Interactions between the increased penetration of the power system by renewable energy sources (RESs) and the energy pricing mechanism in the EU (day-ahead market) can lead to many unexpected and paradoxical consequences. This article analyses the case of the long-term maintenance of prices around zero on the day-ahead market in south-western Europe at a certain time of a day. This is an important case since, at the same time, this area generates electricity from a similar source mix as it is in the target for the EU. Zero or very low energy prices are becoming increasingly common across the EU. This can pose a problem for the stability of the electricity supply, as it translates into a lower power of used disposable power sources, which can be used as a reserve when the majority of the energy supply comes from renewable energy sources. Furthermore, this work refutes the most frequently proposed solution to the problem of excessively low prices based on energy storage systems. This work attempts to analyze the long-term low-price situation in Spain and extrapolate the expected consequences based on it; however, it is difficult to find all the factors that occur in the power system and influence the price market and vice versa. The issue is multidimensional and complex, and the analyzed situation revealed a number of trends. Therefore, a multifaceted problem remains. A constant electricity supply must be ensured at a reasonable price, thus avoiding the exposure of individual consumers to energy shortages or significant price increases, while, at the same time, the EU must reduce dependence on fossil fuels, and its legislation must push for reduced CO2 emissions. On the other hand, the EU must provide some type of market mechanism to support the achievement of these goals because the current pricing mechanism based on the day-ahead market does not seem to be effective. This article aims to spark a discussion about this problem; it does not provide any simple solutions to it. Full article

