This study analyzes the strategic and institutional frameworks that precede the formulation of trade agreements, with a focus on the European Union’s external action and its link to the Sustainable Development Goals. Based on a documentary research design, this study examines official documents from the EU and the United Nations, as well as the academic literature indexed in Scopus and Web of Science. The methodological process involved four phases: systematic search, selection and classification, inductive content coding, and interpretative analysis. Through this process, this study identifies discursive patterns, normative tensions, and policy orientations that reveal the EU’s evolving approach to sustainable trade governance. The findings highlight the existence of a growing institutional alignment between trade policy and sustainable development frameworks, yet also expose persistent gaps in coherence and implementation. This article contributes to the academic debate by offering a critical and structured analytical lens to understand how trade agreements are politically and institutionally prefigured before their negotiation phase. Background: Access to safe and reliable water and sanitation remains a critical public health and development challenge, with rural and low-income communities being disproportionately affected by inadequate services and heightened exposure to waterborne diseases. Despite global efforts and infrastructure-based progress indicators, significant disparities persist, and these often overlook users’ perceptions of water quality, reliability, and safety. This study explores the determinants of household satisfaction with drinking water in rural areas, comparing subjective user feedback with official access data to reveal gaps in current monitoring approaches and support more equitable, user-centered water governance. Methods: This study was conducted in Kazakhstan’s Atyrau Region, where 1361 residents from 86 rural villages participated in a structured survey assessing household access to drinking water and perceptions of its quality. Data were analyzed using descriptive statistics and multinomial logistic regression to identify key predictors of user satisfaction, with results compared against official records to evaluate discrepancies between reported experiences and administrative data. Results: The field survey results revealed substantial discrepancies between official statistics and residents’ reports, with only 58.1% of respondents having in-house tap water access despite claims of universal coverage. Multinomial logistic regression analysis identified key predictors of user satisfaction, showing that uninterrupted supply and the absence of complaints about turbidity, odor, or taste significantly increased the likelihood of higher satisfaction levels with drinking water quality. Conclusions: This study underscores the critical need to align official water access statistics with household-level experiences, revealing that user satisfaction—strongly influenced by supply reliability and sensory water quality—is essential for achieving equitable and effective rural water governance. This study explores the emergent dynamics of knowledge sovereignty within organisations following data breach incidents. Using qualitative analysis based on Benoit’s image restoration theory, this study shows that employees do more than relay official messages—they actively shape information governance after a cyberattack. Employees adapt Benoit’s response strategies (denial, evasion of responsibility, reducing offensiveness, corrective action, and mortification) based on how authentic they perceive the organisation’s response, their identification with the company, and their sense of fairness in crisis management. This investigation substantively extends extant crisis communication theory by showing how knowledge sovereignty is shaped through negotiation, as employees manage their dual role as breach victims and organisational representatives. The findings suggest that employees are key actors in post-breach information governance, and that their authentic engagement is critical to organisational recovery after cybersecurity incidents. This article examines the role of managed ecosystems, and particularly forests, in achieving carbon neutrality in Russia. The range of estimates of Russia’s forests’ net carbon balance in different studies varies by up to 7 times. The. A comparison of Russia’s National GHG inventory data for 2023 and 2024 (with the latter showing 37% higher forest sequestration) is presented and explained. The possible changes in the Long-Term Low-Emission Development Strategy of Russia (LT LEDS) carbon neutrality scenario due to new land use, land use change and forestry (LULUCF) data in National GHG Inventory Document (NID) 2024 are discussed. It is demonstrated that the refined net carbon balance should not impact the mitigation ambition in the Russian forestry sector. An assessment of changes in the drafts of the Operational plan of the LT LEDS is presented and it is concluded that its structure and content have significantly improved; however, a delay in operationalization nullifies efforts. The article highlights the problem of GHG emissions increases in forest fires and compares the gap between official “ground-based” and Remote Sensing approaches in calculations of such emissions. Considering the intention to increase net absorption by implementing forest carbon projects, the latest changes in the regulations of such projects are discussed. The limitations of reforestation carbon projects in Russia are provided. Proposals are presented for the development of the national forest policy towards increasing the net forest carbon absorption, including considering the projected decrease in annual net absorption by Russian forests by 2050. The role of government and private investment in improving the forest management of structural measures to adapt forestry to modern climate change and the place of forest climate projects need to be clearly defined in the LT LEDS. Rapid and comprehensive assessment