Stakeholder Participation in an Innovation Ecosystem in the Philippines: A Human-Centric Approach to Localized Innovative Urban Planning †

The Global Innovation Index of the Philippines, based on the 2022 World Intellectual Property Organization report, indicated that it ranked 59th among the 132 economies, ranking 51st in 2021 and 50th in 2020. The index determines the country’s competitiveness level and economic progress concerning innovation. Innovation inputs and outputs placed the Philippines 76th and 51st in the ranking, respectively, with business sophistication and knowledge and technological outputs as the top contributors to the competitive performance of the Philippines, placing it 39th and 41st in the ranking. This resulted in an innovative performance above the lower-middle-income group economies and the regional average in South East, East Asia, and Oceania. Given this performance, the research examined the stakeholders’ participation in an innovation ecosystem and how it contributed to the Philippines’ competitiveness. The characterization of the stakeholders (start-ups and entrepreneurs, corporations and established businesses, research institutions and universities, government and regulatory bodies, investors and venture capitalists, incubators and accelerators, industry networks and associations, and customers and users) and the analysis of collaborative environments revealed that a localized, innovative urban planning could be established at the community level to enhance the resilience of entrepreneurs for sustainable enterprise models.
