Background/Objectives: General cardio-oncology guidance describes cardiovascular toxicity from BRAF/MEK inhibitors and immune checkpoint inhibitors (ICIs), but it does not resolve how treatment decisions should change when heart failure (HF) is already present. This critical narrative review separates direct HF-specific evidence from indirect evidence and proposes an HF-centered framework for systemic melanoma. Methods: MEDLINE/PubMed, Embase, and the Cochrane Library were searched for English-language sources published from January 2015 to April 2026, with targeted guideline, prescribing-information, interaction, and geriatric-oncology updates through July 2026. Sources were classified as direct, indirect, or extrapolated. This review follows SANRA principles but does not claim systematic-review conduct, pooled estimates, formal risk-of-bias assessment, or GRADE certainty. Results: Only case-level evidence directly describes systemic melanoma treatment in established HF; most cardiotoxicity rates are derived from selected longitudinal and real-world cohorts. We therefore organize decisions across four domains: HF phenotype and current stability; oncological urgency and alternatives; treatment-specific toxicity phenotype; and detectability, reversibility, and patient priorities. Each domain is graded ordinally and generates its own decision output, and explicit precedence rules resolve situations in which several domains are simultaneously abnormal; the pathway from assessment to documented output is presented as a decision flowchart and applied to illustrative clinical cases. This approach modifies interpretation of symptoms, biomarkers, ventricular function, surveillance, drug interactions, treatment interruption, and rechallenge. Every actionable statement is labeled as guideline-supported or author-proposed, therapy-specific baseline and follow-up monitoring are tabulated separately for each treatment class, and heart failure with preserved ejection fraction is addressed as a phenotype in which clinical deterioration may occur without any change in ejection fraction. Patient-level priorities in older adults—survival, quality of life, avoidance of hospitalization, tolerance of frequent monitoring, oral versus infusion treatment, and functional expectation—are specified as items to be recorded rather than inferred. Conclusions: Stable HF is not an automatic contraindication to effective melanoma therapy, whereas recent or active decompensation requires stabilization or monitored treatment when oncological delay is unsafe. The proposed framework operationalizes guideline principles for an understudied population while making the limits of the evidence explicit. It makes a procedural rather than an empirical claim: it is a transparent structure for documenting a decision that must be made anyway, not an algorithm derived from or validated against outcome data. (1) Background: Indonesia is one of the world’s largest consumers of asbestos, with widespread use of asbestos-cement roofing. Java Island, characterized by high population density and seismic vulnerability, presents a complex risk landscape for asbestos exposure. This study aimed to develop a district-level asbestos exposure risk map for Java by integrating asbestos roof prevalence, population density, and seismic hazard. (2) Methods: A descriptive, semi-quantitative approach was applied using secondary data from national statistics and geological hazard portals. Three variables—asbestos roof prevalence, population density, and seismic hazard—were categorized into five ordinal levels (very low to very high) and combined using GIS-based risk matrices to generate composite exposure risk maps. Sensitivity and statistical analyses were conducted to assess the robustness and internal consistency of the risk classification. (3) Results: Of 119 districts/municipalities, 43 (36%) were classified as very high risk and 45 (38%) as high risk under the primary GIS-based risk matrix classification. Major metropolitan corridors, including Greater Jakarta and Bandung, showed elevated risk where substantial asbestos use coincided with very high population density, whereas several southern and inland districts gained priority because of higher seismic hazard. Sensitivity analyses indicated that the classification was generally robust to moderate changes in weighting and threshold boundaries, although the predefined population density thresholds provided limited discrimination within Java. (4) Conclusions: Asbestos exposure risk in Java is both widespread and heterogeneous, shaped by the intersection of infrastructure, demographics, and seismic vulnerability. The map offers a practical tool for prioritizing asbestos control, public awareness campaigns, health surveillance, and disaster risk reduction measures in Indonesia. Full article

This study evaluates the unique ecological and floristic identity of the coastal dune vegetation in the Enez delta and adjacent dune coast of Saros Bay (southern Thrace) by comparing it with diverse dune systems across the Anatolian peninsula. A comprehensive data matrix of 97 phytosociological relevés across nine representative coastal dunes spanning the East Mediterranean, Aegean, Marmara, and Black Sea coasts was analyzed. Methodologically, univariate non-parametric approaches (Friedman variance analysis and Durbin–Conover tests) were integrated with multivariate techniques, including Hierarchical Cluster Analysis and Principal Coordinates Analysis (PCoA) based on a Bray–Curtis dissimilarity matrix. Ephedra distachya ssp. monostachya was found to be the most characteristic and differentiating taxa from the clustering. Friedman test results demonstrated highly heterogeneous species abundance across localities (χ2 = 27.2, p < 0.001). The multivariate synthesis revealed a profound ecological decoupling for Saros Bay dunes: while macroclimatic filtering forces a powerful functional convergence with arid Mediterranean models dominated by therophyte, strict composition-based metrics isolate Saros Bay coastal dunes into an entirely independent taxonomic clade. PCoA ordination