of building damage caused by earthquakes is essential for effective emergency response and rescue efforts in the immediate aftermath. Advanced technologies, including real-time simulations, remote sensing, and multi-sensor systems, can effectively enhance situational awareness and structural damage evaluations. However, most existing methods rely on isolated time snapshots, and few studies have systematically explored the continuous, time-scaled integration and update of building damage estimates from multiple data sources. This study proposes a stepwise framework that continuously updates time-scaled, single-damage estimation outputs using the best available multi-sensor data for estimating earthquake-induced building damage. We demonstrated the framework using the 2024 Noto Peninsula Earthquake as a case study and incorporated official damage reports from the Ishikawa Prefectural Government, real-time earthquake building damage estimation (REBDE) data, and satellite-based damage estimation data (ALOS-2-building damage estimation (BDE)). By integrating the REBDE and ALOS-2-BDE datasets, we created a composite damage estimation product (integrated-BDE). These datasets were statistically validated against official damage records. Our framework showed significant improvements in accuracy, as demonstrated by the mean absolute percentage error, when the datasets were integrated and updated over time: 177.2% for REBDE, 58.1% for ALOS-2-BDE, and 25.0% for integrated-BDE. Finally, for stepwise damage estimation, we proposed a methodological framework that incorporates social media content to further confirm the accuracy of damage assessments. Potential supplementary datasets, including data from Internet of Things-enabled home appliances, real-time traffic data, very-high-resolution optical imagery, and structural health monitoring systems, can also be integrated to improve accuracy. The proposed framework is expected to improve the timeliness and accuracy of building damage assessments, foster shared understanding of disaster impacts across stakeholders, and support more effective emergency response planning, resource allocation, and decision-making in the early stages of disaster management in the future, particularly when comprehensive official damage reports are unavailable. Background/Objectives: Vaccine hesitancy is becoming an increasing concern, leading to preventable outbreaks of infectious diseases. During the COVID-19 pandemic, the United States served as an intriguing case study for exploring how risk perception and trust in health authorities, including scientists, are influenced by government policies and how these factors affect vaccine hesitancy. Methods: We conducted a secondary analysis using the MIT COVID-19 Survey dataset to investigate whether risk perception and trust differ between states governed by Democratic or Republican governors. Results: Our analysis (n = 6119) found that participants did not vary significantly by state political affiliation in terms of their sociodemographic factors (such as age, gender, self-rated health, education, and whether they live in a city, town, or rural area), their perceived risk for the community, or their ability to control whether they become infected. However, there was a difference in the perceived risk of infection, which was higher in states governed by Republicans. Trust also varied by gubernatorial affiliation, with higher levels of trust reported among residents of Democratic-leaning states. We also found a strong mediation effect of trust on vaccine hesitancy, but this was not the case for risk perception. Conclusion: Therefore, it appears that vaccine acceptance relies on trust in health authorities, which is influenced by governmental policies. State officials should work with local health officials to build trust and increase timely responses to public health crises. Full article

In West Africa, there is a very close link between the phenomenon of trafficking and migrant smuggling. This article will analyze the pressure elements and the causes that drive sub-Saharan people to migrate, placing themselves in the hands of criminal networks that end up exploiting them—women and minors sexually, and men through forced labor. The main corridors departing from West Africa and the characteristics of the criminal groups exercising criminal governance will also be addressed. This research has used both primary and secondary sources, as well as empirical fieldwork consisting of interviews with security force officials, international humanitarian aid organizations, and academic experts on migration issues related to trafficking and smuggling. Our research reveals that the origin of migration is multifactorial. The violence experienced in West Africa, but also the misgovernance, the lack of opportunities for a very young population with limited prospects, and the human insecurity affecting the entire region, are the main reasons that compel people to migrate. In these migration processes, the safety of migrants is compromised as they are forced to start their journey through clandestine means, which exposes them to trafficking networks and thus to violence and exploitation. It is along the migration routes where trafficking and migrant smuggling converge. Full article

