Round 1

Reviewer 1 Report

The study addresses a topic that is little addressed but is relevant in public policy studies, namely the "adherence" to outcomes of educational programs implemented in schools. The topic is therefore original and important, so it is certainly relevant to the journal's call.

Although the theoretical framework is well described, I suggest adding some references to related studies. In fact, it would be interesting to see how far along the research on public policy adherence is. Also, I would suggest that the distinction between public policies and educational policies should be further explored: are there differences in the processes of implementation and thus adherence between educational policies and public policies in general?

Also, I understand that the "digital" dimension is decisive for research objectives. So why not also devote a little theoretical space to the digital society and the processes that affect it, especially from the communicative point of view? The framework would benefit from this.

Author Response

" In fact, it would be interesting to see how far along the research on public policy adherence is".

A.: The study of "adherence to public policy" is a recent field, so there is no research that can be cited. There is only one study on "adherence to educational discourse", which is cited in the framework.

"I would suggest that the distinction between public policies and educational policies should be further explored: are there differences in the processes of implementation and thus adherence between educational policies and public policies in general?"

A.: This observation is highly relevant to a better understanding of the ultimate object of the research, and is therefore incorporated and responded to in the body of the article.

"I understand that the "digital" dimension is decisive for research objectives. So why not also devote a little theoretical space to the digital society and the processes that affect it, especially from the communicative point of view?"

A.: We appreciate the observation, however the approach we took in the research we believe is already covered by the treatment of "the digital" and that incorporating a section on "digital society" might divert us from the original research.  This approach we believe we can take in a future article.

Author Response

-  the authors need in theory to more clearly distinguish between the macro-, meso- and micro-levels of educational policy.

A.:  This is a very important observation that was taken on board and incorporated in the final text of the research.

- it would be worthwhile to give a separate place to the forms and methods of state educational policy,

A.: In analysing the objectives of the research, we felt that addressing this element might detract the reader from the outcome of the article, so we chose not to incorporate it.

- After reading the article, there is no clear understanding of the interaction and interdependence of the levels of educational policy in solving state problems (on the example of Chile).

A.:  We discuss the micro-, meso- and macro-political levels that can help to clarify this point.

- I think that the article would definitely win if the authors considered several examples of the active state  educational policy that was carried out in Chile in the previous period.

A.: We incorporate an analysis of the evolution of the approach to education policy in Chile.  The evaluator's request is very interesting, but we believe that it would exceed the main purpose of the article.

- the practical result of the study is not entirely clear, how the data obtained can be used in the  implementation of educational policy in other countries.

A.: We address this element in the new version of the article.