confirmed this distinctiveness (p < 0.05 against six of the eight national localities), with the first two axes explaining 33.58% of the total variation (Axis 1: 19.66%, Axis 2: 13.92%). This isolation is driven by a high density of Irano-Turanian elements and specialized local lineages like Silene kotschyi. Conversely, a sharp latitudinal bio-climatic macro-gradient was mapped, showing a transition toward humid Black Sea systems strictly dictated by macroclimatic filtering rather than biotic competition (p > 0.05). To preserve these specialized niches, designating coastal dunes of Saros Bay as a Priority Conservation Unit and establishing international, transboundary catchment to coast monitoring frameworks are essential. Improving pedestrian safety at urban intersections is a key challenge for achieving safer and more sustainable urban transport systems. This study develops a multi-criteria decision-making model (MCDM) for selecting the most appropriate traffic signal type at pedestrian crossings in different urban zones. Traffic conditions, illegal pedestrian crossings and the number of traffic accidents were taken into account during the modelling, as well as the characteristics of the urban environment. The research involved 66,616 pedestrians at 22 pedestrian crossings located in three urban zones: school zones, central zones, and non-central zones. The data were aggregated using Bayesian (beta-binomial) and classical statistical methods. The OPA-Group method was then used to develop the model. In the decision-making phase, the Ordinal Priority Approach (OPA) was applied as the core MCDM method. It was then extended to the OPA-Group framework to incorporate group-based evaluation in accordance with the model requirements. Additionally, a comprehensive sensitivity analysis was conducted, confirming the robustness and stability of the proposed model. The results show that traditional traffic signals are most suitable for school and non-central zones, whereas countdown traffic signals are recommended for central zones. Push-button traffic signals were identified as the least efficient solution for regulating pedestrian movement at pedestrian crossings. Full article

Against the backdrop of rapid population aging, rural public spaces face growing challenges in meeting the everyday needs of older adults. Drawing on a place-based care perspective, this study develops age-friendly design strategies attuned to the spatial and cultural characteristics of rural environments. Using a mixed-methods approach that includes field observations, structured interviews, and questionnaire surveys, we identify the needs of older adults in rural public spaces. These needs are first clustered using the K-means algorithm and then analyzed using the FKANO model to extract core priorities. Their relative importance is quantified by an integrated procedure that combines ordinal relation diagrams and entropy weighting. Building on these results, we propose an age-friendly design framework and validate it with spatial simulation to assess scale, accessibility, and connectivity. The findings highlight five critical features prioritized by older adults in rural areas: non-slip surfaces, barrier-free access, safety railings, lighting systems, and public restrooms. The study provides a targeted and actionable pathway for the age-adaptive transformation of rural public spaces, offering both a theoretical foundation and a practical design paradigm for aging-friendly rural environments worldwide. Energy Transition Regions (ETRs) face the dual challenge of phasing out carbon-intensive activities while ensuring economic viability, social stability, and climate resilience. This study operationalises the Resilience–Investment–Land Nexus (RILN) to examine how climate vulnerability, investment decision-making, land-use planning, and governance capacity interact to shape transition outcomes. An expert survey conducted in three European ETRs, Western Macedonia (Greece), Silesia (Poland), and Stara Zagora (Bulgaria), assesses perceptions of optimal investment and land-use strategies (OILUS) alongside the political and local governance framework (PLGF) enabling their implementation. A radar-based multi-criteria diagnostic analysis reveals a consistent implementation gap: strong strategic alignment on climate-resilient planning coexists with weaker institutional capacity, coordination, financial resources, and data availability. Cross-country differences indicate that these constraints are shaped by context-specific governance structures rather than uniform technical barriers. Formal heterogeneity analysis using nonparametric tests and ordinal regression models reveals limited divergence in strategic priorities but substantial variation in governance capacity perceptions across countries. The findings highlight governance readiness as a critical determinant of whether climate-resilient investment strategies can be translated into actionable policies. By providing an empirically grounded operationalisation of the RILN framework, the study offers a diagnostic approach for identifying institutional bottlenecks and informing more feasible transition pathways in regions undergoing structural energy transformation. As one of the fastest growing economies in the world, it is critical for India to build climate-resilient infrastructure. Its rapidly increasing population growth and the consequent migration to urban areas, coupled with climate risks, have made infrastructure development a key priority area in India. Thus, ensuring that existing infrastructure and future constructions integrate strategies to address climate-related risks is vital. Despite the growing recognition of the importance of legal and policy landscapes on climate-resilient infrastructure, there is a very limited number of studies on this topic, especially in India. Thus, this study sought to bridge this gap by evaluating the influence of the Indian legal and policy framework on climate-resilient infrastructure. To this end, an analytical, comparative, and evaluative approach was adopted, employing benchmarks