This study examines how climate change interacts with social, ecological, and policy factors to shape food security among Indigenous tribal communities in Jharkhand, focusing on Saraikela Kharsawan district. It combines a scoping review, policy analysis, and a climate–agriculture case study of Saraikela Kharsawan to identify vulnerabilities and pathways for more resilient Indigenous food systems. The research is qualitative, using a scoping review of 28 studies on Indigenous food security and climate impacts in Jharkhand, thematic analysis of nine national and state policies, and a district-level case study using land use, climate trends/projections, and crop statistics for Saraikela Kharsawan. Additionally, findings from participant observation were integrated into how tribal communities in Saraikela Kharsawan experience and respond to climate variability and its implications for local food systems and nutrition. The study identifies a nutrition paradox, where Indigenous communities experience micronutrient deficiencies and anaemia despite rich biodiversity and Indigenous knowledge. This is accompanied by a decrease in the consumption of nutrient-dense Indigenous foods and a predominance of rainfed monoculture rice cultivation. Marked by rising temperatures and erratic rainfall, climate variability is destabilising agroforestry systems, narrowing dietary options and reducing adaptive capacity. Additionally, policy and institutional gaps reveal fragmented support—strong rights laws and calorie-focused welfare schemes but weak integration of Indigenous foods, agroforestry, and traditional ecological knowledge into nutrition and climate programmes. The paper argues that climate change acts as a threat multiplier on already fragile Indigenous food systems and calls for nutrition-sensitive safety nets, community-based agroforestry, gender-inclusive Indigenous knowledge governance, and cross-sectoral policy alignment to support resilient, culturally appropriate food systems in Jharkhand. Allotment—the division of Native American reservations into individually-owned plots of land—has been extensively studied; yet there exists a paucity of reservation-level studies at granular geospatial scales, i.e., at the level of examining the impacts of allotment on individuals, families, and clan or tribal groups. In previous research, we described a new semi-automated method for creating detailed GIS allotment databases and discussed the policies and processes that that lay behind allotment at the Standing Rock Reservation. In this study, we employed our Standing Rock database to map and explore allotment patterns in detail. We primarily focused on patterns of clustering versus dispersion of allotment parcels for individuals, families, and tribal groups by calculating median distance (and other descriptive statistics) and standard distance in GIS. Throughout, we used mapped representations of allotment patterns as visualization tools, both for confirming hypotheses and raising new questions. As anticipated, we discovered patterns of both gain and loss. On the one hand, as we had found earlier, the people at Standing Rock gained land through their insistence on allotments for married women and for children born after the beginning date of allotment (“later-born children”), land they otherwise would not have received. We also confirmed that married women only received half the land that their husbands received and that the early sale of “surplus” reservation lands deprived a future generation of children of the opportunity to receive their own land. Perhaps most importantly, however, we discovered that the belated timing of allotments to married women and later-born children caused their allotments to be located at some distance from those of their husbands or fathers, creating disjunct and dispersed patterns of family land holdings that would have significantly hampered the creation of viable farming and ranching operations. The time is nigh to organize the physical landscapes of the United States under a unified land use policy and planning framework. As human populations have steadily grown, so has the urgency for agencies to plan for land uses at broader scales to overcome continued jurisdictional fragmentation and achieve sustainable and environmentally just landscapes. This paper introduces a vision, conceptual approach, and implementation strategy that applies ecoregions and proposes a unified framework for land use planning and regulation in the United States. The Sustainable Ecoregion Program (SEP) is designed to enable local landowners; public stakeholders; other land users; and state, regional, tribal, and national natural resource professionals to set and achieve future desired conditions for sustainable land uses across landscapes. The objective is to outline a comprehensive and sustainably just solution to the recurring problem of managing conflicting land uses in the face of continued degradation and multiple land tenure systems. The SEP will determine how much of the physical landscape will go to developed, agricultural, and natural landcover types. The framework includes recognition of level III ecoregions as primary boundaries, proposed secondary boundaries and shapes to enhance connectivity and movement across landscapes, a proposed structure for the