Global Perspectives on Use of Artificial Intelligence in Public Management and Policy

Dear Colleagues,

We are pleased to invite submissions for a Special Issue on “Global Perspectives on Use of Artificial Intelligence in Public Management and Policy”. Artificial intelligence can reshape administrative systems, governance structures, policymaking, evaluation of programs and policy, and public service delivery. This Special Issue aims to advance the understanding and discourse about challenges and opportunities at the intersection of AI technology and implementation, policy, and public management. We encourage manuscript submissions that have practical and research-based recommendations for practice.

We welcome manuscripts on how public organizations, administrative bodies, and civil society actors are promoting, operationalizing, and governing applied AI. In addition, we are interested in publishing research on how AI is being dissuaded and any barriers being put up in the public and civil society sector to discourage its use. We encourage manuscripts with theoretical, philosophical, and ethical lenses on applied AI, especially if they include data analysis. Our goal is to include qualitative, quantitative, and mixed-method research approaches in the issue. It is also important to us to offer analysis and perspectives from across the globe. Ultimately, we wish for this Special Issue to shed light on the real-world implications of AI use through multiple lenses and contexts.

We encourage potential contributors to contact us with their manuscript ideas. Please submit (marytschirhart@gwu.edu and berryjamesr@vcu.edu) a proposed title and an abstract of 300–500 words summarizing the intended contribution. Our review and feedback will help to ensure that we agree on fit with the scope and goals of this Special Issue. Full manuscripts will undergo a double-blind peer review.

The following are examples of themes of interest for the Special Issue.

• Applied AI in Public Management: Empirical analyses of AI adoption, workflow integration, and service delivery within public agencies.
• Governance & Ethics: Challenges and opportunities of AI related to equity, transparency, accountability, and the safeguarding of democratic and other values in administrative decision-making.
• Global & Comparative Perspectives: How different institutional, cultural, policy, and political contexts shape the encouragement, regulation, deployment, and evaluation of AI technologies.
• The Changing Nature of Public Work: Implications of AI use for public sector workforce capabilities, discretion, entrepreneurship, identities, and leadership. 
• Preparing for AI: What we are teaching and learning about AI, doing to ensure responsible decision-making regarding it, and how we are shaping the impact of AI.

Please share this call for papers with others who may be interested. We encourage your involvement, not only as an author, but as someone who wishes to advance understanding of potential and existing use of AI in public management.

Manuscripts should be submitted online at www.mdpi.com by registering and logging in to this website. Once you are registered, click here to go to the submission form. Manuscripts can be submitted until the deadline. All submissions that pass pre-check are peer-reviewed. Accepted papers will be published continuously in the journal (as soon as accepted) and will be listed together on the special issue website. Research articles, review articles as well as short communications are invited. For planned papers, a title and short abstract (about 250 words) can be sent to the Editorial Office for assessment.

Submitted manuscripts should not have been published previously, nor be under consideration for publication elsewhere (except conference proceedings papers). All manuscripts are thoroughly refereed through a double-anonymized peer-review process. Administrative Sciences is an international peer-reviewed open access monthly journal published by MDPI.
