Elucidating the spatiotemporal interaction patterns among cotton yield, fiber quality, and seed nutritional traits is crucial for the efficient use of cotton as an oil, fiber, and feed crop and for advancing multi-objective breeding. A two-year field experiment (2023–2024) with eight upland cotton varieties was conducted to systematically analyze the dynamic evolution and association networks of multiple traits across flowering stages and canopy positions. Significant genotypic differences were observed: J206-5 (A8) showed a strong yield potential; Tada 1611 (A6) demonstrated an excellent and stable fiber quality; and Xinhuimian 230 (A4) and Shida K9 (A5) showed a consistently high oil and protein accumulation. Temporally, mid-July emerged as a critical window for the synergistic improvement of the fiber quality and protein, while late July favored the boll weight, lint percentage, and oil content. Spatially, the central fruit branches optimized the yield; the upper branches enhanced nutrient accumulation; and the lower branches showed a superior fiber quality. Correlation analysis revealed that fiber quality traits had a stable internal structure, but yield–quality associations were significantly reshaped by interannual environmental fluctuations. Notably, the oil content and protein content were positively correlated across years and positions, yet independently of fiber traits, suggesting that kernel nutrition and fiber development are governed by relatively independent pathways. A comprehensive evaluation classified the germplasm into three groups: integrated high-yield, high-quality, high-nutrition types; trait-specific types; and poor performers. This study provides systematic evidence for the phenotypic feasibility of synergistically improving cottonseed nutrition and fiber quality. It identifies July 17 as the critical flowering window and middle fruit branches as the core canopy position for multi-trait coordination, offering a theoretical basis and practical reference for oil–fiber–feed utilization and multi-objective breeding in southern Xinjiang cotton. Contemporary cities face increasingly interconnected environmental, social, health, and geopolitical crises, requiring closer integration between long-term urban development and emergency preparedness. This study examines how spatial planning can support civil protection and strengthen urban and community resilience, using Poland as a case of a planning system undergoing substantial legislative change. The research combines a review of international resilience frameworks with comparative and critical analyses of Polish spatial planning, crisis management, and civil protection regulations, complemented by a research-by-design case study. The findings reveal persistent institutional and spatial fragmentation: crisis preparedness remains weakly embedded in planning instruments, while crisis management and civil protection regulations insufficiently address the spatial conditions necessary for effective implementation. Key gaps concern risk-sensitive land use, protective infrastructure, evacuation systems, multifunctional public spaces, and cross-sectoral coordination. The research-by-design component demonstrates how these requirements can be translated into adaptive and multifunctional urban environments. Based on the findings, an integrated planning framework is proposed that links risk assessment, protective infrastructure, adaptive spatial design, and coordinated governance. Embedding civil protection within spatial planning can reduce vulnerability, support continuity of essential urban functions, and strengthen community resilience while contributing to safer and more sustainable urban development. In this study, three compositionally distinct condensate systems were tested to explore wax precipitation behaviors under variable temperature conditions. Multiple experimental approaches, including isothermal centrifugation for solid–liquid separation, gas chromatographic component quantification, SARA fractionation, and microscopic morphological observation, were comprehensively employed to investigate the temperature-dependent evolution of wax-precipitation mass fraction, precipitation rate, precipitate composition, and crystal microstructure. On this basis, the coupled effects of temperature and fluid composition on wax-dominated precipitation behaviors were systematically analyzed. The results indicate that temperature decline can reduce system internal energy and decrease the nucleation energy barrier of wax crystals. Such variations facilitate the precipitation of wax components and weaken the Brownian motion of newly formed solid particles, thereby simultaneously increasing the waxy precipitate mass fraction and precipitation rate. The compositional characterization of wax precipitates formed at different temperatures confirms that saturated hydrocarbons may serve as the predominant wax-forming component, and their abundance governs the final precipitation yield of the system in this study. Statistical analysis of the experimental data indicates that the proportion of precipitated-wax mass to the total wax content in the system rises with the increase in the asphaltene-to-resin content ratio. This indicates that asphaltenes may provide nucleation sites for wax-crystal growth and thereby facilitate wax precipitation, whereas resins could encapsulate crystal nuclei and produce a steric-hindrance effect to exert a certain inhibitory effect on wax-crystal precipitation. Furthermore, owing to differences in the solubilities of components with varying carbon numbers, low-carbon-number alkanes become prone to precipitate gradually as their precipitation conditions are satisfied during