This manuscript can be accepted after minor revision. There are also some questions should be discussed as below:

1. Line 11 and Line 67, water scarcity risk is sometimes expressed as water shortage risk, which is better unified.

2. The article is rich in charts and graphs, but the sector name in the article does not correspond to the sector index in the chart conveniently.

3. Line 170 and Line 171, Quote with 'et al.' and use the plural.

4. Eq.12 to Eq. 14, a new equation has been derived which is able to estimate intermediate virtual water scarcity risk. It is valuable and should be further researched. 

5. Line 196 and Line 284, the format of symbol abbreviations should be uniform.

6. Line 360 to Line 363The sentence should be polished.

7. Line.217 and Line218, abbreviations are introduced, but not used.

8. Figure 9, It is not easy to identify triangles and rectangles when they overlap. It is better to redraw the figure.

9. Line 389, Some helpful conclusions are drawn in the analysis of Virtual Water Scarcity Risk Index. For example, the variance of the VWSR input is smaller than that of the output.  It is better to make more analysis.

 

10. Fig.10(a), some sectors with high Herfindal index also have poor water use efficiency, it is a meaningful conclusion and more analysis for the specific sectors would be suggested.

The paper urges on rationalizing the allocation of water resources among industries focusing mainly on the economical growth of China. However, among the limitations of water Input-output model, it assumes that there are no economies or diseconomies of scale in production or factor substitution, and that they do not incorporate the existence of supply constraints. The authors are advised to elaborate further on that.

The primary limitations of the HHI stems from the fact that it is such a simple measure that it fails to take into account the complexities of various markets in a way that allows for a genuinely accurate assessment of competitive or monopolistic market conditions. The authors are advised to discuss further on Herfindahl Index.

The paper contributes well to the theme of Inter-industry Transfer mainly for the case of China. The reviewer therefore advises for the incorporation of these minor revisions.

 Overall it should be made more appealing

Overall process flow adopted need to be presented as a flow diagram /flow chart

Blank space in page 3 ; Is something missing here ?

Section 3.1/3.1.1 some opening sentence is required rather than starting with a Fig ; same for all sections/subsections

page 345 ; Figure number is to be corrected ..infact this is to be checked throughout ..see Line 350 ..it should be Fig.7 ?
