Over the last decades, globalization in manufacturing and in international trade has led to unprecedented complexity in customs procedures. A basic requirement for Customs Authorities is to determine the origin of products and materials/ inputs in order to perform the appropriate customs procedures. This paper investigates the potential of Distributed Ledger Technologies (DLT) to address the challenges of determining correctly the origin of products in order to safeguard the public revenues, accelerate clearance procedures and promote the international trade. The paper analyzes the requirements of the clearance procedures of imports under preferential trade agreements, discusses the unique attributes of DLT and presents DLT implementations in customs procedures and in international trade. Then it provides a requirements analysis and an architecture for the development of DLT-based system for the handling of the origin of products in customs procedures. Full article

Service design is an emerging transdisciplinary research field that has received an increased interest in the last years. It has been used to improve service delivery, develop new and innovative services and provide value-added solutions in all the major domains of the service sector. It has been applied also in public administration, but in a limited and incomplete way. Nonetheless, it offers great promise for modernizing public services through human-centered approaches and innovative methodologies. This paper investigates the application of service design in public administration in order to improve public services and support addressing effectively citizens’ growing needs. It analyzes the service design philosophy as compared to the theories and the requirements of public administration in order to determine the opportunities, as well as the challenges for, and the barriers to, the application of service design in public services. In addition, it outlines the major methods of service design in order to assess their potential in the design of public services. Finally, it reviews the current implementations of service design in public administration in order to reveal the methods used, the outcomes, the shortcomings and the opportunities for future implementations. In this study, we employed the situational crisis communication theory (SCCT) and the regulatory focus theory (RFT) to Greek government communication in the context of the 1987 and 1996 military crises with Turkey. Considering the value of timeliness in political communication, we analyzed the rhetoric of prime ministers and spokespersons during 40 days as depicted in the press. The purpose of this comparative analysis is, by leveraging content analysis, to examine the crisis communication strategies, the spokespersons’ contributions to this process, and to evaluate the rhetoric of the main addresses of the two prime ministers. This led us to propose the following research questions for consideration: (a) What were the government’s crisis communication strategies during the 1987 and 1996 crises? (b) In terms of regulatory focus theory, what rhetoric did each prime minister employ in his main address? (c) What was the contribution of the respective spokesperson? This study has significant theoretical and practical implications for political and public administration managers and consultants, as the first study examining such situations under the prism of SCCT and RFT. Results indicate that divergent government communication strategies were applied, while the spokespersons’ contribution impacted public and intra-party trust and societal endorsement. Full article

The aim of the current study was to investigate the relationship between the prevailing and desirable organizational cultures and the job satisfaction of employees in primary health care structures as a development strategy. To evaluate organizational culture we used the Culture Assessment Instrument (OCAI) questionnaire, whose authors are Cameron and Quinn (1999). The measurement of job satisfaction was carried out with Spector’s Job Satisfaction Survey (JSP) (1985). The tool used to analyze results was the statistical analysis program SPSS V.22.0. Internal affinity audits, regularity checks, non-parametric controls, ANOVA and Kruskal–Wallis variance controls were performed. The significance level was set at 0.05 for all statistical analyses. This study showed that bureaucracy was predominant, and for the future, there is a desire for change in the direction of human resources. Job satisfaction was at a moderate level, while there was a positive average for working conditions and a negative average for promotion opportunities. Full article