Efficient plastic waste end-of-life management is a serious worldwide environmental issue motivated by growing waste production and negative effects of wrongful disposal. This study presents a comparative overview of plastic waste management regimes within the European Union (EU), the United States of America (USA), and Romania, ranked with circular economy goals. By using the United States Environmental Protection Agency (US EPA) Waste Reduction Model (WARM), version 16, the study provides a quantified score to greenhouse gas (GHG) emissions within three large options of management: recycling, energy recovery through combustion, and landfilling. The model setup utilizes region-specific information on legislation, base technology, and recycling efficiency. The outcomes show that recycling always entails net GHG emissions reductions, i.e., −4.49 kg CO2e/capita/year for EU plastic waste and −20 kg CO2e/capita/year for USA plastic waste. Combustion and landfilling have positive net emissions from 1.76 to 14.24 kg CO2e/capita/year. Economic indicators derived from the model also show significant variation: salaries for PET management amounted to USD 2.87 billion in the EU and USD 377 million in the USA, and tax collection was USD 506 million and USD 2.01 billion, respectively. The conclusions highlight the wider environmental and socioeconomic benefits of recycling and reinforce its status as a cornerstone of circular-economy sustainable plastic waste management and a strategic element of national development agendas, with special reference to Romania’s national agenda. To ensure stability and transparency in the European logistics sector, in May 2017, the European Commission presented several proposals to change the regulation of the market—in particular, market access, driving and rest periods, and business trips. In the development of this package, several unfavourable decisions were made that go against Lithuanian transport companies, which will have a significant impact on the companies’ finances, as the frequent return of trucks will lead to additional fuel costs and is also in contradiction with the concept of green logistics. Thus, it is essential to study the Mobility Package’s pros and cons and compare researchers’ views. Accordingly, the subject of this article is the impact of the Mobility Package on Lithuanian logistics companies. This article employs various methods, including an analysis of the scientific literature and legislation, statistical data analysis, PEST analysis, and qualitative research based on expert interviews. The results allow us to identify that the content of the Mobility Package is driven by the goal of ensuring equivalent working conditions throughout the EU, which in this case is the most important object of the legal changes. Also, based on the results obtained, it can be stated that Lithuanian logistics companies that want to remain in the market have several solutions they can employ to achieve that goal, and to support their efforts, a competitiveness improvement model for Lithuanian logistics companies has been developed. Background: Pharmacy technicians are increasingly involved in immunization services, enhancing vaccine accessibility and reducing pharmacies’ workload. This scoping review aims to (1) provide a comprehensive overview of pharmacy technicians’ involvement in immunization services across various healthcare settings and countries, and (2) conduct a comparative analysis of training curricula for pharmacy technicians on immunization. Methods: A scoping review was conducted following the Arksey and O’Malley framework. A comprehensive search of the PubMed and Scopus databases was performed using keywords and MeSH terms such as “pharmacy technician(s)”, “immunization”, “vaccination”, “role”, and “involvement”. Studies included assessed pharmacy technicians’ roles in vaccine administration, training, and public health outcomes. Descriptive and thematic analyses were used to synthesize the findings. In addition, a supplementary analysis of immunization training curricula was conducted, reviewing programs from different countries to identify similarities, differences, and gaps in course structure, content, and delivery formats. Lastly, a comprehensive toolkit was developed, offering guidelines intended to facilitate the implementation of immunization training programs. Results: A total of 35 articles met the inclusion criteria, primarily from the United States of America (n = 30), Canada (n = 2), Ethiopia (n = 1), Denmark (n = 1) and United Kingdom (n = 1). The findings indicate that pharmacy technicians contribute significantly to vaccine administration, patient education, and workflow optimization, particularly in community pharmacies. The COVID-19 pandemic accelerated their involvement in immunization programs. Key challenges include regulatory barriers, a lack of standardized training, and resistance from other healthcare professionals. Facilitators include legislative support (e.g., the PREP Act), structured training programs, and collaborative pharmacist–technician models. Conclusions: Pharmacy technicians can play a vital role in expanding immunization services, improving vaccine uptake, and reducing pharmacist workload. Addressing regulatory inconsistencies, enhancing training, and fostering interprofessional collaboration are crucial for their effective integration of immunization programs. Since immunization by pharmacy technicians is not yet allowed in many EU countries, this review will provide a foundational basis to address their potential to support the healthcare workforce and improve access to immunization services. Due to their nutritional value and sustainability, edible insect-based foods are gaining popularity in Europe. Their use is regulated by EU legislation, which defines authorised species and sets labelling requirements. Molecular tools are being developed to authenticate such products. In this study, yellow mealworm (Tenebrio molitor) larvae authorised for human consumption were fed wheat flour-based diets containing varying proportions of house cricket (Acheta domesticus) flour for 21 days. This was followed by a 48 h starvation period to assess the persistence of insect DNA in the digestive tract. Two novel, species-specific, single-copy markers were designed: ampd gene for the Acheta domesticus and MyD88 gene for the Tenebrio molitor. These were applied using qPCR and ddPCR. Both methods successfully detected cricket DNA in the guts of starved larvae. Linear regression analysis revealed a strong, statistically significant correlation between the proportion of Acheta domesticus flour in the diet and the normalised relative quantity of DNA. ddPCR proved to be more sensitive than qPCR, particularly in the detection of low DNA levels. These results suggest that the presence of DNA from undeclared insect species in edible insects may be indicative of their diet rather than contamination or adulteration. This highlights the importance of contextual interpretation in food authenticity testing. Full article

Food safety concerns related to pesticide residues in fruits and vegetables have increased globally, particularly in regions where monitoring programs are scarce or inconsistent. This study provides the first multi-year evaluation of pesticide contamination and associated dietary risks in Cape Verde, an African island nation increasingly reliant on imported produce. A total of 570 samples of fruits and vegetables—both locally produced and imported—were collected from major markets across the country between 2017 and 2020 and analyzed using validated multiresidue methods based on gas chromatography coupled to Ion Trap mass spectrometry (GC-IT-MS/MS), and both gas and liquid chromatography coupled to triple quadrupole tandem mass spectrometry (GC-QqQ-MS/MS and LC-QqQ-MS/MS). Residues were detected in 63.9% of fruits and 13.2% of vegetables, with imported fruits showing the highest contamination levels and diversity of compounds. Although only one sample exceeded the maximum residue limits (MRLs) set by the European Union, 80 different active substances were quantified—many of them not authorized under the current EU pesticide residue legislation. Dietary exposure was estimated using median residue levels and real consumption data from the national nutrition survey (ENCAVE 2019), enabling a refined risk assessment based on actual consumption patterns. The cumulative hazard index for the adult population was 0.416, below the toxicological threshold of concern. However, when adjusted for children aged 6–11 years—taking into account body weight and relative consumption—the cumulative index approached 1.0, suggesting a potential health risk for this vulnerable group. A limited number of compounds, including omethoate, oxamyl, imazalil, and dithiocarbamates, accounted for most of the risk. Many are banned or heavily restricted in the EU, highlighting regulatory asymmetries in global food trade. These findings underscore the urgent need for strengthened residue monitoring in Cape Verde, particularly for imported products, and support the adoption of risk-based food safety policies that consider population-specific vulnerabilities and mixture effects. The methodological framework used here can serve as a model for other low-resource countries seeking to integrate analytical data with dietary exposure in a One Health context. Full article

