Implementing nature-based solutions (NbSs) for wildfire risk management and other hazards has been challenging in emerging economies due to the high costs, the lack of immediate returns on investment, and stringent inclusion criteria set by organizations like the IUCN and domain experts. To address these challenges, this exploratory study proposes a new concept: green/blue initiatives. These initiatives represent intermediate steps, encompassing small-scale, community-driven activities that can evolve into recognized NbSs over time. To explore this concept, experiences related to wildfire prevention in the Biobío region of Chile were analyzed through primary and secondary source reviews. The analysis identified three initiatives qualifying as green/blue initiatives: (1) goat grazing in Santa Juana to reduce fuel loads, (2) a restoration prevention farm model in Florida called Faro de Restauración Mahuidanche and (3) the Conservation Landscape Strategy in Nonguén. They were examined in detail using data collected from site visits and interviews. In contrast to Chile’s prevailing wildfire policies, which focus on costly, large-scale fire suppression efforts, these initiatives emphasize the importance of reframing wildfire as a manageable ecological process. Lastly, the challenges and enabling factors for adopting green/blue initiatives are discussed, highlighting their potential to pave the way for future NbS implementation in central Chile. In the 2021 summit, ASEAN leaders acknowledged the ocean as an essential driver of economic recovery post pandemic, leading to the ASEAN Declaration on the Blue Economy for the responsible management of marine resources. As an ASEAN nation with a long history in the fishing sector, Indonesia then actively spread this concept across the region. The hegemony theory of Gramsci, which considers the interaction of a nation’s material resources, ideational influence, and institutional strategy, is further used to assess Indonesia’s leadership dynamics in the ASEAN to obtain consensus-based power. In this study, Joko Widodo’s speeches from 2023 are taken out and coded to determine the narrative that Indonesia constantly reinforces. With thematic analysis, speech data is processed to generate keywords such as unity, cooperation, and shared responsibilities, which Indonesia often uses to advance its regional agenda. By aligning member states’ interests with regional goals, Indonesian governance creates common ground for a blue economy and emphasizes how the sea is an integral source of opportunity for the region’s position as the Epicentrum Of Growth. Instead of pushing countries to agree with directives, Indonesia effectively advocates for regional agreements and ASEAN-led structures through the blue economy framework, with the ABEF emerging at its 2023 ASEAN chairmanship deliberations. The escalating threat of climate change has intensified the global urgency to accurately predict carbon dioxide (CO2) emissions for sustainable development, particularly in developing economies experiencing rapid industrialization and globalization. Traditional Extreme Learning Machines (ELMs) offer rapid learning but often yield unstable performance due to random parameter initialization. This study introduces a novel hybrid model, Red-Billed Blue Magpie Optimizer-tuned ELM (RBMO-ELM) which harnesses the intelligent foraging behavior of red-billed blue magpies to optimize input-to-hidden layer weights and biases. The RBMO algorithm is first benchmarked on 15 functions from the CEC2015 test suite to validate its optimization effectiveness. Subsequently, RBMO-ELM is applied to predict Indonesia’s CO2 emissions using a multidimensional dataset that combines economic, technological, environmental, and globalization-driven indicators. Empirical results show that the RBMO-ELM significantly surpasses several state-of-the-art hybrid models in accuracy (higher R2) and convergence efficiency (lower error). A permutation-based feature importance analysis identifies social globalization, GDP, and ecological footprint as the strongest predictors underscoring the socio-economic influences on emission patterns. These findings offer both theoretical and practical implications that inform data-driven Artificial Intelligence (AI) and Machine Learning (ML) applications in environmental policy and support sustainable governance models. Maintenance dredging produces large volumes of fine sediments that are commonly discarded, despite increasing pressure for beneficial reuse. Lime–cement stabilization offers one pathway, yet field performance is highly variable. This study juxtaposes two French marine dredged sediments—DS-F (low plasticity, organic matter (OM) ≈ 2 wt.%) and DS-M (high plasticity, OM ≈ 18 wt.