The purpose of this research is to investigate the organizational reputation of public organizations, along with the views and attitudes of citizens in terms of their satisfaction. More specifically, a survey was carried out with the help of a structured questionnaire, distributed to all the citizens of Serres, regarding the image they have of the services provided by the Citizen Service Center (CSC) of the municipality of Serres, who are selected as research sample. The results show a better level of satisfaction with staff and service and a moderate level with environment. Also, non-significant and significant correlations were found between specific demographic variables and certain occupational characteristics, indicating some certain demographic factors do while others do not have a significant impact on the occupational profile of employees. Regarding the factors that shape a positive reputation, it was found that the main characteristic that citizens believe that the CSC of Serres has is the efficiency of the services offered, while what lags is the lack of bureaucracy. In conclusion, the research suggests that there are areas which must be emphasized and problems to be addressed; these are the attractive facilities, the modern equipment, the full staffing of employees, and the waiting time. The European educational policy contributes to the teachers’ professional development through their participation in European educational programmes. The present research investigates the motives for the participation of Primary Education teachers in European educational programmes, and for their better promotion and implementation by the educational management services. The sample consists of Primary Public School Education teachers from the prefecture of Imathia and two Greek urban centres. Differences are observed in the push–pull factors that motivate the teachers to participate in European educational programmes, whereas a lot of similarities are found as far as the personal motivation and hygiene factors according to Herzberg are concerned. This article summarizes the existing literature on the study of tax compliance at the individual and corporate levels and the investigation of the factors that shape and influence it. In addition, it assesses the relationship of digital transformation with the concept of tax compliance, as the former refers not only to the introduction of modern technological tools and procedures, but also to the shift of attention of tax administrations from ex post compliance and the imposition of fines, to voluntary compliance and the adoption of friendlier, cheaper and more efficient services for taxpayers. A special mention goes to the Independent Authority for Public Revenue of Greece, which, as the official tax authority, has introduced and continues to introduce innovative digital tools that increase tax revenues. Leadership and Job Satisfaction: The Case of Civilian Technical Employees of the Ministry of National Defense

The present research attempted to investigate the relationship between leadership styles and job satisfaction for civilian personnel of the Ministry of Defense. The research was carried out during the months of May and June in the year 2022. The Multifactor Leadership Questionnaire (M.L.Q.-5X) and the Employee Satisfaction Inventory (ESI) were given via the Internet in digital form to 127 participating technical employees and civilian personnel who served in this specific period in various services of the Ministry of National Defense of Greece. The survey data were statistically analyzed using SPSS program v.22. The results of the dimensional correlations between leadership styles and job satisfaction showed that idealized influence (both attributes and behavior), inspirational motivation, intellectual stimulation, individual consideration, and contingent rewards were positively related to overall employee satisfaction. In contrast, management by exception (active) was not correlated with overall satisfaction. Furthermore, management by exception (passive) and laissez-faire leadership were negatively correlated with overall job satisfaction. Accordingly, the statistical findings of the dimensional correlations concerning the relationship between the three dimensions of leadership outcomes and job satisfaction showed that extra effort, effectiveness, and satisfaction with leadership were positively related to overall satisfaction. Higher effect sizes were reported for the correlation between the contingent reward dimension of process leadership and employee satisfaction, indicating that processing leadership has a stronger effect on the satisfaction of the technical employees of the Ministry of National Defense compared to transformational leadership dimensions. We assume that this result is due to the special characteristics of the Ministry of National Defense workplace. Full article

This paper presents a comprehensive investigation into the multifaceted realm of customer experience (CX), aiming to enhance understanding of the historical, current, and future aspects of customer experience theory. The primary goals include organizing and summarizing CX research and shedding light on emerging trends and gaps in the customer experience literature. This article builds on recent literature in the marketing and management field that explores the concepts of customer experience and tries to close the existing gap in the literature by integrating diverse perspectives from marketing, psychology, and management. Furthermore, this paper delineates practical implications for public organizations seeking to optimize their CX strategies, emphasizing the importance of personalized interactions, seamless omnichannel experiences, and proactive engagement with customer feedback. Gender equality is a fundamental principle that forms the basis of modern society. In the context of the Greek Public Administration, the promotion of gender equality is highlighted as a priority. However, despite efforts, incidents of violation of this principle continue to occur. In this context, the Integrity Advisor is emerging as an important tool for addressing incidents of gender equality violations, being the guardian of coherence and transparency in the public sector. The Integrity Advisor represents the ‘guardian’ of values and ethical principles within the public administration. His/her role focuses on ensuring that public organizations comply with the principles of transparency, accountability, and ethics. In this context, the violation of the principle of gender equality emerges as a specific area of intervention for the Integrity Advisor. The institutionalization of the Integrity Advisor is an innovative attempt to create an institution capable of helping any public body to ‘confide’ problems that have been identified in its environment and to mediate their management, the possible finding of a solution, or their referral to the appropriate authorities. The Integrity Advisor is required to develop a strong channel of communication with public sector employees and executives to establish a sense of security and trust among all. Full article

