Medical tourism is among the fastest-growing segments of the global travel industry, and Taiwan’s internationally recognised healthcare system positions it well to compete in this market. Yet the companies best placed to lead this development have traditionally been identified through online word-of-mouth or personal recommendation rather than objective evidence, and performance criteria are rarely weighted to reflect both subjective opinion and objective data. This study addresses both gaps with a hybrid framework that uses main path analysis to identify, objectively, the companies most active in medical aesthetic technology, and integrates the Best–Worst Method (BWM), Entropy, Game Theory, and Grey-based TOPSIS to weight a four-dimensional, seventeen-criterion framework and rank company performance in medical tourism. An empirical application to seven Taiwanese companies engaged in medical aesthetics alongside medical tourism, drawing on industry expert assessments, shows that Service and Healthcare Resources is the most influential dimension, and that cloud-based customisation, multilingual personnel, and professional in-trip medical care are the most important criteria. Sensitivity analysis across nine weighting scenarios and comparison against four alternative ranking methods confirm the robustness of the ranking. The framework offers a replicable, objective template for evaluating medical tourism performance and provides managerial guidance for companies and policymakers seeking to strengthen Taiwan’s position in this market. ICT governance is becoming indispensable for the planning and delivery of public sector services as more digital platforms are utilised in these processes. This research presents an overview and interpretation of the ICT governance adoption process in Africa’s public sector organisations using McClelland’s Need Theory. This systematic review used the SPAR-4-SLR methodology and the ADO framework. A collection of scholarly articles and grey literature on ICT governance between 2010 and 2025 was obtained through searches of the Scopus and Web of Science databases. Based on the results, it is apparent that ICT governance adoption in Africa is institutionally uneven and cannot be explained solely by technological models. While factors such as governance systems, regulations, and alignment contribute to institutional adoption of governance, relational factors such as stable leadership, cooperation, accountability, and trust seem to carry more weight. From the review, it becomes clear that, in some instances, governance structures are used symbolically to demonstrate adherence and legitimacy without operational integration within the institutions. This study concludes that ICT governance reforms in the African public sector must strike a balance among authority, cooperation, and governance performance to create value for society. Full article

Operational risk assessment in complex industrial systems like mineral processing plants is hindered by inherent uncertainty and incomplete information. This study presents an integrated grey system theory-based framework to address this challenge. Combining Grey Multi-Criteria Decision-Making (GST-MCDM) and Grey Relational Analysis (GRA), the methodology enables a systemic analysis that prioritizes risks, quantifies interdependencies, and measures cumulative burden across four key objectives: time, cost, quality, and safety. Applied to a case study at the Gohar Zamin iron ore processing plant (Iran), the model analyzed 26 operational risks, classifying them into Critical (8 risks), Significant (9), and Controllable (9) tiers. Electrical power shortage (RPS: 0.19) and raw material supply delay (RPS: 0.21) were identified as the most critical risks. The analysis quantified that the safety objective bears the highest cumulative risk burden at 32%, primarily due to human factor vulnerabilities, while cyber-physical threats ranked among the top 8 critical risks. Strong interdependencies were revealed, notably a quality cascade (relational grade: 0.84) between poor consumable materials and final product failure. Sensitivity analysis confirmed high model robustness (Spearman’s p = 0.91). The framework provides managers with an actionable tool for strategic, cluster-based mitigation and evidence-based resource allocation, emphasizing investment in human capital as a core risk reduction strategy. This research contributes a replicable, quantitative methodology for enhancing operational resilience under uncertainty in capital-intensive industries. Full article