%)—treated with practical hydraulic road binder (HRB) dosages. This is the first French study that directly contrasts two different DS types under identical HRB treatment and proposes practical boundary thresholds. Physical indexes (particle size, methylene-blue value, Atterberg limits, OM) were measured; mixtures were compacted (Modified Proctor) and tested for immediate bearing index (IBI). IBI, unconfined compressive strength, indirect tensile strength, and elastic modulus were determined. DS-F reached IBI ≈ 90–125%, UCS ≈ 4.7–5.9 MPa, and ITS ≈ 0.40–0.47 MPa with only 6–8 wt.% HRB, satisfying LCPC-SETRA class S2–S3 requirements for road subgrades. DS-M never exceeded IBI ≈ 8%, despite 3 wt.% lime + 6 wt.% cement. A decision matrix distilled from these cases and recent literature shows that successful stabilization requires MBV < 3 g/100 g, plastic index < 25%, OM < 7 wt.%, and fine particles < 35%. These thresholds permit rapid screening of dredged lots before costly treatment. Highlighting both positive and negative evidence clarifies the realistic performance envelope of soil–cement reuse and supports circular-economy management of DS. Full article

This study investigates the thermally induced phase transformation of Ni-exchanged LTA zeolite as a dual-purpose method for nickel immobilization and the synthesis of stable ceramic pigments. The process describes a cost-effective and sustainable alternative to conventional pigment production, aligning with circular economy principles. Upon thermal treatment at temperatures ranging between 900 °C and 1300 °C, Ni-exchanged LTA zeolite undergoes a transformation to NiAl2O4 spinel, confirmed by XRPD, FTIR, and thermal analysis. Initially, NiO is formed, but as the temperature increases, it dissolves and transforms into NiAl2O4. Colorimetric studies revealed intensified blue pigmentation with increasing temperature, correlating with crystallite growth and structural evolution. SEM analysis showed morphological changes from cubic particles to sintered agglomerates, enhancing pigment stability and hardness. The Ni-LTA sample calcined at 1300 °C showed the highest hue angle, which was consistent with the formation of over 99 wt.% of the nickel aluminate crystalline phase at this temperature. The results demonstrate that Ni-LTA zeolite can be effectively transformed into durable greenish-blue pigments suitable for application in porcelain. This transformation is especially evident at 1300 °C, where a spinel phase (NiAlSi2O4) forms, with colorimetric values: L = 58.94, a* = –16.08, and b* = –15.90. Full article

Water pollution is a global problem that severely impacts human and environmental health, water recycling, and the economy. In Mexico, due to water scarcity, potable water contains significant amounts of heavy metals (i.e., arsenic (As)); thus, there is a need for efficient and sustainable water treatment strategies. Bismuth oxyhalides, BiOX (X = Cl, Br, I), exhibit three-dimensional (3D) porous structures suitable for efficient adsorption activity. In addition, bismuth is an abundant and biocompatible element appropriate for fabricating sustainable environmental remediation technologies, such as adsorptive BiOX nanomaterials (NMs). In this study, we examine the adsorption capacity of BiOX (X = Cl, I), BiOX-GO (GO: graphene oxide) and GO NMs to remove methylene blue (MB), methyl orange (MO) and arsenite (AsO33−) from aqueous solution. BiOCl-GO 10%, BiOI, BiOI-GO 1%, BiOI-GO 10% and GO have an enhanced adsorption capacity, removing MB (20 ppm) within one hour using a low dose of NMs (1 mg/mL). In addition, BiOX-GO NMs can be easily separated from the solution and regenerated upon visible light activation due to the photocatalytic activity of the materials. The efficiency of the NMs under study for MO removal decreases, with the GO material having the highest efficiency (96%), followed by BiOX-GO 10% (78%). BiOCl-GO 1% removes arsenic from aqueous solution at low doses and short treatment times; 5 mg As/g adsorbent takes five hours; however, at longer adsorption times (24 h), BiOI-GO 1% excels in its arsenic removal capacity. Perlite-supported BiOCl NMs exhibit a weak capacity for water treatment due to the poor mechanical strength of perlite and the amount of surface-exposed BiOCl material. For the photocatalytic removal of arsenic (oxidation–adsorption), BiOI-GO 1% excels in arsenic removal with efficiencies > 70%. Full article

