together high-quality papers (original research articles and review papers) from the 14th International FIG Workshop on the Land Administration Domain Model & 3D Land Administration. Based on full papers and presentations from the workshop, a selection of authors will be invited (after the workshop) to submit significantly revised and extended papers (containing 40% new material) to this Special Issue, ensuring that novel insights and developments beyond the workshop proceedings are presented. These topics directly align with the scope of the journal, particularly in relation to land governance, cadastral systems, spatial planning, and sustainable land management.
This Special Issue welcomes manuscripts that address the following themes:
- 3D Land Administration System operational experiences (LADM-based analysis, lessons learned, and identification of knowledge gaps);
- Cost-effective 3D LAS workflows for creating/updating 3D parcels, including temporal dimensions (4D) as part of broader spatial development lifecycle, from planning, design, and permiting in 3D, to registration and use;
- Legal aspects of 3D LA, including comparative analyses and best practices across various legal and institutional frameworks;
- BIM/IFC use and guidelines for design sources (including LADM concepts such as LA_DesignSource);
- Applications of remote sensing (including LiDAR) and artificial intelligence (AI) for efficient 3D cadastral boundary extraction from survey sources;
- Proposals for (and evaluations of) LA (remote) sensing information models and data processing workflows, including BIM–legal workflows;
- Web-based dissemination and visualization of 3D LA information, including usability aspects, human–machine interfaces, and emerging technologies such as mobile applications and augmented reality (AR);
- Research focused on large, urban environments, including case studies from developing countries;
- LADM specializations for customary RRRs, including frameworks such as STDM, SOLA/Open Tenure, MAST, potentially including 3D and valuation aspects;
- Developments related to 3D concepts in the new edition of ISO 19152.

Research articles, review articles as well as short communications are invited. For planned papers, a title and short abstract (about 250 words) can be sent to the Editorial Office for assessment.
Submitted manuscripts should not have been published previously, nor be under consideration for publication elsewhere (except conference proceedings papers). All manuscripts are thoroughly refereed through a single-anonymized peer-review process.
