In the digital age, online teacher professional development (TPD) has become a key strategy for enhancing instructional quality and ensuring equitable access to continuous learning. This research compares and analyzes Chinese online teacher professional development (TPD) with the United States over a period of ten years, from 2014 to 2024. This study uses a mixed-methods approach based on policy documents, structured surveys, and interviews to investigate how governance regimes influence TPD outcomes for fair education. Both countries experienced a massive expansion of web-based TPD access and engagement, with participation rates over 75% and effectiveness scores over 4.3 by 2024. China focused on fast scaling by way of centralized mandates and investments in infrastructure, while the United States emphasized gradual expansion through decentralized, locally appropriate models. Most indicators had converged by the end of the period, even with these different approaches. Yet, qualitative evidence reveals persisting gaps in functional access and contextual appropriateness, especially in rural settings. Equality frameworks with attention to teacher agency, policy implementation, and digital usability must supplant weak access metrics. A hybrid paradigm presents itself as an attractive means toward building equitable and productive digital TPD environments through the symbiotic integration of China’s successful scalability and the United States’ professional autonomy. In river-connected lake regions, both land use and hydrological regime changes may affect the ecosystem services; however, few studies have attempted to elucidate their complex influences. In this study, the spatiotemporal dynamics of eight ecosystem services (crop production, aquatic production, water yield, soil retention, flood regulation, water purification, net primary productivity, and habitat quality) were investigated through remote-sensing images and the InVEST model in the Dongting Lake Region during 2000–2020. Results revealed that crop and aquatic production increased significantly from 2000 to 2020, particularly in the northwestern and central regions, while soil retention and net primary productivity also improved. However, flood regulation, water purification, and habitat quality decreased, with the fastest decline in habitat quality occurring at the periphery of the Dongting Lake. Land-use types accounted for 63.3%, 53.8%, and 40.3% of spatial heterogeneity in habitat quality, flood regulation, and water purification, respectively. Land-use changes, particularly the expansion of construction land and the conversion of water bodies to cropland, led to a sharp decline in soil retention, flood regulation, water purification, net primary productivity, and habitat quality. In addition, crop production and aquatic production were higher in cultivated land and residential land, while the accompanying degradation of flood regulation, water purification, and habitat quality formed a “production-pollution-degradation” spatial coupling pattern. Furthermore, hydrological fluctuations further complicated these dynamics; wet years amplified agricultural outputs but intensified ecological degradation through spatial spillover effects. These findings underscore the need for integrated land-use and hydrological management strategies that balance human livelihoods with ecosystem resilience. Full article

Ecosystem restoration represents a promising solution for enhancing ecosystem services and environmental sustainability. However, border regions—characterized by ecological fragility and geopolitical complexity—remain underrepresented in ecosystem service and restoration research. To fill this gap, we coupled spatially explicit models (e.g., InVEST and RUSLE) with scenario analysis to quantify the ecosystem service potential that could be achieved in China’s Tibetan borderlands under two interacting agendas: ecological restoration and border-strengthening policies. Restoration feasibility was evaluated through combining local biophysical constraints, economic viability (via restoration-induced carbon gains vs. opportunity costs), operational practicality, and simulated infrastructure expansion. The results showed that per-unit-area ecosystem services in border counties (particularly Medog, Cona, and Zayu) exceed that of interior Tibet by a factor of two to four. Combining these various constraints, approximately 4–17% of the border zone remains cost-effective for grassland or forest restoration. Under low carbon pricing (US$10 t−1 CO2), the carbon revenue generated through restoration is insufficient to offset the opportunity cost of agricultural production, constituting a major constraint. Habitat quality, soil conservation, and carbon sequestration increase modestly when induced by restoration, but a pronounced carbon–water trade-off emerges. Planned infrastructure reduces restoration benefits only slightly, whereas raising the carbon price to about US$50 t−1 CO2 substantially expands such benefits. These findings highlight both the opportunities and limits of ecosystem restoration in border regions and point to carbon pricing as the key policy lever for unlocking cost-effective restoration. Urban infrastructure, such as water supply networks, sewage systems, and electricity networks, is essential for the functioning of cities