environmental governance and co-management of landscapes, and definitions of physical landscape types. The benefits and challenges of the SEP are discussed. The outcomes of the SEP include ecological integrity, sustainable land use management, deliberative democracy, just sustainability, and improved quality of life for residents of the United States. Geothermal energy is a sustainable resource, specifically referenced as a key energy resource in the Trump adminstration’s Declaring a National Energy Emergency Executive Order in 2025, that harnesses heat from the Earth’s crust to provide continuous clean energy. Identifying suitable geothermal sites involves evaluating various geological and geographical factors to ensure optimal resource extraction and minimal environmental impact. This study evaluates potential geothermal sites in South and Southwestern US states with a high concentration of abandoned fossil fuel infrastructure, tribal lands, HUBZones, or all three in order to evaluate how to balance resource development, tribal land rights, and environmental justice in future geothermal energy systems. First, we used publicly available Geographic Information System (GIS) datasets to identify areas that are tribal lands, HUBZones, and/or have orphaned fossil fuel infrastructure. Then, we leveraged geothermal potential GIS datasets to classify subsurface temperatures and calculated how much energy enhanced geothermal system (EGS) technology could produce in these areas using methods from the geothermal literature. The analysis identified promising geothermal sites that overlap with tribal lands, HUBZones, and existing fossil fuel infrastructure in the following states: Arizona, New Mexico, Texas, Louisiana, Mississippi, Nevada, Arkansas, and Oklahoma. These states have at least a technical potential of over 2300 GW and have over 18,000 abandoned oil wells that could be converted into geothermal plants. This potential could contribute significantly to the nation’s renewable energy portfolio while simultaneously providing additional revenue opportunities and environmental remediation to tribal lands and low-income communities by leveraging policies and programs like the Indian Energy Purchase Preference (IEPP) and the Historically Underutilized Business Zone program (HUBZone), respectively. Communities throughout the United States have come to rely upon agriculture as a pillar of their political integrity, economic security, and health and wellbeing. Climatic conditions in the western portion of the United States necessitate most lands be irrigated to be arable. As a result, a major portion of the economy of the United States, and by extension the world economy, is driven by the continued viability of western United States water law and policy. Furthermore, due to the strong interrelationship between anthropogenic consumptive uses, streamflows, and wetland/riparian area ecology, irrigation demand has a strong effect on stream morphology, quality, and biology for aquatic species. Western water management is a complex mosaic that is controlled by western state, federal, and tribal governments. Each of these systems of law have vulnerabilities to climate change, which is well understood to cause increasing water supply scarcity. This articledemonstrates the risks climate change poses to our management of irrigation water demand, as well as the interrelationship between water supply and demand. Due to the shared nature of the resource, this article addresses both tribal reserved rights and state-based rights using data from Indian reservations that either contain and/or are closely adjacent to non-tribal agricultural communities. Those data are used in a systems–dynamics model to integrate crop–water requirement estimation techniques with climate change estimates and a Monte Carlo analysis to assess how irrigation demand could change because of changing temperature, precipitation, incoming radiation, and wind speed caused by climate change. Results indicate that climate change will cause increases in irrigation requirements at most locations. Further, climate change is expected to significantly increase seasonal variability in many locations. The model provides a useful tool based upon publicly available data that will allow individual water users to make conservation decisions necessary to preserve their water rights as the climate changes. Indigenous Peoples have been stewarding lands with fire for ecosystem improvement since time immemorial. These stewardship practices are part and parcel of the ways in which Indigenous Peoples have long recorded and protected knowledge through our cultural transmission practices, such as oral histories. In short, our Peoples have always been data gatherers, and as this article presents, we are also fire data gatherers and stewards. Given the growing interest in fire research with Indigenous communities, there is an opportunity for guidance on data collection conducted equitably and responsibly with Indigenous Peoples. This Special Issue of Fire presents fire research approaches and data harvesting practices with Indigenous communities as we “Reimagine the Future of Living and Working with Fire”. Specifically, the article provides future-thinking practices that can achieve equitable, sustainable, and just outcomes with and for