This strategic document outlines Bulgaria’s roadmap for modernizing its cartographic sector from 2025 to 2035, addressing the outdated geospatial infrastructure, lack of standardized digital practices, lack of coordinated digital infrastructure, outdated standards, and fragmented data management systems. The strategy was developed in accordance with the national methodology for strategic planning and through preliminary consultations with key stakeholders, including research institutions, business organizations, and public institutions. It aims to build a human-centered, data-driven geospatial framework aligned with global standards such as ISO 19100 and the EU INSPIRE Directive. Core components include: (1) modernization of the national geodetic system, (2) adoption of remote sensing and AI technologies, (3) development of interactive, web-based geospatial platforms, and (4) implementation of quality assurance and certification standards. A SWOT analysis highlights key strengths—such as existing institutional expertise—and critical challenges, including outdated legislation and insufficient coordination. The strategy emphasizes the need for innovation, regulatory reform, inter-institutional collaboration, and sustained investment. It ultimately positions Bulgarian cartography as a strategic contributor to national sustainable development and digital transformation. Full article

Platform contracts are a central element of digital work and therefore present a number of legal challenges, in particular with regard to the classification of the legal relationship based on them. In this paper, the two forms of platform work, work on demand via apps and crowdwork, are analysed, with a separate analysis which highlights legal doctrinal inconsistencies. In doing so, we will also discuss the related problematic and varied jurisprudence. This jurisprudence illustrates the complex dispute between the worker and the platform company. Finally, the new Platform Directive of the European Union, which may not hold the key to a real solution to the problem of setting up an appropriate legal qualification system for platform workers, will be analysed. The study is based on the desk-research method, presenting national and EU legislation and case law through qualitative analysis. Full article

Explaining and Predicting Microbiological Water Quality for Sustainable Management of Drinking Water Treatment Facilities