and, consequently, for the well-being of citizens. Despite its essentiality, the distribution of infrastructure in urban areas is not homogeneous, especially in cities in developing countries. Socially vulnerable areas often face significant deficiencies in sewage and road paving, exacerbating urban inequalities. In this regard, urban planners must consider the multiple elements of urban infrastructure and assess the compensation levels between them to reduce inequality effectively. In particular, the complexity of the problem necessitates considering the multidimensionality and heterogeneity of urban infrastructure. This complexity qualifies the operational framework of composite indicators as the natural solution to the problem. This study develops a new weighting system for the balanced expansion of urban infrastructures through composite indicators constructed by the Ordered Weighted Average operator. Implementing these weighting systems provides an opportunity to analyze urban infrastructure from different perspectives, offering transparency regarding the weaknesses and strengths of each perspective. This prevents unreliable representations from being used in decision-making and provides a solid basis for allocating investments in urban infrastructure. In particular, the study suggests that adopting weighting systems that prioritize intermediate values and avoid extreme values can lead to better resource allocation, helping to identify areas with deficient infrastructure and promoting more equitable urban development. A deterministic Mixed-Integer Nonlinear Programming (MINLP) model for the Integrated Generation and Transmission Expansion Planning (IGTEP) problem is presented. The proposed framework is distinguished by its foundation on the complete AC power flow formulation, which is solved to global optimality using BARON, a deterministic MINLP solver, which ensures the identification of truly optimal expansion strategies, overcoming the limitations of heuristic approaches that may converge to local optima. This approach is employed to establish a definitive, high-fidelity economic and technical benchmark, addressing the limitations of commonly used DC approximations and metaheuristic methods that often fail to capture the nonlinearities and interdependencies inherent in power system planning. The co-optimization model is formulated to simultaneously minimize the total annualized costs, which include investment in new generation and transmission assets, the operating costs of the entire generator fleet, and the cost of unsupplied energy. The model’s effectiveness is demonstrated on the IEEE 14-bus system under various dynamic load growth scenarios and planning horizons. A key finding is the model’s ability to identify the most economic expansion pathway; for shorter horizons, the optimal solution prioritizes strategic transmission reinforcements to unlock existing generation capacity, thereby deferring capital-intensive generation investments. However, over longer horizons with higher demand growth, the model correctly identifies the necessity for combined investments in both significant new generation capacity and further network expansion. These results underscore the value of an integrated, AC-based approach, demonstrating its capacity to reveal non-intuitive, economically superior expansion strategies that would be missed by decoupled or simplified models. The framework thus provides a crucial, high-fidelity benchmark for the validation of more scalable planning tools. Full article

Objectives: The major sugarcane-producing regions of Guangxi represent a critical agricultural zone in China. Investigating the mechanisms of land use change and carbon storage dynamics in this area is essential for optimizing regional ecological security and promoting sustainable development. Methods: Employing the land use transfer matrix, the InVEST model and the Geodetector model to analyze carbon storage changes and identify key driving factors and their interactive effects. Results: (1) From 2011 to 2022, Guangxi’s major sugarcane-producing regions experienced significant land use changes: reductions in cultivated land, grassland and water bodies alongside expansions of forest, bare land and construction land. (2) The total carbon storage in Guangxi’s major sugarcane-producing regions has increased from 2011 to 2018 by 0.99%, representing 1627.03 and 1643.10 million tons, while it has decreased by 0.1% in 2022 (1641.47 million tons) compared to 2018. (3) Cultivated land proportion and forest coverage rate were the primary drivers of spatial heterogeneity, followed by average slope and land urbanization rate. (4) Interaction analysis revealed strong synergistic effects among cultivated land proportion, forest coverage rate, NDVI and average slope, confirming multi-factor control over carbon storage changes. Conclusions: Carbon storage in the Guangxi sugarcane-producing regions is shaped by land use patterns and multi-factor interactions. Future strategies should optimize land use structures and balance urbanization with ecological protection to enhance regional carbon sequestration. Full article

