The naturally occurring radioactive gas radon presents a major public health danger mainly affecting people who spend time in poorly ventilated buildings. The periodic table includes radon as a noble gas which forms through uranium decay processes in soil, rock, and water. The accumulation of radon indoors in sealed or poorly ventilated areas leads to dangerous concentrations that elevate human health risks of lung cancer. The research examines environmental variables affecting radon concentration indoors by studying geothermal installations and their drilling activities, which potentially increase radon emissions. The study was conducted in the basement of the plumbing educational building at the Aristotle University of Thessaloniki to assess the potential impact of geothermal activity on indoor radon levels, as the building is equipped with a geothermal heating system. The key findings based on 150 days of continuous data showed that radon levels peak during the cold days, where the concentration had a mean value of 41.5 Bq/m3 and reached a maximum at about 95 Bq/m3. The reason was first and foremost poor ventilation and pressure difference. The lowest concentrations were on days with increased human activity with measures that had a mean value of 14.8 Bq/m3, which is reduced by about 65%. The results that are presented confirm the hypotheses and the study is making clear that ventilation and human activity are crucial in radon mitigation, especially on geothermal and energy efficient structures. This article investigates the macroeconomic and labor market conditions that shape the adoption of artificial intelligence (AI) technologies among large firms in Europe. Based on panel data econometrics and supervised machine learning techniques, we estimate how public health spending, access to credit, export activity, gross capital formation, inflation, openness to trade, and labor market structure influence the share of firms that adopt at least one AI technology. The research covers all 28 EU members between 2018 and 2023. We employ a set of robustness checks using a combination of fixed-effects, random-effects, and dynamic panel data specifications supported by Clustering and supervised learning techniques. We find that AI adoption is linked to higher GDP per capita, healthcare spending, inflation, and openness to trade but lower levels of credit, exports, and capital formation. Labor markets with higher proportions of salaried work, service occupations, and self-employment are linked to AI diffusion, while unemployment and vulnerable work are detractors. Cluster analysis identifies groups of EU members with similar adoption patterns that are usually underpinned by stronger economic and institutional fundamentals. The results collectively suggest that AI diffusion is shaped not only by technological preparedness and capabilities to invest but by inclusive macroeconomic conditions and equitable labor institutions. Targeted policy measures can accelerate the equitable adoption of AI technologies within the European industrial economy. Full article

Extreme heat is a pressing public health threat. This study assesses and describes the interrelationships between beliefs about heat waves, individuals’ precautionary behaviors during heat waves, and demographic factors. In May 2022, we surveyed 1051 residents (aged 25–90 years) in Southern Spain, a region that experiences frequent heat waves. We found that many participants engaged in heat wave avoidance (80.5%, e.g., spending more time indoors), impact reduction (63.7%, e.g., drinking more water), or prosocial behavior (31.6%, e.g., helping others). However, one in four (25.9%) respondents also indicated that they personally do not need to worry about heat waves. Heat wave beliefs and behaviors were modestly correlated with demographic characteristics. Individuals who view themselves as less vulnerable to heat-related health risks (“impervious” beliefs) were less likely to report altering their behavior during heat waves. Public health efforts aiming to change behavior during heat waves may anticipate “impervious” beliefs and demographic differences in risk perception and heat-related behaviors. Full article

Off-chain payments in the Internet of Things (IoT) enhance the efficiency and scalability of blockchain transactions. However, existing privacy mechanisms face challenges, such as the disclosure of payment channels and transaction traceability. Additionally, the rise of quantum computing threatens traditional public key cryptography, making the development of post-quantum secure methods for privacy protection essential. This paper proposes a post-quantum ring signature scheme based on hash functions that can be applied to off-chain payments, enhancing both anonymity and linkability. The scheme is designed to resist quantum attacks through the use of hash-based signatures and to prevent double spending via its linkable properties. Furthermore, the paper introduces an improved Hash Time-Locked Contract (HTLC) that incorporates a Signature of Knowledge (SOK) to conceal the payment path and strengthen privacy protection. Security analysis and experimental evaluations demonstrate that the system strikes a favorable balance between privacy, computational efficiency, and security. Notably, the efficiency benefits of basic signature verification are particularly evident, offering new insights into privacy protection for post-quantum secure blockchain. Full article