The continuous variability in the microbiological quality of surface waters presents significant challenges for ensuring the production of safe drinking water in compliance with public health regulations. Inadequate treatment of surface waters can lead to the presence of pathogenic microorganisms in the drinking water supply, posing serious risks to public health. This research presents an in-depth data analysis using machine learning tools for the induction of models to describe and predict microbiological water quality for the sustainable management of the Butoniga drinking water treatment facility in Istria (Croatia). Specifically, descriptive and predictive models for total coliforms and E. coli bacteria (i.e., classes), which are recognized as key sanitary indicators of microbiological contamination under both EU and Croatian water quality legislation, were developed. The descriptive models provided useful information about the main environmental factors that influence the microbiological water quality. The most significant influential factors were found to be pH, water temperature, and water turbidity. On the other hand, the predictive models were developed to estimate the concentrations of total coliforms and E. coli bacteria seven days in advance using several machine learning methods, including model trees, random forests, multi-layer perceptron, bagging, and XGBoost. Among these, model trees were selected for their interpretability and potential integration into decision support systems. The predictive models demonstrated satisfactory performance, with a correlation coefficient of 0.72 for total coliforms, and moderate predictive accuracy for E. coli bacteria, with a correlation coefficient of 0.48. The resulting models offer actionable insights for optimizing operational responses in water treatment processes based on real-time and predicted microbiological conditions in the Butoniga reservoir. Moreover, this research contributes to the development of predictive frameworks for microbiological water quality management and highlights the importance of further research and monitoring of this key aspect of the preservation of the environment and public health. Fruits and vegetables are crucial components of a healthy diet, which are susceptible to pests. Therefore, the application of pesticides is a basic manner of crop chemical protection. The aim of this study was a comprehensive analysis of pesticide occurrence in 1114 samples of fruits and vegetables. A unified multi-analytical protocol was used composed of primary–secondary amine/graphitized carbon black/magnesium sulfate to purify samples with diversified profile of interfering substances. Moreover, the obtained analytical data were used to evaluate the critical acute health risk in subpopulations of children and adults within European limits criteria. Out of 550 pesticides analyzed, 38 and 69 compounds were noted in 58.6% of fruits and 44.2% of vegetables, respectively. Acetamiprid (14.1% of all detections) and captan (11.3%) occurred the most frequently in fruits, while pendimethalin (10.6%) and azoxystrobin (8.6%) occurred the most frequently in vegetables. A total of 28% of vegetable and 43% of fruit samples were multiresidues with up to 13 pesticides in dill, reaching a final concentration of 0.562 mg kg−1. Maximum residue level (MRL) was exceeded in 7.9% of fruits and 7.3% of vegetables, up to 7900% MRL for chlorpyrifos in dill (0.79 mg kg−1). Notably, 8 out of 38 pesticides found in fruits (21%; 1.2% for carbendazim) and 24 out of 69 compounds in vegetables (35%, 7.4% for chlorpyrifos) were not approved in the EU. Concentrations of pesticides exceeding MRL were used to assess acute health risk for children and adults. Moreover, the incidence of acute health risk was proved for children consuming parsnip with linuron (156%). In other cases, it was below 100%, indicating that Polish food is safe. The work provides reliable and representative scientific data on the contamination of fruits and vegetables with pesticides. It highlights the importance of legislative changes to avoid the occurrence of not approved pesticides in the EU, increasing food and health safety. Full article

Background: EU environmental legislations affecting global supply chains have come into force since 2022. As procurement plays a direct role effectuating this, the result of these legislations via procurement becomes relevant. Methods: A systematic literature review is used to synthesize 152 articles from managerial, business administrative, and supply chain journals. The Context–Intervention–Mechanism–Output framework (CIMO) is used as the lens by which the articles are analyzed. The articles present findings from diverse methodologies and combine green business-to-business procurement with at least one element from the CIMO framework. Results: Five conceptual frameworks of different green procurement strategies are developed, each explaining the strategy and its expected result. The strategies increasingly collaborate and by this increasingly reduce environmental impact. A comparison of the strategies identified variables which strengthen the working of environmental legislation as they contribute to collaboration. Conclusions: Customer demand is crucial for collaborative green procurement. Without this, environmental legislation will only achieve limited environmental objectives. Propositions are formulated on variables which, next to the business case, strengthen the working of environmental legislation. This article adds to the science by synthesizing the existing knowledge base into propositions and future research directions. The findings may also support policymakers in understanding the effectiveness of legislation. Full article

