I very much enjoyed reading this manuscript, in part because it hit all the "right notes" in the domain addressed (one my research team also examines, though using systematic reviews). 

It is a conceptual piece, and as such, benefits from well-informed argumentation. However, it lacks, by its very nature, a methodology that validates the claims. The overarching principles are clear; the  implementation of them less so (save a "student-centered" approach, which is quite broad). The authors acknowledge these points.

While I do not suggest that the authors examine the following references, they need to acknowledge that their models are not unique, notwithstanding the East/West perspective offered. "Balance" is, or ought be, a universal. Stafford Beer's Viable Systems Model, and Roger Kaufman's Organizational Elements Model are examples of systems thinking that captures a true world view, though their terms and approach of course differ in some ways.

Finally, VERY well written! That made it more enjoyable/useful.

The article is well written and highlights an important topic. The topic is contemporary and brings insights about an interesting area of research. The paper proposes a digital learning HeXie ecology model, which conceptualises elements  and relationships pertaining to the societal need for a more agile and digitally resilient higher education system that is better placed to confront disruptive events (such as pandemics) producing  graduates who are well-equipped to deal with disruption and uncertainty more broadly.

Introduction need to be extended. I don’t see many relevant concepts explained and still not clear for the readers. Also there should be purpose and objective of research well defined at the end of the section. It is important to highlight why this study is important and how it brings new information to the field of study. Author should provide enough references for the arguments presented in this section.

Review of literature is missing and should be more focused on the past studies rather than proposing anything new in this section. I don’t see many studies reviewed and referenced in this section. It must be reviewed and extended by adding relevant and recent studies as provided at the end.

Method section is under developed. It doesn't describe what method has been used.

Figure 2 should be updated

Discussion section is short for the extensive results presented in the previous section. Readers want to know what figure 1 show and propose. I suggest expanding this section and further adding the implications of this research on the practical world.

Conclusion should be added. 

I wish author good luck with the revision and looking forward to check the revised version.