In deep foundation pit risk assessment, expert ratings are often aggregated without preserving the dispersion of individual opinions, yet such dispersion directly reflects the reliability of the assessment. To address this shortcoming, this study integrates dual probabilistic linguistic term sets (DPLTS), entropy theory, and the best–worst method (BWM). In this DPLTS framework, the membership set L(p) encodes the central tendency of expert ratings (the assessed risk level), while the non-membership set U(q) encodes the dispersion of ratings, serving as a proxy for expert disagreement—a source of uncertainty that is as critical as the risk level itself for decision-making. The least common multiple expansion method standardizes information length. Secondary indicator weights are determined using fuzzy entropy and cross-entropy, while primary indicator weights are derived via BWM, forming a combined subjective-objective weighting model. Hierarchical aggregation yields the overall risk expectation value. A case study assesses the project as Level III (moderate) risk, with a low variance of 0.0503 indicating strong expert consensus. The risk expectation varies by less than 4% under different entropy measures, confirming robustness. Comparative analysis with fuzzy comprehensive evaluation and CRITIC–Grey system methods shows consistent results, with all three identifying excavation and support as key risk indicators. The proposed method provides not only a reliable risk level but also a quantitative measure of expert agreement, offering enhanced support for targeted risk management. Full article

Water scarcity in Peru is increasingly shaped by competing sectoral demands, particularly between large-scale mining and agriculture. Both sectors rely heavily on limited freshwater resources in arid coastal and Andean basins, generating complex trade-offs between economic productivity, environmental sustainability, and social equity. This review synthesizes and critically evaluates current knowledge on water footprint (WF) dynamics within mining–agriculture systems, integrating hydrosocial theory, water–energy–food nexus thinking, and sustainability transition frameworks. Mining activities in Peru are characterized by high blue and grey water footprints, associated with intensive extraction processes and contamination risks, while agriculture exhibits diverse water footprints depending on crop type, irrigation efficiency, and climatic conditions. The interaction of these sectors creates hydrosocial conflicts driven by unequal water allocation, environmental degradation, and institutional fragmentation. This paper identifies key drivers of conflict and evaluates emerging pathways for sustainability transitions, including technological innovation, nature-based solutions, and participatory governance mechanisms. An integrative conceptual framework derived from a thematic synthesis of the reviewed literature is proposed. The findings provide actionable insights for policymakers and researchers seeking to reconcile economic development with water sustainability in resource-constrained environments. Full article

In response to the bottleneck issue of natural rubber selection in aircraft tire formulation design, this study proposes a data-driven screening methodology that integrates a simulated performance database with grey system theory. A multidimensional performance simulation database was constructed, encompassing representative NR brands from six major global producing regions: Malaysia, Indonesia, Thailand, Vietnam, Hainan (China), and Yunnan (China). This repository encompasses critical metrics, including raw rubber constitution, molecular characteristics, and the static/dynamic mechanical behaviors of vulcanizates. Utilizing this foundation, a novel material selection protocol was formulated, grounded in a multi-objective weighted intelligent grey target decision framework. The Analytic Hierarchy Process (AHP) was applied to ascertain differentiated performance criteria and assign corresponding weights, specifically tailored to the functional necessities of distinct aircraft tire sections. To substantiate the model’s efficacy, the primary tire of the ubiquitous Boeing 737-800 served as a validation case. The optimal Natural Rubber (NR) grade identified by the algorithm was cross-referenced with the empirical expertise and engineering practices of premier global tire manufacturers, thereby confirming the framework’s robustness and predictive accuracy. Consequently, this investigation establishes a comprehensive intelligent decision-making architecture, spanning data construction to engineering deployment, offering a quantitative and referential pathway for NR material screening in aviation applications. Australia’s ban on social media for under-16s, introduced in December 2025, made it the first country worldwide to implement a nationwide prohibition on major platforms for adolescents. This narrative literature review compares Australia’s age-based restriction with international approaches to protecting young people from online risks. The review synthesized 26 academic studies and 15 grey literature sources (policy documents, legislation, and official reports published between 2015 and 2025). It employed Bronfenbrenner’s bioecological systems theory to examine effects across family, platform, institutional, and broader socio-legal contexts. Three key themes emerged: (A) Empirical findings on age-threshold policies remain inconclusive and context-dependent. While unregulated