Research methods are very inadequate. The author has not clearly and systematically explained this research method.

a. First, the authors must describe this study's population, sample, and respondents. The author needs to explain the reason for choosing the research location (Samarinda) and the reasons underlying the use of culinary and craft SMEs. The author needs to describe how to determine the number of samples of 365 SMEs. The author needs to explain the technique of recruiting respondents.

b. Second, the author must explain the data collection method, including the reasons for online distributing the questionnaire. Please convey the steps for distributing the online questionnaire and the timeframe for distributing the questionnaire.

c. The author needs to describe the names of the variables tested and the operational definitions of the variables. The author also needs to mention the number and content of research indicators. Also, explain the reference for the questionnaire used and whether the questionnaire was adopted or adapted from previous research. Mention the number of questions for each variable in the distributed questionnaire. The author needs to make 1 table describing the variable names, operational definitions of variables, the number and indicators used, and references to the questionnaire.

 

Result and discussion

a. The author needs to add a non-response bias test to find out whether there is a difference in the results between the respondents who filled in at the beginning and end of the study.

b. The author needs to add the demographic characteristics of the respondents.

c. The author needs to convey descriptive statistics from the respondents' answers.

d. The author does not need to say, "null hypothesis is rejected".

e. However, the authors need to add scientific arguments to the results of hypothesis testing. Scientific explanations should be based on relevant theories to strengthen the results of this research. Furthermore, the authors must compare this study's results with previous studies (using maximum references from the last five years).

The article presents and organizes knowledge within the study area in a logical manner. The proportions of particular parts have generally been selected in a correct way. The layout of the paper is correct. It is clear and transparent.

The main question addressed by the research is how the influence of social capital with its 3 dimensions, namely relational, structural, and cognitive along with organizational health with its eight dimensions, namely direction, leadership, accountability, control coordination, capabilities, motivation, external orientation, and learning innovation affect competitive advantage in VRIN.

The conclusions are consistent with the evidence and arguments presented and they do address the main question posed.

I consider the topic relevant in the field of interest of the journal. The discussed topic isn't original and impressive from a scientific point of view, but the article may be of interest to an international audience.

The research method uses a survey method with a quantitative approach. The technique used in this study is the Structural Equation Modeling (SEM) analysis technique.

The references are appropriate.

In the introduction: author/-s should write why the topic is significant and point the novelty of the study.

In the introduction, shortcut VRIN should be explained as Valuable, Rare, Inimitable and Non-Substituable – for the better understanding of the text.

More managerial conclusions and applications should be indicated in the article.

This research shows that social capital and organizational health have a strong and positive relationship with competitive advantage in small companies in the culinary and craft sectors, specifically through a study in Samarinda City.

The authors present relevant, current, and classic references. They elaborated a text that clearly explained how they conducted all the research.

Below I add some suggestions that may contribute to the manuscript having a better chance of publication:

**In the introduction, there are several preliminary surveys. It remains doubtful whether the authors applied these surveys or whether they were found in the references cited throughout the manuscript.

If the authors designed and applied the preliminary surveys, I suggest explaining the research protocol followed.

**In Theoretical framework

In the second paragraph, the authors state that social capital should be analyzed as a multidimensional construction and that there are several dimensions. However, in the sequence, they say just three dimensions form social capital. Thus, some doubts remain: did the authors use the division of the dimensions of social capital proposed by a particular author, and, consequently, are there other proposals that divide social capital into more dimensions? Or did the authors present the three dimensions as the only division used to analyze social capital?

On page six, the last paragraph, the authors use the acronym HRM. However, although it can be understood implicitly, many readers can be confused if it is not explicit what is HRM and or HR. I suggest that the authors add the meaning.

It is unclear what basis was used to formulate the questionnaire questions. In addition, I suggest that the authors present the questionnaires developed and applied in the Appendix section.

 It would be interesting if the authors could contrast the results that show the simultaneous effect of Social Capital and Organizational Health on competitive advantage. Even though there are no similar studies, I suggest that the authors expand the discussion on the relationship between these results and the phenomenon of the creative economy.

Recommendations for authors:

Based on reviewers' comments, the author is expected to be SERIOUS in improving the article. Several things need to be revised again, namely:

1. In the introductory section, the author does not need to display Table 1 and Table 2. The author also does not need to explain in detail the preliminary survey conducted (including the number of SMEs and the sample selection technique. In this section, the author should narratively describe the research urgency. For example, the author states, "72% of culinary and craft SMEs in Samarinda City still do not have 89 an optimal competitive advantage". Therefore, this study focuses on organizational health, and the authors have not explained the specific urgency of this topic, especially those associated with the competitive advantage of SMEs. All of the above needs to be emphasized by the authors to strengthen the background of this research.

2. In the theoretical framework section, the authors need to add the theory that underlies this research, not just explain the variables used in this study. The author does not need to explain the simultaneous test (hypothesis 3).

3. In the method section, several things need to be added:

a. The author needs to explain the reason for choosing the research location (Samarinda) and the reasons underlying the use of culinary and craft SMEs. The author must describe how to determine 283 culinary and 82 craft SMEs. Additionally, the authors need to explain the technique of recruiting SMEs (365 out of 1,084). Authors must explain whether they were chosen randomly/cluster/stratified/other methods.

b. The author must explain the data collection method, including the reasons for distributing the questionnaire online. Please convey the steps for distributing the online questionnaire and the timeframe for distributing the questionnaire.

c. The author needs to describe the names of the variables tested and the operational definitions of the variables. The author also needs to mention the number and content of research indicators. Also, explain the reference for the questionnaire used and whether the questionnaire was adopted or adapted from previous research. Mention the number of questions for each variable in the distributed questionnaire. The author needs to make 1 table describing the variable names, operational definitions of variables, the number and indicators used, and references to the questionnaire.

4. In the results and discussion section, the author needs to add the following:

a. The author needs to add the demographic characteristics of the respondents.

b. The author needs to convey descriptive statistics from the respondents' answers.

c. The author does not need to say, "null hypothesis is rejected".

d. The scientific explanation should be based on relevant theory to strengthen this study's results. Furthermore, the authors must compare this study's results with previous studies (using maximum references from the last five years).

5. In the conclusion, the writer needs to fix the following:

a. Authors must emphasize the theoretical, practical, and policy implications in separate paragraphs.

b. The author needs to explain the research's limitations (things beyond the researcher's control). Based on these limitations, the authors must provide further research suggestions.