The effect of white and additional red and blue LED lighting at night (Blue-NLL, Red-NLL) and during the pre-harvest period (Blue-P-hLL, Red-P-hLL) on morphological and physiological parameters, elemental composition, content of polyphenols, and essential oils of purple basil cultivars ‘Ararat’ and green basil ‘Tonus’ grown in the hydroponic conditions of the climatic chamber was studied. The height of the plants was determined by the variety and the LED irradiation period. The highest purple basil plants were obtained in the variant with Blue-NLL illumination; the highest green basil plants were obtained under Blue-P-hLL and Red-P-hLL. The red spectrum, regardless of the lighting period and variety, increased the area and number of leaves, biomass, and vegetative productivity. Significant changes in the elemental composition of the vegetative mass of basil varieties were determined by the period of exposure to the red spectrum. Red-P-hLL stimulated the absorption and accumulation of Mg, Ca, S, and P from the nutrient solution, and Red-P-hLL reduced the nitrate content by more than 30.00%. Blue-NLL lighting increased the content of quercetin, rosmarinic acid, and essential oil and reduced the nitrate content in the vegetative mass by more than 40.00%. The effectiveness of the white LED was observed in increasing the vegetative mass of ‘Tonus’. The results of this study will be in demand in the real sector of the economy when improving resource-saving technologies for growing environmentally friendly leafy vegetable crops with improved chemical composition and high vegetative productivity. This study investigates the attributes influencing the adoption of fintech services for sustainable investment within the blue economy. Specifically, it integrates the Diffusion of Innovations (DOI) theory and the Technology Acceptance Model (TAM) to examine how the perceived relative advantages, compatibility, complexity, trialability, and observability of fintech services influence their perceived ease of use and perceived usefulness, and it explores their impact on the intention to adopt fintech services. Finally, the study assesses how the intention to adopt fintech services affects sustainable investment decisions in the blue economy. Data were collected from 224 stakeholders in the blue economy sectors in India during the summer of 2024 and analyzed using structural equation modeling with partial least squares (SEM-PLS). The results reveal which attributes significantly influence perceived ease of use and perceived usefulness. Additionally, perceived ease of use and perceived usefulness significantly influence the intention to adopt fintech services. The intention to adopt fintech services positively impacts sustainable investment decisions in the blue economy. This study provides a comprehensive framework for advancing fintech services that support sustainable investment decisions, thereby contributing to the growth of the blue economy. Full article

In response to growing environmental concerns, hydrogen production has emerged as a critical element in the transition to a sustainable global economy. We evaluate the impact of hydrogen production on both the financial performance and market value of energy sector companies, using balanced panel data from 288 European-listed firms over the period of 2018 to 2022. The findings reveal a paradox. While hydrogen production imposes significant financial constraints, it is positively recognized by market participants. Despite short-term financial challenges, companies engaged in hydrogen production experience higher market value, as investors view these activities as a long-term growth opportunity aligned with global sustainability goals. We contribute to the literature by offering empirical evidence on the financial outcomes and market valuation of hydrogen engagement, distinguishing between production and storage activities, and further categorizing production into green, blue, and gray hydrogen. By examining these nuances, we highlight the complex relationship between financial market results. While hydrogen production may negatively impact short-term financial performance, its potential for long-term value creation, driven by decarbonization efforts and sustainability targets, makes it attractive to investors. Ultimately, this study provides valuable insights into how hydrogen engagement shapes corporate strategies within the evolving European energy landscape. Full article

This study aims to conduct a comparative analysis of existing global policies and data for offshore wind (OW) farms (OWFs) by exploring the performance of the United Kingdom (UK), Germany, China, Taiwan and the rest of the world based on chosen quantitative metrics (total installations, energy capacity, bathymetry, wind resources) and qualitative policy drivers (costs, installation regulations, taxation). This research adopts an explorative multi-case study design that involves analyzing quantitative and qualitative metrics of OW energy parameters for the UK, Germany, China, Taiwan and the rest of the world. The quantitative metrics include the total OW energy installations, bathymetric data, wind speed and direction data and OW energy capacity while the qualitative metrics include the policy changes on costs of installations, installation policies and taxation policies. As compared to the United Kingdom and Germany, China reported the highest number of installed OW energy farms between 2019 and 2023. The UK reported a gradual increase in the number of OWFs installed between 2019 and 2023. Taiwan has the lowest number of OWFs and wind energy capacity but ranks almost the same as China and the UK in terms of the bathymetric data and wind speed. Statistically significant correlation, (p ≤ 0.05), between the wind speed and the number of OWFs for all the countries. No statistically significant relationship between the bathymetric characteristics and the number of OW installations and wind energy capacity. Geographical factors, weather patterns and government policies play crucial roles in the successful installation and maintenance of OWFs. Full article