from international legal provisions and best practices from Japan’s legal and policy systems. In addition to doctrinal legal analysis using primary and secondary sources, case studies on the Mumbai Coastal Road Project and the Chandigarh–Manali Highway were performed to assess how the extant laws operate in the field. The findings indicate that while India’s legal system is gradually incorporating climate-risk considerations into its infrastructure sector, the effects of these considerations remain constrained due to institutional co-ordination challenges and limited enforceable obligations. Therefore, streamlining climate-resilient infrastructure governance requires more robust climate change legislation and improved implementation mechanisms. The findings of this study provide useful insights for legislators and policymakers in strengthening climate resilience integration within India’s infrastructure governance framework. Full article

Indonesia has articulated ambitious green economy objectives through frameworks such as the Low Carbon Development Initiative (LCDI). Despite this ambition, a critical research gap exists. The weak ‘green political capabilities’ of policymakers—defined as their ability to navigate political processes, build coalitions, and translate technical knowledge into viable policy—hinder effective agenda-setting and implementation. This study addresses this deficit by identifying strategic points of entry for enhancing these capabilities to strengthen a more sustainable economic transition. Employing a mixed-methods approach guided by the UNDP Capacity Assessment Framework, this research gathered data from 170 stakeholders via workshops, focus group discussions, and surveys. The analysis identifies four principal entry points: (1) internal institutional development, (2) accreditation processes, (3) bureaucratic reform, and (4) external partnerships. Critically, ordinal regression reveals which actors most significantly influence capacity development priorities. Governmental/legislative institutions (Estimate = 1.855, p < 0.010) and the private sector (Estimate = 3.173, p < 0.020) exert a significant positive influence on advancing the green economy agenda. Conversely, competencies such as policy strengthening exhibit a significant negative correlation (Estimate = −3.467, p < 0.000), which indicates a concentration of need among institutions with substantial capacity gaps. The study’s key contribution is a framework for systematically integrating green competencies into national accreditation standards and bureaucratic reforms, providing a clear pathway to transform entry points into effective levers for enhancing the state’s green political capabilities. Multi-attribute decision-making (MADM) is a methodology for solving decision problems with a finite set of alternatives. The several methods of MADM require weights for the criteria and the alternatives to provide a solution. The Ordinal Priority Approach (OPA) is a recently proposed method for MADM that innovates; it does not require these inputs, just the rankings of criteria and alternatives. This article introduces a new hybrid method for MADM: the Intuitionistic Fuzzy Ordinal Priority Approach with Grey Relational Analysis (OPA-IF-GRA). OPA-IF-GRA combines GRA with OPA-IF, a newer extension of OPA that includes intuitionistic fuzzy sets to incorporate uncertainty into the decision-making process. The article presents an OPA-IF-GRA application for solving an electronics engineering problem, considering four criteria and six alternatives. The solution of OPA-IF-GRA is compared with the solutions obtained with three other MADM methods. Full article

Accidents in marine operations are occurring consistently despite government safety initiatives and efforts to lower the number of accidents and the ensuing human casualties. Since each accident type has a different frequency and casualty rate, identifying risky accident types is important to determine the priority for taking necessary risk reduction actions. Usually, a risk is calculated using two criteria, i.e., the frequency and fatality of an accident. However, the accident statistics show that for the last 5 years from 2018 to 2022, the injury rate is more than three times the death rate in maritime accidents in Korean waters. Considering the importance of injury, unlike other previous studies, we perform a risk analysis with three criteria, i.e., frequency, death, and injury to complement the conventional risk calculation methods, which can help decision-makers allocate the limited resources to the riskiest types of accidents in order of priority. In doing so, we employed an integrated ordinal priority approach (OPA) and grey relational analysis (GRA) method to assign proper weight to each criterion and rank eight accident types. We categorized the accidents types into three different groups where safety accidents and collisions were ranked as the most dangerous types. The combined OPA and GRA technique has been effectively applied to other risky industries, as well as the maritime industry. Additionally, the proposed method is suitable for multi-criteria models when each criterion has a different importance. Finally, the method can be integrated into the framework of the risk ranking process to enhance the analysis results. Full article