The growing recognition of animal sentience has led to notable progress in European Union animal welfare legislation. However, a significant inconsistency remains: while mammals, birds, and cephalopods are legally protected as sentient beings, honeybees (Apis mellifera)—despite robust scientific evidence of their cognitive, emotional, and sensory complexity—are excluded from such protections. This manuscript examines, from an interdisciplinary perspective, the divergence between emerging evidence on invertebrate sentience and current EU legal frameworks. Honeybees and cephalopods serve as comparative case studies to assess inconsistencies in the criteria for legal recognition of sentience. Findings increasingly confirm that honeybees exhibit advanced cognitive functions, emotional states, and behavioral flexibility comparable to those of legally protected vertebrates. Their omission from welfare legislation lacks scientific justification and raises ethical and ecological concerns, especially given their central role in pollination and ecosystem stability. In general, we advocate for the inclusion of Apis mellifera in EU animal welfare policy. However, we are aware that there are also critical views on their introduction, which we address in a dedicated paragraph of the manuscript. For this reason, we advocate a gradual and evidence-based approach, guided by a permanent observatory, which could ensure that legislation evolves in parallel with scientific understanding, promoting ethical consistency, sustainable agriculture, and integrated health under the One Health framework. This approach would meet the concerns of consumers who consider well-being and respect for the environment as essential principles of breeding, and who carefully choose products from animals raised with systems that respect welfare, with indisputable economic advantages for the beekeeper. The increasing demand for sustainable poultry production has urged the exploration of alternative feed strategies supporting animal performance and environmental goals. The first section outlines the protein requirements in broiler nutrition (19–25% crude protein) and the physiological importance of balanced amino acid profiles. Vegetal conventional protein sources are discussed in terms of their nutritional value (12.7–20.1 MJ/kg), limitations (antinutritional factors), and availability. Emerging trends in broiler nutrition highlight the integration of supplements and the need for innovative feed solutions as support for the improvement in broiler body weight and feed efficiency increase. Microbial protein sources: yeast biomass (41–60% of 100 g dry weight), microbial mixed cultures (32–76% of 100 g dry weight), and beer by-products, such as brewer’s spent yeast (43–52% of 100 g dry weight), offer promising nutritional profiles, rich in bioactive compounds (vitamin B complex, minerals, enzymes, and antioxidants), and may contribute to improved gut health, immunity, and feed efficiency when used as dietary supplements. The review also addresses the regulatory and safety considerations associated with the use of microbial protein in animal feed, emphasizing EU legislation and standards. Finally, recent findings on the impact of microbial protein supplementation on broiler growth performance, carcass traits, and overall health status are discussed. This review supports the inclusion of microbial protein sources as valuable co-nutrients that complement conventional feed proteins, contributing to more resilient and sustainable broiler production and broiler meat products. This article proposes recognizing innovation as the European Union’s “fifth freedom”, alongside the free movement of goods, services, capital, and people, with the aim of embedding it into renewable energy legislation. Focusing on renewable energy storage—a critical but overlooked component of decarbonization—it identifies structural barriers in EU cleantech innovation, including regulatory fragmentation, slow financing, and weak industrial coordination. To address these, this article introduces the Risk–Resilience–Reward (RRR) framework, a strategic tool for more anticipatory policymaking. It outlines how the proposed Clean Energy Delivery Agency and Clean Energy Deployment Fund could operationalize the RRR framework to accelerate storage deployment and strengthen EU competitiveness. Embedding purpose-led principles in energy policy, this article positions storage as the “unsung hero of decarbonization” and offers takeaways for advancing a just, sustainable EU economy. Evaluation of Water Safety Plan Compliance in Italian Hospitals According to Legislative Decree 18/23 and Directive EU 2020/2184: A Cross-Sectional Study

In 2020, Directive (EU) 2020/2184 was published and subsequently transposed into Italian legislation via Legislative Decree 18/23 (Lgs.D. 18/23). The Directive aims to protect public health through a proactive approach based on a site-specific risk analysis along the entire water supply chain (Water Safety Plan, WSP). Between February and November 2024, a survey was conducted in Italy to assess both hospitals’ knowledge of Lgs.D. 18/23 and the application of the WSP in these facilities. A total of 300 hospitals were asked to complete an anonymous questionnaire containing 60 questions about the characteristics of the facility and the management of the water network, including the chemical–physical and microbiological monitoring of Legionella and other microbiological parameters. A total of 102 questionnaires were sent out (response rate: 34%), but only 72 were properly completed and analyzed. The results of the chemical–physical monitoring are not presented in this manuscript. Overall, 52.8% of the hospitals were built before 2000, and most are aware of Directive (EU) 2020/2184, Lgs.D.18/23 (80.6%), in particular, Article 9 on the risk assessment and management of internal water systems and the guidelines for its implementation (77.8%). All hospitals perform annual microbiological water testing, including Legionella analysis, with a detection rate of <50%. National guidelines for the implementation of WSPs are known in 75% of the hospitals, but only 38.9% have started planning to implement them, and 13.9% organize staff training on the subject. The questionnaire responses highlight the need to train hospital staff in water system risk management and WSP planning, which will be mandatory by 2029. Full article