use relates to psychological vulnerabilities, structured and intentional engagement can promote social connection, identity exploration, and support access, especially for marginalized youth. (B) Global responses vary, favoring alternatives like parental consent, platform duty-of-care obligations, and screen-time control measures. (C) Balanced, sustainable harm reduction depends on combining parental involvement, platform accountability, and digital literacy education. Overall, while Australia’s precautionary approach addresses legitimate developmental and public health concerns, its effectiveness seems limited by enforcement challenges, risks of digital exclusion, and potential human rights issues. Bronfenbrenner’s framework underscores the need for coordinated governance across interconnected systems to lessen online harm. Full article

This critical review interrogates how contemporary diversity, equity, and inclusion (DEI) reforms in STEM education engage the deeper project of epistemic decolonisation. Framed by critical race theory, feminist science studies, and decolonial scholarship, it asks whether inclusion agendas move beyond representational expansion to disrupt Eurocentric hierarchies of legitimacy; which pedagogical and curricular innovations enact pluriversal STEM; and what institutional conditions constrain transformation. A multi-stage search of Scopus, Web of Science, ERIC, Google Scholar, and grey literature (2010–2025) yielded 152 records; PRISMA-informed screening produced 80 sources for interpretive thematic synthesis. Findings show that DEI initiatives have increased access and participation, yet typically preserve assumptions of scientific neutrality and universalism, leaving epistemic injustice largely intact. In contrast, decolonial innovations, such as two-eyed seeing, culturally sustaining and place-based pedagogies, history, philosophy, and sociology of science integration, and project-based learning grounded in indigenous knowledge systems, reposition learners and communities as co-producers of knowledge and reframe science as situated and relational. However, these practices remain peripheral due to assessment regimes, accreditation pressures, funding and tenure incentives, disciplinary gatekeeping, and limited educator preparation. The review argues that meaningful reform requires structural reconfiguration of curricula, evaluation, and institutional reward systems to recognise multiple epistemologies, cultivate ethical relationality, and enable sustained community partnership. As countries confront rapid population ageing alongside escalating climate hazards, long-term care (LTC) systems are increasingly exposed to climate-related risks yet remain under-recognised within climate adaptation policy. This study aims to bridge the gap between climate and health adaptation frameworks and LTC system planning by developing a climate-tailored integrated LTC framework. A horizon scanning and theory-informed synthesis approach was employed, drawing on peer-reviewed and grey literature published between 2010 and 2025 to identify climate hazards affecting LTC users and systems. Evidence was organised by hazard type and analysed in relation to system-level disruption mechanisms and adaptation functions. Findings demonstrate that major climate hazards, including heatwaves, flooding, storms, droughts, wildfires, and air pollution, disproportionately affect LTC users, leading to increased morbidity, cognitive decline, and functional deterioration. At the same time, LTC systems are vulnerable to cascading infrastructure failures, workforce strain, supply chain disruptions, and service discontinuities. Despite these risks, the WHO Operational Framework for Climate-Resilient and Low-Carbon Health Systems does not explicitly address LTC, while the WHO Integrated LTC Framework does not incorporate climate-related risks. In response, this paper proposes a climate-tailored LTC framework that systematically embeds climate risk, adaptation, and mitigation within the four core LTC domains of needs, governance, service delivery, and system enablers. Equity, user participation, and decarbonisation are integrated as cross-cutting principles. The framework provides a policy-oriented architecture to strengthen climate-resilient LTC systems and align long-term care reform with broader climate and sustainable development strategies. Understanding regional disparities in Chinese modernization is essential for achieving coordinated and sustainable development. This study develops a multi-dimensional evaluation framework, integrating grey relational analysis, entropy weighting, and TOPSIS to assess provincial modernization across China from 2018 to 2023. The framework operationalizes Chinese-style modernization through five dimensions: population quality, economic strength, social development, ecological sustainability, innovation and governance, capturing both material and institutional aspects of development. Using K-Means clustering, kernel density estimation, and convergence analysis, the