Effective monitoring and evaluation (M&E) are essential for ensuring that Maritime Spatial Planning (MSP) contributes to the sustainable development of the blue economy while maintaining alignment with institutional frameworks. The study presented in this paper develops a stakeholder-driven M&E framework for sustainable MSP, emphasizing a participatory methodology to enhance the relevance and applicability of performance assessment. Using a structured mutual learning approach, the research engaged stakeholders in two iterative rounds: the first identified key strategic objectives for a sustainable blue economy through dialogue and a complementary questionnaire survey, while the second refined these into corresponding specific objectives. This process was applied in the context of a case study in Greece, where MSP implementation is shaped by national and EU regulatory frameworks and the socio-economic dynamics of the coastal and maritime sectors. The case study provided a practical testing ground for the proposed methodology, involving stakeholders from government, industry, and civil society to ensure a comprehensive perspective. The insights gained informed the design of a key performance indicator (KPI) framework, integrating qualitative and quantitative metrics tailored to the regional maritime governance landscape. These metrics were selected based on the SMARTIE (Specific, Measurable, Achievable, Relevant, Time-Bound, Inclusive, Equitable) criteria and were clearly aligned with the established objectives. The frequency of measurements, appropriate data collection methods, and indicative data sources were also defined to provide a complete KPIs framework. This stakeholder-driven methodology strengthens the adaptive capacity of MSP by ensuring continuous assessment and revision aligned with sustainability objectives and facilitating ex ante, intermediate, and ex post evaluations. The proposed framework is scalable and transferable, offering a systematic approach to improving policy coherence and decision-making across different geographic, administrative, and sectoral contexts, enabling sustainable governance and maritime governance. The Belt and Road Initiative (BRI) is the first and currently the most expansive global infrastructure initiative, notably for its scale and emphasis on connectivity. In response, alternative initiatives such as the Partnership for Global Infrastructure and Investment (PGII) and Free and Open Indo-Pacific Strategy (FOIP), including their components the Blue Dot Network (BDN) and Partnership for Quality Infrastructure (PQI), as well as Global Gateway (GG) and the Three Seas Initiative (3SI), have emerged to counterbalance the BRI’s influence and promote more transparent, sustainable, and rules-based infrastructure frameworks. This review investigates how global and regional infrastructure initiatives—namely PGII/BDN, GG, FOIP/PQI, and 3SI—compare with the BRI in terms of development objectives, implementation models, institutional structures, and implications for developing economies. Adopting an inductive approach, this review identifies key themes from the literature to evaluate these initiatives across seven dimensions: (1) infrastructure objectives, (2) the quality and transparency of investments, (3) investment policy orientation, (4) trade policy orientation, (5) inclusivity and regional integration, (6) coordination mechanisms, and (7) environmental sustainability. While PGII/BDN, GG, FOIP/PQI, and 3SI appear well-positioned to address some of BRI’s shortcomings, the evidence does not clearly favour one model over another in terms of achieving welfare-enhancing outcomes and bridging development gaps. Nonetheless, strategic competition and complementarities among the connectivity policies of multiple initiatives can ultimately contribute to more accountable, multidimensionally sustainable, and socially inclusive infrastructure development. We also illustrate how stated preference methods, i.e., willingness to pay (WTP) and willingness to accept (WTA), can be used to quantify the value of soft infrastructure, particularly public preferences for sustainable investment and norm diffusion, which are central to evaluating the social welfare gains from participating in these initiatives. Biodiversity monitoring requires the