Regulatory air pollution monitoring is performed using a sparse monitoring network designed to provide background concentrations of pollutants but may miss small area variations due to local emission sources. Low-cost air pollution sensors operated by trained citizen scientists provide an opportunity to fill this gap. We describe the development and implementation of an air pollution monitoring and community engagement plan in response to resident concerns regarding excessive smoke production from a neighborhood restaurant. Particulate matter (PM2.5) was measured using a low-cost, portable sensor. When cooking was taking place, the highest PM2.5 readings were within 50 m of the source (mean PM2.5 36.9 µg/m3) versus greater than 50 m away (mean PM2.5 13.0 µg/m3). Sharing results with local government officials did not result in any action to address the source of the smoke emissions, due to lack of jurisdiction. A review of air pollution regulations across the United States indicated that only seven states regulate food cookers and six states specifically exempted cookers from air pollution regulations. Concerns about the smoke were communicated with the restaurant owner who eventually changed the cooking fuel. Following this change, less smoke was observed from the restaurant and PM2.5 measurements were reduced to background levels. Although current environmental health regulations may not protect residents living near sources of food cooker-based sources of PM2.5, community engagement shows promise in addressing these emissions. There is a growing global interest in making existing buildings more energy-efficient. However, stakeholders seem to have differing views on the matter, especially in developing countries, thus raising the issue of awareness amongst key stakeholders at the operational stage of existing buildings. This study aimed to examine stakeholders’ awareness of the benefits of passive retrofit in residential buildings using a convergent mixed-methods approach. Quantitative data were collected from 118 property managers and 163 owners of residential buildings, and qualitative data were collected from six government officials in Lagos State, Nigeria. The quantitative data collected were analysed using fuzzy synthetic evaluation, which addresses the fuzziness in judgement-making on multi-criteria phenomena. The results revealed that property managers and owners had a moderately high level of awareness of the environmental, economic, and social benefits of the passive retrofitting of residential buildings. However, while property managers generally had a higher level of awareness than owners, a significant gap was found in their awareness of environmental benefits. Conversely, the qualitative analysis results showed that government officials demonstrated a strong awareness of environmental benefits (energy reduction, air quality, and natural lighting) and economic advantages (cost savings and lower implementation costs). In contrast, their awareness of social benefits was limited to health improvements. The findings have practical implications for policy development and awareness campaigns. Building agencies need to further reinforce their targeted awareness programmes for owners, who demonstrated fair awareness of environmental benefits while leveraging the intermediary role of property managers in promoting home retrofit practices. Economic benefits should also be an integral part of policy frameworks to drive wider adoption across all stakeholder groups. Full article

This study analyzes how Vietnam’s Ministry of Culture, Sports and Tourism (MoCST) communicates policy implementation in tourism governance through 35 official responses to citizen petitions, using Heidbreder’s Multilevel Policy Implementation Strategies Framework (centralization, agencification, convergence, networking). Content coding, frequency analysis, co-occurrence network, and sentiment analysis reveal a dominant centralization pattern, with MoCST maintaining strong top-down control in decision-making and resource allocation. Convergence reflects increased inter-ministerial coordination, while agencification is limited, and networking with private or civil sectors remains weak. This weak networking limits participatory decision-making and hinders the development of adaptive, community-based tourism initiatives, which are crucial for sustainable tourism governance. Positive sentiment is more associated with centralized and convergent actions, indicating institutional trust. The study extends Heidbreder’s framework to a non-Western, centralized context and calls for stronger local agency roles and inclusive networks to enhance resilience and community ownership in policy implementation. This study examines the political and elite motives behind Colombo’s ‘world-class city’ initiative and its impact on public housing in underserved communities. Informed by interviews with high-ranking government officials, including urban planning experts and military officers, this study examines how President Rajapaksa’s elite-driven postwar Sri Lankan government leveraged military capacities within the neoliberal developmental framework to transform Colombo’s urban space for political and economic goals, often at the expense of marginalized communities. Applying a contextual discourse analysis model, which views discourse as a constellation of arguments within a specific context, we critically analyzed interview discussions to clarify the rationale behind the militarized approach to public housing while highlighting its contradictions, including the displacement of underserved communities and the ethical concerns associated with compulsory relocation. The findings suggest that Colombo’s postwar public housing program was utilized to consolidate authoritarian control and promote speculative urban transformation, treating public housing as a secondary aspect of broader political and economic agendas. Anchored in militarized urban governance, these elite-driven strategies failed to achieve their anticipated economic objectives and deepened socio-spatial inequalities, raising serious concerns about exclusionary and undemocratic planning practices. The paper recommends that future urban planning strike a balance between economic objectives and principles of spatial justice, inclusion, and participatory governance, promoting democratic and socially equitable urban development. Driven by climate change and stringent ecological conservation policies, arid and semi-arid pastoral areas face acute grassland degradation and forage–livestock imbalances. In Sunan County (Gansu Province, China), herders have increasingly turned to off-site grazing—leasing crop fields in adjacent oases during autumn and winter—to alleviate local grassland pressure and adapt their livelihoods. However, the interplay between the evolving land use system (L) and this emergent borrowed pasture