In the global pursuit of sustainability, higher education institutions serve as powerful actors, leveraging their multifaceted contributions to advance the implementation of the United Nations’ Sustainable Development Goals (SDGs). This study employed a multi-dimensional analysis to evaluate the prioritization of these goals within the institutional framework of Arab universities and identify the key factors that drive their involvement with these goals. The methodology used involved a quantitative approach, utilizing a survey questionnaire to collect data from faculty members representing 30 public universities across the Arab region. The results of the study regarding prioritization analysis reveal that SDG4 (Quality Education) and SDG 8 (Decent Work and Economic Growth) are top priorities across all universities, with prioritization scores exceeding 65.4. Furthermore, the results of the ordinal logistic regression analysis demonstrate that institutional governance and research productivity are significant factors that influence Arab universities’ engagement with the SDGs. The findings of this study have important implications for higher education policies, practices, and interventions, aimed at fostering university engagement with the Sustainable Development Goals. Reducing restrictive practices toward individuals with intellectual and developmental disabilities is a globally recognized imperative and human rights priority. This paper presents a novel tool called LibRe for assessing and reducing restrictive practices. This tool involved an instrumental multistage design and collaboration between professionals, individuals with disabilities, family members, and experts from different fields. It addresses diverse restrictive practices in five key domains: physical or mechanical, chemical or pharmacological, structural, relational, and practices related to contexts and supports. It addresses practices that are pertinent to the Spanish context and that existing tools have not covered. Embedded as a step within an organizational approach, LibRe fosters organizational transformation and provides resources to achieve outcomes within reduction plans for restrictive practices. In total, 156 teams comprising 585 professionals, 64 people with disabilities, and 44 family members responded to the tool. In terms of evidence for internal structure validity, the oblique five-factor model exhibited an adequate fit through confirmatory factor analysis, along with satisfactory reliability indices, according to ordinal alpha and omega. Users positively appraised the tool’s usefulness and identified its strengths and challenges. In the rapidly evolving business landscape of Thailand, the design and facilities of office buildings play a crucial role in enhancing employee satisfaction and productivity. This study seeks to answer the question: “How can office building facilities be optimized to meet the diverse preferences of occupants in Thailand, thereby improving their satisfaction and productivity”? This study employs a copula-based ordinal regression model combined with machine learning techniques to investigate the determinants of facility preferences in office buildings in Thailand. By analyzing data from 372 office workers in Bangkok, we identify the factors influencing facility needs and preferences, and measure the correlation between these preferences. Our findings reveal that safety and security are the highest-rated amenities, indicating their importance in the workplace. The findings reveal distinct preferences across demographic groups: age negatively influences the demand for certain amenities like lounges, while higher education levels increase the preference for cafeteria services. Employees in smaller firms show a higher preference for lounges and fitness centers but lower for restaurants and cafeterias. Interestingly, the size of the enterprise does not significantly affect preferences for fundamental facilities like security and cleaning. The study also uncovers the significant role of gender and income in shaping preferences for certain facilities. These results suggest that while basic amenities are universally valued, luxury or leisure-oriented facilities are more appreciated in smaller, possibly more community-focused work environments. This study highlights the need for tailored facility management in office buildings, considering the diverse needs of different employee groups, which has significant implications for enhancing workplace satisfaction and productivity. This paper introduces a semi-automated approach for the prioritization of software features in medium- to large-sized software projects, considering stakeholders’ satisfaction and dissatisfaction as key criteria for the incorporation of candidate features. Our research acknowledges an inherent asymmetry in stakeholders’ evaluations, between the satisfaction from offering certain features and the dissatisfaction from not offering the same features. Even with systematic, ordinal scale-based prioritization techniques, involved stakeholders may exhibit hesitation and uncertainty in their assessments. Our approach aims to address these challenges by employing the Binary Search Tree prioritization method and leveraging the mathematical framework of Intuitionistic Fuzzy Sets to quantify the uncertainty of stakeholders when expressing assessments on the value of software features. Stakeholders’ rankings, considering satisfaction and dissatisfaction as features prioritization criteria, are mapped into Intuitionistic Fuzzy Numbers, and objective weights are automatically computed. Rankings associated with less hesitation are considered more valuable to determine the final features’ priorities than those rankings with more hesitation, reflecting lower indeterminacy or lack of knowledge from stakeholders. We validate our proposed approach with a case study, illustrating its application, and conduct a comparative analysis with existing software requirements prioritization methods. Full article

Overseas market choice is very important for the survival and sustainable development of transnational construction enterprises. However, in previous studies, little attention has been given to overseas market choice models, particularly under the ESG (environmental, social and governance) goals. To bridge this gap, the study combined ESG principles and organizational ecology theory to construct an overseas market choice model for international contractors. Firstly, 17 influencing factors were identified based on a literature review. Then, a market choice model was conducted by using the fuzzy ordinal priority approach (OPA-F). Finally, this paper took Chinese international engineering consulting enterprises as an example to use in the proposed model. This study will help international contractors choose overseas markets more scientifically and rationally. Full article
