Urban sustainability challenges demand integrated frameworks capable of addressing the dynamic, non-linear nature of cities. This study explores how the principles of the circular economy and complexity theory intersect to support systemic transformation in sustainable urban planning. Through a systematic literature review of 71 peer-reviewed articles published between 2015 and 2025, we analyze conceptual, methodological, and practical articulations across multiple thematic axes, including circular governance, urban metabolism, regenerative design, adaptive planning, digital integration, and environmental justice. Bibliometric and content analyses were conducted using Scopus metadata, VOSviewer for thematic clustering, and the StArt software (Version 3.4) to structure article selection. The findings reveal that circular economy provides practical tools for resource efficiency and regeneration, while complexity theory offers an adaptive framework to navigate uncertainty, emergent behaviors, and feedback dynamics. The synthesis suggests that their integration enables a more holistic and resilient approach to urban transformation. However, gaps remain in social inclusivity, long-term assessment, and the operationalization of complexity-informed planning. This study contributes to advancing a transdisciplinary agenda for circular and adaptive urban futures, offering insights for scholars, planners, and policymakers aiming to reconfigure cities within planetary boundaries. Amid China’s national strategic prioritization of the Chengdu–Chongqing Economic Circle and accelerated territorial spatial planning, this study deciphered the synergistic evolution of Land Use Intensity (LUI) and Balance Degree of Land Use Structure (BDLUS) during rapid urbanization. Leveraging 1 km grid units and integrating emerging spatiotemporal hotspot analysis, BFAST, and geographic detectors, we systematically analyzed spatiotemporal patterns and drivers of LUI, BDLUS, and their Coupling Coordination Degree (CCD) from 2000 to 2022. Key findings: (1) LUI strongly correlated with economic growth, with core areas reaching high-intensity development (average > 2.96) versus ecologically constrained marginal zones (<2.42), marked by abrupt changes during 2011–2014; (2) BDLUS improvements covered 82.22% of the study area, driven by the Yangtze River Economic Belt strategy (21.96% hotspot concentration), yet structural imbalance persisted in transitional zones (18.81% cold spots); (3) CCD exhibited center-edge dichotomy, contrasting high-value cores (CCD > 0.68) with ecologically sensitive edges (9.80% cold spots), peaking in regulatory shifts around 2010; (4) terrain constraints and intensified human activities (the interaction effect between nighttime lighting and population density increased by 219.49% after 2020) jointly governed coupling mechanisms, with urbanization and industrial transition becoming dominant drivers. This research advances an “intensity–structure–coordination” framework and elucidates “dual-core resonance” dynamics, offering theoretical foundations for spatial optimization and ecological civilization. This study presents the scientific and methodological foundation of Spain’s first national framework for the ethical management of community cat populations: the Action Plan for the Management of Community Cat Colonies (PACF), launched in 2025 under the mandate of Law 7/2023. This pioneering legislation introduces a standardized, nationwide obligation for trap–neuter–return (TNR)-based management of free-roaming cats, defined as animals living freely, territorially attached, and with limited socialization toward humans. The PACF aims to support municipalities in implementing this mandate through evidence-based strategies that integrate animal welfare, biodiversity protection, and public health objectives. Using standardized data submitted by 1128 municipalities (13.9% of Spain’s total), we estimated a baseline population of 1.81 million community cats distributed across 125,000 colonies. These data were stratified by municipal population size and applied to national census figures to generate a model-ready demographic structure. We then implemented a stochastic simulation using Vortex software to project long-term population dynamics over a 25-year horizon. The model integrated eight demographic–environmental scenarios defined by a combination of urban–rural classification and ecological reproductive potential based on photoperiod and winter temperature. Parameters included reproductive output, mortality, sterilization coverage, abandonment and adoption rates, stochastic catastrophic events, and territorial carrying capacity. Under current sterilization rates (~20%), our projections indicate that Spain’s community cat population could surpass 5 million individuals by 2050, saturating ecological and social thresholds within a decade. In contrast, a differentiated sterilization strategy aligned with territorial reproductive intensity (50% in most areas, 60–70% in high-pressure zones) achieves population stabilization by 2030 at approximately 1.5 million cats, followed by a gradual long-term decline. This scenario prioritizes feasibility while substantially reducing reproductive output, particularly in rural and high-intensity contexts. The PACF combines stratified demographic modeling with spatial sensitivity, offering a flexible framework adaptable to local conditions. It incorporates One Health principles and introduces tools for adaptive management, including digital monitoring platforms and standardized welfare protocols. While ecological impacts were not directly assessed, the proposed demographic stabilization is designed to mitigate population-driven risks to biodiversity and public health without relying on lethal control. By integrating legal mandates, stratified modeling, and realistic intervention goals, this study outlines a replicable and scalable framework for coordinated action across administrative levels. It exemplifies how national policy can be operationalized through data-driven, territorially sensitive planning tools. The