stakeholders and rightholders (the preferred term Indigenous Peoples use in partnerships with academics, agencies, and NGOs). This research takes from the following key documents to propose an “Indigenous fire data sovereignty” (IFDS) framework: (1) Articles declared in the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) as identified by the author and specified in Indigenous-led and allied Indigenous fire research in Australia, Canada, and the U.S.; (2) recommendations specific to cultural fire policy and calls for research in the 2023 Wildland Fire Mitigation and Management Commission report; (3) research and data barriers and opportunities produced in the 2024 Good Fire II report; and threads from (4) the Indigenous Fire Management conceptual model. This paper brings together recommendations on Indigenous data sovereignty, which are principles developed by Indigenous researchers for the protection, dissemination, and stewardship of data collected from Tribal/Nation/Aboriginal/First Nations Indigenous communities. The proposed IFDS framework also identifies potential challenges to Indigenous fire data sovereignty. By doing so, the framework serves as an apparatus to deploy fire research and data harvesting practices that are culturally informed, responsible, and ethically demonstrated. The article concludes with specific calls to action for academics and researchers, allies, fire managers, policymakers, and Indigenous Peoples to consider in exercising Indigenous fire data sovereignty and applying Indigenous data sovereignty principles to fire research. Recent federal legislation, like the 2021 Infrastructure Investment and Jobs Act and 2022 Inflation Reduction Act, has led to a push for more solar energy on Tribal lands, increasing competition for already limited agricultural land. Agrivoltaics is an innovative technology with the potential to lessen the tradeoffs between agriculture production and solar energy generation. This study investigates the opportunities and barriers for agrivoltaics on Tribal lands through expert qualitative interviews with Tribal agriculture professionals that inform geospatial suitability analysis of physical characteristics. Qualitative results indicate agrivoltaics on Tribal lands could contribute positively to food sovereignty, energy sovereignty, and economic development goals for Tribes; on the other hand, Tribal agriculture professionals have technical, economic, siting, and socioecological concerns that should be addressed through future work. Quantitatively, we find up to 15 million acres of Tribal agricultural land may be feasible for micro-grid agrivoltaics, with 7 million acres in sufficient proximity to existing transmission lines to tie into the grid. The leading states for Tribal agrivoltaics by land area are South Dakota, Montana, and Arizona, each home to Tribes with large land bases and a strong agricultural economy. This work aims to inform Tribal land managers, policymakers, and researchers on the opportunities and barriers for agrivoltaics on Tribal lands. Full article

The narrative of the colonisation of South Africa that prevailed and continues to prevail in certain segments of contemporary South African society is that of the white coloniser as an industrious, noble, peaceful and innocent being, divinely tasked with the project of bringing civilisation to the country’s indigenous Black tribal people—people bereft of religion, cognitive competence and incapable of responsible land ownership. In this article, I reflect on the genesis of anti-Blackness over three and a half centuries and argue that despite Black resistance over this period, the systematic orchestration of anti-Blackness through repressive violence, constantly morphing policy legislation and relentless propaganda machinery has imprinted on the psyche of South Africans in particular ways. Black academe in South Africa has been systematically frustrated with Western Eurocentric epistemologies and ontologies and struggle to engage in any substantive epistemological or ontological delinking. Inspiration from decolonial theory is invoked to offer an analysis of the paralysis of the new Black political, economic and academic elite, as they occupy a zone of being co-opted into the stranglehold of white economic and cultural hegemony. The number and sizes of informal settlements are expected to increase drastically in the future, and dramatically so in Sub-Saharan Africa, where migration from rural to urban areas is increasing, and poverty and food insecurity threaten livelihoods. Data sources explaining livelihood factors in informal settlements are scarce, and often highly disputed. In this study, Kibera is investigated, one of the largest informal settlements in Africa. The main aim is to analyze differences in livelihood factors across the villages in Kibera, and to explain some of the existing discrepancies in food security levels among its population. In particular, livelihood factors such as tribe, welfare and trust can explain some of the variation in food security across 12 of the 13 villages located in Kibera. The analyses inform of significant differences across the villages when it comes to, among others, income, food insecurity, ownership of land in rural areas, tribal background and trust levels in strangers and community leads. To