cooling. This corresponds to an increase in their proportion within precipitates, shifting the peak of the carbon-number-distribution curve of precipitates toward the low-carbon-number region and altering the SARA composition of systems. At the microscopic scale, the proportion of macrocrystalline wax crystals in precipitates increases as the temperature decreases, accompanied by an enlargement in the average wax-crystal size, which is consistent with the aforementioned rise in low-carbon-number-alkane content. This study aims at providing experimental data and theoretical support for evaluating the development and composition of wax precipitates at different wellbore conditions to a certain extent. This study aims to identify and analyze potential tourism clusters in Romania, focusing on their geographical, cultural, and gastronomic characteristics, to highlight opportunities for sustainable regional development through integrated tourism. In conducting this research, we consulted a variety of sources, including government reports, research studies, academic articles, and information provided by local and regional authorities, which were subsequently analyzed and synthesized. The results show that, in Romania, due to its natural, cultural, and historical richness, numerous regions and areas can be considered potential tourism clusters. We identified four potential clusters: the Danube Delta Tourism Cluster, the Transylvania Tourism Cluster, the Romanian Seaside Tourism Cluster, and the Bucovina-Maramureș Tourism Cluster. Moreover, we found that each potential cluster could also be distinguished by its unique gastronomic identity. The study emphasizes the need for a strategically integrated approach to tourism development, where the gastronomic component is leveraged as a differentiating and appealing element, both on the national and international markets. The research results may serve as a helpful starting point for decision-makers, entrepreneurs, and tourism specialists interested in the sustainable and competitive development of Romania’s tourism regions. Industry–education integration is the core direction of the practical teaching reform of urban and rural planning in the new era. Taking Fengqing College Students’ Social Practice Teaching Base for Rural Planning as the research object, this paper discusses the internal mechanism and implementation path of industry–education integration in the practical teaching of rural planning. Aiming at the pain points of the traditional teaching mode, such as the disconnection between theory and practice, the mismatch between talent training and local needs, and the separation between social services and the teaching system, this paper constructs three core systems based on the long-term local practice of the base: the integrated management mechanism of local action and professional teaching, the undergraduate–postgraduate integrated curriculum system, and the government–enterprise–university collaborative education community. This research realizes the two-way empowerment of university education and rural revitalization, promotes the transformation of the planning teaching mode, and tempers students’ professional ability and professional literacy. It provides a practical paradigm for the practical teaching reform of urban and rural planning and university–local collaboration in serving rural revitalization. Full article

Single-Cell Insights into Medicinal Plant Development and Metabolism

Medicinal plants are major sources of therapeutic natural products, yet the cell-type-specific organization that governs metabolite biosynthesis, transport, and storage remains imperfectly resolved by organ-level omics. This review synthesizes studies published up to June 2026 that used single-cell, single-nucleus, spatial, metabolomic, and epigenomic approaches to medicinal plant systems, following a PRISMA-guided literature search across PubMed, Web of Science, Scopus, and CNKI. Emerging evidence shows that specialized metabolism is organized through discrete and often rare cell populations, including idioblasts, laticifers, glandular trichomes, secretory epidermal cells, internal phloem-associated parenchyma, cork and periderm cells, mesophyll cells, and other biosynthetic niches. Single-cell RNA sequencing has defined these populations and reconstructed developmental trajectories, whereas single-cell metabolomics and mass spectrometry imaging reveal that metabolite accumulation frequently diverges from biosynthetic gene expression because of intercellular transport, storage capacity, and subcellular compartmentation. Single-cell ATAC-seq and multiome profiling further identify cell-type-specific regulatory regions, transcription factors, and candidate promoters controlling metabolic competence. Together, these technologies are reshaping medicinal plant biology from pathway-centric catalogs into spatially and developmentally resolved cellular maps. We highlight how artificial intelligence (AI)-assisted integration can accelerate cell annotation, regulatory network inference, metabolite assignment, and prioritization of biosynthetic genes, transporters, and engineering targets. Future progress will depend on comparative medicinal plant atlases, improved recovery of recalcitrant tissues, matched transcriptomic, metabolomic, and spatial designs, and functional validation of cell-type-specific mechanisms. The continued expansion of digital payment technologies has encouraged Tanzanian district councils to use Point-of-Sale (POS) systems to collect service fees. In current POS systems, authorized POS terminals capture payment details, and through the centralized server, transactions are recorded on the POS database, with