The proposed scientific work is valuable and particularly important for practice.

Remarks. Recommendation

1) Although the PSO - optimization algorithm - claims an iterative process, in the case study the authors do not specify after which number of iterations - for each analyzed scenario - the optimal variant/solution was reached. It is only stated that "The size of the population and the generations of the PSO algorithm are set to 100 each". Was the optimal solution obtained after running through all iterations or was convergence faster?

2) Two scenarios were proposed for carrying out the comparative analysis - based on the algorithm proposed in the paper. The scenarios call for a certain structure of the electricity generation, transmission and distribution system. The structure used in Fig. 2 (a) – optimized by planning with the help of the PSO algorithm (Fig. 2(b)) – is it one of practice or specially organized for testing this algorithm?

3) It is necessary to reorganize the body of the scientific paper in order to avoid the situation of moving the explanation of Figure 1 to another page.

To meet the needs of both reliability and transient voltage stability. In this article of research, the authors offer a two-layer optimization model for power sources and network design. This model takes into consideration the need for reliability as well as transient voltage stability. A two-layer iterative approach based on the adaptive particle swarm optimization technique (PSO) is suggested to tackle the difficult nonlinear issue effectively. The suggested method's efficiency is proved by its application to the IEEE 33 bus system.

The paper is well explained, but there are some justifications that should be added for paper enhancements, these are:

1-      There is no comparison between the proposed optimization technique (PSO) and any other optimization method.

2-      Some abbreviation is given without mentioning what they stand for. Example Page 2 line 47.

3-      The overall English need minor correction.

 

4-      The introduction section has to be extended as there are a lot of research papers in this field.

The topic is interesting, but clarifications and additions are necessary.

The abstract should be concise and inform the readers of background, research question, hypothesis, methodology, the main results and conclusions of research presented. The main results obtained must be highlighted in the abstract.

The optimization algorithm must be described in sufficient detail (input data) to allow another researcher to reproduce the results.

There is no clear differentiation between the two analyzed scenarios.

Where are the sources of distributed generation located? Where is the energy storage located?

The technical characteristics of the energy sources are missing.

The results are not presented very well. The findings and their implications should be discussed in the broadest context possible.

Units of measure (tables, figures) should be put in parentheses; not in the form of "/U.M."