Volcanic eruptions release gases and particulates that may adversely affect human health. The Tajogaite eruption on La Palma provided a unique opportunity to evaluate inorganic pollutant exposure in a directly affected population. As part of the ISVOLCAN study, blood samples from 393 adults residing in the island’s western region were analyzed for 43 inorganic elements using Inductively Coupled Plasma Mass Spectrometry (ICP-MS), including 20 toxic elements identified by the Agency for Toxic Substances and Disease Registry (ATSDR). The median age of participants was 51 years, and 56.7% were female. Higher levels of Hg and Mn were associated with long-term occupational exposure, while smoking was linked to elevated Cd, Pb, and Sr levels. Participants living within 6.5 km of the volcano had significantly higher concentrations of Al and Ti. Ash cleanup activities were associated with increased levels of Ni and Cu, and those spending over five hours outdoors daily showed elevated Se and Pb. This is the first biomonitoring study to assess blood concentrations of inorganic pollutants in a population exposed to volcanic emissions. The findings highlight key exposure factors and underscore the need for continued research to assess long-term health effects and inform public health measures. Full article

Medicaid is a vital public health program, serving over 70 million Americans from many backgrounds. Understanding how Medicaid spending varies by political leadership and demographic factors can inform policy discussions and advocacy efforts. We conducted a cross-sectional descriptive analysis of state Medicaid spending using publicly available data. Our findings show that individuals identifying as White comprise the largest single racial group of Medicaid beneficiaries both nationally and in most states. While the 2020 Census Diversity Index correlated strongly with total Medicaid spending, no significant association was found with per enrollee spending or the federal share of Medicaid funding. States led by Democrats had higher total Medicaid spending when compared to Republican-led states. However, Republican-led states received a larger proportion of federal Medicaid funding. Among political leadership levels, Senate representation showed the strongest relationship with Medicaid spending trends compared to gubernatorial leadership and presidential voting history. In conclusion, we demonstrate that Medicaid spending impacts all racial groups and both major political parties. However, funding structures and political representation reflect distinct spending patterns. Given the evolving demographic and political landscape, ongoing policy discussions should ensure that Medicaid remains a public health program that remains effective at safeguarding human health. Traditional systems in real life lack transparency and ease of use due to their reliance on centralization and large infrastructure. Furthermore, many sectors that rely on information technology face major challenges related to data integrity, trust, and counterfeiting, limiting scalability and acceptance in the community. With the decentralization and digitization of energy transactions in smart grids, security, integrity, and fraud prevention concerns have increased. The main problem addressed in this study is the lack of a secure, tamper-resistant, and decentralized mechanism to facilitate direct consumer-to-prosumer energy transactions. Thus, this is a major challenge in the smart grid. In the blockchain, current consensus algorithms may limit the scalability of smart grids, especially when depending on popular algorithms such as Proof of Work, due to their high energy consumption, which is incompatible with the characteristics of the smart grid. Meanwhile, Proof of Stake algorithms rely on energy or cryptocurrency stake ownership, which may make the smart grid environment in blockchain technology vulnerable to control by the many owning nodes, which is incompatible with the purpose and objective of this study. This study addresses these issues by proposing and implementing a hybrid framework that combines the features of private and public blockchains across three integrated layers: user interface, application, and blockchain. A key contribution of the system is the design of a novel consensus algorithm, Proof of Energy, which selects validators based on node roles and randomized assignment, rather than computational power or stake ownership. This makes it more suitable for smart grid environments. The entire framework was developed without relying on existing decentralized platforms such as Ethereum. The system was evaluated through comprehensive experiments on performance and security. Performance results show a throughput of up to 60.86 transactions per second and an average latency of 3.40 s under a load of 10,000 transactions. Security validation confirmed resistance against digital signature forgery, invalid smart contracts, race conditions, and double-spending attacks. Despite the promising performance, several limitations remain. The current system was developed and tested on a single machine as a simulation-based study using transaction logs without integration of real smart meters or actual energy tokenization in real-time scenarios. In future work, we will focus on integrating real-time smart meters and implementing full energy tokenization to achieve a complete and autonomous smart grid platform. Overall, the proposed system significantly enhances data integrity, trust, and resistance to counterfeiting in smart grids. Full article