receipts printed as confirmation. Although this architecture supports recording and monitoring transaction revenue, it provides limited support for verifying the identity of the actor authorizing the transaction and for independent confirmation of transaction integrity during auditing. To address these limitations, this study investigated the essential requirements, standards, and protocols for integrating a Self-Sovereign Identity (SSI) as a blockchain-based identity solution with existing POS systems and for using a permissioned blockchain platform to verify integrity. To achieve the study objectives, an exploratory qualitative approach was used, involving 32 semi-structured interviews with POS operators, revenue accountants, internal auditors, Information and Communication Technology (ICT) administrators, a regulator, and blockchain experts. A hybrid deductive–inductive thematic analysis was used to establish three requirement themes, namely, security and identity management, legal and regulatory compliance, and data management and integrity assurance; two standard themes, namely, security and cryptographic standards, and identity and decentralized identification; and two protocol themes, namely, security and user authentication protocols, and data management and identity portability protocols. The findings were mapped to applicable legal obligations, compliance standards, technical specifications, and implementation controls, indicating how these requirements were translated into the conceptual SSI-POS integration for district-council POS systems. The proposed solution separates credential issuance, credential holder, and device POS management; verifier and POS transaction processing; blockchain and integrity evidence; and the assurance domain across defined trust boundaries. After a signed transaction is approved by the verifier, a complete transaction receipt remains in the existing POS database, while receipt hashes or the corresponding Merkle roots are anchored on the permissioned blockchain to provide tamper-evident verification. Hyperledger Besu with Quorum Byzantine Fault Tolerance (QBFT) was selected for its fit with permissioned, multi-organizational governance and for independent replication of receipt-hash evidence. The study provides a stakeholder-derived, regulatory-aligned conceptual foundation for SSI-POS integration without replacing the existing POS system workflow. Full article

Long-term grape cultivation alters soil acid–base properties and nitrogen transformation processes, yet the mechanisms underlying the changes in soil physical and chemical properties as well as nitrogen components remain unclear. In this study, four grape vineyards with cultivation ages of 0.5 (newly established, Y0.5), 4 (Y4), 16 (Y16), and 22 years (Y22) in Penglai, Yantai, China, were selected as research subjects. Soil nitrogen pools, key nitrogen hydrolase activities, and chiA gene community assembly, as well as their internal regulatory relationships were investigated. The results revealed that cultivation age significantly reshaped soil nitrogen speciation: Y16 vineyards exhibited the highest concentrations of total nitrogen, mineral nitrogen, microbial biomass nitrogen, and labile hydrolyzable ammonium nitrogen (HAN), representing a critical inflection point of soil nitrogen supply capacity. With prolonged cultivation to 22 years, soil nitrogen pools shifted toward recalcitrant stable organic nitrogen (stable-SON), accompanied by significant accumulation of amino sugar nitrogen (ASN). Activities of N-acetyl-β-D-glucosaminidase (NAG), urease, amidase and leucine aminopeptidase were markedly suppressed in Y16 soils. Both Chao1 richness and Shannon diversity indices of chiA gene communities reached the minimum values at 16 years, and PCoA confirmed distinct community separation of Y16 from other age groups. Soil pH, ammonium nitrogen and nitrate nitrogen were the dominant environmental filters governing chiA community composition. Actinomycetota and Pseudomonadota dominated the chiA-harboring microbiota, with acid-tolerant Streptomyces significantly enriched in Y16, while keystone genera Nonomuraea and Pseudoxanthomonas mediated the conversion between labile and stable organic nitrogen pools. Redundancy analysis demonstrated that chiA community composition (25.5% explanation), chiA α-diversity (19.3% explanation), and NAG activity (14.6% explanation) were the primary drivers of soil organic nitrogen fraction variation. Results support a four-level cascading framework wherein stand-age-induced soil acidification and altered N inputs drive shifts in chiA-harboring microbial diversity and community structure, which in turn modulate nitrogen hydrolase activities and ultimately govern the reciprocal transformation between labile and stable organic nitrogen pools, resulting in stage-specific nitrogen supply capacity. This study clarifies the microbial gene–enzyme–nitrogen pool coupling mechanism in chronosequence vineyards and provides theoretical guidance for targeted nitrogen management of aged vineyards. Public Food Procurement can shape diets, markets, and territorial food systems, yet its strategic potential depends on how policy objectives are translated into tender design, contract management, and territorial food policy governance. The study draws on a predominantly international literature-based review of recommendations and selected country experiences to contextualize the analysis and identify relevant good practices. At the European Union and Portuguese levels, it systematically compares the applicable policy and legal frameworks and examines how they are translated into Portuguese procurement practice. It also situates Public Food