Dear authors,

thank you for this interesting research. In order to make the paper and the results easier to read, I would suggest including a section that explains how Hungarian government works, at national and local level, what its peculiarities are, how twinning policies are designed etc.

This would provide an introductory framework to the case study.

The article examines the relationship between twinning and social innovation. The methods used are appropriate, and the conclusions drawn from the analysis are acceptable. The tables help understanding, and the system of references is appropriate. However, I would consider changing the title, since, as the Abstract already reveals, the study is strictly limited to Hungary and Hungarian contexts.

Response 02: Thank you for your comments, we changed the title: ‘Social innovation achieved in a development trap – examples of local efforts in Hungarian context Central and Eastern Europe’.

Thank you, we certainly agree with the suggestion. Coming up with a title is perhaps always the most difficult task for authors, as it needs to be attention-grabbing while also reflecting the content of the article.

An original contribution to a topic with increasing interest for the coherence of local communities and their further development via social innovations through twinning with other local communities. The empirical is sound, though voluntarily limited due to constraints in regard to the volume. The indications for further research are convincing.