study examines spatial and temporal patterns of modernization. Results reveal pronounced regional heterogeneity: eastern provinces lead in overall modernization but display internal volatility, central provinces exhibit gradual convergence, and western provinces face widening disparities. Intra-regional analysis highlights uneven development even within geographic clusters, reflecting differential access to resources, governance capacity, and innovation infrastructure. These findings are interpreted through modernization theory, linking observed patterns to governance models, regional development trajectories, and policy coordination. The proposed framework offers a rigorous, data-driven tool for monitoring modernization progress, diagnosing regional bottlenecks, and informing targeted policy interventions. This study demonstrates the methodological value of integrating grey system theory with multi-criteria decision-making and clustering analysis, providing both theoretical insights and practical guidance for advancing balanced and sustainable Chinese-style modernization. First Nations children remain dramatically over-represented in Australia’s Out-of-Home Care (OOHC) system, particularly in New South Wales (NSW), which continues to report the highest numbers nationally. This narrative review, grounded in a relational First Nations Standpoint Theory and decolonising research paradigms, to critically examine the systemic, structural, and historical factors contributing to these disproportionalities. Drawing on interdisciplinary evidence across law, criminology, education, health, governance studies, and public policy, the analysis centres Indigenous-authored scholarship and contemporary empirical literature, including grey literature, inquiries, and community-led reports. Findings reveal that the OOHC system reproduces the colonial logics that historically drove the Stolen Generations. Macro-level structural drivers—including systemic racism, Indigenous data injustice, entrenched poverty and deprivation, intergenerational trauma, and Westernised governance frameworks—continue to shape child protection policies and practices. Micro-level drivers such as parental supports, mental health distress, substance misuse, family violence, and the criminalisation of children in care (“crossover children”) must be understood as direct consequences of structural inequality rather than as isolated individual risk factors. Current placement and permanency orders in NSW further compound cultural disconnection, with ongoing failures to implement the Aboriginal and Torres Strait Islander Child Placement Principle (ATSICPP). Contemporary cultural rights and Indigenous Cultural and Intellectual Property (ICIP) frameworks highlight the urgency of restoring Indigenous authority in decision-making processes. The literature consistently demonstrates that cultural continuity, kinship networks, and ACCO-led models are sort to produce stronger long-term outcomes for children. The review concludes that genuine transformation requires a systemic shift toward Indigenous-led governance, community-controlled service delivery, data sovereignty, and legislative reform that embeds cultural rights and self-determination. Without acknowledging the structural drivers and redistributing genuine power and authority, the state risks perpetuating a cycle of removal that mirrors earlier assimilationist policies. Strengthening First Peoples governance and cultural authority is therefore essential to creating pathways for First Nations children to live safely, remain connected to family and kin, and thrive in culture. Grey systems theory has provided a change in paradigm related to how numbers and their mathematics are perceived. By including various levels of knowledge associated with the variables, the theory has succeeded in modelling systems characterised by incomplete or partially known information. Among the methods offered by the grey systems theory, the grey clustering approach offers a distinct perspective on clustering methodology by allowing researchers to define degrees of importance for the variables included in the analysis. Despite its expanding use across disciplines, a comprehensive synthesis of grey clustering research is lacking. In this context, this study aims to provide a comprehensive and structured overview of the research field associated with grey clustering and its applications, rather than the more rhetorical formulation previously included. By using a PRISMA approach, a dataset containing papers related to grey clustering is extracted from the Clarivate Web of Science database and analysed through bibliometric tools and further enhanced by providing thematic maps and topics discovery through the use of Latent Dirichlet Allocation (LDA) and BERTopic analyses. The final dataset includes 318 articles, and their examination allows for a detailed assessment of publication trends, thematic structures, and methodological directions. The annual scientific production showcased an increase of 10.78%, while the thematic analysis revealed key themes related to performance management, risk assessment, evaluation models for enhancing organisational performance, urban and regional planning, civil engineering, industrial engineering and automation, and risk evaluation for health-related issues. Additionally, a detailed review of the most-cited papers has been performed to highlight the role of grey clustering in various research fields. Full article