Highway accessibility plays a vital role in supporting local economic development, particularly in regions lacking access to sea or river ports. Recognizing the functional transformation of road infrastructure, the Chinese government has made substantial investments in its expansion. Nevertheless, a theoretical gap remains in justifying whether such investments yield significant economic returns. Drawing on the theory of economic externalities, this study investigates the causal relationship between highway development and regional economic growth, and assesses whether highway construction leads to an acceleration in growth rates. Utilizing panel data from 14 Chinese cities spanning 2000 to 2014, the synthetic control method (SCM) is employed to evaluate the economic externalities of highway investment. The results indicate a positive impact on surrounding industries. Furthermore, a growth rate forecasting analysis based on Back-Propagation Neural Networks (BPNNs) is conducted using industrial enterprise data from 2005 to 2014. The growth rate in the treated city is 1.144%, which is close to the real number 1.117%, higher than the number for the weighted control group, which is 1.000%. The findings suggest that the growth rate of total industrial output improved significantly, confirming the existence of positive spillover effects. This not only enriches the empirical literature on transport infrastructure but also provides targeted enlightenment for the sustainable development of urban economy in terms of policy guidance. With increasing electrification and the connection of more renewable resources at the transmission level, bulk interconnected electric grids need to plan network expansion with new transmission facilities. The transmission expansion planning (TEP) problem is particularly challenging because of the combinatorial, integer optimization nature of the problem and the complexity of engineering analysis for any one possible solution. Network synthesis methods, that is, heuristic-based techniques for building synthetic electric grid models based on complex network properties, have been developed in recent years and have the capability of balancing multiple aspects of power system design while efficiently considering large numbers of candidate lines to add. This paper presents a methodology toward scalability in addressing the large-scale TEP problem by applying network synthesis methods. The algorithm works using a novel heuristic method, inspired by simulated annealing, which alternates probabilistic removal and targeted addition, balancing the fixed cost of transmission investment with objectives of resilience via power flow contingency robustness. The methodology is demonstrated in a test case that expands a 2000-bus interconnected synthetic test case on the footprint of Texas with new transmission to support 2025-level load and generation. Urban growth often surpasses the actual needs of the population, leading to inefficient land use and long-term environmental challenges. This study provides an integrated perspective on urban landscape transformation by linking socio-demographic dynamics with ecological consequences, notably vegetation loss and increased impervious surfaces. The study area is Năvodari Administrative-Territorial Unit (ATU), a coastal tourist city located along the Black Sea in Romania. By integrating geospatial datasets such as Urban Atlas and Corine Land Cover with population- and construction-related statistics, the analysis reveals a disproportionate increase in urbanized land compared to population growth. Time-series analyses based on the Normalized Difference Vegetation Index (NDVI) and Normalized Difference Built-up Index (NDBI) from 1990 to 2022 highlight significant ecological degradation, including vegetation loss and increased built-up density. The findings suggest that real estate investment and tourism-driven development play a more substantial role than demographic dynamics in shaping land use change. Understanding urban expansion as a coupled social–ecological process is essential for promoting sustainable planning and enhancing environmental resilience. While this study is focused on the coastal city of Năvodari, its insights are relevant to a broader international context, particularly for rapidly developing tourist destinations facing similar urban and ecological pressures. The findings support efforts toward more inclusive, balanced, and environmentally responsible urban development, aligning with the core principles of Sustainable Development Goal 11, particularly Target 11.3, which emphasizes sustainable urbanization and efficient land use. The integration of high-penetration renewable energy sources (RESs) into transmission networks introduces profound uncertainty that challenges traditional infrastructure planning approaches. Existing transmission expansion planning (TEP) models either rely on static scenario sets or over-conservative worst-case assumptions, failing to capture the operational stress triggered by rare but structurally impactful renewable behaviors. This paper proposes a novel bi-level optimization framework for transmission planning under adversarial uncertainty, coupling a distributionally robust upper-level investment model with a lower-level operational response embedded with physics and market constraints. The uncertainty space was not exogenously fixed, but instead dynamically generated through a physics-informed spatiotemporal generative adversarial network (PI-ST-GAN), which synthesizes high-risk renewable and load