system (B) remains under-explored. This study introduces a coupled analytical framework linking L and B. We employ multi-temporal remote sensing imagery (2018–2023) and official statistical data to derive land use dynamic degree (LUDD) metrics and 14 indicators for the borrowed pasture system. Through entropy weighting and a coupling coordination degree model (CCDM), we quantify subsystem performance, interaction intensity, and coordination over time. The results show that 2017 was a turning point in grassland–bare land dynamics: grassland trends shifted from positive to negative, whereas bare land trends turned from negative to positive; strong coupling but low early coordination (C > 0.95; D < 0.54) were present due to institutional lags, infrastructural gaps, and rising rental costs; resilient grassroots networks bolstered coordination during COVID-19 (D ≈ 0.78 in 2023); and institutional voids limited scalability, highlighting the need for integrated subsidy, insurance, and management frameworks. In addition, among those interviewed, 75% (15/20) observed significant grassland degradation before adopting off-site grazing, and 40% (8/20) perceived improvements afterward, indicating its potential role in ecological regulation under climate stress. By fusing remote sensing quantification with local stakeholder insights, this study advances social–ecological coupling theory and offers actionable guidance for optimizing cross-regional forage allocation and adaptive governance in arid pastoral zones. The system employs the YOLOR (You Only Learn One Representation) object detection algorithm, enhanced by two novel image processing techniques—overlapping tiling and pseudo-altitude slicing—to overcome the resolution limitations of low-cost cameras. While official guidelines for port facilities designate 3 mm as an inspection threshold, our system is specifically designed to achieve a higher-resolution detection capability for cracks as narrow as 1 mm. This approach ensures reliable detection with a sufficient safety margin and enables the proactive monitoring of crack progression for preventive maintenance. The effectiveness of the proposed image processing techniques was validated, with an F1 score-based analysis revealing key trade-offs between maximizing detection recall and achieving a balanced performance depending on the chosen simulated altitude. Furthermore, evaluation using real-world inspection data demonstrated that the proposed system achieves a detection performance comparable to that of a well-established commercial system, confirming its practical applicability. Crucially, by mapping the detected cracks to real-world coordinates on georeferenced orthophotos, the system provides a foundation for advanced, data-driven asset management, allowing for the quantitative tracking of deterioration over time. These results confirm that the proposed workflow is a practical and sustainable solution for infrastructure monitoring. Full article

Housing informality in Morocco has taken root within Rabat’s formal neighborhoods, quietly reshaping façades, extending plot lines, and redrawing the texture of entire blocks. This ongoing transformation runs up against the rigidity of official planning frameworks, producing tension between state enforcement and tacit tolerance, as residents navigate persistent legal and economic ambiguities. Prior Moroccan studies are neighborhood-specific or socio-economic; the field lacks a city-wide, multi-class analysis linking everyday tactics to long-term governance dilemmas and policy design. The paper, therefore, asks how and why residents and architects across affordable, middle-class, and affluent districts craft unapproved modifications, and what urban order emerges from their cumulative effects. A mixed qualitative design triangulates (i) five resident focus groups and two architect focus groups, (ii) 50 short, structured interviews, and (iii) 500 geo-referenced façade photographs and observational field notes, thematically coded and compared across housing types. In addition to deciphering informality methods and impacts, the results reveal that informal modifications are shaped by both reactive needs—such as accommodating family growth and enhancing security—and proactive drivers, including esthetic expression and real estate value. Despite their legal ambiguity, these modifications are socially normalized and often viewed by residents as value-adding improvements rather than infractions. Full article

The intersection of digitalization and innovation has emerged as the most vital strategy to spur economic development and shape consumer choice. The study examines sustainable development, digital economic governance, and sustainable consumption, emphasizing the role of consumer awareness, tariff policy, and managerial practice in aligning business strategy with sustainable goals. Amidst global environmental challenges, a suitable tariff policy is of utmost significance to propel the digital economy and encourage sustainable development. This paper investigates how emerging tariff policies can advance trade competitiveness and environmental impacts and draws on a literature review and data collection for the period between 2000 and 2025. The article examines the disruptive function of digital technologies, AI, and big data in driving sustainable business practices and digitalization. It also discusses how such technologies can simplify tariff implementation, compliance, and stakeholder trust through behavioral insights drawn from secondary data analysis on a cross-country basis and official reports. The study identifies best practices in the coordination of tariff policy with international governance institutions. Empirical observation shows that innovative tariff approaches in digital economic governance can support long-term growth, increase international coordination, and guide global governance efforts in environmental sustainability and SDGs. The implications of the findings are relevant to policymakers, business leaders, and legal experts working on fast-paced global changes. Full article