findings support the strategic deployment of TNR-based programs across diverse municipal contexts, providing a model for other countries seeking to align animal welfare policy with ecological planning under a multi-level governance perspective. During the transition of culture-featured district planning from static conservation to innovation-driven models, existing research remains constrained by mechanistic paradigms, reducing districts to functional containers and neglecting human perceptual interactions and meaning-production mechanisms. This study explores and quantifies the generative mechanisms of spatial communicability and cultural dissemination efficacy within human-centered frameworks. Grounded in humanistic urbanism, we analyze Harbin Central Street as a case study integrating historical heritage with contemporary vitality, developing a tripartite communicability assessment framework comprising perceptual experience, infrastructure utility, and behavioral dynamics. Machine learning-based threshold analysis reveals that spatial encoding elements govern communicability through significant nonlinear mechanisms. The conclusion shows synergies between street view-quantified greenery visibility and pedestrian accessibility establish critical human-centered design thresholds. Spatial data analysis integrating physiologically sensed emotional experiences and topologically analyzed spatial morphology resolves metric fragmentation while examining spatial encoding’s impact on interaction efficacy. This research provides data-driven decision support for sustainable urban renewal and enhanced cultural dissemination, advancing heritage sustainability. Full article

Urban population growth is intensifying pressure on mobility systems, with road transportation contributing to environmental and sustainability challenges. Policymakers must navigate complex uncertainties in addressing rising mobility demand while pursuing sustainability goals. Advanced technologies offer promise, but their real-world effectiveness in urban contexts remains underexplored. This meta-review comprised three complementary studies: a broad analysis of sustainable mobility with Norwegian case studies, and systematic literature reviews on digital twins and Big Data/AI applications in urban mobility, covering the period of 2019–2024. Using structured criteria, we synthesised findings from 72 relevant articles to identify major trends, limitations, and opportunities. The findings show that mobility policies often prioritise technocentric solutions that unintentionally hinder sustainability goals. Digital twins show potential for traffic simulation, urban planning, and public engagement, while machine learning techniques support traffic forecasting and multimodal integration. However, persistent challenges include data interoperability, model validation, and insufficient stakeholder engagement. We identify a hierarchy of mobility modes where public transit and active mobility outperform private vehicles in sustainability and user satisfaction. Integrating electrification and automation and sharing models with data-informed governance can enhance urban liveability. We propose actionable pathways leveraging Big Data and AI, outlining the roles of various stakeholders in advancing sustainable urban mobility futures. Full article

Urban forests, as a form of green infrastructure, play a vital role in enhancing urban resilience, environmental health, and quality of life. However, users perceive and utilize these spaces in diverse ways. This study aims to identify latent perception types among urban forest visitors and analyze their behavioral, demographic, and policy-related characteristics in Incheon Metropolitan City (Republic of Korea). Using latent class analysis, four distinct visitor types were identified: multipurpose recreationists, balanced relaxation seekers, casual forest users, and passive forest visitors. Multipurpose recreationists preferred active physical use and sports facilities, while balanced relaxation seekers emphasized emotional well-being and cultural experiences. Casual users engaged lightly with forest settings, and passive forest visitors exhibited minimal recreational interest. Satisfaction with forest elements such as vegetation, facilities, and management conditions varied across visitor types and age groups, especially among older adults. These findings highlight the need for perception-based green infrastructure planning. Policy recommendations include expanding accessible neighborhood green spaces for aging populations, promoting community-oriented events, and offering participatory forest programs for youth engagement. By integrating user segmentation into urban forest planning and governance, this study contributes to more inclusive, adaptive, and sustainable management of urban green infrastructure. Full article

Intelligent driving technology is expected to reshape urban transportation, but its promotion is hindered by user acceptance challenges and diverse technical routes. This study proposes a comprehensive user acceptance evaluation framework for intelligent driving from the perspective of value engineering (VE). The novelty of this framework lies in three aspects: (1) It unifies behavioral theory and utility theory under the value engineering framework, and it extracts key indicators such as safety, travel efficiency, trust, comfort, and cost, thus addressing the issue of the lack of integration between subjective and objective factors in previous studies. (2) It establishes a systematic mapping mechanism from technical solutions to evaluation indicators, filling the gap of insufficient targeting at different technical routes in the existing literature. (3) It quantifies acceptance differences via VE’s core formula of V = F/C, overcoming the ambiguity of non-technical evaluation in prior research. A case study comparing single-vehicle intelligence vs. collaborative intelligence and different sensor combinations (vision-only, map fusion, and lidar fusion) shows that collaborative intelligence and vision-based solutions offer higher comprehensive acceptance due to balanced functionality and cost. This framework guides enterprises in technical strategy planning and assists governments in formulating industrial policies by quantifying acceptance differences across technical routes. Full article