Procurement within recent Portuguese debates on food transition, metropolitan food-system planning, and multifunctional agrifood parks. A qualitative documentary and regulatory analysis was conducted using a four-pillar framework—health, environmental, social and economic—operationalized through 28 criteria. The empirical corpus comprised 53 school food procurement procedures published in Portugal in 2023. Technical specifications or equivalent documents were unavailable for 15 procedures; the cases were retained in the fixed denominator of every criterion and pillar index, so the results shown are conservative full-corpus measures of publicly observable documentary incorporation. The reliability matrix retained all 53 procedures, but ordinal Krippendorff’s alpha was estimated from the 1064 units containing pairable ratings and was 0.625 (95% bootstrap CI: 0.576–0.667). Health achieved the highest aggregate index (37%), followed by environmental (17%), social (15%), and economic criteria (8%). Although 58% used Most Economically Advantageous Tender (MEAT) terminology, only 13% applied genuine multi-factor evaluation, while approximately four in five procedures were effectively price-only. The findings should therefore be interpreted as evidence of documentary incorporation and observability rather than supplier compliance or direct health and environmental outcomes. They indicate that a major documented weakness lies not in lack of legal authority, but in weak translation into measurable award criteria, contract clauses, monitoring mechanisms, and integrated local or regional food-policy strategies. Climate diplomacy in Bangladesh may reflect a structural gap between two tiers of media coverage. This qualitative study draws on four focus group discussions with 24 district journalists in Cox’s Bazar, Ukhia, Shatkhira, and Shunamganj from four of the country’s most climate-vulnerable districts and semi-structured interviews with 10 Dhaka-based national journalists (N = 34), conducted between August and December 2024 and analyzed through inductive thematic analysis supplemented by concordance-based coding. National participants engage with international diplomatic forums but report limited operational knowledge of ground-level climate impacts, while district-based participants hold granular, project-level knowledge of climate impacts, financial flows, and displacement yet describe themselves as structurally excluded from diplomatic representation. District participants also raised institutional barriers such as NGO and INGO opacity, restricted access to government information, and mismanagement of disaster relief that were largely absent from the Dhaka data and characterized climate financing as politically routed along lines of power rather than community need. These findings suggest that weak diplomatic representation may reflect an information-pathway failure rather than, or in addition to, a capacity deficit, with implications for media-inclusion research in climate governance. Forensic research may involve living persons, deceased persons, human tissues, genetic data, records and images, judicial exhibits, animals, and artificial-intelligence systems. Although existing ethical instruments establish essential principles, they provide limited operational guidance for determining what must be authorised, protected, and documented before a specific study begins. FORETHICS was developed through a normative functional analysis of internationally recognised ethical instruments and selected forensic literature. Requirements were organised according to the governance function performed and examined across object-specific research scenarios. The resulting framework translates general principles into a common decision grammar comprising five foundational components, seven independent ethical axes, eight object-specific modules, cross-cutting modifiers, fifteen Hard Stops, a ten-gate decision pathway, and ten study-specific Decision Cards. Its Core Rule requires every project to establish who lawfully controls access for the proposed use, why the research is scientifically necessary, which safeguards are required, and what minimum documentation demonstrates decision readiness. The ethical object assessed is therefore the proposed research use rather than the specimen, record, or dataset in isolation. FORETHICS does not replace national law, ethical review, judicial authority, data-protection assessment, or animal-welfare oversight. It provides a candidate architecture for making forensic research governance more explicit, traceable, and comparable across jurisdictions while preserving locally lawful pathways. The framework has undergone internal scenario-based examination but has not yet been externally or empirically validated. Multidisciplinary consensus, inter-rater testing, cross-jurisdictional evaluation, and prospective usability studies are therefore required before implementation as an international decision-support standard. During the balanced cantilever construction of long-span composite box-girder bridges with corrugated steel webs (CSWs), eccentric construction loads induce restrained torsion in addition to bending and shear. If this torsional contribution is not adequately accounted for, the resulting warping normal stresses in the concrete slabs and shear stresses at the CSW–slab interfaces may be significantly underestimated—particularly during stages when the cantilever section remains partially open and torsional stiffness is reduced. Although restrained torsion has been extensively studied for prismatic or fully closed box sections, the response of variable-depth composite girders with CSWs under asynchronous pouring construction (APC)—where the cantilever tip may be temporarily unclosed—has not been systematically clarified. To address this gap, this study proposes an equivalent modeling approach that incorporates the orthotropic characteristics of CSWs. Based on the restrained-warping theories of Umanskii and Vlasov, the governing differential equations for an eccentrically loaded cantilever are derived and solved via a finite-difference scheme with appropriate end-boundary conditions, yielding closed-form expressions for warping normal and shear stresses. The proposed analytical method is validated against three-dimensional finite-element (FE) simulations of an actual bridge. The validated FE model is then used to simulate the cantilever erection process, systematically evaluating the effects of construction scheme, diaphragm casting sequence, and critical APC stages on the torsional response. Results indicate that the equivalent CSW model accurately captures the torsional behavior of variable-depth composite girders. Restrained torsion from eccentric loading produces substantial secondary stresses: warping normal stresses in the bottom and top slabs reach up to 26% and 18% of their bending counterparts, respectively, whereas warping shear stresses in the CSWs account for approximately 22% of the shear stress. Torsional resistance is highly sensitive to the construction method; APC sequences, in particular, induce highly variable warping stresses near the cantilever tip, where eccentric loading should be avoided. Critical-stage analysis further reveals that the long-cantilever stage with an unclosed section represents the most vulnerable condition, owing to abrupt changes in torsional stiffness and local stress concentrations at the end-section transition. Internal diaphragms promote a more uniform distribution of warping deformation from the fixed support to the cantilever end; accordingly, it is recommended that each diaphragm be cast promptly upon completion of its corresponding segment. Overall, the proposed analytical–numerical framework offers a practical tool for rapid restrained-torsion assessment, identification of critical construction stages and regions, control of eccentric construction loads, and rational selection of diaphragm casting sequences—thereby supporting construction-stage risk mitigation for long-span bridges with CSWs. In the context of global climate change, the blue economy and coastal blue carbon are pivotal to sustainable ocean governance. However, integrating economic, social, and ecological dimensions into national accounting systems remains highly fragmented, particularly in China. China’s marine strategies currently prioritise Gross Value Added and industrial expansion, inadvertently excluding the immense non-market carbon sequestration value of mangroves, seagrass beds, and salt marshes from the System of National Accounts. Following the PRISMA guidelines, this paper systematically reviews international policy frameworks, scientific literature, and accounting instruments to assess current implementation of blue economy and blue carbon accounting. To bridge the identified structural gaps, this paper proposes an innovative integrated framework for blue carbon accounting and carbon asset optimisation, aimed at quantitatively tracking and mapping a concrete pathway to standardise blue carbon as a tradable asset and integrate it into the China Certified Emission Reduction market. Ultimately, this research systematically analyses the scientific basis of blue carbon ecosystems, the capital mobilisation mechanisms of blue finance, and the disclosure dilemmas of blue accounting to provide in-depth strategic insights for multilateral institutions, academia, and policymakers. It provides a robust, evidence-based foundation to reconcile marine economic development with ecological boundaries, thereby supporting China’s carbon neutrality targets and the Global Sustainable Development Goals. This study conceptualizes RE100 not merely as a voluntary corporate campaign, but as an evolving socio-technical system that intersects with South Korea’s path-dependent energy regime. Applying BERTopic to a comprehensive corpus of 21,901 raw news articles (reduced to 13,507 analytically relevant articles after noise filtering; January 2019–October 2025), we trace the systemic evolution and multi-layered governance of RE100. Grounded in social constructionism and institutional systems theory, the research reveals how the global sustainability norm becomes structurally embedded in South Korea’s industrial and economic systems through a partially sequential evolutionary process of externalization, objectivation, and internalization. BERTopic identified 39 analytically meaningful topics, subsequently organized into four interpretive clusters: (1) local government-centered construction, (2) spatial reconfiguration and industrial-policy formation, (3) corporate-led market institutionalization, and (4) ESG-driven corporate governance. Collectively, these clusters demonstrate that RE100 has evolved from a peripheral international initiative into a multilayered governance norm embedded across local governance, industrial infrastructure, corporate strategy, and ESG systems. The findings hold theoretical and policy implications for energy-transition governance and climate communication. This progression is recursive rather than strictly linear: corporate-level internalization (Cluster 4) is conceptually linked to, and may interact with, regional and industrial-policy externalization (Clusters 1–2), consistent with a non-linear reading of institutionalization in which corporate site-selection criteria shape local-government infrastructure competition. Cluster 1’s prominence