reach the millions of people living in informal settlements now, and increasingly so in the future, it is advised that research and implementation go hand in hand, with enhanced understanding of the complexities within rural–urban food systems to ensure solutions that are affordable and accessible to low-income groups. On this pathway to fight poverty and hunger in the future, today’s policies and programs must take such complexities into account to positively contribute to strengthening the resiliency and sustainability of rural–urban food systems by ensuring an increase in welfare levels with zero climate impact. In 2022 the US Forest Service launched an ambitious 10-year strategy to address the escalating wildfire danger in the U.S. “Confronting the Wildfire Crisis: A Strategy for Protecting Communities and Improving Resilience in America’s Forests” includes a 10-year plan to substantially increase the scale of forest health and risk reduction fuel treatments over the next decade. The plan expands and prioritizes treatments on 20 million acres on National Forest System lands, and 30 million acres of other federal, state, tribal, and private lands, targeting lands where wildfire ignitions will potentially impact communities. In this talk, we describe the core science components supporting the treatment plan, and its evolution through interactions between our research team and Forest Service leadership. We highlight key science advancements and contributions, including: (1) the development of a multiscale planning framework based on wildfire risk transmission to communities that recognizes the scale of wildfire risk in the western U.S.; (2) scenario planning models that optimized and scheduled treatments over the first 20 years of the plan and re-treatments for an additional 10 years; (3) methods to incorporate the future effect of wildfire during plan implementation, i.e. “planning risk”; (4) an online geospatial registry to track progress; and (5) use of extreme event assessments rather than average burn probability to communicate risk. We describe how these tools and methods could be used in other fire-prone regions to build and test national scale fuel management strategies to guide current and new policy initiatives in response to recent trends in wildfire losses. The colonization of Indigenous Peoples in Alaska was based on racism and founded the current systemic racism, discrimination, and marginalization they experience today. Land stewardship was in the hands of Indigenous Peoples, and through colonization their land and rights to steward that land were taken away. This paper is based on a participatory research project conducted in partnership with the Ninilchik Village Tribe (NVT) in Alaska utilizing ethnographic futures research scenario storytelling through Indigenous methodologies. Scenario interviews with community members explored land-based understandings of Indigenous sustainability and the roles that subsistence, food security, and food sovereignty have in maintaining sustainability and cultural continuity for children in the future. Due to state and federal land and water management practices, Alaska Natives are limited in their abilities to practice subsistence and steward their lands. An anti-racist approach to decolonizing land management and ownership is key to Alaska Natives regaining control of their subsistence rights for food security and cultural continuity for future generations. This paper speaks to policy makers, explaining the current racist and colonial situation and suggests an antiracist and decolonizing path forward through respecting Tribal sovereignty, prioritizing Indigenous-led stewardship, and giving land back to the Alaska Native Tribal Nations. Climate change is everywhere, and the Arctic is no exception. The melting sea ice has caused renewed interest in expanding maritime shipping for potentially more accessible ocean routes. Canada emerges as a natural land bridge for trade between Asia, Europe, and the Americas. Plausibly, it is not a choice but an imperative to properly integrate the stakeholders (the environment, countries, remote communities, industrial partners) in opening the Arctic Circle to the global economy while considering the challenges. Keeping sustainability front and center and drawing on the extant literature and government policies, this interdisciplinary study offers a Canadian perspective on Arctic transportation routes over tribal lands and their quadruple bottom line (QBL) impacts on the environment, economy, society, and Indigenous cultures. Unlike the arguable premise that new transport corridors will increase trade traffic and enhance the economy in Northern Canada, the QBL approach enables a more holistic and realistic strategy for the Arctic region’s sustainable development regarding regional economies, rural logistics, supply chain efficiency, and social licensing. Drawing on an integrative literature review as methodology, we highlight the QBL framework and the United Nations Sustainable Development Goals as crucial policy tools. Such a holistic perspective helps stakeholders and decision makers frame better policies in identifying, assessing, adapting, and mitigating risks for transportation infrastructure exposed to climate change. We recap the impacts of Arctic Shipping (ArSh) on