China’s prefabricated construction industry, despite its recent emergence, faces challenges such as limited standardization, poor integration, and low industrialization. In the Engineering, Procurement, and Construction (EPC) model for prefabricated buildings, numerous risks arise due to the long project lifecycle, complex technical requirements, and force majeure factors. These risks may cause substantial project losses if not effectively controlled. This study, from the perspective of general contractors, explores risk assessment for prefabricated building projects under the EPC model to promote construction practices and enhance project resilience. The objective is to help contractors mitigate risks and ensure the smooth and environmentally responsible implementation of prefabricated projects. Risks were identified through literature review and case analysis, and a statistical process refined them into a structured index. The Analytic Network Process (ANP) was applied to assign indicator weights, establishing a comprehensive risk evaluation model. The Gray System Theory was then employed to assess the risks in a case study from Southwest China, validating the effectiveness and applicability of the proposed model. This research provides a systematic approach and theoretical support for EPC-based risk assessment, offering guidance for risk management and contributing to development in the construction industry. With worsening energy and environmental issues, new energy vehicles (NEVs) have emerged as the future of the automotive industry, as they aim to address the high energy consumption and carbon emissions of traditional fuel vehicles. However, due to the industry’s short development history, limited available data, and incomplete supporting systems, most existing NEV research focuses on theoretical analysis, which hinders the achievement of accurate sales predictions. Today, online reviews influence consumer decisions and thus provide a new perspective for sales forecasting. Based on consumer behavior theory and neural network principles, our research selects factors influencing NEV sales (covering economics, technological, policy, and consumer dimensions, including preprocessed crawled online reviews), constructs an index system screened via grey relational analysis, and establishes five models (SARIMA, GRU, Seq2Seq, Attention-GRU, Attention-Seq2Seq) for training and testing. The study supports the use of online reviews in NEV sales prediction and proves that the model based on cutting-edge technology of Attention-Seq2Seq can outperform the other four methods presented above. Through this, the current contributions advance marketing innovation by helping NEV stakeholders understand relevant information using a predictive model from online reviews, which leads to precise product improvement and optimal distribution of resources as well as precise adoption of marketing strategies. Using Water Footprint Indicators to Support Biodiversity Conservation and Rights-Based Water Governance in the Andean High Andes: A Scoping Review and Framework

Andean high-altitude ecosystems are critical to sustaining biodiversity, agriculture, and the livelihoods of indigenous populations. However, accelerating glacier retreat, irregular precipitation, and intensive water use have exacerbated ecosystem degradation and water insecurity. This study conducts a scoping review (PRISMA-ScR) of peer-reviewed and grey literature (2000–2025) to examine how water footprint (WF) management through its blue, green, and gray components can be operationalized within an Integrated Water Resource Management (IWRM) and Human Rights-Based Approach (HRBA) to ensure equitable access and ecological sustainability in the Andes. Quantitative synthesis from 72 sources shows that agricultural withdrawals account for over 78% of total blue-water use, while glacier-fed runoff has declined by 32% over the past two decades. Empirical evidence from Peru, Ecuador, and Bolivia demonstrates that integrating indigenous irrigation systems with modern efficiency technologies reduces consumptive water use by up to 25% and enhances wetland biodiversity indices by 15–20%. These findings support the development of an Integrated Water-Biodiversity-Rights Framework (IWBRF) that links WF indicators (WFAM and ISO 14046) with ecosystem integrity and social equity metrics. The study advances theory by clarifying how WF indicators inform rather than replace IWRM and HRBA decision processes, offering a practical model for achieving water justice, biodiversity protection, and climate resilience in fragile Andean ecosystems.