In recent decades, the concept of innovation has gained prominence in the public sector as governments, facing economic constraints, seek solutions to increasingly complex problems. Innovation has emerged as a potential strategy to address these challenges, despite the significant obstacles it poses to traditional bureaucratic structures. Nevertheless, the notion of innovation has become widespread globally. This paper aims to explore the sources of innovation and the potential pathways for its effective consolidation. It advocates for a “human-centered” approach to ensure successful integration and demonstrates that innovation is the result of a multifaceted creative process. The consolidation of innovation, as argued, hinges on the credibility of its source—specifically, public administration. Consequently, political and administrative leadership must be persuaded to invest in innovative communication channels, both internal and external, to foster organizational flexibility and adaptability. This manuscript aims to investigate whether Greek public hospitals engage in earnings management practices in order to avoid great deficits or surpluses. For this purpose, the bootstrap kernel density estimation was used in order to detect discontinuities at the distribution of earnings around zero. The sample consists of 1110 financial statements of Greek public hospitals for the period 2009–2020. By using the bootstrap kernel density estimation, we revealed that Greek public hospitals engage in EM techniques to report positive earnings close to zero in order to enforce their primary role, which is contribution to social welfare. This research expands the literature on EM by offering insights regarding the quality of net earnings that Greek public hospitals report. Full article

The purpose of this study is to analyze the effect of mergers on the performance of local government organizations (LGOs) in Greece, using public accounting. More specifically, this research analyzes the progress of performance at several LGOs (municipalities) by employing accounting-based data (derived from the statements of LGOs) after the mergers that took place in Greece and tries to identify the existence or non-existence of differences in their performance that is possibly due to their different sizes, based on total revenues of municipalities in Greece. The obtained results indicate that medium-size LGOs present a better performance in all financial ratios and public accounting metrics. The present research can provide an important framework for further analysis and study of differences in the implementation of public economic policies after mergers in LGOs. Full article

The aim of this paper was to investigate human resource management (HRM) practices and their effects on the job satisfaction of public sector employees in Greece. More specifically, a survey was carried out via a structured questionnaire distributed to all the employees of the Regional Administration of Crete (Region of Crete), who were selected as research samples. The results of the survey showed a good level of job satisfaction, but a moderate level of satisfaction from the HRM practices of the organization. However, a strong correlation between HRM practices and job satisfaction was statistically proven. Furthermore, significant correlations were identified between specific demographic variables or certain occupational features and the levels of satisfaction from both the job and the HRM practices. In conclusion, the research suggested that there were areas that must be emphasized and problems to be addressed by the top management. These, among others, were the improvement of evaluation procedures, the promotion of fair treatment, and the better planning of development of human resources. Full article

Auditing stands to be a strong enforcement mechanism in bringing tax compliance, safeguards public revenue and is strongly influenced by communication between auditors and audited taxpayers. This present work studied the opinions of auditors of the auditing body of the Public Revenue Research and Assurance Services (Y.E.D.D.E.) in order to investigate the communication between them and the taxpayers in the context of the preventive audit. Primary research was conducted. Findings from previous research were utilized and a questionnaire was used to collect primary data. The survey was conducted all over Greece by randomly sampling 120 auditors. This study provides useful insights for policymakers and implies that investigating the causes of taxpayers’ aggressiveness, providing lifelong education to auditors, enhancing collaboration between auditors and the fairness and efficiency of the tax system would have a beneficial effect on the communication between tax auditors and taxpayers and thus on tax compliance. During the last few years, the local government in Greece has been at the center of continuous reforms in both its political and administrative operations. In general, a systematic expansion of its responsibilities has been observed, which has also included the exercise of social policy, which is based on European and national strategies and includes programs for the social integration of the Roma, one of the largest national minorities in the European region. The aim of this article is to present the satisfaction level of vulnerable social groups with the services provided by the local government. In particular, this article examines the case of the Roma of the Municipality of Heraklia as an empirical example in order to reveal the strong and weak topics of social policy which is practiced by this particular municipality. This paper is based on a quantitative method, and the sample comprises 91 Roma people, beneficiaries of the social services of the Municipality of Heraklia. According to the results, the level of satisfaction is high, especially with the services of the Department of Social Protection, Education and Culture and the community center of the Municipality of Heraklia. However, this particular social group needs more services in more social areas. Full article