discovery of multi-target tracking. The main requirement is not to reduce the localization error but the continuity of the tracks: a high ratio between the duration of the track and the lifetime of the target. To this end, we present an algorithm for detecting and tracking mobile underwater targets that utilizes reflections from active acoustic emission of broadband signals received by a rigid hydrophone array. The method overcomes the problem of a high false alarm rate by applying a tracking approach to the sequence of received reflections. A 2D time–distance matrix is created for the reflections received from each transmitted probe signal by performing delay and sum beamforming and pulse compression. The result is filtered by a 2D constant false alarm rate (CFAR) detector to identify reflection patterns that correspond to potential targets. Closely spaced signals for multiple probe transmissions are combined into blobs to avoid multiple detections of a single target. The position and velocity are estimated using the debiased converted measurement Kalman filter. The results are analyzed for simulated scenarios and for experiments in the Adriatic Sea, where six Global Positioning System (GPS)-tagged gilt-head seabream fish were released and tracked by a dedicated autonomous float system. Compared to four recent benchmark methods, the results show favorable tracking continuity and accuracy that is robust to the choice of detection threshold. Full article

Internationally, there is a modern understanding of cultural heritage, including maritime/underwater cultural heritage (MUCH)—not merely as a passive relic of the past, but as a transformative driver for sustainable growth and innovation. The paper discusses the position of maritime cultural heritage (MUCH) in relation to the smart specialization strategies (S3) and its evolving role as a driver of sustainable growth, particularly within the context of the blue economy and smart specialization strategies (S3, S4) in Europe. It then focuses on the Greek context, where UCH-driven activities, particularly soft multi-use (MU) activities that combine UCH, diving tourism, and nature conservation, are gaining momentum, especially within marine protected areas (MPAs). Despite the growing interest, there is a lack of data, regulations, and a clear strategy for such activities, although the “National (Hellenic) Spatial Strategy for the Marine Space” (issued in 2025) suggests promoting low-impact diving tourism incorporating UCH. The research paper examines the benefits and barriers to implementing UCH-driven MUs, recommending the use of maritime spatial planning (MSP) to address relevant challenges. It suggests that integrating UCH with nature conservation and diving tourism in soft MUs could support a sustainable blue economy, through balancing cultural, ecological, social, and economic goals and fostering innovation through S3/S4 on a regional level. Augmenting Coral Growth on Breakwaters: A Shelter-Based Approach

With the increasing global population and migration toward coastal regions, and the rising demand for coastal urbanization, including the development of living spaces, ports, and tourism infrastructure, the need for coastal defense structures (CDSs) is also increasing. Traditional CDSs, such as breakwaters, typically composed of hard units designed to block and divert wave and current energy, often fail to support diverse and abundant marine communities because of their impact on current and sediment transport, the introduction of invasive species, and the loss of natural habitats. Marine ecoengineering aims at increasing CDS ecological services and the development of marine organisms on them. In this study, carried out in a coral reef environment, we examined the relationship between coral colony protection levels and three factors related to their development, namely, coral fragment survival rate, larval settlement, and water motion (flow rate), across three distinct niches: Exposed, Semi-sheltered, and Sheltered. Coral survivability was assessed through fragment planting, while recruitment was monitored using ceramic settlement tiles. Water motion was measured in all defined niches using plaster of Paris Clod-Cards. Additionally, concrete barrier structures were placed in Exposed niches to test whether artificially added protective elements could enhance coral fragment survival. No differences were found in coral settlement between the niches. Flow rate patterns remained similar in Exposed and Sheltered niches due to vortex formation in the Sheltered zones. Survival analysis revealed variability between niches, with the addition of artificial shelter barriers leading to the highest coral fragment survival on the breakwater. This study contributes to the development of ways to enhance coral development with the goal of transforming artificial barriers into functional artificial reefs. Full article