Urban health planning requires a multi-scalar understanding of the territory, capable of capturing socio-economic inequalities and health needs at the local level. In the case of Rome, current administrative subdivisions—Urban Zones (Zone Urbanistiche)—are too large and internally heterogeneous to serve as effective units for equitable health planning. This study presents a methodology for the territorial redefinition of Rome’s Municipality III, aimed at supporting healthcare planning through an integrated analysis of census sections. These were grouped using a combination of census-based socio-demographic indicators (educational attainment, employment status, single-person households) and real estate values (OMI data), alongside administrative and road network data. The resulting territorial units—21 newly defined Mesoareas—are smaller than Urban Zones but larger than individual census sections and correspond to socio-territorially homogeneous neighborhoods; this structure enables a more nuanced spatial understanding of health-related inequalities. The proposed model is replicable, adaptable to other urban contexts, and offers a solid analytical basis for more equitable and targeted health planning, as well as for broader urban policy interventions aimed at promoting spatial justice. Consumer-accessible and user-friendly smart products such as unmanned aerial vehicles (UAVs), or drones, have become widely used, adaptable, and acceptable devices to observe, assess, measure, and explore urban and natural environments. A drone’s relatively low cost and flexibility in the level of expertise required to operate it has enabled users from novice to industry professionals to adapt a malleable technology to various disciplines. This review examines the academic literature and maps how drones are currently being used in 93 rural and regional city councils in New South Wales, Australia. Through a systematic review of the academic literature and scrutiny of current drone use in these councils using publicly available information found on council websites, findings reveal potential uses of drone technology for local governments who want to engage with smart technology devices. We looked at how drones were being used in the management of the council’s environment; health and safety initiatives; infrastructure; planning; social and community programmes; and waste and recycling. These findings suggest that drone technology is increasingly being utilised in rural and regional areas. While the focus is on rural and regional New South Wales, a review of the academic literature and local council websites provides a snapshot of drone use examples that holds global relevance for local councils in urban and remote areas seeking to incorporate drone technology into their daily practice of city, town, or region governance. The impacts of land use transition on ecological environment quality (EEQ) during China’s rapid urbanization have attracted growing concern. However, existing studies predominantly focus on single-scale analyses, neglecting scale effects and driving mechanisms of EEQ changes under the coupling of administrative units and grid scales. Therefore, this study selects Zhejiang Province—a representative rapidly transforming region in China—to establish a “type-process-ecological effect” analytical framework. Utilizing four-period (2005–2020) 30 m resolution land use data alongside natural and socio-economic factors, four spatial scales (city, county, township, and 5 km grid) were selected to systematically evaluate multi-scale impacts of land use transition on EEQ and their driving mechanisms. The research reveals that the spatial distribution, changing trends, and driving factors of EEQ all exhibit significant scale dependence. The county scale demonstrates the strongest spatial agglomeration and heterogeneity, making it the most appropriate core unit for EEQ management and planning. City and county scales generally show degradation trends, while township and grid scales reveal heterogeneous patterns of local improvement, reflecting micro-scale changes obscured at coarse resolutions. Expansive land transition including conversions of forest ecological land (FEL), water ecological land (WEL), and agricultural production land (APL) to industrial and mining land (IML) primarily drove EEQ degradation, whereas restorative ecological transition such as transformation of WEL and IML to grassland ecological land (GEL) significantly enhanced EEQ. Regarding driving mechanisms, natural factors (particularly NDVI and precipitation) dominate across all scales with significant interactive effects, while socio-economic factors primarily operate at macro scales. This study elucidates the scale complexity of land use transition impacts on ecological environments, providing theoretical and empirical support for developing scale-specific, typology-differentiated ecological governance and spatial planning policies. Urban air pollution remains a significant environmental and public health issue, especially in European coastal cities such as Klaipėda. However, there is still a lack of local-scale knowledge on how land use structure influences pollutant distribution, highlighting the need to address this gap. This study addresses this by examining the spatial distribution of nitrogen dioxide (NO2) concentrations in Klaipėda’s seaport city and several inland and coastal resort towns in Lithuania. The research specifically asks how different land cover types and demographic factors affect NO2 variability and population exposure risk. Data were collected using passive sampling methods and analyzed within a GIS environment. The results revealed clear air quality differences between industrial/port zones and greener resort areas, confirmed by statistically significant associations between land cover