scenarios designed to maximally challenge the system’s resilience. The generator was co-trained using a composite stress index—combining expected energy not served, loss-of-load probability, and marginal congestion cost—ensuring that each scenario reflects both physical plausibility and operational extremity. The resulting bi-level model was reformulated using strong duality, and it was decomposed into a tractable mixed-integer structure with embedded adversarial learning loops. The proposed framework was validated on a modified IEEE 118-bus system with high wind and solar penetration. Results demonstrate that the GAN-enhanced planner consistently outperforms deterministic and stochastic baselines, reducing renewable curtailment by up to 48.7% and load shedding by 62.4% under worst-case realization. Moreover, the stress investment frontier exhibits clear convexity, enabling planners to identify cost-efficient resilience strategies. Spatial congestion maps and scenario risk-density plots further illustrate the ability of adversarial learning to reveal latent structural bottlenecks not captured by conventional methods. This work offers a new methodological paradigm, in which optimization and generative AI co-evolve to produce robust, data-aware, and stress-responsive transmission infrastructure designs. The remote sensing monitoring of land use changes and future scenario simulation hold crucial significance for accurately characterizing urban expansion patterns, optimizing urban land use configurations, and thereby promoting coordinated regional development. Through the integration of multi-source data, this study systematically analyzes the spatiotemporal trajectories and driving forces of land use changes in the Pearl River Delta urban agglomeration (PRD) from 1990 to 2020 and further simulates the spatial patterns of urban land use under diverse development scenarios from 2025 to 2035. The results indicate the following: (1) During 1990–2020, urban expansion in the Pearl River Delta urban agglomeration exhibited a “stepwise growth” pattern, with an annual expansion rate of 3.7%. Regional land use remained dominated by forest (accounting for over 50%), while construction land surged from 6.5% to 21.8% of total land cover. The gravity center trajectory shifted southeastward. Concurrently, cropland fragmentation has intensified, accompanied by deteriorating connectivity of ecological lands. (2) Urban expansion in the PRD arises from synergistic interactions between natural and socioeconomic drivers. The Geographically and Temporally Weighted Regression (GTWR) model revealed that natural constraints—elevation (regression coefficients ranging −0.35 to −0.05) and river network density (−0.47 to −0.15)—exhibited significant spatial heterogeneity. Socioeconomic drivers dominated by year-end paved road area (0.26–0.28) and foreign direct investment (0.03–0.11) emerged as core expansion catalysts. Geographic detector analysis demonstrated pronounced interaction effects: all factor pairs exhibited either two-factor enhancement or nonlinear enhancement effects, with interaction explanatory power surpassing individual factors. (3) Validation of the Patch-generating Land Use Simulation (PLUS) model showed high reliability (Kappa coefficient = 0.9205, overall accuracy = 95.9%). Under the Natural Development Scenario, construction land would exceed the ecological security baseline, causing 408.60 km2 of ecological space loss; Under the Ecological Protection Scenario, mandatory control boundaries could reduce cropland and forest loss by 3.04%, albeit with unused land development intensity rising to 24.09%; Under the Economic Development Scenario, cross-city contiguous development zones along the Pearl River Estuary would emerge, with land development intensity peaking in Guangzhou–Foshan and Shenzhen–Dongguan border areas. This study deciphers the spatiotemporal dynamics, driving mechanisms, and scenario outcomes of urban agglomeration expansion, providing critical insights for formulating regionally differentiated policies. With the continuous expansion of global trade, achieving sustainable maritime transport optimization and operations has become a key strategic direction for transforming maritime transport companies. To summarize the current state of research and identify emerging trends in sustainable maritime transport optimization and operations, this study systematically examines representative studies from the past decade, focusing on three dimensions, technology, management, and policy, using data sourced from the Web of Science (WOS) database. Building on this analysis, potential avenues for future research are suggested. Research indicates that the technological field centers on the integrated application of alternative fuels, improvements in energy efficiency, and low-carbon technologies in the shipping and port sectors. At the management level, green investment decisions, speed optimization, and berth scheduling are emphasized as core strategies for enhancing corporate sustainable performance. From a policy perspective, attention is placed on the synergistic effects between market-based measures (MBMs) and governmental incentive policies. Existing studies primarily rely on multi-objective optimization models to achieve a balance between emission reductions and economic benefits. Technological innovation is considered a key pathway to decarbonization, while support from governments and organizations is recognized as crucial for ensuring sustainable development. Future research trends involve leveraging blockchain, big data, and artificial intelligence to optimize and streamline sustainable maritime transport operations, as well as establishing a collaborative governance framework guided by environmental objectives. This study contributes to refining the existing theoretical framework and offers several promising research directions for both academia and industry practitioners. Full article