QBL pillars in an interaction matrix and emphasize that while ArSh may be complementary to economic development, it poses threats to the viability of the Indigenous cultures. The intent of this article is to raise awareness about an underutilized funding mechanism that possesses the capacity to help tribal and federal land management agencies meet their goal of restoring fire-adapted ecosystems to historic conditions in the American Southwest. We attempt to achieve this through an exploration of the Reserved Treaty Rights Lands (RTRL) program and how it has been used to implement collaborative fuel management projects on National Forest lands. RTRL is a funding program administered by the Bureau of Indian Affairs (BIA) that is designed to protect natural and cultural resources important to tribes on non-tribal lands that are at high risk from wildfire. Over the last year, our research team has studied the RTRL program in the Southwest by conducting in-depth, face-to-face interviews with tribal land managers as well as U.S. Forest Service tribal liaisons and other personnel who work with tribes. Our interviews revealed enthusiasm and support for RTRL but also concern about the fairness of the program as well as insufficient outreach efforts by the U.S. Forest Service. In response, we propose a policy alteration that (we contend) would incentivize the BIA to increase funding allocations to the RTRL program without losing the support of partnering agencies. The aim is to strengthen and expand shared stewardship efforts between tribes and federal land management agencies. We situate these implications against the backdrop of the Pacheco Canyon Prescribed Burn, an RTRL funded project that was instrumental in containing the Medio Fire that broke out in the Santa Fe National Forest in the summer of 2020. Global sustainability goals cannot realistically be achieved without strategies that build on multiscale definitions of risks to wellbeing. Particularly in geographic contexts experiencing rapid and complex social and environmental changes, there is a growing need to empower communities to realize self-identified adaptation goals that address self-identified risks. Meeting this demand requires tools that can help assess shared understandings about the needs for, and barriers to, positive change. This study explores consensus about risks and uncertainties in adjacent boroughs grappling with rapid social–ecological transformations in northern Alaska. The Northwest Arctic and North Slope boroughs, like the rest of the Arctic, are coping with a climate that is warming twice as fast as in other regions. The boroughs are predominantly inhabited by Iñupiat people, for whom the region is ancestral grounds, whose livelihoods are still supported by subsistence activities, and whose traditional tribal governance has been weakened through multiple levels of governing bodies and institutions. Drawing on extensive workshop discussions and survey experiments conducted with residents of the two boroughs, we developed a model of the northern Alaska region’s social–ecological system and its drivers of change. Using cultural consensus analysis, we gauged the extent of consensus across the boroughs about what key risks threaten the sustainability of their communities. Though both boroughs occupy vast swaths of land, each with their own resource, leadership, and management challenges, we found strong consensus around how risks that impact the sustainability of communities are evaluated and prioritized. Our results further confirmed that rapid and complex changes are creating high levels of uncertainties for community planners in both boroughs. We discuss the mobilizing potential of risk consensus toward collective adaptation action in the civic process of policy making. We note the contribution of cultural consensus analysis as a tool for cross-scale learning in areas coping with rapid environmental changes and complex social challenges. Full article

Worldwide and in India, malaria elimination efforts are being ramped up to eradicate the disease by 2030. Malaria elimination efforts in North-East (NE) India will have a great bearing on the overall efforts to eradicate malaria in the rest of India. The first cases of chloroquine and sulfadoxine-pyrimethamine resistance were reported in NE India, and the source of these drug resistant parasites are most likely from South East Asia (SEA). NE India is the only land route through which the parasites from SEA can enter the Indian mainland. India’s malaria drug policy had to be constantly updated due to the emergence of drug resistant parasites in NE India. Malaria is highly endemic in many parts of NE India, and Plasmodium falciparum is responsible for the majority of the cases. Highly efficient primary vectors and emerging secondary vectors complicate malaria elimination efforts in NE India. Many of the high transmission zones in NE India are tribal belts, and are difficult to access. The review details the malaria epidemiology in seven NE Indian states from 2008 to 2018. In addition, the origin and evolution of resistance to major anti-malarials are discussed. Furthermore, the bionomics of primary vectors and emergence of secondary malaria vectors, and possible strategies to prevent and control malaria in NE are outlined. Full article