Despite spending a substantial proportion of their time indoors, the mental health effects of indoor air pollution on children and adolescents remain inadequately explored. This study aimed to elucidate the spatiotemporal variations and sociodemographic inequalities in exposure to multiple indoor pollutants and to assess their potential associations with depressive symptoms among school-aged children in Beijing. Using real-time portable monitors, concentrations of fine particulate matter (PM2.5), coarse particulate matter (PM10), carbon dioxide (CO2), formaldehyde (HCHO), total volatile organic compounds (TVOC), temperature, and humidity in classrooms and bedrooms were measured during both weekdays and weekends. Moreover, substantial spatiotemporal heterogeneity was observed. It was found that concentrations of PM2.5, PM10, and TVOC peaked in classrooms during weekday daytime, while CO2 levels were highest in bedrooms on weekend nights. Exposure levels were notably higher among children whose mothers had lower educational attainment and those living in recently renovated homes, indicating marked socio-demographic disparities. In multivariable logistic regression models, indoor exposure to CO2 and TVOC was significantly associated with increased odds of depressive symptoms. These findings highlight the critical need to improve indoor air quality through enhanced ventilation and the mitigation of emissions from indoor sources, particularly within school and residential settings. The results offer valuable empirical evidence to guide the development of targeted environmental interventions and public health policies designed to support and enhance the psychological well-being of children. Under the international globalized environment, the impact of the financial crisis of 2008 and the recent financial effect of the COVID-19 economic recession have generated a new role for the state aimed at reducing vulnerability to a new financial shock. Cost analysis is currently an issue among public authorities, inhibiting enhanced productivity and the effectiveness and utility of public services and goods. This article aims to showcase that the basic priorities of a high degree of transparency and accountability of public spending are becoming more and more essential. Amid the global drive to enhance public sector performance in the digital economy era, improving government spending efficiency has become a critical governance objective. This study investigates the impact of digital inclusive finance on government spending efficiency from a digital finance systems perspective using county-level panel data in China’s Yangtze River Delta for the period 2014–2022 and constructing the fixed-effects model and instrumental variable method to estimate the effect of digital inclusive finance and explore its underlying mechanisms. Heterogeneity across regions with varying economic development levels is analyzed, and fiscal pressure is examined as a potential mediating factor. The results indicate that (1) digital inclusive finance significantly enhances government spending efficiency, primarily through broad service coverage and deep usage of digital financial services such as mobile payments, digital credit, and insurance; (2) the positive effect is more pronounced in counties with lower government spending efficiency and economic development; and (3) fiscal pressure acts as a key transmission channel, with broader digital inclusive finance coverage helping to alleviate fiscal stress and improve government spending efficiency. These findings offer empirical insights into the role of digital finance in promoting effective and adaptive public financial governance. Full article

Fire events can impact physical and mental health through smoke exposure, evacuation, property loss, and/or other environmental stressors. In this study, we developed community-driven, cross-sectional online surveys to assess public attitudes, health impacts, and protective actions of residents affected by the Tustin hangar fire that burned for 24 days in southern California. Results showed the most frequently reported fire-related exposure concerns (93%) to be asbestos and general air pollution and the most commonly reported mental health impacts to be anxiety (41%), physical fatigue (37%), headaches (33%), and stress (26%). Nose/sinus irritation was the most commonly reported (26.0%) respiratory symptom, while skin- and eye-related conditions were reported by 63.0% and 72.2% of the survey population, respectively. The most commonly reported health-protective actions taken by residents included staying indoors and/or closing doors and windows (67%), followed by wearing face masks (37%) and the indoor use of air purifiers (35%). A higher proportion of low-income residents had to spend money on remediation or other health-protective actions compared to high-income residents. Participants overwhelmingly reported disapproval of their city’s and/or government’s response to the fire disaster. Findings from this study underscore the potential impacts of major pollution events on neighboring communities and offer critical insights to better position government agencies to respond during future disasters while effectively communicating with the public and addressing community needs. The acceleration of industrialization and urbanization worldwide has dramatically improved living standards but has also introduced serious environmental and public health challenges. One of the most critical challenges is air pollution, particularly indoors, where individuals typically spend over 90% of their time. Ensuring good Indoor Air Quality (IAQ) is essential, especially in heavily frequented public spaces such as shopping malls. This study focuses on assessing IAQ in a large shopping mall located in Tabuk, Saudi Arabia, covering retail zones as well as an attached underground parking area. Monitoring is conducted over a continuous two-month period using calibrated instruments placed at representative locations to capture variations in pollutant levels. The investigation targets key contaminants, including carbon monoxide (CO), carbon dioxide (CO2), fine particulate matter (PM2.5), total volatile organic compounds (TVOCs), and formaldehyde (HCHO). The data are analyzed and compared against international and national guidelines, including World Health Organization (WHO) standards and Saudi environmental regulations. The results show that concentrations of CO, CO2, and PM2.5 in the shopping mall are generally within acceptable limits, with values ranging from approximately 7 to 15 ppm, suggesting that ventilation systems are effective in most areas. However, the study identifies high levels of TVOCs and HCHO, particularly in zones characterized by poor ventilation and high human occupancy. Peak concentrations reach 1.48 mg/m3 for TVOCs and 1.43 mg/m3 for HCHO, exceeding recommended exposure thresholds. These findings emphasize the urgent need for enhancing ventilation designs, prioritizing the use of low-emission materials, and establishing continuous air quality monitoring protocols within commercial buildings. Improving IAQ is not only crucial for protecting public health but also for enhancing occupant comfort, satisfaction, and overall building sustainability. This study offers practical recommendations to policymakers, building managers, and designers striving to create healthier indoor environments in rapidly expanding urban centers. Full article