As many renewable energy sources have been waiting to be interconnected with distribution systems due to the lack of power system infrastructure in Korea, studies to solve the delayed problem for renewable energy sources required. In order to overcome these problems, this paper presents an introduction model and optimal capacity algorithm of a VPL (virtual power line) device, which is a virtual power line operation technology to manage the power system by operating an ESS installed at the coupling point of renewable energy source without additionally expanding the power system infrastructure in a conventional way; this paper also proposes an economic evaluation method to assess the feasibility of the VPL device. The optimal capacity of the VPL device is determined by solving the over-voltage problem for the customer, and the economic evaluation method for the VPL device is considered by cost and benefit elements to evaluate the feasibility of introduction model for VPL device. From the simulation result of the proposed optimal capacity algorithm and economic evaluation method based on the introduction model in the VPL device, and it was confirmed that the optimal kW capacity of VPL device was selected as the maximum value in power control values, and the optimal kWh capacity was also determined by accumulating the power control values over the time intervals; also, the proper capacity of the VPL can be more economical than the investment cost of power system infrastructure expansion in the conventional method. This study presents a practical and scalable framework for the mid- to long-term distribution network planning that reflects real-world infrastructure constraints and investment requirements. While traditional methods often rely on simplified network models or reactive reinforcement strategies, the proposed approach introduces an investment-oriented planning model that explicitly incorporates physical elements such as duct capacity, pole availability, and installation feasibility. A linear programming (LP) formulation is adopted to determine the optimal routing and sizing of new facilities under technical constraints including voltage regulation, power balance, and substation capacity limits. To validate the model’s effectiveness, actual infrastructure and load data were used. The results show that the model can derive cost-efficient expansion strategies over a five-year horizon by prioritizing existing infrastructure use and flexibly adapting to spatial limitations. The proposed approach enables utility planners to make realistic, data-driven decisions and supports diverse scenario analyses through a modular structure. By embedding investment logic directly into the network model, this framework bridges the gap between high-level planning strategies and the engineering realities of distribution system expansion. Technology roadmapping is conducted by systematic mapping of technological evolution through patent analytics to inform innovation strategies. This study proposes an integrated framework combining hierarchical Latent Dirichlet Allocation (LDA) modeling with multiphase technology lifecycle theory, analyzing 113,449 Derwent patent abstracts (2008–2022) across three dimensions: technological novelty, functional applications, and competitive advantages. By segmenting innovation stages via logistic growth curve modeling and optimizing topic extraction through perplexity validation, we constructed dynamic technology roadmaps to decode latent evolutionary patterns in AI-powered programmable manipulators (B25J classification) within an innovation trajectory. Key findings revealed: (1) a progressive transition from electromechanical actuation to sensor-integrated architectures, evidenced by 58% compound annual growth in embedded sensing patents; (2) application expansion from industrial automation (72% early stage patents) to precision medical operations, with surgical robotics growing 34% annually since 2018; and (3) continuous advancements in adaptive control algorithms, showing 2.7× growth in reinforcement learning implementations. The methodology integrates quantitative topic modeling (via pyLDAvis visualization and cosine similarity analysis) with qualitative lifecycle theory, addressing the limitations of conventional technology analysis methods by reconciling semantic granularity with temporal dynamics. The results identify core innovation trajectories—precision control, intelligent detection, and medical robotics—while highlighting emerging opportunities in autonomous navigation and human–robot collaboration. This framework provides empirically grounded strategic intelligence for R&D prioritization, cross-industry investment, and policy formulation in Industry 4.0. Full article