types and pollutant levels. Based on these findings, a Land Use Pollution Pressure index (LUPP) and its population-weighted variant (PLUPP) were developed to capture demographic sensitivity. These indices provide a practical decision-support tool for sustainable urban planning, enabling the assessment of pollution risks and the forecasting of air quality changes under different land use scenarios, while contributing to local climate adaptation and urban environmental governance. The socio-economic geography of the Italian territory is framed by strong imbalances in the settlement development, with consequent inequalities in terms of accessibility to essential services. These challenges are most critical in the ‘inner areas’, which are remote from metropolitan and urban centers and affected by chronic demographic decline and depopulation. Both European and national policies have relied primarily on financial interventions, often implemented with limited integration into comprehensive urban and territorial planning frameworks. Using a case study methodology, this research examines the area-based strategies of the 72 pilot areas designated under the 2014–2020 program-ming cycle of the National Strategy for Inner Areas (SNAI). The main research question guiding this study is as follows: how does economic planning intersect with territorial governance in Italy’s inner areas, and what is the specific role of local autonomies and the management of core functions, particularly in relation to urban and regional planning? Through this lens, this study proposes a conceptual reframing of the inter-municipal ad-ministrative scale as a strategic framework for promoting more effective territorial policies. Full article

The COVID-19 pandemic has highlighted critical vulnerabilities in urban logistics systems, particularly in last-mile delivery. The COVID-19 pandemic has highlighted critical vulnerabilities in urban logistics systems, particularly in last-mile delivery. To enhance logistics resilience and efficiency, the Korean government has initiated an innovative project that repurposes idle spaces in subway vehicle bases within the Seoul Metropolitan Area into logistics centers. This study proposes a comprehensive multi-criteria evaluation framework combining the Analytic Hierarchy Process (AHP) and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) to assess the suitability of ten candidate sites. The evaluation criteria span four dimensions, facility, geographical, environmental, and social factors, derived from the literature and expert consultations. AHP results indicate that geographical factors, especially proximity to urban centers and major logistics facilities, hold the highest weight. Based on the integrated analysis using TOPSIS, the most suitable locations identified are Sinnae, Godeok, and Cheonwang. The findings suggest the strategic importance of aligning infrastructure development with spatial accessibility and stakeholder cooperation. Policy implications include the need for targeted investment, public–private collaboration, and sustainable logistics planning. Future research is encouraged to incorporate dynamic data and consider social equity and environmental impact for long-term urban logistics planning. Full article

Japan’s 8.5 million vacant homes (Akiyas) represent a paradox of scarcity amid surplus: while rural depopulation leaves properties abandoned, housing shortages and bureaucratic inefficiencies hinder their reuse. This study proposes AKI2ALL, an AI-blockchain framework designed to automate the circular repurposing of Akiyas into ten high-value community assets—guesthouses, co-working spaces, pop-up retail and logistics hubs, urban farming hubs, disaster relief housing, parking lots, elderly daycare centers, exhibition spaces, places for food and beverages, and company offices—through smart contracts and data-driven workflows. By integrating circular economy principles with decentralized technology, AKI2ALL streamlines property transitions, tax validation, and administrative processes, reducing operational costs while preserving embodied carbon in existing structures. Municipalities list properties, owners select uses, and AI optimizes assignments based on real-time demand. This work bridges gaps in digital construction governance, proving that automating trust and accountability can transform systemic inefficiencies into opportunities for community-led, low-carbon regeneration, highlighting its potential as a scalable model for global vacant property reuse. Africa’s rapid urbanization often exceeds the capacity of governments to provide essential services and infrastructure, exacerbating structural inequalities and exposing vulnerable populations to serious health risks. This paper examines the case of Douala, Cameroon, to demonstrate that health inequities in African cities are not simply the result of urban growth but are shaped by spatial inequities, historical legacies, and systemic exclusion. Disadvantaged neighborhoods are particularly impacted, becoming epicenters of health crises. Using a mixed-methods approach combining spatial analysis, household surveys and interviews, the study identifies three key findings: (1) Healthcare services in Douala are unevenly distributed and dominated by private providers, which limits access for low-income residents. (2) Inadequate infrastructure and environmental risks in informal settlements lead to a higher disease burden and an overflow of demand into better-equipped districts, which overwhelms public health centers across the city. (3) This structural mismatch fuels widespread reliance on informal and unregulated care practices. This study positions Douala as a microcosm of broader public health challenges in rapidly urbanizing African cities. It highlights the need for integrated urban planning and health system reforms that address spatial inequalities, strengthen public health infrastructure, and prioritize equity—key principles for achieving the third Sustainable Development Goal (ensuring good health and well-being for all residents) in sub-Saharan Africa.