This article presents the first part of an empirical study on the implementation of Management by Objectives (MBO) in Greek local governance. Focusing on the 38 municipalities of the Region of Central Macedonia, the study investigated the degree of MBO implementation, its main characteristics, and its specific features. This research is considered original in its scope and type. Data were collected via an online questionnaire with closed-ended questions from a sample of 222 participants, primarily municipal employees. Results indicate that only 3.6% of the municipalities fully implement MBO, while 29.3% implement it partially or use an alternative process. Beyond identifying the necessary conditions and initiatives for successful MBO implementation, the research also explores MBO’s contributions and key obstacles hindering its full implementation in Greek local governance. Perceptions of public administration’s service effectiveness are closely linked to satisfaction with service quality, which depends on factors such as efficiency, transparency, accountability, and responsiveness to citizens’ needs. This study aimed to assess citizens’ perceptions of public services provided by Greek public administration, both digitally and in person, and their resulting satisfaction levels. A sample of 551 citizens utilizing public services responded to a questionnaire developed on the basis of relevant literature. Employing inductive statistical methods, such as the paired samples t-test, this study investigated the differences in satisfaction levels between the two service delivery modes. Overall, citizens’ satisfaction was deemed above average. However, the paired samples t-test revealed no significant difference in satisfaction ratings between the electronic and in-person services. In conclusion, citizen satisfaction with public services remains closely linked to in-person interactions with public-sector personnel, emphasizing the need for improvements in Greek electronic public services to better meet citizens’ needs. PURPOSE—This article reviews some theories and concepts of public management, including those related to public value, opportunity costs and efficiency, in order to analyze the advantages and disadvantages of using Internal Audit in public organizations. METHODOLOGY—Utilizing the literature review as the main tool, this paper draws from various sources presenting the current developments of audit around the public sector from a variety of countries and using information technology as a factor of effectiveness. RESULTS—In Greece, reforms in public administration started after the financial crisis, with Law 4795/2021 strengthening the evaluation systems. Evaluation in Greece is carried out by supervisors, while auditing is carried out by internal auditors with no link between the results. A hybrid audit is proposed for the more effective evaluation of public administration, combining evaluation and audit. These changes aim at greater transparency, security and accuracy in the management of public organizations. ORIGINALITY/VALUE—This study provides a literature review on public sector internal control. In addition, it develops insights, critical reflections and avenues for future research in this area. In Greece, Local Government Organizations (LGOs) are under the responsibility of the General Government. Before the COVID-19 pandemic, in the above-mentioned organizations, internal audit was exercised following Law 4270/2014 (Article 168). Overall guidance and supervision were provided by the General Accounting Office. However, the number of municipalities and regions that established internal audit departments was very low. According to the post-COVID-19 Law 4795/2021, internal audit is now mandatory. The pros and cons of the new legal system compared to the old one are highlighted in this study through interviews with financial officers, elected officials, and internal auditors. Full article