reflects local governments’ discursive visibility rather than substantive policy authority. Notably, RE100’s “normalization” denotes routinized corporate compliance practices, not political consensus on its legitimacy relative to alternatives such as carbon-free 100% or nuclear power. Background/Objectives: Contemporary health systems continue to face persistent challenges in financing, equity, and governance, particularly under conditions of limited resources, workforce shortages, and demographic pressures. While the World Health Organization calls for strengthening social participation to achieve universal health coverage, evidence suggests that such participation often remains largely symbolic. Existing global examples of social participation in health are limited either by their short duration of implementation or by their limited scope. In contrast, the experience of former Yugoslavia (1945–1991) represents a distinctive case. In the early post-war period, health reforms were directed towards the development of a decentralised, self-managed health system that emphasised universal coverage, participatory governance, social solidarity, and local autonomy. The trajectory of these reforms was further shaped by global economic and political pressures, including neoliberal trends, international debt, and the oil crises, which constrained resources and exposed systemic vulnerabilities. The so-called Yugoslav Experiment may offer an alternative to existing market-oriented and, at times, inefficient health systems. This review aims to synthesise evidence on the governance, financing, organisation, and outcomes of Yugoslavia’s self-managed health system and to evaluate its relevance to contemporary debates on health system resilience, decentralisation, participatory governance, equity, and sustainability. It examines power relations, stakeholder interests, and resource allocation, and assesses the lessons that the Yugoslav experience offers for contemporary debates on participatory governance and the sustainability of healthcare systems, while identifying areas of convergence, debate, and gaps in the existing scholarship. Methods: We conducted a systematic narrative review of peer-reviewed articles, book chapters, conference papers, and commentaries published in English or Bosnian–Croatian–Montenegrin–Serbian that covered the period 1945–1991. Scopus, PubMed, and EBSCOhost (including CINAHL Plus with full text, Medline and PsychInfo) were searched on 19 January 2026. Studies were included if they addressed health system reform, self-management, governance, financing, or institutional continuity. Contextual studies of selected services—primary care, mental health, reproductive health, and vaccination—were included only if they illuminated reform trajectories. Data synthesis focused on reform phases, institutional transformations, financing arrangements, governance mechanisms, and power relations, with particular attention to continuity, path dependence, and critical junctures. Given the heterogeneous and predominantly historical, analytical, and policy-oriented nature of the literature, we did not apply conventional study-design-specific risk-of-bias tools. Instead, we used an overarching framework to classify and contextualise the included evidence according to five dimensions: source type, nature of contribution, evidentiary role, temporal context, and health-system domain. The protocol was not registered. The study was financed by the Provincial Secretariat for Higher Education and Scientific Research, Autonomous Province of Vojvodina, Republic of Serbia. Results: The database searches yielded 265 records, of which 193 were selected for title and abstract screening after removing 72 duplicates. At this stage, 133 publications were excluded because they did not meet the eligibility criteria and 60 publications were selected for full-text review. Application of the predefined inclusion and exclusion criteria resulted in 22 eligible publications. An additional 18 studies were identified through citation chaining and targeted Google Scholar searches. Twenty-two publications were coded as primary studies, directly examining health system reform, governance, or self-management, while 18 were classified as contextual studies addressing specialty areas. The analysis identified key reforms that followed the social participation, i.e., ‘self-management’, approach, which expanded primary care, preventive services, and local participation. It revealed institutional changes, as well as the role of power and health financing in health reforms aimed at strengthening social participation. Nonetheless, challenges—including bureaucratic and managerial elitism, unequal professional authority, resource scarcity, and tensions between market-oriented policies and social solidarity—were amplified by global economic forces and neoliberal trends, ultimately contributing to the system’s collapse by the late 1980s. This review was limited by its search strategy, the exclusion of grey literature, the potential omission or inaccessibility of relevant studies, and its focus on selected aspects of health reform, namely post-war recovery and self-management. Conclusions: The Yugoslav experience illustrates both the promise and the fragility of socially oriented, participatory health systems, demonstrating how international political alignments and global economic pressures can profoundly shape domestic health reform trajectories. Lessons from this case remain relevant to contemporary efforts to strengthen social participation for universal health coverage through designing sustainable, resilient, equitable, and socially accountable health systems under complex global conditions.