At the same time, chronic non-communicable diseases such as cardiovascular disease are on the rise, increasing costs and pressure for public health services. Using a sample of 96 respondents in Italy, this exploratory study investigates the economic value and perceptions of an NBT for cardiovascular disease. We employed the contingent valuation method to estimate marginal willingness to pay (WTP) for a nature-based rehabilitation programme compared to a standard indoor clinic-based programme. Logistic regression was used to estimate median WTP and influencing factors. We investigated the preferences of patients for the features and potential benefits of nature-based rehabilitation. We show that patients with cardiovascular disease in Italy have a positive WTP between EUR 14.01 to EUR 42.69 per day (median value EUR 27.26). Our findings indicate that NBTs could offer a promising alternative to standard indoor programmes. We provide recommendations for designing NBTs based on the preferences of our sample, aiming to contribute to sustainable health and land management policies. Full article

Low-income households face severe energy affordability issues due to poor housing quality. To fight this problem, Spanish public administrations and NGOs have collaborated with the Naturgy Foundation’s Energy Rehabilitation Solidarity Fund to improve the energy efficiency of vulnerable households through quick and low-cost interventions. This paper evaluates the impact of shallow renovation and micro-efficiency measures implemented within this program on energy poverty across various Spanish provinces. The analysis includes data from 416 households in 10 provinces, examining sociodemographic factors, housing conditions, energy bills, and thermal comfort perceptions. The methodology involved collecting data through two questionnaires and energy bills provided by collaborating entities. The study found that shallow renovation measures reduced the energy poverty gap by 14.51%, from EUR 554/year to EUR 483/year. Despite these gains, many households remain in severe hidden energy poverty, spending less than a quarter of their theoretical energy expenditure. The findings highlight the diversity among different provinces and measures and the need for more extensive structural measures to reduce energy poverty significantly. Eventually, the study underscores the effectiveness of energy renovations carried out by non-profit organizations. Thus, scaling these efforts nationally might help meet the goals of the public energy poverty plans. Full article

Section 195(b) of South Africa’s Constitution calls for the efficient use of resources in public administration, while the White Paper on Local Government similarly emphasizes the efficient provision of basic services such as refuse collection and water. Despite these policy commitments, South African municipalities continue to be characterized by financial mismanagement and poor service delivery. In light of the limited empirical evidence on this issue, this study pursues two objectives. First, it estimates the levels of cost inefficiency in four local municipalities within the Frances Baard District from 2006 to 2023. Second, it determines how cost inefficiencies affect service delivery, focusing on water and refuse collection. Using a stochastic frontier analysis, several key results are confirmed. First, on average, the four municipalities are found to have spent 17.23% above the minimum cost required to deliver existing services. Second, service delivery is found to have been 23% lower than its potential. Third, operating costs and contracted services are found to have been key drivers of wasteful expenditure. Lastly, cost inefficiencies are found to have culminated in poor service delivery. Against this background, municipalities are urged to consider cutting non-essential operational spending such as entertainment and travel allowances, coupled with improved accountability on contracted services.