The Impact of Principals’ Empathy on Teachers’ Performance

Contemporary societies evaluate teachers and educational institutions using controversial criteria, mainly focusing on teachers’ “hard skills” such as experience, qualifications, and student performance. However, recent research highlights the importance of social and interpersonal skills in professional excellence, emphasizing the role of emotional and professional experiences as well as leader-teacher relationships. This study examined the impact of principals’ empathy on subordinates’ performance in education. A questionnaire with 47 questions was used, and the relationships were analyzed using linear regression and Pearson’s coefficient. Empathetic leadership showed positive associations with understanding others’ suffering and taking appropriate actions but was unexpectedly not linked to teacher performance. Specifically, leaders’ tolerance for subordinate stress had the most adverse effect on effectiveness. Upon concluding the study, it is evident that a manager’s empathy does not serve as a catalytic factor in terms of their effectiveness. Consequently, schools’ effectiveness continues to be primarily associated with quantifiable outcomes, whereas the emotional benefits derived from managerial empathy play a secondary role. The purpose of this study is to investigate the quality of educational work in primary education, the degree of leadership competence of the principal, and the relationship between the quality of educational work and the leadership competence of the principal. The study aims to investigate the effect of demographic factors on the quality of educational work and the leadership competence of the principal. A quantitative survey was carried out and a structured questionnaire was used. In addition, convenience sampling was applied to collect opinions from 109 secondary school teachers. The findings suggest that the educational work produced in primary education is not of high quality and the leadership ability of principals was measured to be moderate. Gender does not affect the three dimensions of the quality of educational work but affects the dimension of the social and cultural agenda. Gender and educational level do not determine teachers’ views of leadership competence. Also, there is a statistically significant, high and positive relationship between quality educational work and leadership competence. Leadership competence is more strongly related to learning outcomes and less strongly to the remaining dimensions of quality educational work. Finally, leadership competence is a factor that predicts at a statistical level the quality of educational work. Full article

Sustainability is an increasingly significant component of organizations across multiple industries. However, research in the field of digital marketing and its connection to sustainability is very scarce. Moreover, the relationships between sustainability and the concepts of organizational culture, digitization, and business strategy have not been thoroughly examined. The purpose of this study is to analyze the above topics, using the technique of systematic, bibliographic review (PRISMA) based on academic literature from 2010 to 2023, and to develop conclusions, insights, and fruitful suggestions for organizations’ development. The results reveal that organizational culture and social media are seen as important elements in sustainable business strategy, while digital marketing can make a positive impact on influencing wide and diverse audiences. Emotional intelligence plays a pivotal role in individuals’ ability to recognize and manage emotions, both in themselves and in others, thereby influencing their cognitive processes and behavior. Conversely, occupational burnout, characterized by emotional exhaustion, depersonalization, and reduced personal accomplishment, poses a significant challenge, particularly for individuals engaged in professions involving interpersonal interactions. The efficacy of public service delivery by local government employees heavily relies on emotional intelligence, which profoundly influences decision-making processes and overall conduct. Furthermore, emotional intelligence and occupational burnout exert substantial influence on organizational dynamics, especially in the domain of human resource management, consequently shaping the trajectory and long-term viability of the organization. This study aims to investigate the interplay between emotional intelligence and occupational burnout among employees of the local government in the Prefecture of Serres, with the objective of gaining insights into their relationship and potential implications for organizational functioning. In this research endeavor, quantitative and qualitative methodologies will be employed to analyze data collected through surveys and interviews, thereby facilitating a comprehensive understanding of the intricate dynamics between emotional intelligence and occupational burnout. By elucidating this relationship, the study endeavors to provide valuable insights for enhancing organizational effectiveness and employee well-being within the context of local government services. The institution of mediation as a method of alternative dispute resolution has recently entered the school environment. The present study was conducted to explore the views of primary and secondary school teachers on the forms of violence in schools, the factors that influence its occurrence, the consequences of the phenomenon, and the effectiveness of schools in combating violence in relation to the institution of School Mediation. The research was exclusively conducted electronically through a questionnaire, and quantitative analysis was carried out, documenting the importance of the role of School Mediation in effectively preventing and addressing violence and bullying in schools. The benefits of its implementation are manifold, including preventing and averting conflicts, improving school culture, developing empathy, enhancing personal and social skills, reducing delinquent behavior among students, and fostering a safe school climate.
